And although we seem to change these solid remarks for the better, the British Gentlemen have managed to let the proposed arrangement come to nothing, on the one hand by not keeping their word, and on the other hand by making proposals whereby one, instead of making progress, would have fallen far short. In order not to be too prolix in a place where it is not so appropriate, we take the respectful liberty of referring to the secret Resolution of 1 March, 14, 19, 23 and 25 May, 13 and 23 June, 3, 21 and 27 July of this year, the letters exchanged with those Gentlemen, and other papers relating thereto, all passing over in separate bundles with the return ship Vrouwe Cornelia Hillegonda, and of which the duplicate will follow in January next. For the collection of linens, notwithstanding the continuous impediments in several aurungs, has been much larger than in any years before. And the latest returns received from there have given great satisfaction with regard to the quantity of linens; we are also, taking the quality of the same in general, fairly well satisfied. We are very sensitive about this, and insofar as concerning that, or regarding the purchase prices of some assortments, or regarding the further conduct of the ministers in this matter, any considerations have arisen here in this country, we abide by what has been said in that respect at the headings of our demands. This is extremely pleasant for us to learn, and we exert all our efforts to promote more and more the interest of our Lords and Masters, by devising everything that may serve to revive and expand this branch of commerce. And although we, both through the deception of the English Gentlemen and the continuously increasing dearness of all sorts of goods, have not been able to achieve our objective this time in reducing the purchase prices, your Right Honourables may nevertheless rest assured of our zeal and attentiveness, hoping always for improvement, however far off such may still appear to be, if one reflects that the impediments in the Aurungs, far from diminishing, are again increasing hand over hand, of which new examples may be found in the general Resolutions of 4 September. In the procurement of the Opium, the Ministers and servants have also given us satisfaction, for although the demands made by you were by far not fulfilled, and the price of the dispatched parcels ran excessively high, we nevertheless judge with you that this should not be attributed to inattentiveness or neglect of the Ministers, but largely to the smaller crops, and further to the condition of the times and affairs. We flatter ourselves, therefore, also that when peace in that country will once be restored, and the crops will fall more opulently, and the Company, with continuous good management, will obtain the required quantity of that poppy juice at reasonable prices. 75 would please agree that the increase of competitors and their eagerness to become master of this poppy juice are the cause that one, regarding the prices, must follow the market to some extent; having the decree of 14 July that the Calcutta collection for the year 1766 consisted of 738 chests and the civil price per 100 lb is ƒ 365. 13. 11 amply, or ƒ 27:14:2, which is fully 7 1/30 percent less than the previous year. And possibly their aim is indeed to force us, just as the French, to go to market with them. The saltpetre trade being continuously an object of our special attention, it is pleasant to us that the ministers were able to dispatch a good quantity of that salt, both for the Indies and for the Netherlands; we would have wished, however, that the collection could have been done directly on the Company's account, since we do not at all disapprove of the conduct of the Ministers held in this matter, with you and with the ministers of the aforementioned understanding. 76 contributed, whatever one could ever claim; but it has greatly offended the English gentlemen that we held them somewhat sharply to their word regarding the breach of their promise, and showed that such was a matter that insulted us in the highest degree, whereby the former friendship has also much weakened; yet we remain in the firm confidence of having right on our side, and that our conduct will be crowned with the honored approval, both of Your Right Honorable Worships and Their High Mightinesses. Maintaining otherwise that henceforth there will be little or nothing for us to do here, unless Your Right Honorable Worships the Directors of the English Company could persuade them to send positive orders to the Calcutta ministry to make a division of the weavers pursuant to the plan presented by the Director Vernet in the Memorial to Mr. Verelst. Understanding that in the present state of affairs, it will contribute very much, for which reason we also would not have deemed it advisable for the ministers to absolutely decline the proposal of the Calcutta ministry to leave 1/3 of the collected saltpeter to our company, we trust at the same time that the ministers will not neglect, on a suitable occasion, to make such an arrangement with the said ministry that no grounded reasons of apprehension for detrimental consequences may remain, to which a good understanding with the said ministry will undoubtedly contribute very much. We have for our part recommended to the ministers to continue cultivating that good understanding by suitable means, in the confidence that the Calcutta ministry will also on its part cooperate thereto, so that, the interests of both Companies being treated with equity and propriety, all displeasure and estrangement on both sides may be prevented. With regard to the sale of gold and silver, the minting affairs and the further employment of money, we find nothing to remark upon, for although we judge the shipment of gold and silver coin to this Directorate to be harmful; and the borrowing of funds there also is not at all advantageous, we must nevertheless let such pass in this instance, since for lack of bar silver recourse had to be taken to those means, and the ministers paid off those borrowed capitals again at the first opportunity. 77 The bar silver is weighed underway, bar for bar, and in the presence of the respective skippers: no differences in weight were observed, except only on that received from the ship Scholtenburg from the Cape and brought thither with the ship Vreedenhof; whereupon in the re-weighing here a short-weight was discovered of 1. Mq: 4. ounces 16½ Engels; the silver sent directly marked with a Boat is also somewhat light, but that upon which an Angel and jumping ram stands, was found by contrast to be over by 8. Mqj: per bar; and at Kassembazaar both parcels were found to agree; as both appear from the reports, transmitting in copy per the ship Vrouwe Cornelia Heillegonda. The bar silver brought directly from the Netherlands, after weighing carried out with the scales, balances, and weights also received from there, both at Hoegli and at Cassembazaar, no short-weight having been found, we expect that the Ministers will also in the future observe the same oversight in the re-weighing of the silver, so that finally all reason for concern regarding the handling of that work may be removed. Among the rupees which were received at Batavia with the ship Leekerlust from this Directorate, one having been found of lesser alloy than the silver that is sent from the Netherlands for the minting of that specie, it has been extremely necessary to make further inquiry into it, as being a matter of very great importance, regarding which we shall therefore also expect the required accounting from the assayer Haghadamius. 78 The hereunto required accounting with the accompanying appendices is now also transmitted. In the past financial year 1767/7, for lack of merchandise, no auction at all could be held. But that which was disposed of by private sale yielded good profits, as appears from our respectful letters to the High Government of 31 January 1767. per the ship Schoonzigt to Batavia. On the parcels brought this year. We have furthermore seen with regret that the trade in merchandise in the financial year 176¾ was so small that, according to the ministers' advices, hardly a similar example of it can be found. to the remark made by your Honor regarding the sale at Patna of 9915½ lb of bar iron at ƒ 21. 5. — per 100 lb, for if that iron can be sold at Batavia with a 75 percent advance, the profit of 66 5/8 percent on that sale at Patna is to be considered of little importance, yet we cannot reconcile with this your decision of July 3rd to have the iron sold privately with an advance of 50 percent; and we cannot refrain on this occasion from remarking that the excessive stock of iron and nails which you had on hand demonstrates that the lesser fulfillment of your requisitions for those two articles has not been at all disadvantageous to the Company, because notwithstanding that we have for some years sent a much smaller quantity of iron and nails than your Honor had requested of us, the remainder of those two articles in the year 1764 was nevertheless so large that your Honor had to decide not only to reduce the selling price thereof, but also to send a rather larger quantity of them successively to this Directorship, notwithstanding our order that they must request their requirement of those goods directly from us, as they also do yearly, and upon which we dispose according to our findings, but whereof the intended purpose was mostly frustrated by that double subsequent shipment. Since camphor cannot be sold there with any profit, it will certainly be best to send nothing of it thither. The sale at Patna of 209 lb of damaged cloves below the fixed price we must let pass, considering that it was presumed decayed; yet we hope that that entire parcel will soon be disposed of, and that the officials will not again find themselves under the necessity to part with those spices at lower prices, because an opportunity is thereby given for abuses that can be committed by mixing them with good cloves. In contrast, we have seen with pleasure the private sale of 107400 lb of Japanese bar copper at ƒ 80. 8. 12 per 100, whereas the same had only fetched ƒ 79. 6. 9 1/510 at the previous public auction, and they have all been disposed of successively at ƒ 5. 5. 8 per lb. The Japanese bar copper was in the past year also sold privately for ƒ 85. 19. 15 1/8 per 100 lb, or with an advance of fully 174 13/32 percent; and the High Government has this year again provided this Directorship with 300000 lbs, which have already been sold off privately at the aforementioned price. In this regard there is no other difference than the designation, but the calculation of this money is, in accordance with what was ordered by an extract from the general resolutions of the Castle, Batavia, of June 14, 1767, to be abolished from the trade books by the end of August 1768. Upon examination of the yields of the auctions held on October 31st and November 15th, 1763, it caught our eye that above the second column it is noted: the whole in light money, whereas in that of March 10th, 1764, it states: India money. And although we do not suspect that by the designation of light money any specie of lesser value than the so-called India money was meant, we nevertheless considered it expedient to demand further elucidation on this matter from the officials; the officials must at the same time inform us who the buyers were of the 1841 lb of diverse metal mentioned on the yield of the auction held, dated November 15th, 1763, and for whose service the two minute pieces of 12-pound balls were cast, for which purpose that metal was sold, as well as by whom value; it is Mr. Chevallier, currently Director of the French Company at Chandannagar, who has made a trial thereof in the year 1759 by order of the Director Mr. Bisdom for the service of the Company through the engineer Ogerdias. Henceforth no more sappanwood shall be demanded than what is needed for the dunnage of the return ships. The quantity of 200,000 lb of caliatour wood, which the officials demanded in their requisition inserted in their letter of March 20th, 1764, is in our opinion estimated too largely, considering that wood is only requested for the dunnage of the return ships and ought only to serve for that purpose, as we stated in letters of October 13th, 1757, on this subject with regard to the sappanwood, and which should be kept in view when sending wood that only serves for that use, in order that no unnecessary remainders thereof stay on hand at the respective offices, as appears from the sappanwood among the remainders of this Directorship, that remainder in March 1764, and thus after the departure of the four return ships dispatched for that purpose, still having been as large as 135865 lb. Under the section on ships and vessels, your decision having been noted to prevent henceforth, with greater effect than has been possible hitherto, that the ships destined and instructed for this Directorship should touch at Nagapattinam,

And having taken into consideration that the Coast linens destined for Europe are usually brought to Batavia too late to be sent with the ships of the first consignment, and that those of the second consignment are generally exposed to greater dangers, we believe that for the interest of the Company it would be very serviceable if the ships that are destined and ordered for this Directorate or for the Government of Ceylon to touch at Nagapatnam or any other offices on the Coast, were to convey from there to Bengal or Ceylon the linens that are projected for the Homeland and might be ready at the offices which those ships call at, to the end that the linens subsequently could be sent to the Netherlands with the return ships departing directly from Ceylon or Bengal. And in order to carry this into effect, it would in our opinion only be necessary that the Coromandel ministers and servants take care that against the arrival of the Ceylon or Bengal ships, as many linens as were in any way practicable were made ready, for as far as concerns the sending of those linens to Europe, this could conveniently be done with the return ships departing directly from there, considering that at present in the holds of those vessels, often, though contrary to our orders, the chests of the crew are placed, and that notwithstanding this, those ships generally arrive in this country poorly laden. We indeed consider that upon the delivery of many Coast goods in Bengal, the ministers might easily have so many linens on hand that they could not be sent with the four ordinary return ships without making the cargoes of those ships much richer than the limit set by you permits, but that difficulty need not restrain the ministers in this Directorate, since we may well allow that the cargo of each of those ships be extended up to one million, twenty to thirty thousand guilders excluded, besides that in case so many linens should be on hand that the cargo of each ship would come to amount to far above one million guilders, then pursuant to the authorization in our letter of 21 October 1765 a fifth vessel could be appointed for the conveyance of those linens. We have further observed with pleasure that the matter of the debt of the late bookkeeper Daniel Ankema is in a much better state than we had expected, since according to your letter to us, he was in arrears for only f 2776:—:— as of the last day of August 1763. But since the officials, in answering the extract of our letter of 29 September 1763, state that this debt amounted to f 6407:9, and that all likelihood of securing payment of that sum for the Company disappeared with the death of that man, we shall expect an elucidation as to how this is to be reconciled with your letter. Under the heading of native affairs, we learned with regret that the Patna officials were forced to hire 25 native craft at f 2758:— per month and 300 matchlockmen at 4 annas per day. But since this was necessary for the security of the Company's servants and effects on account of the ongoing troubles, we must bear those extra expenses. This claim was settled by the payment of the customary nazarana to the new Nawab, determined by secret resolution of 27 June 1766, and approved by the rescript of Their High Excellencies dated 21 July 1767. As the presentation of various extraordinary gifts in the financial year 1762/3 was unavoidable, we must likewise let them pass, however burdensome and alarming for the future such extortions are. We hope, however, that the officials will have been able to avoid, at least in part, the payment of the claim with which the Nawab and others had come forward. For although those claims are utterly unfounded, and these continual extortions directly conflict with the last concluded convention, we easily understand that as long as the Company must remain here in the defenseless state in which it currently finds itself, these extortions cannot be resisted by force, and that a prudent administration combined with appropriate resoluteness is the best means to free the Company from these money extortions as much as possible. Meanwhile, these increased expenses and extorted gifts add not a little to the burdens of this factory, whose deterioration in the financial year 1762/3 to a considerable amount of f 177256:14:— is all the more disagreeable to us because it stems mainly from the increased charges amounting to the sum of f 163687:3:8. Nevertheless, we must likewise let this pass, flattering ourselves with the hope that a speedy change for the better in the state of affairs in this Directorship will bring about the much-needed improvement of this factory, to which end we trust that the officials will employ all possible means. as also of the adjoining passage which is customary to read aloud here annually upon the departure of the return ships, for the information of the crews. matured on the voyage, as well as the premiums that have been paid to the said military personnel, to cause them to be refunded to the Company by those who have been guilty of neglect of duty in this matter, and the execution whereof we recommend to Your Honor. Whereas we furthermore, for the sake of completeness, order more specifically to establish the necessary orders that craftsmen, military personnel, and similar servants who may henceforth return home within their bounden time and to whom it shall not have been specifically granted to depart with continuous wages, of which permission evidence must then duly appear upon their final account, be instructed of the above-mentioned order, and that their accounts be closed in due time, upon penalty that those who shall have neglected to give that warning and closure shall have to refund to the Company the monthly wages and premiums that shall have been paid to the said persons for the return voyage. Several times difficulties having arisen here in this country over the payment of the premiums of persons who, on the return voyage or at the Cape of Good Hope upon the arrival of a return ship, have been promoted to a higher rank in order to serve in that rank on that return ship, we have, in order to prevent these difficulties, approved and resolved: That to those who have been promoted to a higher rank on the return voyage shall be paid only the premium which, by the Regulation of the year 1742, is assigned to the rank they held prior to the date of that promotion. And in order also to remove at the same time the misgivings that might possibly be raised as to whether the promotion must be deemed to have been made during the return voyage etc., we have in that regard established as a general rule: That all promotions which have been made in the service of a return ship, after the same has been mustered at the place from which, according to our resolution of 6 October 1756, the return voyage to the Fatherland commences, shall be understood to be included among promotions made on the return voyage, without distinction as to whether the promoted persons belonged to the crew of that ship at the time of the mustering, or whether they were assigned to the same after the date of the muster held, whether this was done at the place from which the ship commenced the return voyage, or at the Cape of Good Hope, or upon transfer from one ship to the other, appearing more fully from our resolution of the 15th of this month, the extract whereof we send herewith to Your Honor to serve as information for all those whom this might concern. No. 11. 105 It was also demonstrated by the well-mentioned Lord Director that in the Home Demand for this year, dated 14 October 1765, some sorts of goods were demanded at a considerably lower price than that for which they had been contracted in the demand for the year 1766, settled in Amsterdam on 14 October 1764, among others thread-striped ginghams or karraderrijs of 20 cobidos, concerning which complaints were made that the purchase price of ƒ 114 per piece is high, and of which the demanded quantity of 1000 pieces entirely of thread and the assortment solely of blue stripes, if possible, had to be purchased at the price of ƒ 6 to 6½ a piece, while they also needed to be of a satisfactory quality; offering therefore for consideration whether one should return these and all other goods that might be rated lower in price than that for which they were contracted on the previous year's demand to the merchants, Friday, 27 March 1767. For all of which reasons His Honorable gave the members to consider what one should do or not do in this matter, namely whether to return the pieces brought in these days, or still accept them in fulfillment of the previous year's demand. Whereupon, having deliberated and agreed with the Lord Director that the aforesaid doeriassen, because of their extraordinarily fine quality, will not only be very welcome but absolutely a profitable article, considering that such a curious piece of linen cloth comes to cost no more than Rs. 25; as also that it may very well be that the entire quantity is required for trial, in which case the delivery will notoriously be expected, and in the opinion of this ministry it will also be better that this occurs at different times rather than all at once, since one will then be able to judge the market and the vent of the same with greater certainty: it is thus, after consideration of all this, unanimously resolved to retain the aforesaid 116 pieces and to dispatch them on the demand of last year by the next opportunity. can with truth say whether the same were struck and minted from the Honorable Company's, the Nawab's, Jagat Seth's, or English silver, and thus the accountability for this lower alloy found cannot with any reason be demanded of him, the undersigned, spoken with high respect and correction; it appearing to him that the aforementioned rupees are of Jagat Seth silver, as he is the greatest money changer in this country, who then, pursuant to the power and preference, has been granted the striking of the first die and the taking thereof of one thousand and one rupees as sample siccas in order to put them into circulation, before us and all others who have minting privileges, and whose servants, being the most feared and having the most to say in the minting workshops, as well as visibly being in cahoots with the English, the present masters of the land, in a clandestine or impermissible manner to be sure seek their own advantage, and to that end seek to reintroduce their minting according to the Calcutta rupees, which are of a lower alloy than ours and the king's order, as well as according to their previous indirect practices from the year 1727 to 1751, and indeed prior to the arrival of the undersigned in this Directorate, when the Murshidabad siccas, as appears from the inserted report in the honored memorial left behind by His late Excellency the High Noble and Right Honorable Lord Jacob Mossel, General of Infantry in the service of the state of the United Netherlands and on behalf of the same and the General Chartered East India Company Governor-General of the Netherlands Indies, of blessed memory, by the then Senior Merchant of the Castle of Batavia, the Honorable Lord Carel Lodewijk Senff, according to the report of the then assayer there, Villers, reached at highest only 11 deniers 18½ grains, but in the year 1756, after the arrival of the undersigned, according to the same report, reached 11 deniers 20 grains rupees. It costing very little effort to win over the Moorish assayers or testers, who are nothing but needy rabble and common coolies, and to whom the entire minting is entrusted for testing, or upon whom the entire matter turns, to their side with a small gift, and to have them report and draw the proofs or assays according to their desire for the required fineness, as the extract annexed hereto under number 1 further clearly demonstrates; just as it will not be unknown to the undersigned, with favorable interpretation trusting the present Honorable and Esteemed Lord Director, who has been here at this office for a considerable time, because in the mint during His Honor's presence here, on account of a similar roguery in the time of the Nawab Siraj-ud-Daulah, one or two were dismissed, paraded backwards on a donkey through Murshidabad as an example, declared infamous, and banished, and the undersigned could, if necessary, cite another abominable example of that nature concerning one of the present mint assayers, Terrapsjent, and confirm it with an oath as having occurred in his presence. to conduct himself amicably with the undersigned so that the Honorable Company's work should suffer no hindrance, in which the undersigned has had to exercise patience and console himself, the more so because it appeared and seemed to him from the contents of the copies of extracts annexed hereto under numbers 5 and 6 that Their Right Excellencies, as well as the Respective Council of Hugli, were of the same opinion and desire: that the administration or the delivery and re-receipt encumbered the mint commissioners, while testing the Honorable Company's silver encumbered the undersigned as Assayer whenever it was handed to him and ordered to be assayed; since thereby the administration was demanded from the commissioners and the assaying from the Assayer, while the latter was granted no palanquin to go to the Residency whenever he considered it necessary, but only when he was sent thither on the Company's behalf for the purpose of assaying. Just as equity also dictates, and it is always practicable, that administrators are encumbered with the accountability for that which is delivered and received back by them, although the undersigned must conscientiously admit that for people, even though honorable and such faithful Company servants as one is fully convinced both the former and present mint commissioners are, if they do not understand the science of assaying, it is a complete impossibility upon receipt of the specie from the mint workshops, however circumspectly they proceed, to perceive such a slight deficiency in standard; the more so since, as aforesaid, they have no further power or say over the Honorable Company's silver than to bring it into the mint, have it melted down in their presence, and, once cast into molds, weigh the dhercabs for minting, having to entrust it further to the mint servants and request of them the return of the specie as it becomes ready, as well as to be satisfied when it suits the latter, and that their processed or Company's silver, in case the Nawab, Jagat Seth, or the English are in pressing need of ready money, is handed over entirely or in part to the same, and afterward the rupees minted from their silver are sometimes partially mixed with the remainder that stayed behind in the mint, or the entire amount is given in their stead, thus entirely through no fault of their own. From this it might result, should it be further objected to the undersigned, that it would then have been his duty as Assayer, and being present at Kasimbazar, upon each receipt of cash from the mint by the Honorable Chief and Council, to demand one piece from the received sum and take it by random sample for assaying, in order to report its standard in good time and in secret. But regarding this, the undersigned must state in all respect that for the reasons just mentioned this can serve not the slightest use or elucidation, since from a mixed parcel melted by different parties it could frequently happen that in sampling one had the misfortune to hit upon and assay one or two of the required alloy minted from our silver, while sending the others, melted from the Nawab's, Jagat Seth's, or English silver of an inferior standard—which he maintains the mint commissioners could seldom know or report with certainty—to Batavia as samples; and if these were then examined there again and found deficient, this would inevitably render the undersigned, though innocent, suspected and distrusted, and expose him to great liability, which misfortune he hopes will never be imposed upon him. Yet from what has been alleged above, it might be gathered and considered that the Assayer—as he can assume not the least direction or authority in the processing at the mint, and consequently just as little accountability for the alloy or fineness of the sicca rupees minted from the Company's silver—was of not the slightest benefit, requirement, or necessity for the Honorable Company in Bengal, and therefore could be dispensed with.
