The Director declares for his account to assume, And to count the amount thereof into the treasury, As also half of the expenses incurred for Zorgvrij, And to charge nothing more concerning the said garden to the Honorable Company, To have it debited, as this remainder belongs to the previous year's report, and on that account also must be dealt with in the books of that year, in order to maintain a consistent footing in the presentation of the profit account. Whereas Their High Nobles have pleased to persist in Their High resolution concerning the charge for the loss on the patolas sent from here in A:o J:o, the Commander declared to take upon himself to have the amount thereof, to the sum of ƒ6569:11:–, counted into the Honorable Company's treasury, which His Honor had already promised to arrange in such case at the session of the 5th of November of last year. Just as His Honor also took upon himself, in accordance with the repeated orders of Their High Nobles, to have paid into the treasury half of the expenses incurred in A:o 1761/2 and 1762/3 for the maintenance of the garden Zorgvrij, remarking nevertheless that His Honor had already understood very well the previous order of Their High Nobles, but had postponed the fulfillment thereof at the time because he could not believe that it was truly the intention of Their High Nobles to make him pay expenses that had been incurred from the year 1761 until ultimate August 1763, and thus long before his arrival in this Directorate, which was two and a half months after the last-mentioned date. But as His Honor now to his sorrow experienced that Their High Nobles not only persisted in the previous order, but also left all expenses of the garden Zorgvrij to his account, he was therefore indeed obliged, though not without reluctance, to obey them, and that His Honor on that account for the future would not only charge nothing more to the Honorable Company, but also promptly have paid back into the treasury ƒ253:13:– in favor of Mr. Drabbe, who was charged for the entire amount of the expenses in A:o 1762/3 of ƒ507:6:8, and ƒ277:12:8 in favor of Previous Year's Charges and Expenses, being half of the expenses incurred in A:o 1761/2, and at that time written off to the detriment of the Honorable Company. pag: 272. pag: 273. The account of the deceased Ahmedabad broker to be credited for ƒ1950:–:10. As well as to withdraw three pay accounts of the deceased junior merchant Bellon, And to request Their High Nobles' order concerning the deficit. Furthermore, in dutiful compliance with the command of Their High Nobles, it was resolved by the Honorable Second and Head Administrator Martinus Ioan Bosman and the Storekeeper David Taillefert to promptly have counted into the treasury a sum of ƒ2075:13:8, being the remaining amount of the compensation imposed on the junior merchant and former secretary Blanckamer for his share in the 80,000 rupees, which he was unable to furnish before his departure from here to Batavia, and for which the said Honorable Second and the Storekeeper interposed themselves as guarantors. Their High Nobles having ordered in Their High respected letter of the 30th July last that the arrears of the insolvent deceased Ahmedabad broker Girderdas Doosje amounting to ƒ5850:2:– must be compensated for 2/3 from the estate of the deceased junior merchant De Bellon, and the remainder by the bookkeeper De Wind; but having communicated in a further letter of the 19th August that the aforesaid De Wind, having departed from here and already arrived in Batavia, shall cause the amount of the charge imposed on him to be paid into the treasury there; it was thus understood to have the account of the aforesaid broker credited for ƒ1950:–:14, being 1/3 of the above-mentioned sum, and to charge the same to the Indian Head Office. And whereas from the estate of the deceased junior merchant De Bellon no more is left and to be obtained than 3 pieces of pay accounts to the amount of ƒ1920:–: in heavy money, it was approved to cancel the same, and respectfully to request Their High Nobles in the outgoing letter to be strengthened with Their High orders as to how must be dealt with the still unsatisfied remaining part of the aforesaid arrears amounting to ƒ2460:1:6.

And since Their High Noble Lordships also explicitly order to pay close attention to what is entered in the specifications, and to rap the knuckles sensibly of anyone who makes themselves guilty of fraudulent claims, it is deemed fit to provide a clear extract hereof to the Honorable Head Administrator as well as the subordinates for their instruction. Also to deliver another extract to the Fiscal and Pay Bookkeeper, and to order them to take care according to its contents, and during the mustering and dispatching of the ships, to ensure that no Moors or other natives go to Batavia under the name of servants. And as regards the repeated order to submit the state of the debtors annually at the closing of the books, it was understood not only to enjoin the execution thereof upon the Honorable Head Administrator, but also to instruct him by extract hereof to govern himself in this regard according to the balance sheet in the Trade Books of Anno 1763/1764, which is recorded in the Resolution of the 15th of July 1765, and which the Lord Director himself has drafted, in order to serve as a model in the future in case Their High Noble Lordships should approve the order observed therein. And for reassurance here, not only to add this behind the Instruction of the pay-ledger keeper, and to earnestly recommend to him the observance of its contents; but also, for greater security against becoming lost, to incorporate this herein, and to have the original preserved among the annexes at the secretariat. Points regarding the pay business. 1. In forming the pay ledgers and entering the accounts, in compliance with the 34th and 39th Articles of the Instruction concerning the keeping of the pay books of the year 1647, it must be carefully ensured that each account is entered into its proper register or chamber for which the person originally sailed out, and that in its heading on the debit side is distinctly noted: the name, place of birth, present capacity, for what year, with which ship arrived at the Cape or in India, and furthermore whether they have an allotment or not; while on the credit side must be stated in what year, day, and month, and in which books and on what folio, the latest or last account was closed, indicating how much stands to the good or to the bad thereon, as well as how much the person earns monthly. 2. Debt accounts may, according to Their High Excellencies' Resolution of the 23rd May 1670, only be formed in case of extreme necessity, which nevertheless must occur in the absence of the formal account, in which case what was said in the preceding article regarding the debit of the formal accounts must also be strictly observed; which points must be inquired of persons arriving without an account. On the other hand, in the heading of the credit nothing else must be specified than the office or book where the person's formal account is to be found, so to prevent errors and mistakes the words "his debt account closed in the previous books etc." must strictly not be used. 3. [illegible] received, then it is the duty of the pay ledger-keeper to verify whether the debt account was entered in the proper chamber and everything was properly noted in the debit, in order to provide the necessary redress in case of a contrary finding, and further. 4. On the other hand, according to Their High Excellencies' Resolution of the 26th June 1652 and 24th July 1696, no credit balances of closed accounts, whether from previous or other office and ship books (of persons engaged in service in Europe), may be carried forward, unless they are married in India, or their wages are encumbered with attachments, which must then be properly noted in the books, and in case they had allotted some months in the Netherlands, the allotment must be deducted from the balance carried forward. 5. However, of persons never engaged in service in Europe but in India, it is permitted to carry forward their credit balances, provided that at the balance of the closed pay account it is noted as credit balance to be carried forward, but if such request was not made before the dispatch of the books, the carrying forward likewise may not take place. 6. All original previous years' pay accounts (but no copies) of living persons formally known in the books, may, after the expiration of their first contract, pursuant to the directive of the Gentlemen Majors by letters of the 14th March 1737 and the decisions taken in that regard by Their High Excellencies of the 12th December 1737, 29th August 1739, 24th December 1743, 5th March 1751, and 2nd March 1756, be withdrawn and paid off; except those encumbered with an allotment, which according to Their High Excellencies' special prohibition to be found in the Resolution of the 23rd May 1678, may not be withdrawn, this being something that also cannot well be performed at the outer offices, since the books necessary for that purpose to trace and withhold the allotment from the outbound voyage onwards are lacking there. 7. However, of deceased persons and persons engaged in service in Europe, without special consent of the Gentlemen Directors, no running account of such persons may be paid off, nor may any, whoever it may be, be issued without the aforesaid consent. 8. Regarding the permitted withdrawal, it is further noted that: 9. Regarding the advances on account of earned monthly wages, wherein the majority of the pay bookkeepers grossly exceed their bounds, the 3rd article of the general article letter of the 4th September 1742 must be observed without deviation, and accordingly, persons who are still in debit or running a debt account shall not be provided with more than three months in the year, on penalty of having to reimburse all that has been excessively advanced pursuant to Her High Nobility's Resolution of the 26th January 1734, notwithstanding that the same might have been earned back by the recipients; furthermore, with respect to persons who have an allotment, it is recommended to exercise the required attentiveness, in order that each of them retains as much credit as the allotment amounts to. The 29th of October Anno 1705. with all the [illegible] together with a journal, is sent to the chamber of Amsterdam as a duplicate, and the third ledger or journal remains kept at the general pay office in Batavia. The general muster rolls, including those of the qualified personnel, must be sent annually, authenticated, towards Batavia; and the first-mentioned must be properly compared against the pay books, in order thereby to discover whether there are not more persons continuing on the pay books than actually exist in reality. Furthermore, those who are not known on the general muster rolls, and of whose arrival no full report can be obtained, must be closed off as having been found absent in the general mustering; and so that it can always be seen that the comparison of the muster rolls against the books has been performed, the folios of the ledgers must be specified for every man known on the general muster rolls. Moors and native soldiers must, according to the ordinance of the 4th of May 1695, for the chamber of Amsterdam, but under a separate letter, enter service with the native military account, while the Surat Moors are formally inscribed only in the Surat pay books. Consequently, neither of the two may be entered in other offices and ship books other than by debit account; wherefore the respective pay bookkeepers of the outer offices must send what the soldiers come to enjoy to Batavia by debit account for charging, but the earnings of Surat Moors by way of specification, in order to be sent from Batavia to Surat for charging. 26. Resolutory Dispositions on the report standing alongside, placed in the margin in the Council of Policy at Surat, Tuesday the 29th of October 1765. On item 1. That in the letter of the 10th of October 1758, 5 percent instead of 3 percent on the areca nut was granted to the Warehouse Master, thus it is deemed proper to note this in the margin of the findings, and in the meantime not to demand the ordered payment of ƒ 416:14:— for the present. Item 2. Since from the adjoining explanation it appears that the cashier only made a clerical error in the expense accounts when bringing in for the ship Borselen 399 lb of coir, and for which he inadvertently wrote only 299 lb, it is understood likewise not yet to have the amount of this difference, being ƒ 22:4:8, reimbursed, but it is hoped that Their High Nobilities out of favorable consideration of the aforementioned will be pleased to excuse the guarantors of the aforesaid Cashier from the payment. Item 3. Because in the month of May 1762 nothing at all was entered for carpentry, the finding of the Visitor General concerning overcharged daily wages of carpenters amounting to ƒ 3:15:— is to be attributed to an erroneous understanding of the gentleman regarding the indicated item; thus it is resolved to let this likewise be noted in the margin in the manner aforesaid. Item 4. That the remaining ƒ 1:6:— has already been redressed and according to the resolution of the 21st of November 1763 has been reimbursed by the retired Assistant Master Attendant, to let that be stated. Honorable, Worshipful Commander and Esteemed Councilors, The undersigned Head Administrator, having been handed the findings on the trade books of this Direction of Anno 1762, has the honor to report to Your Honorable Worships that the Honorable Visitor General in the said document observed: First, that to me, the undersigned, as Warehouse Master, according to the General Regulation only 3 percent may be credited on areca nut, which on a quantity of 172,666 7/8 lb would only amount to 5,180 lb, but that upon examining the profit account he discovered that on the aforesaid quantity 5 percent was written off, amounting to 9,333 1/4 lb, and thus 4,153 1/2 lb was credited in excess, which according to his Honor's statement ought to be refunded to the Honorable Company with ƒ 357:3:8, which according to the marginal note by Their High Nobilities on the said document, with 1/6 premium for the Honorable Visitor General, is ordered at ƒ 416:14:—. It is true that according to the cited General Regulation on those nuts only 3 percent may be credited, yet Their High Nobilities, by letter of the 10th of October 1758, were pleased to say: "Regarding the entries and write-offs, we grant to the Warehouse Master the requested 5 instead of 3 percent on the weight, subject to our further regulations." Therefore, I request that Your Honorable Worships will be pleased to release me both from that reimbursement and the premium. Second, that upon recalculating and collating the aforesaid books, he discovered the following errors: First, in the month of December under shipping expenses, the cash account is credited for the purchase of 298 lb of coir of the sort Pattang at ƒ 8:9:— per 38 lb with ƒ 88:14:8, and enters only ƒ 66:10:—, thus overcharged ƒ 22:4:8. This is a clerical error by the former cashier van Oudenhoorn in the cash book kept here, as on the expense account of the ship Borselen, as well as the cash specification, stands 399 lb, according to which the calculation of ƒ 88:14:8 is correct. In the original books kept here, nothing was charged to carpentry in the month of May, so I assume that this must have been intended under ordinary expenses, since it is there stated, among other things: 31 daily wages of carpenters who did the repairs and made the wheels anew, namely: 25 daily wages of master carpenters at ƒ 1:10:— per 2 daily wages: ƒ 18:15:—; 2 ditto journeymen at ƒ 1:10:— per 3 daily wages: ƒ 3:—:—; together ƒ 21:15:—. It appears to me that what the Honorable Visitor General meant must certainly reside in this entry, so this too is cleared up. Fourth, in May there is entered for 3 months' pay advanced to 38 native seamen who were employed on the snows Batavia and Beschermer in the expedition to Karak, disbursed at ƒ 9:—:— each per month: ƒ 1,027:6:—, and enters only ƒ 1,026:—:—; overcharged ƒ 1:6:—, which has been reimbursed here to the Honorable Company by the retired Assistant Master Attendant according to the resolution of this Table of the 21st of November Anno 1763. The packers of this root, according to the report and the notation on the outbound invoice of Renswoude, are the ship's chief surgeons Johannes Christiaan Bakking and Carel Pieter Daalstroom, both having departed from here in the year 1764 on Renswoude and Leijmuijden. With the approval of Your Honorable Nobilities, this amount can be charged to the account of last year's charges and expenses, taking into account what was noted on a similar memorandum on the invoice of the ship Rhons. Concerning the excess charged on various ammunition goods that were recently brought directly from there with the ship Sloterdijk, as appears from the received copy report, which according to the resolution of Their High Nobilities of 3 August 1763 was returned: ƒ 1316: 9:—. As Their High Nobilities demand elucidation regarding the differences found, I am unable to provide it with complete accuracy, except that the bill of lading for the receipt of the items specified therein is on record. Yet with regard to the ƒ1316:9:— charged towards here, I can inform Your Honorable Nobilities that this arises from the goods found unserviceable at Batavia, to which the grape-shot with iron, the carriages, and the gun stocks contribute a very large sum, since from some grape-shot nothing was taken in except the bare scrapings, and from all the gun stocks and carriages only the old iron; whereby the draftsman maintains, subject to the correction of Your Honorable Nobilities' wiser judgment, that this amount can best be brought to the debit of last year's profits, gains, and losses, the more so because in the preceding year the artillery goods found surplus at the general transfer, after deduction of the shortfalls found, were credited in favor of the profit account with ƒ1012:15:8. The remaining charges on this invoice having already been dealt with in the previous books, I shall await the respected disposition of Your Honorable Nobilities on the above and foregoing, and in the meantime subscribe myself with high respect. Which, for the reasons mentioned beside, was handed over to the commissioners of the inspection of the vessels for examination, who must make a final written report of their findings, before a final decision will be made on this matter. 2. A Report on the condition of the repairs and refitting of the vessels belonging to the Honorable Company based here, done with an annexed private declaration granted by the commanders assigned to the said small vessels, to demonstrate that due to unexpected occurrences, a greater repair and further provisioning was carried out by the said Master of Equipage than was demanded by them and stated as necessary in the report by the commissioners who inspected the aforesaid vessels; whereupon, after reconsideration of the said Account, which notwithstanding the aforementioned annexed declaration seemed to have been drawn up somewhat generously, it was approved and understood, before taking any disposition in that regard, to hand the same over to those who were commissioned to inspect the vessels, as well as to order them to verify exactly whether all those provisions and repairs, as specified in the aforesaid Account, have actually been carried out, and then to report their findings, so that a final decision regarding this may be taken. Secondly: A Report of the ship officers presently here, the skippers Wargijn, Blom, van Braam, and Willemsz, who by resolution of the 29th of October last past were ordered accurately to inspect the gourab the Zeeleuw and to report their findings regarding its condition and the voyage to be undertaken; being directed in this manner: To the Honorable Christian Lodewijk Senff, Director and Commander-in-Chief of this Directorate. Honorable Sir, The undersigned, having gone aboard the gourab the Zeeleuw pursuant to your Honorable very respected verbal order, have found after an exact inspection that this vessel is still firm and strong, and completely sound, both outside and inside, as well as the knees and futtocks in the hold, as far as the eye allowed for an accurate inspection. The rigging is as good as new and suitable for that vessel, but the mainmast was found not only severely cracked and waterlogged, but rotted on the inside in several places, so that when the said small vessel is sent from here to Batavia, it must have another more suitable mast in its place, as well as two more shrouds forward, while the overlapping rigging must also be brought further forward, which will contribute greatly to the sturdiness of the mast and rigging during rolling or pitching in rough seas. Thirdly: A Report of the Commissioners for the inspection of the gunpowder that became wet aboard the ships Renswoude, Lekkerland, and Amerongen, the skipper Arend Willemsz, the Dispensier David Taillafert, and the Master of Equipage Phein van der Kuijl, showing that of the 65 small barrels of gunpowder reported wet on Renswoude, 24 were thrown into the sea by them as completely unusable, and 41 were still approved for some use; that of 30 small barrels on Lekkerland, 29 were thrown into the sea and one was left over; and finally that of 12 small barrels on Amerongen, none were kept, but all were thrown overboard.

Report of the aforementioned pay bookkeeper concerning the comforter of the sick de Vries who died in the year 1746 which has been granted to the petitioner, whereof it was solely understood to keep record in these, and to insert the aforesaid report herein. Pursuant to the highly honored verbal order of Your Right Honorable, the undersigned, as special commissioners, proceeded aboard the Honorable Company's three ships currently lying in the roadstead, and had shown to us there the gunpowder supplied for use on those vessels, which had for the greatest part become wet, as well as the wet and spoiled barrels, cast into the sea, and allowed those still passable to remain for the necessary services, as we have the honor to show below, Namely: Aboard the ship Vraauw Pouwle: 65 barrels examined; 24 which are unfit for any use and accordingly cast overboard; 41 which were still passable and remained aboard that vessel. Aboard the ship Lekkerland: 30 barrels examined; namely 29 which, because of their poor condition, were cast overboard; 1 which is still good and remained there. Aboard the ship Amerongen: 12 barrels which, likewise because of their bad constitution, were cast into the sea. Fourthly, a petition of the junior merchant and pay bookkeeper Reinier van Harn, whereby he requests to be qualified to have an authentic copy made of his pay account of the year 1764, which was sent by him with an English small ship to Batavia and is certainly lost, as it is believed the aforementioned small ship was shipwrecked; and furthermore, that if this is granted to him, an extract from the resolutions concerning such qualification may be issued to him; whereupon it was resolved to grant his request as it stands, and to insert the aforesaid petition herein. To the Right Honorable Lord Christiaan Lodewijk Senff, Director and Head Ruler of this Directorate, together with the Council. Reinier van Harn, junior merchant and pay bookkeeper in the service of the Honorable Company, respectfully shows that the petitioner, in April last past via Bombay, sent in duplicate with an English small ship named [illegible] of 1764 and a power of attorney to his authorized agents; and whereas it is presumed here that the aforementioned small ship was shipwrecked, since until now no news has been received of its arrival at the main place in the Indies, wherefore the petitioner, being frustrated thereby from [illegible] to have received, turns with this to Your Right Honorables with the request that the petitioner may be qualified to demand [illegible] account of Anno 1764, together with being granted proper copies of the powers of attorney belonging thereto, as well as of the resolution containing such qualification, in order to make use thereof upon receiving the aforesaid moneys. Report concerning the families of three crews of Moorish seafarers and the mentioned reasons, who addressed themselves to the city governor concerning the account, comforter of the sick in the ship's books was closed with a negative balance of ƒ162:3:–, and the same was taken up here in the books of Anno 1746/7, the Honourable Company being debited for it under the last of August of the same year, by reason that the moneys derived from the aforesaid estate had not yet been collected at that time, and carried forward again in the books of anno 1747/8, yet was omitted entirely from the books of anno 1748/9; furthermore, that one cannot trace, neither in the pay books nor in the trade books, whether the aforementioned estate was ever accounted for. Whereupon it was understood to insert the same into this record, but to offer the original to Their Right Honourables at the first opportunity, and at the same time to note that at that time the office of Pay Bookkeeper was performed by one Carel Hendrik Lekkerland. To the Right Honourable Christian Lodewijk Senff, Director and Head Ruler of this Directorate, together with the Council. Right Honourable Sir and Esteemed Councillors, The undersigned, having been instructed by Your Right Honourables by Extract Resolution of the 29th of October last past to supply the reasons how matters stood with the estate of the comforter of the sick Jan de Vries of Enkhuizen, who died on the ship De Waakzaamheid in the year 1746, and to serve with a report regarding this, has, in obedience to the aforesaid order, the honour to submit respectfully to Your Right Honourables: that the deceased account of the aforementioned person in the named vessel was closed with a negative balance of ƒ162:3:—, which was taken up here in the books of anno 1746/7, folio 240, and debited under the last of August to the Honourable Company in order to balance it, see Journal, page 63, because the proceeds derived from his estate under the aforementioned date were not yet all collected; thus also in the books of anno 1747/8, folio 235, that negative balance was again properly carried forward, yet at the closing of those books that same amount still remaining negative, and again balanced onto the Honourable Company in order to close them, this balance ought therefore to have been carried forward again in the books of anno 1748/9, but such did not happen, and the mentioned person was entirely omitted from the books, without it appearing that this estate was accounted for in the pay books, and as far as could be traced, not in the least in the trade books.
