And to recommend the following to the factors for their observation: To note for their information in the departing letter that this merchandise is charged to their trading post, not at purchase price but at sales price, just as it was sold here to the Honorable Company's brokers, and that they must therefore deliver the aforesaid amount net to the Honorable Company, without bringing into account any shortfalls in weight or expenses of toll, coolie wages, brokerage, or the like, and likewise without concerning themselves with the profits in their books, since this capital must be regarded as if it had been sent over in cash, and that arrangement has been expressly devised in that manner in order thereby to prevent and clear away the voluminous paperwork that is otherwise unavoidably attached to such shipments. Upon the instance made by the first Brootchia factor van Ieger in a separate missive to the Governor, it was resolved to authorize the officials there to give an extraordinary gift upon the wedding feast of the young Governor's youngest son, which is to be held within a few days, to the amount of ro/a 75: —, and to bestow upon the nephew of the business agent Boekendas, on a similar occasion, a pommerin to the value of 50: — rupees; from which gifts, however much in conflict with the retrenchment so strongly recommended recently, one cannot well dispense with, preserving the Honorable Company's decorum, besides the fact that these are regarded in these countries as entirely unavoidable. 6. 7. The 2nd of February 1765. The 4th of February 1765. Resolved to have new ones made in their stead. To have 20000 rupees handed over to the Suppliers. The price current for the year 1765 established. [illegible] of mace occurred. From a judicial minute it appears. having been in the powder magazine since the year 1758; were now completely spoiled and rendered unusable by age and dampness: requesting accordingly that he might be provided with the necessary orders regarding the further handling of those defective cartridges; it was thus deemed proper to order the said officer by extract hereof to preserve the shot of the said cartridges, but to have the spoiled gunpowder thrown into the river, as well as to have new cartridges made in place of the old and unusable ones. Furthermore, on the proposal of the Lord Commander, it was decided to grant the request of the Suppliers for a further advance payment for the continuation of the collection currently underway, and consequently to have handed over to them from the Honourable Company's main cash chest a sum of 20000 rupees. There was further reviewed a schedule of the prices for which the Master of Equipage Peun van der Kuijl undertakes to supply the woodwork and other domestic necessities for the current year. 12. The 4th of March, anno 1765. After much applied effort, the suppliers have finally allowed themselves to be persuaded to deliver the cloths at last year's prices. The outcome of his Honour's negotiation with the brokers and the suppliers concerning the new contracting of returns on the respective Homeland and Indian demands for the year 1765, the first dated Amsterdam the 12th of November 1763, and the other Batavia the 7th of August 1764, regarding which his Honour, discoursing in detail, primarily made known that he had spared no effort to move the suppliers to some reduction in prices, but that they could by no means be persuaded to do so, partly because the market for raw cotton would by no means fall, owing to the heavy export by the English to Bengal, and partly because the English are currently busy contracting with the merchants for a very considerable order of cloths. All of which could by no means contribute to bringing about any diminution in the price of the linens, and his Honour therefore considered he had achieved a great deal in having been able to persuade them to deliver all the cloths at last year's prices, except for the white sawagasjes of 9 wiessa, 24 long and 1 3/8 wide, of which no collection has taken place since the year 1756, when their procurement was fixed by the Gentlemen Principals at ƒ 450:—: per bale, with an increase if necessary of 5 percent, which would amount to ƒ 472:10:—: per bale; but since in the latest demand for the year 1764 another 10 percent above the previous determination was granted, and thus 15 percent in total, these cloths might now be collected for ƒ 519:15:— the bale; so that there still remained a difference of ƒ 110:5:— with the demand of the suppliers. As also the broad dark blue baftas, 22 long and 1 1/8 wide, which the Most Noble Gentlemen Seventeen currently require instead of the light blue previously sent, which latter, their Honours state, are ordinarily of poor colour, wherefore the dark blue also come to cost ƒ 15: per bale or fully 2 7/10 percent dearer than the light blue previously sent. Subsequently his Honour produced for review a memorandum of the prices for which the suppliers here at the main office undertake to deliver all the returns, and put it to the members for consideration whether one ought not to proceed to the general contracting on this basis, since time was pressing to reach a decision in this regard. He proposed at the same time to have 5 bales of the aforementioned sawagasjes made by way of trial, since their Honours demand these cloths almost every year, although owing to the all too great difference between the prices demanded here and those fixed by the Gentlemen Principals, one had not dared to send them for several years; and one might therefore well presume that one would do no wrong by procuring for their Honours a small quantity of a commodity that seemed to be in such high demand in the Netherlands, even though the price still differed somewhat, since in commerce one must occasionally accept such things. 13. The 4th of March, 1765. Proposal to make only 5 bales of sawagasjes. The Council, having attentively heard all the foregoing and having carefully reviewed and examined the memorandum of prices, unanimously agreed with the Director to allow the general contracting to proceed on the footing proposed by his Honour, provided that the suppliers, through an ultimate effort made in the meeting, could not be persuaded to grant any reduction on one or another item. Whereupon those people, together with the brokers, were called inside, and the prices were presented to them item by item, as well as the remarks and required improvements made by the Gentlemen Principals on various assortments; and these people being by no means capable of being moved to deviate in the slightest from the demanded prices, the contract was concluded with them, and they were most earnestly exhorted by the Director.

Nutmegs alone - - - lb 213:—: Then together = lb 394½ lb 2 3/8 per cent Although this statement now contains everything that, according to our humble understanding, pertains to a clear presentation, we nevertheless cannot refrain from setting down the following for your Right Honorable's consideration, to wit: 1. The gross or ship deficit is, contrary to our expectation, very small and amounts to no more than 1 1/8 per Cent, whereas it had been feared that it would have run much higher, because the spices had to remain standing for two months in the inner warehouse - - lb 181½ 2. The deficit on the cloves is ordinary, and the greatest difference is shown by those that were situated near the nutmegs, and when both parcels are averaged together there is an underweight of 2 3/8 per Cent net. 3. That the nutmegs were found to be in better condition than those brought by the ships Vrouwe Rebecca Jacoba and Kronenburg. 4. That the chests were very poor, and several holes and large openings were found on them, into which one could easily insert fingers, and on that account a great spillage would have been caused before they were discharged from the ships into the vessels, received from the same again into the inner warehouse, transported after that date to the shipyard and stored in the outer warehouse, if no precaution had been taken to plug and secure the openings with oakum as well as kapok, as several chests could not even be repaired with nails due to the bad condition of the planks. Furthermore, we take the liberty of reporting that every evening at the end of work the spice enclosure in Warehouse No. 4 was sealed and the keys were handed over to the Honorable Head Administrator. Shortweights fallen thereon passed And Her Right Noblenesses regarding For the rest, deferring in respect to our reports of the 20th and 31st January of the parcels of Barbara Theodora and Renswoude, handed over to Your Right Honourable, solely for the consideration of Your Right Honourable adding furthermore that the large shortweight, both on the tare, the gross weight, and the net weight of the cloves, certainly results from the fact that this parcel stood exposed to the North wind in the Company's inner courtyard, although covered just as well as the others, while the condition of the chests was found to be the same as that of the previous parcels: we have in the evening sealed the spice stock, handing over the keys each time to the Honourable Chief Administrator. Hoping that our commission will have been carried out to the satisfaction of Your Right Honourable, we have the honour to sign ourselves with all respect, below stood: Right Honourable Sir, lower: Your Right Honourable's very obedient and humble servants, was signed: D: Taillefert and D:k Spiering. From which it appears that on the delivery of the Barbara a net shortweight fell on the nutmegs of 47 lb or 1/2 per cent rough and on the cloves on average 394 1/2 lb or 2 3/4 per cent scant, that on the parcel of Renswoude there is a net shortage on the nutmegs of 75 1/4 lb or 7/8 per cent scant and on the cloves 436 1/4 lb or 2 1/2 per cent rough, as well as that on the last parcel with Leijmuijden too little was found, on the nutmegs 51 lb or 2/8 per cent rough and on the cloves, both those that lay near the nutmegs as well as those separately boxed for the adjacent reasons, 518 3/4 lb or 3 1/4 per cent scant, so these shortweights on the cloves were at first glance certainly judged somewhat high. But in that respect extensively demonstrated in the aforementioned reports, further confirmed by the Honourable Chief Administrator, and for that reason taken into consideration; that the actual ship's shortweight, upon delivery according to the finding inserted in the resolution of the 20th December 1764, was not yet 1 per cent and consequently amounted to less than the stipulation made by Her High Noblenesses by General Resolution of the 27th April 1764, that the excess consequently was caused here ashore, and is principally to be attributed, on the one hand, to the poor condition of the chests, the cracks of which had to be stopped with kapok to prevent the cloves from falling out, and on the other hand, to a strong drying-in, in the Inner Courtyard, where the spices had to stand practically exposed to the dry North winds for nearly two months before permission could be obtained for their transport to the wharf; and that for this reason the fault thereof can be blamed on or attributed to no one. It was thus resolved with unanimous votes to have the aforementioned shortweights written off, but to give notice to Her High Noblenesses at the first opportunity of the poor condition of the chests.

Upon the adjoining report of the storekeeper, all the more because the rice, by lying longer, will spoil and become unusable for any provisioning of the ships, which is now no longer taking place, in which manner it also stands with the firewood, which in particular is considerably subject to severe drying out, as well as declaring that the Chinese planks are of no further use to him, having served solely for the storage of the aforementioned grain, along with several other provisions; it was thus resolved on the proposal of His Honour to have the 100 Chinese planks handed back over to the equipment supervisor, to be accounted for by him henceforth, but to have the rice and the firewood sold, in order to subsequently dispose further of the proceeds thereof. There also being submitted by the said official a report concerning the incapacity of the two draft oxen of the Honourable Company's second wagon, annex a secretarial declaration of special commissioners in confirmation thereof, both of which papers were found to be of the following content: To the Well-Noble and Respected Lord Christiaan Lodewijk Senff, Director and Commander-in-Chief of this Directorate. He also takes the liberty to inform Your Well-Noble and Respected Honour that a few days ago two young draft oxen were offered to him for purchase for an amount of ro/a 250:—:—. The appearers hereby ending their given declaration, which they affirmed to be the pure and sincere truth, on which account they remained ready at all times and if required to confirm the same further by solemn oath. Thus done and passed in the Dutch office, Surat, on the day, month, and year aforesaid, in the presence of Joan van Zwijndrecht and Pieter Ziemstroom, Clerks at this Secretariat, as witnesses. Furthermore, the Lord Director informed the meeting that the Lieutenant Governor of the city, Faroschan, had recently in the month of January held a remarkably grand wedding celebration on the occasion of the marriage of both his son and daughter. That in these general festivities, not only the Governor and all the prominent city regents took a great part, but even the English also, who, although they hold the reins of government in their hands, nevertheless do not fail to cajole this gentleman in every conceivable manner, he being a man who, apart from his good understanding and great fortune, has a powerful influence on everything that can have any relation to the administration of this city and its dependencies, and thereby possesses almost more stature and authority than the governor himself, who will not proceed to the settlement of any matter of importance without his advice, or rather his consent. That His Honour, being unable to omit having the said regent complimented on the aforementioned public occasion, had sought to accomplish this merely by adding a small present of some trifles after the native custom; but that the brokers had opposed this and had judged it to be of the utmost necessity to make a present worthy of the name, of at least rop:s 2000:—:— in cash, pointing out that it had been solely through the intercession and powerful aid of that regent that one had

The Naib Taroschan ropp: 2000:—. to be offered as a present. bought by the Director, and delivered for necessities up to r/a 1000:- had obtained permission for a month or two to transport the spices from the Lodge to the Honorable Company's shipyard; and that His Honour, being convinced of the truth of this matter, could no longer refrain from submitting the request of the Brokers to the Meeting, the more so as he had to fear that, if one always observed frugality in the strictest terms as a matter of duty, such might well, on other important occasions in due time, result in considerable prejudice to the Company. The Gentlemen, having maturely considered all that had been said by His Honour, and especially taking into account the multitude of cases in which one cannot possibly dispense with the help and assistance of Taroschan without detriment to the Honorable Company's interest, were unanimously of the opinion that this present must necessarily be made. The iron weights, being subject to very many defects, shall be entirely discarded. And 2. With regard to the copper or metal weights, a distinction must be made between those that are in reserve; and others that are effectively in use. 3. The first must be carried forward in the books with, and the others without, value. 4. The weights in use shall be divided into certain sets, of a specified number of pieces and pounds. 5. And the administrators shall be obliged, not only to have all their weights compared and calibrated once a year, in the manner aforementioned, but also to bring the same for that purpose to the place indicated to them by the commissioners. 13. Nor shall the administrators be permitted to keep, much less use, any uncalibrated or defective weight in their administration, on pain of being punished without the slightest connivance, according to the laws devised and established on this matter by Their High Excellencies, the Gentlemen of the High Indian Government at Batavia. 14. The Council, maturely considering all these arguments of His Honour, found the same to rest on such good grounds that it conformed therewith in all respects, and it was accordingly resolved to continue the general inventory on the old footing, to wit, once a year, and that under ultimo August, while giving notice thereof to Their High Nobles at the first opportunity, and to respectfully supply Their Highs with the reasons that make the execution of this Their much-respected order impossible at this place. Yet with respect to the order also contained in the just-mentioned Extract-Resolution, to have a memorandum drawn up during the annual inventories of all unwanted, damaged, or for other reasons unsuitable goods for sale or shipment: it is understood that, being very practicable, this shall be obeyed in all submission, and accordingly to charge the Chief Administrator to ensure that he submits an overall memorandum of all such defective goods as are specified hereinbefore to the Lord Commander at the annual inventory, in order that said memorandum can be presented by His Honour in the Council of Policy according to the honored intention of Their High Nobles. The 4th of March Anno 1765 the tare on each bale amounts to 23 5/16 lb. to investigate this lot, the Honorable Head Administrator submitted the following reports concerning his findings. To the Right Honorable Christian Lodewijk Senff, Director and Commander-in-Chief of this Directorate. Right Honorable Sir, In accordance with a report submitted by the special commissioners and attached hereto, it appears that the difference in the tare of the camphor tubs was found to be 2 1/8 to 4 pounds. Thus, when averaged over the 6 lots or 300 tubs at 3 3/80 lb per tub, or in total, 1001 1/2 lb more tare was found than had been booked. However, since in the year 1763 the 97 tubs brought here from Batavia by the Kronenburg and 47 by the Vrouwe Rebecca Jacoba were booked with only 20 lb of tare, and the 156 tubs brought this year divided among the Leijmuijden, Renswoude, and Barbara Theodora were booked with 22 lb of tare, I shall, for Your Honor's special consideration, demonstrate the shortfall on the old lot for each shipment separately and averaged together, as well as the excess tare found on the latest brought lot, both averaged across the three ships and individually, which amounts to: 97 tubs from Kronenburg at 2 1/4 lb each is lb 206 1/8 47 ditto from the Rebecca at 3 7/16 ditto is lb 167 7/16 together lb 373 3/16 144 tubs averaged at 2 23/32 is 409 1/2 52 tubs from Renswoude at 3 3/16 each is lb 185 1/4 52 ditto from Leijmuijden at 3 7/16 ditto is lb 178 3/4 52 ditto from Barbara Theodora at 4 ditto is lb 208 together 572 156 tubs averaged at 3 2/3 lb is lb 572.
