Rupees having been counted into the treasury by the outgoing Purser. The outgoing Purser David Taillefert having counted back into the treasury the Rupees 8000: –. which he had received from the treasury upon assuming his post, it was resolved to make note of this in these records, and to have the surety given for it cancelled. His surety was discharged. 94. 95. The 21st of February 1766. The 21st of February 1766. New surety for the outgoing And one for the incoming Purser produced. And to have the transfer made under that date. the latter by report to be delivered under Primo March. Whereupon his Honor further produced two sureties, being the one whereby the Honorable Second and Chief Administrator Martinus Joan Bosman, and the Merchant and Warehouse Keeper Anthonij Julius Bangeman bound themselves as sureties for the prompt payment of whatever the bookkeeper David Taillefert, by virtue of his past post as Purser, might still be encumbered to pay into the Honorable Company's treasury within the first four years after his completed transfer, up to a sum of Rupees 1600:—. and the other on behalf of the incoming Purser Nicolaas Holmberg, whereby the same-mentioned persons bound themselves to guarantee a sum of Rupees 8500:–. which said Holmberg, by virtue of the service to be performed by him in the aforesaid function, might receive under his administration and accountability; with which, after reading, it was resolved to be satisfied, and upon the latter to have advanced to said Holmberg under Primo March the Rupees 8000:—., as well as to have the transfer of the same-mentioned service made to him by the above-mentioned outgoing Purser under that date, but the inventory for that purpose to be taken a few days earlier, and furthermore to record the said sureties in this place. Appeared before Me, Dirk Spierejee, Bookkeeper and First Sworn Clerk of Police of the Surat Directorate, under the chief command of the Right Honorable Lord Director Christiaan Lodewijk Senff, qualified for this purpose, Present the undermentioned witnesses. The 21st of February 1766. 152 Together with allowing the aforementioned change in the Council of Justice to take place, witness the Honorable Martinus Joan Bosman, senior merchant, second-in-command, and head administrator, together with the Honorable Antonij Julius Bangeman, merchant and warehouse master here, who declared, as they do by these presents, that each of them will stand surety in solidum and present themselves as guarantors and co-principals for the prompt payment of whatever the bookkeeper and former dispenser David Taillefert, on account of his aforesaid service, might still be liable to pay into the Honorable Company's treasury within the first four years after his completed transfer, up to a sum of one thousand rixdollars or sixteen hundred silver current Surat rupees, thereby renouncing the benefits of order, division, and excussion, having been fully and properly informed of the legal force of those words by me, first sworn clerk, binding therefor their Honorable persons and property, both movable and immovable, of whatever nature they may be, placing the same under the constraint of all the Lord's laws and judges. Also appearing as before the mentioned former dispenser David Taillefert, who, on the other hand, promised to indemnify and free his guarantors entirely, and the guarantors one another, regarding this suretyship, and to hold them harmless and undamaged under the same obligation as above, consenting that an instrument hereon be drawn up and delivered in common form. Thus done and passed at the Dutch office of Surat on the day, month, and year aforesaid, in the presence of Cornelis van den Bosse and Hendrik Spierejee, clerks at this secretariat, as witnesses. The minute hereof is duly signed and written on a stamp of twenty-four stuivers. Below stood: quod attestor. Signed: Dk. Spierejee, first sworn clerk. 3. Today, the twenty-first of February in the year seventeen hundred and sixty-six, appeared before me, Dirk Spierejee, bookkeeper and first sworn clerk of policy of the Surat Directorship, under the main authority of the Honorable Christiaan Lodewijk Senff, Director, qualified for this purpose, present the witnesses to be mentioned hereafter, the Honorable Martinus Joan Bosman, senior merchant, second-in-command, and head administrator, together with the Honorable Anthonij Julius Bangeman, merchant and warehouse master here, who declared, as they do by these presents, that they will stand surety and present their Honors as guarantors and co-principals for the prompt settlement of whatever the bookkeeper and dispenser Nicolaas Holmberg, on account of the service of dispenser performed by him, might receive under his administration and accountability in this function, up to a sum of eight thousand silver Surat rupees at thirty heavy stuivers each, thereby renouncing the benefits of order, division, and excussion, having been fully and properly informed of the legal force of those words by me, first sworn clerk, binding therefor their Honors' persons and property, both movable and immovable, placing the same under the constraint of all laws and judges; but on the other hand, he, dispenser Nicolaas Holmberg, being also present here, promises to indemnify and free his guarantors entirely, and the guarantors one another for one half, regarding this suretyship, and to hold them harmless and undamaged under the same obligation as above, consenting that an instrument hereon be drawn up and delivered in common form. 98. 99. 153 The 21st of February 1766. The 21st of February 1766. Investigation by the Lord Director concerning the arrears of the Trade Books. Together with the demonstration by the Honorable Head Administrator. His Honor's seconded objection and the reasons held in that regard. and to have his place filled by the incoming Dispenser Nicolaas Holmberg; in whose place as Secretary of the said Council the First sworn Clerk Dirk Spierejee, nominated before this Council on the 29th of October of the past year, has again stepped up, and another place in the said College having thereby become vacant, it was further resolved to appoint in place of the last mentioned the Bookkeeper and first Bazaar Commissioner Jacob Hes. The Trade books of this directorate for the book year 1764/5 not yet having been completed, while the sailing date of the Honorable Company's ship Lekkerland lying here in the Roads, which was set for the last day of this month, was imminent, the Lord Director declared himself compelled to investigate the cause whereby the work might have fallen into arrears or been delayed, being fearful that if they, as in the past year, were again to be left behind, it would be imputed to His Honor as commander that he had not provided for this; wherefore His Honor addressed the Honorable Secunde as Trade Bookkeeper in this regard, and demanded to know the reason why the said books had been prevented from being ready, as well as how far they were presently advanced; but receiving no satisfactory answer from the said Honorable Secunde, who, without providing any reasons for the arrears, merely said he thought that they would be completed by mid-March, and the frequently mentioned books, which His Honor had caused to be brought into the meeting by the provisional Cashier Monte, as 100. 103. The 21st of February 1766. into the meeting And the Lord Director not being able to obtain the reason thereof Orders the Honorable Secunde and Cashier to stand outside: Questioning and Proposition by the Lord Commander to the meeting. At the request of the Members, the Cashier Monte is only provisionally dismissed from the Council. as holder thereof, having been reviewed by His Honor, and having been found to be advanced no further than to May, His Honor asked once again what obstacles had been in the way that the books could not have been completed by the ultimate of February, and insisted on knowing the reason for this, but not obtaining it, ordered the Honorable Secunde and the provisional Cashier Monte to step outside the Meeting; who having stepped outside, the Lord Commander asked the remaining members what means they maintained ought now to be employed so that the books could be dispatched with this Ship, and His Honor himself might thus incur no dishonor on account of their remaining behind, and proposed at the same time, firstly, to postpone the departure of the said vessel until mid-March, and subsequently to dismiss the said Monte, who attended to the keeping of the Trade books, through whose neglect the arrears thereof were therefore chiefly caused, and who had thus rendered himself unworthy of the favors shown to him, as a member of this Meeting, and to revoke the office of Cashier conferred upon him subject to the approval of Their High Mightinesses by resolution of the 22nd of August of the past year, whereby he would thus at the same time obtain more time for the completion of the books, and all pretexts of having been hindered therein by attending meetings and performing the just-mentioned office would also be removed: but since the members considered and also requested that one should not yet employ the utmost rigor, 102. 103. 9 155 The 21st of February 1766. The 21st of February 1766. postponed to the 15th of March. to keep within the Trade Office and his dwelling house Together with postponing the disposition regarding his person. to recommend the books seriously. The beside mentioned persons changed from sailors to soldiers. and only dismiss the said Monte provisionally as a member of this meeting, but let him retain his office; it was, since the Lord Director was willing to condescend to this for this time, approved and resolved, firstly to postpone the appointed sailing date of the ship Lekkerland until the 15th of the following month, and subsequently to provisionally dismiss the bookkeeper and provisional Cashier Monte, though with the retention of his office, as a member of this Meeting, to order him to keep himself inside the Trade Office and his dwelling house until the Trade books of this directorate of the year 1764/5 shall have been completed, and furthermore to postpone the disposition regarding his person until mid-March, as also to admonish the Honorable Secunde in the most serious manner to exercise all supervision in that regard; and to take care that the books become completely finished by the departure of the said vessel in order to be dispatched therewith. After which, the said Honorable Secunde and the said Monte having appeared inside, the resolution concerning His Honor was announced to the first-mentioned by fellow member the Fiscal Mr. Gerbrand de Jonge, as the same was done to the last-mentioned by the Lord Commander; after which the latter retired from the Meeting. Lastly, it was further resolved upon the Proposition of the Lord Director to change the following sailors who were successively brought ashore, namely from the ship Company's Welvaaren Jan Drogaart of Lubeck, from Amerongen Jacobus Gaillard of Wezel, and from Lekkerland Leendert Jansz: Stam of Schiedam, at their request, to soldiers.

The outcome of the spices can be shared. had received provisions, and it being feared that these would not be sufficient for his journey, it was approved upon the proposal of the Lord Director to have the dispenser Holmberg provide him with another 2 months of rations for 60 European heads. It was also resolved upon the proposal of the Lord Commander to send with the Honorable Company's ship Lekkerland 2 lac or Rupees 200,000 to Batavia, and to give notice of this to the Ceylon Ministry, in order that they, should they need them, might lighten the whole or part thereof. And since the return cargo has now finally been tied up and the books and papers can also be ready within a few days, the Lord Director submitted for consideration whether, this having taken place, the ship should be dispatched immediately, or rather be detained a little longer in order to await the outcome of the spices. Which matter having been considered and noted by the Council that, while the ship has had to wait so long for the return cargo, which could not possibly have been ready sooner than now, it might perhaps not displease Their Right Excellencies at all if it were allowed to lie for a couple of days longer if necessary, because it was of great importance to see whether one could give Their Right Excellencies certain report regarding the conveyance of the spices or not: it was unanimously decided to pursue this matter in earnest, and to that end it was decided to detain the ship for some days, but ultimately no longer than the 12th or 15th instant. Also produced by His Honour was a letter to the Governor and Council at Colombo; serving chiefly to accompany some goods requested by the aforesaid Governor for the service of that Government in a private letter, and of which the contracting was arrested at the session of 21st February last for reasons mentioned in the Resolution of that date, as also to inform Their Honours that by the vessel Lekkerland 200,000:- Rupees are going over for Batavia, in order that the same, being required there, might be landed in part or in whole; which letter, as well as the one prepared for the Malabar ministry and at the same time submitted by His Honour to the members for resumption, was signed. Subsequently, since one now hopes not without reason to obtain permission from the Town Governor shortly for the transfer of the spices to the wharf, which contrary to all expectation has been delayed until now, but of which one had now so to speak received firm assurance; it was approved by unanimous votes still to detain the ship Lekkerland for another three days or so and then to dispatch the same, in order to still be able to impart to Their High Excellencies the outcome of this matter, which one had grounds to think would succeed according to wish. That on the 28th thereafter the boat of Lekkerland was brought back. But the sailors who had been on it had deserted. And that the following day all the Company's vessels returned with a cargo of stones from the island Premegher.
