Year 1766 had not pleased to approve, but to order that we must adhere to the latest orders regarding this until further instructions from Your Right Honourable, the petitioners' request was again rejected, and what they furthermore demanded was also not granted, namely an extract from the resolution that was about to be taken thereon, considering that we imagined that they would obtain justice without it if they were to submit their grievances with modesty, but at the same time it was deemed proper to present the matter to Your Right Honourable, and to implore a favorable consideration of the complaints of these people, in order to be informed by the same at the next opportunity whether, in case the Company has nothing in hand, we might somewhat meet these needy people in what they actually intend, namely by allowing them to purchase goods elsewhere at that time, provided they confine themselves to this and that checkered assortment. The delivery of Linens on the contract for the year 1767 has proceeded very slowly this time due to the continuous hindrances from the side of the English. On the 1st of the past month, when it was already beginning to be high time to think about outfitting a ship or ships to depart by this time, one had not yet received a single piece of fine and only very little coarse goods, among other things some Boeronge Chassa. The entire stock of return cargo for the Fatherland, including what was in hand from Kassembazaar and Patna, consisted of over 10 ton, and it seemed utterly hopeless whether anything more would be added, as is recorded in all its details in the secret Resolutions of 12 November and 15 December. In such a bad state of affairs, good counsel was hard to find. The Director expressed his apprehension regarding this in concise terms, and was of the opinion that no other way was open than to do his best, after the example of the English and French, to help the Company to its needs by buying up from private traders, and in order to succeed, to follow the market no less, although, as every member of the meeting was convinced, the prices they contracted for were so excessive that, with the increase that had been granted on all goods in the year 1766, they still differed by at least 10 percent for the worse. But however much he regarded it as the only means to facilitate the collection and still allow two ships to proceed on their voyage in due time, he nevertheless deemed it not very advisable to proceed with it, but brought it into the meeting as a point of importance and deliberation on the aforementioned date of the first of December, when we accurately weighed and considered with one another what would be best for the Company to do or leave undone. None of us was without conviction that the circumstances were exceedingly dangerous, and the chance of improvement utterly hopeless, and that therefore the aforementioned proposal would be the most plausible means to meet this adversity to some degree. However, the accountability to which one is often subject regarding undertakings for which no positive orders exist surpassed all considerations, and it was thought that to proceed to such an extraordinary step without being explicitly authorized to do so might not be justifiable. Therefore, we chose rather to refrain from it than out of zeal sometimes to act amiss, with which the Director also concurred. However, in accordance with the resolution taken, we take the liberty of presenting all this to Your Right Honourable, with the humble request to be provided with Your order for the future, as to whether, finding oneself in such inconvenient and unfavorable circumstances of the times, and above all where there is not the slightest prospect that they will turn out for the best without a highly necessary redress of affairs, one might follow the example of others, namely by proceeding to such a purchase if one perceives that there is otherwise no chance for the Company to obtain the required Linen. 423 68 current date to the Honorable High Government of the Indies, in which a fatal outcome of the commission to the Arrengs and the cause thereof, which we only very briefly touched upon in our last letter of 16 November, is described in detail; but also from the ample report concerning this commission which was presented to our meeting on the 26th past, and which stands inserted in the secret Resolution of that day, with all the others continuing through the last of December, and to which we respectfully refer regarding the execution of this matter, the fourteen accompanying annexes being found separately in the bundle of secret papers and distinctly specified on an accompanying register. In our aforementioned last letter, the Director promised that he would demonstrate in further detail how unfounded the assertions of Head Administrator Brnck and Merchant Lafont were, namely in imagining, upon the conclusion of the last contract, that the linens could be delivered at lower prices than in Ao 1766, and therefore in the session of the 8th of this month he also produced a statement of the prices that the suppliers in the Arrings must pay for the linens specified therein, how much per piece it costs the Company calculated against the purchase price, and what they profit or fall short thereby. The same is signed by eleven merchants, who offer at all times to confirm the statements made therein by oath, and we have the honor to append that document, inserted in an Extract 64 424 Extract Resolution of the abovementioned date, to this letter, to show Your Noble High Mightinesses that the aforementioned members are not in the least grounded in their imaginations. Furthermore, this is confirmed by the daily complaints made both here and in Kassimbazaar about the increased cost of the goods and the losses suffered in the delivery. We did report in our last letter that we have hitherto managed to avert the requests for a price increase, but whether this can be maintained in the long run time will tell: cotton currently being no cheaper than in Ao 1766, and the yarn spun therefrom being thus pro rata just as expensive; so that these are nothing but disagreeable matters with which we find ourselves continually occupied, and we consider it a particular stroke of good fortune to have overcome all those impediments so far as to have been able to provide the currently repatriating ships Vrouwe Elisabeth and Anthonetta Conradina each with a cargo of s:o 9 ton, and which quantity, on which one estimated on 18 December that it would approximately reach, convincingly shows Your Noble High Mightinesses that the bringing in of the returns ordinarily runs on until the very last, and that if we were allowed to dispatch another ship in a fortnight or three weeks, there would be a chance to dispatch a fourth return vessel from what remains from the subordinate stations and what is still daily expected from the Arrengs, the cargo of each calculated at 7½ to 8 ton; 65 425 ton; whereas we must now abide by the Resolution to send Popkensburg back to Batavia, which is fixed for coming March. In order to send nothing above or outside the demand, the Director, in the session of 21 November, delivered a memorandum to the servants in the cloth hall, demonstrating which goods for the demand for Ao 1761, dated 14 October 1765, were already bound into bales, and which still needed to be packed to satisfy it, from which it also appeared that 1000 pieces of red Roemaals, length 15 breadth 1 ell, had been delivered in excess of what should have been, which however we did not return, but retained as a supplement for the 1000 pieces of dark ones that were still lacking from the demand. But since, after an estimate made by the Director and Chief Administrator, they had either balanced or sufficiently submitted their adverse balance by means of the incoming drafts, it was resolved at the session of the 18th following to close the Cash account as of the last of August, and to arrange the disbursement or the recalculation in such manner as is noted in the Resolution of the last-mentioned date. On the 14th and 19th of the much-mentioned month of December, we were also occupied with inspecting and appraising various linens, and which resolutions, besides being entered in the general bundle, are also annexed hereto separately in copy or extract for greater convenience, and to which we refer regarding the disposition of 1700 pieces of ordinary bleached Doesoetis 600 ditto raw 4300 ditto Dongries of 27 Cobido 370 ditto ditto 32 the latter being the sample which the Chief Bacheracht, in consideration of Your Noble Right Worshipfuls having understood, in the Remarks on the linens to be procured for the year 1756, that it would be a good thing if they could be procured of the said length, caused to be manufactured, and which, having turned out well, were accepted by the servants in reduction of the demand at a proportionate price, and carried onto the return vessels now departing from that factory. From Kassembazaar the following was sent hither on the 22nd ultimo: We inspected some packs of the above goods on the 31st of December and found them to be such as is noted in the Resolution of that date, also transmitted in extract, and on that day we had to acquiesce in the increase of 9 percent being agreed upon, and notwithstanding which the suppliers had assured the servants that, due to the considerable increase in the cost of provisions, they would scarcely be able to make good their expenses, which had also given them cause repeatedly and upon delivery to press with very great emphasis for an increase in price, though in this one has not had to indulge them thus far. The servants at Patna also dispatched in the middle of the past month: 3585 pieces of Bafta 1505 ditto Amirtjes thus 1100 pieces less than the demand, which, at the request of the servants, will be accepted upon delivery from the weaving places in the collection for this year. And the goods themselves, according to the extract from our Resolution of the 8th instant, were found to be no less in quality than the previous ones. The last linens were also received here some days ago, and consist further of 325 pieces of raw Doesoetis 400 ditto bleached 1225 ditto Dongries of 27 Cobido, and 92 ditto ditto 32 which have been shipped. Since the said servants, in a letter of the 27th of September—for the original of which and the enclosures cited therein we have hitherto looked in vain—have among other things come to show how, during the sorting of the goods, almost no Awel, little Doem, and mostly Seem and Pirtij having been found, various objections and considerations occurred to the departing Chief Cornelis Rietveld, for which reason the servants held a conference with their supplier in a special meeting regarding this poor outcome and asked the reason thereof; who came to argue regarding this that he bore no fault in this, since it was impossible for him to persuade the weavers—who always knew how to dispose of their bad goods, even if it were such trash—to manufacture linens that had the required qualities, for the decay was so general that he had even had to return several cloths to the weavers who were bound to the Company by advances, under assurance that the Company had the noblest and best goods from all the districts, and that if he had accepted everything that was produced, the quantity would indeed be much larger, but would not be so notable; and that although these reasons had long been known and were thus not unacceptable, Chief Rietveld had nevertheless seriously admonished him that, if he were inclined to continue serving the Company, he must then fix his attention as well upon the quality as upon the quantity; and which he had assured that he had always observed and would constantly observe; with the request that all this, in order to remain free of negligence in the Master's service, which lay nearest to their hearts next to their honor, might be presented in the most favorable manner to Your Noble Right Worshipfuls, we have, notwithstanding that we are, as stated, still deprived of the original letter and enclosures, and thus also of the considerations that moved the servants thereto, nevertheless deemed it necessary to comply therewith on this occasion; and although, as our aforementioned Resolution will show, according to the present state of times and affairs there is in general nothing to complain about regarding the quality of the goods, we must nevertheless note here that the supplier's assurance that the Company had the best hardly merits belief with us, since the English, with their mastery, will certainly ensure that the noblest is delivered to them, and [illegible]

as proof that their vessel has been properly placed in Class in order to be able to put to sea: On the 6th of the following month served the consumption account of the provisions during the outbound voyage, which we have the honor to present herewith to Your High Nobles; with the respectful communication that, after resuming and examining that document together with the evidence exhibited therewith, we have approved the same, ordering the remaining 7 pieces of mexicans to be restituted into the Treasury by the skipper Pieter Clement, and to hold ourselves satisfied regarding the validity of the expenditure of the 193 pieces employed with the declaration of the Deck Officers under the offering of an oath, which he undertook to provide instead of the receipts that otherwise, pursuant to what was ordained by Your High Nobles to the ministers at Ceilon by letter of 13 May 1766, must be shown, but were now lacking; to have the remaining provisions in balance, consisting of: 954¼ lb salt meat 42 7/8 kan Cape wine 90 3/8 kan gin 24½ kan olive oil and 16 9/10 kan vinegar, delivered here into the dispensaries, as well as to distribute the remaining ship's planks among the return ships, as is further stated in an extract from our resolution of the aforementioned date, in which it can also be seen that we on that day had granted to the officers 1900 guilders as a premium for a speedy voyage; however, having been mistaken therein, we have, upon the petition further presented to that end by the skipper at the session of the 18th of this month, granted an additional 300 guilders, and thus the full premium, as is also due to them, since the outbound voyage was completed in exactly five and a half months, and not, as we had first assumed, in less than six months; which resolution is also annexed hereto by way of extract, together with an authentic copy of the declaration regarding the spent mexicans, the original of which will be sent to the Netherlands on the nearest occasion. The cargo brought by that vessel, both from Europe and from the Cape, having been unloaded as quickly as possible, or as soon as could be done without neglect of other matters that had to have preference, and the report thereof having been submitted on the 11th of the current month by the Chief Administrator, we have resolved: To write off: The 7 1/8 per cent deficiency on 4000 bottles of red wine, 5 per cent 200 bottles of gin, 4 1/3 per cent 300 bottles of brandy, 6½ per cent 60 distilled waters, 23 7/8 per cent 16 half-aams of olive oil, 33½ per cent 30 barrels of beer, 6 7/8 per cent 20 half-leagers of vinegar, 1½ per cent 12 whole leagers of Cape wine and the medicines that have become spoiled, provided the report concerning them is sworn under oath according to order, as is to happen shortly, and further to credit the officers for what is deficient on the Cape wine less than the permitted write-off of 13 1/3 per cent. To employ the damaged and smothered paper for the most part, both for warrants and for packing slips; however, to show that it is to be attributed solely to poor handling in the packing, to send back to the Netherlands some quires thereof, together with the broken and unserviceable penknives and pens, pursuant to the order contained in the extract from the general resolutions of the Castle of Batavia of 16 August 1764, with an ample description of the cause thereof, both to the Right Honorable Gentlemen Seventeen and to the Gentlemen Directors at the Chamber of Amsterdam, from where the ship sailed. To have the fine gilded muskets and pistols that have been affected by rust cleaned, but likewise in the aforementioned manner to give notice that this is to be attributed solely to the poor care of the cases. To sell publicly on occasion, for whatever they will fetch, in order to prevent further decay, the six pieces of woolen cloth—namely 1 piece of coffee color and 5 pieces of green—which, also because the cases were not well secured, have become damp and moldy, and some affected with spots and holes. To send with this vessel thither the 2 cases No 11 and 12, which belong at Batavia, since that which was intended to be in them for this Directorate will be sent from the headquarters in another serviceable vessel.

The roll of sailcloth that is short is nearest to be charged back to the Chamber of Amsterdam, and to note by resolution that which is known about it from the report of the Commissioners Lamij and Guerin. By the same we promised not only the humble answering of Your High Noble Lordships' very revered letters, dated 18 June, 21 and 28 July, item 13 August 1767, brought to us in succession with the ships cited therein, and upon which we deliberated on 14 October and 17 November last; but at the same time also the report of matters which may be said to be the principal of what we ordinarily treat in the general letters; intending to insert the said rescription, or that part of it which is judged to be the most pressing, among the matters that we have proposed to describe in this, and dispose of the rest at the next following opportunity. to come to participate in this excellent event, just as we especially congratulate the Noble Gentlemen who, as appears from the Extract of the Patriotic dispatch of 21 October 1766, have obtained either more prestige or a seat in the eminent assembly of Your High Nobilities, with an ardent wish that all these weighty changes may continuously be accompanied by an enduring increase of prosperity and satisfaction, both with respect to the Honorable Company's interest in general, and with regard to each person who takes part in it in particular. We also express to Your High Nobilities not only our due obligation for your care and assistance with money and merchandise for this directorate, but also for the favorable disposition toward several of our operations. Furthermore, leaving this introduction, we also include the extract received in the past year from the esteemed dispatch of the Most Honorable High Mighty Gentlemen Directors, with the answers thereto in the margin, as they were approved in our meeting of 20 October last, and already dispatched thereafter in November on the Amsterdam Chamber ship Cornelia Hillegonda, which was then dispatched alone for reasons to be mentioned hereafter and put to sea on the 18th of the aforementioned month, as well as being dispatched once again with this present document via one of the currently departing return ships. Regarding this order concerning the taking of the helm on the homeward voyage, we have had our pay bookkeeper issue an extract so that he may govern himself accordingly when drawing up the list that is ordinarily handed to the shipmasters upon their departure from here, namely by noting no other subjects on it than sailors earning ƒ 10: per month or above; and we shall additionally charge the ship's authorities with the necessary orders in the Instructions. Complaints having repeatedly reached us that the soldiers, craftsmen, and all seafaring men, none excluded, who are stationed on the return ships, are forced to take the helm, and that in the absence thereof they are charged ƒ 40:-0:- on their accounts on that account; and judging it to be very improper that the said persons are forced to do that ship's work, we have, in order to prevent the complaints that are made about this not without reason, thought fit and understood after deliberation that the taking of the helm on the Company's ships shall henceforth have to be performed by the sailors earning ƒ 10 per month or above, and that no soldiers, craftsmen, or others earning less than ƒ 10 per month shall be forced to do that ship's work, unless in case of emergency or other pressing reasons, of which the ship's authorities will have to provide proof to us by means of a proper resolution to be adopted in the ship's council. His Serene Highness, the Lord Prince of Orange and Nassau, having entered on the 8th of this month into the actual execution of the eminent offices which place His aforementioned most Serene Highness at the head of the country's government, and a resolution having been taken on the same day by Their High Mightinesses with regard to the changes, we have received this joyful and very memorable news with the most sincere emotion, and wish that God Almighty may bless the reign of that serene prince and preserve him for a series of years in perfect health and in all satisfaction for the benefit of the republic. As for the changes mentioned in the text, the necessary information having been communicated to us by the High Government of the Indies in a circular resolution of 25 November 1766, this has already been observed.

The required accounting alongside this is now also going over. In the past financial year 1766/1767, for lack of merchant goods, one was unable to hold any auction at all, but that which was disposed of out of hand yielded good profits, as appears by our respectful letters to the High Government of 31 January 1767. We have further seen with regret that the sale of trade wares in the financial year 1763/1764 has been so small that, according to the ministers' dispatches, hardly an equal example of it can be found. be that the ships destined for this Directorate or for the Government of Ceylon and ordered to call at Nagapatnam or any other offices on the Coast, should carry from there to Bengal or Ceylon the linens that have been planned pro Patria and may be ready at the offices which those ships call at, so that the linens could subsequently be sent to the Netherlands with the return ships departing directly from Ceylon or Bengal. And to put this into practice, it would in our opinion only be necessary for the Coromandel Ministers and officials to ensure that, in anticipation of the arrival of the Ceylon or Bengal ships, as many linens were prepared as would be at all feasible, for as far as the dispatch of those linens to Europe is concerned, this could conveniently be done with the return ships departing directly from there, considering that nowadays in the holds of those vessels, frequently, though contrary to our orders, the chests of the crew are placed, and that notwithstanding this, those ships generally arrive in this country badly laden. We certainly consider that upon the delivery of many Coast goods in Bengal, the Ministers might easily have so many linens on hand that they could not be sent with the four regular return ships without making the cargo of those ships much richer than the limit set by Your Honours allows, but that difficulty need not deter the Ministers in this Directorate, because we are quite willing to allow the cargo of each of those ships to be extended up to one million twenty to thirty thousand guilders included, besides which, in case so many linens should be on hand that the cargo of each ship would far exceed one million guilders, then, pursuant to the authorization in our letter of 21 October 1765, a fifth vessel could be employed for the conveyance of those linens. We therefore also recommend that Your Honours take this proposal into consideration, and if Your Honours should have any objection concerning its execution, we shall await your considerations regarding it at the first opportunity. While we at the same time repeatedly and most emphatically recommend employing the best ships, and among them the ship that arrived out directly from here, for the conveyance of the Bengal return cargoes, so that those precious cargoes may as far as possible be preserved from disasters and, under God's Blessing, be brought over safely. However much it is our purpose to make useful employment of the Company's ships, it would nevertheless, in our opinion, have been more expedient to have the ship s'Gravesande proceed directly to Bengal on its voyage, rather than to send that vessel to Ceylon for the conveyance thither of a few slaves, and to take in there the 30000 lb of coir, the 50 large as well as smaller coir ropes, and the 30 bales of Cinnamon destined for Bengal, since the money to the amount of f 596490 was most urgently needed in that Directorate, and because by the longer voyage which that ship had to make, not only was the risk noticeably increased, but the Bengal Ministers were also deprived for that much longer of that needed money, against which the transport of those slaves and the transport to Bengal of the above-mentioned goods could not weigh, as those slaves could have been divided among the ships Tulpenburg and Kievetsheuvel, which departed from Batavia virtually at the same time as s'Gravesande, and the above-mentioned goods could have been carried over to Bengal on another occasion. The great negligence and inattention of the Chief Administrator in drawing up the calculated value of the cargo of the ship Welgelegen has also displeased us to the utmost, and had well deserved a sharp correction rather than a mere reproach. The Chief Administrator humbly begs pardon for this, and promises more accuracy in the future. With no less displeasure have we learned from the Ministers' advices of the 10th of January 1765 that the 140 packages of linens that had also been planned for that vessel could not be sent by the ship de Oranjezael, because the alleged lack of hold space was caused entirely too much by the chests of the crew being placed in the hold of that ship. The commissioners for the dispatch of the Oranjezaal were reprimanded for this omission, and orders are now regularly given to observe this strictly, should the case occur again. However emphatically we have forbidden this repeatedly, and regarding which, if contrary to our expectation this should occur again in the future, we shall not fail to punish our displeasure in a more sensible manner. We also cannot let it pass without reprimand that the commissioners for the dispatch of that ship neglected to notify the Cape ministers of that case, as ought to have been done pursuant to orders, and which must be better observed in the future. The stated expenses, both on account of provisions and otherwise, for the shallops and smaller vessels to the amount of f50093:13:8, we have likewise found so excessive that it was highly necessary to make further inquiry into the matter. We further conform to the remarks made and the disposition taken by you regarding the delivered cargoes, and what is further relative thereto; we consequently also approve that you have condemned the second warehousekeepers and commissioners, who conducted the garbling of the nutmegs brought into this directorship in 1760 with the ship the Oranjezaal, or in whose presence it took place, each only to a fine of three months' wages for the Company, in the trust that this mild correction will encourage them to use the required supervision and attentiveness in handling the spices. We are furthermore also of the opinion with you that the deficit of 1½ per cent on the cloves brought by the ship Deunisveld cannot have been caused by the nutmegs with which they were packed having drawn to themselves the moisture of those cloves, since according to our thoughts these would much sooner draw something of the fattiness of the nutmegs to themselves; and since therefore that deficit must be attributed to another cause, it surprised us that you, without further investigation, passed the write-off made beyond what the regulation permits. This claim was determined by sending the extract of our letters of 29 September 1763, stating that this debt amounted to ƒ 6487. 9. and that, because all likelihood of obtaining payment of that sum for the Company has vanished with the death of that man, we shall await elucidation as to how this is to be reconciled with your writing. Under the main heading of native affairs, we have learned with regret that the Patna servants had been forced to take into service 25 native vessels at ƒ 2758:— per month and 300 matchlockmen at 4 anas a day. However, since this was necessary due to the ongoing troubles for the security of the Company's servants and effects, we must resign ourselves to these extra expenses. The giving of several extraordinary gifts in the financial year 176 8/n having been unavoidable, we must also pass them, however oppressive and however momentous for the future such extortions are; we hope, however, that the ministers will have avoided the payment of the customary nazaranas to the new Nawab, noted by secret resolution of 27 June 1766, and approved by rescript of their Right Noblenesses dated 21 July 1764, or at least in part the payment of the claim with which the Nawab and others had come forward. new and consequently best, for the transport of the remainder of the opium, too precious to risk so late upon a worn-out vessel, just as on the same day we thought proper to have the provisions, which were furnished at Batavia to Popkensburg for the present voyage, delivered here into the storehouse, as also to allow, out of the stock of gunpowder in Scholtenburg consisting of [illegible], after deduction of the 524 lb that we had previously granted according to the resolution of the 11th, another 1500 lb for this Directorship, since nothing was fulfilled of the demand made for it from the Netherlands, and it came to be needed both for the use and convenience of those ships for which further requests might be made. The Head Administrators and invoice keeper have been informed by extracts of Your Right Noblenesses' recommendation to fulfill the demand of gunnies for Ceylon directly or via Batavia, and in the latter case to keep note thereof on the invoices; and we were also requested by the Ministers at Colombo, by their missive of the 4th of August last, received on the 21st of the past month, for the speedy supply of a quantity of 20,000 pieces, either via the capital or via the Coromandel Coast, and in both cases with communication thereof either to Your Right Noblenesses or to the Nagapattinam ministers, since their embarrassment on that account was very great; so that with the bearer of this we are now dispatching ten thousand pieces for that Government. The ship Vrouwe Elisabeth, as appears from the entry in the resolution of the 19th of August, upon sailing into the river, or properly speaking in passing the first sandbank, struck the ground due to the tempestuous weather and the considerable heavy sea running outside, and broke off its rudder; as soon as the master and some of the officers had arrived on the spot, namely on the 4th of September thereafter, we directed the Fiscal of this Directorship to make inquiry whether everything had indeed been done that ought and should have been done for the prevention of such an accident and the proper management of anchors (of which, according to the advice of the master Jan Moorland, four had been cut), and to furnish the assembly with a written report of his findings and considerations in that regard, which was submitted on the 6th of November together with several accompanying documents. Then, since it was shown thereby that this accident, as stated, was to be attributed to the tempestuous weather, and everyone had properly discharged his duty, as the documents themselves also convince us, we conformed with the officer's declaration that he had no action against anyone, and at the same time resolved to let the matter rest here: the declarations, together with the report, are transmitted in original among the appendices hereof for the esteemed inspection of Your Right Noblenesses. seen, and having encountered nothing improper therein, we passed them on the aforementioned day subject to Your High Nobilities' further honored approval, the amounts thereof having been reimbursed from the treasury to the aforementioned Falck and company. On the same day we also resolved to validate for the then interim master of equipage, Cornelis van der Stam, the surplus advanced expenses for a boat and twelve towing barks, as entered in the expense account for the ship De Hector, chartered for the Company, amounting to ƒ 658: 7:-, which occurred because he had proceeded by estimate in his initial statement, or lacked the time to calculate them precisely.
