481 Regarding the remark made by Your High Nobilities concerning the sounding of the fairway with the English and the manufacture of new barrel buoys in reserve in order to remain placed the entire year round pursuant to the request of the Calcutta ministry, namely that the Honorable Company would again have to bear these additional expenses, if not something else were hidden beneath it on their side, we have the honor to represent that the laying of the barrels was done jointly by our pilots and those of the English, and that no other novelty resides therein, than that they now remain in the fairway the entire year round, instead of previously being retrieved after the departure of the last ship and brought hither for repair, the English presently actually laying more buoys than we. According to the resolution of the 4th of April last, whereunto is incorporated a report signed by three pilots concerning the missing of three beacons, we have decided to have made not only three others in their stead, but moreover another three for spare, though pursuant to the pilots' request, in order to make them watch better, all of the same a foot wider at the bottom than before; at the same time authorizing the then pro interim Master of the Equipage Van der Stam, since the bar iron of 2 to 3 inches required for that and for making chains and swivels was not in stock at the warehouses, to purchase at least about 10,000 lb thereof, whereunto however only 1357 was needed and purchased, at f 18:5 per 100 lb making in all f 247:8; it being furthermore approved at the session of the 22nd of September to validate out of the treasury to the Cooper, under the ultimate of August, the wages of 7 journeymen, two sawyers and a carpenter whom he had had in service for 140 days for making the reported buoys, amounting together to f 577:10; noting at the same time in the resolution that previously nothing had been charged by him, 482 but according to his statement thirty rupees had been paid out of his own pocket for each month during the lifetime of the Master of the Equipage Lucas Zuydland by the same, out of which he had met those expenses; over and above that, for our reassurance, it was certified at the foot of the warrant for payment by the said Van der Stam that the full number of the aforesaid workmen had truly performed their service. And as the Director at our meeting of the 6th of November had shown that, having had examined some years backwards in what manner the barrel buoys, with their appurtenances, were accounted for with the beacons, he had on that occasion discovered to very great astonishment that they were not entered in the books either at all, or at least since the year 1761, whereas notwithstanding that, in earlier years, or before he had the administration of affairs, it was constantly resolved to have written off the barrel chains etc. which according to reports or declarations had been lost; furthermore that presently nothing else was carried on the books than 4 pieces of Bentheim buoy stones and 10 iron chains; thus we have decided upon his proposition to have that disorder redressed as yet, namely by having the barrel buoys, which actually exist or might subsequently still be made, as well as the chains and whatever further belongs thereto, henceforth taken into the books and accounted for. Further, pursuant to the resolution of the 15th of December, we have caused to be refunded out of the treasury to the present Master of the Equipage Jacob Pieter van Braam the salvage and other wages paid by him to some English pilots for fishing up and delivering hither four barrel buoys that had gone adrift, which we deemed to be necessary in order to prevent that the 483 English in the future either let the same drift entirely or take them for themselves; the receipts granted therefor being noted with the resolution, and resting in original at the secretariat, and the whole amount being A.r. 250:4 or f 375:7½ stivers; though seeing that this drifting must be attributed to this, that they, as said hereinbefore, are made wider at the bottom and are thus much heavier aloft than before, which causes that, by the strong surging of the water, they not only break from the chains, but sometimes with cannon and all begin swinging to and fro, and thus often come to rest in wrong places; so we have, in order to prevent such as much as possible, also approved to employ unserviceable anchors instead of the cannon which is too light, and for lack of stock to requisition the same from Batavia, and after receiving relief to send the cannon to rest. Under the title concerning the Discharged Cargoes we have the honor to report that, pursuant to our requisition by resolution of the 25th of August last, on the 22nd of September following, a finding of the salvaged goods from the wrecked ship Vrouwe Petronella was submitted to the assembly by the Head Administrator, upon which our disposition fell to have the 20 pieces of beams, of which 15 pieces were split lengthwise and 5 broken, employed in the carpenter's shop for whatever they should still be found of service for; though having the Commissioners who had inspected the same, in conformity with the order contained in the Extract from the general Resolutions of the Castle of Batavia of the 28th of May 1764, pass declarations under oath concerning the length of the splits, in order to transmit the same in original at an opportunity, and the rest that did not turn up at all, or went down with the ship

Regarding the cargoes brought by the ships Vrouwe Cornelia Hillegonda, Popkensburg, Vrouwe Elisabeth, Anthonetta Conradina, and [illegible], the findings are inserted in the Resolutions of 6 November, 23 December, 4 [illegible] of this year, and our decisions upon the same are as follows: Regarding the Vrouwe Cornelia Hillegonda: To write off the 1/16 per cent deficit on the Japanese bar copper, but to charge the officers for whatever falls short beyond the permitted write-off of 1/6 per cent, amounting to 1/3 per hundred, yet on the other hand to credit them for 1/16 per cent. The bar of ingot silver that was missing from chest No. 28 is to be paid for in cash by the skipper Jacob Pieter van Braam, to whom it was counted out at Batavia; nevertheless, for his discharge, it is to be noted that according to the report of the commissioners, Bookkeeper Martinus Borwater and Provisional Assistant Johan Christoffel Panning, the said chest was in good condition and properly sealed. On the tin and equally as much on the lead, as being that which remains above the permitted write-off of 1/6 per cent, amounting to 2 per cent, the deficit on both. To write off the deficit of 59 1/2 lb, or 1 per cent, on the nutmeg and cloves, likewise the 15 lb, or 13/32 per cent, on the cinnamon, since these spices were weighed gross according to orders in the presence of two judicial commissioners and in the presence of the Fiscal Louis de Saumaise. Regarding Popkensburg: To credit the officers for 1/ per cent on the Japanese bar copper, as being the permitted write-off, and the deficit being only 5/6 per hundred. To take in the 1/2 per cent or 24 7/8 lb overweight on the nutmeg, but of cloves, which, like the nutmeg, were weighed first gross and then net by express commissioner members from the Court of Justice, Junior Merchants Hans Carel Baron van Arnim and Leonard Verspijk, in the presence of the fiscal and the officers, and on which there is a shortage of 7 1/4 lb or 1 7/8 per cent, to enter only 1 per cent for write-off, and to place the remainder to the account of the officers, and to have the report submitted by the commissioners confirmed under oath by the Council of Justice. Likewise to charge the officers for whatever falls short on the arrack beyond the permitted write-off of 13 1/3 per cent, being in total 1/12 per cent; yet on the other hand to credit them for 17/5 per cent on the rosin, as being the permitted write-off, and the deficit 7/5 per cent. Finally, the bar of silver missing from chest No. 2 is to be paid for in cash by the Sea Captain Dirk Waytels, to whom it was delivered at Batavia; but regarding that, to note exactly the same for his 1. 486 discharge as was noted in our last upon that of the Vrouwe Cornelia Hillegonda; and further, to have the report confirmed under oath with the previous one by the commissioners before the Council of Justice. The Vrouwe Elizabeth: To write off the 1/6 per cent excess on the Japanese bar copper, with the [illegible] on the arrack, and to credit the ship's officers with that which falls short less than the permitted amount, namely 7 1/3 per cent. Anthonetta Conradina: To write off the deficits of 1/6 per cent on the Japanese bar copper, tin, and lead, likewise the 1 per cent underweight on the nutmeg, 29/32 loss on the cinnamon, with the reweighing of both of which articles was likewise handled according to the order, as well as the perished poultry. Regarding the transported cargo, it has appeared to us with the utmost regret, both from Your High Noble Excellencies' honored letters of 18 June and 21 July, that the Company had again suffered damage through the theft of its goods; in the first-mentioned letter, whereby Your High Noble Excellencies, by virtue of your resolution of 13 April prior, order that the Company should be indemnified for various defects and deficits found on the cargoes of the ships 's-Gravezande, Blijswijk, and Straalen by the Chambers of the Meuse and the Noorderkwartier, to be seen more fully in the aforesaid extract.

extract Resolution against receipt notes and other documents, and that, as the resolution sought, by the packers if they were not able to excuse themselves in a satisfactory manner; with a repeated recommendation to leave nothing unexamined for the prevention of all such thefts, as appeared from the declaration. We assure Your High Excellencies that every means has been devised by us to stop this evil, and we have, anew, given the necessary recommendation and issued orders to that end, as well as on the day of the committee meeting or the 14 8br A=o p o resolved, from the present packers in the cloth hall the Bookkeepers Francois Lami and Thierry Reynard, as well as from the ordinary Commissioner Jaques Benoit residing at Kassembazaer, in the capacity of former third packer as well as having signed for some, to demand written accountability, and the same was also done from the Pattena servants in so far as goods were among them that were attended to and packed at their office. The accountability of the last mentioned was received first and is to be seen in the servants' letters of the 13 9br of the past year, mainly consisting in this, that they, in their meeting of the 11th prior, had examined the Assistant Willem Cadet and Surgeon Willem Nauta concerning the packing of the two bales marked No. 94 and 179 sent from there in the year 1765 and which, according to the aforesaid Extract Resolution and the declaration annexed thereto, had come up short, namely from the first 6 pieces Lancharijsen, in the other 1 piece of chintz; and that concerning the first, by Cadet, who had packed it with the deceased Assistant Pieter van der Sluis, it was brought forward that the difference found in the gross weight and the cutting open of the packaging seemed to plead them free of all accountability, with an affirmation that he and his colleague had always been present at the packing and recounting of the pieces: but that regarding the piece of chintz, of which he and Nauta had assisted at the packing, they had also exercised all attention in that respect, but that it was nevertheless possible that an error might have been committed in this regard, which they feared to be the case, since the packaging and the gross weight of this pack had indeed tallied; requesting therefore forgiveness in this regard, affirming further that it did not originate from any neglect of duty, but was rather to be ascribed to the miscounting of a single piece, which could easily happen in the haste that is customary with the work, and finally that their whole apology might be presented to Your High Excellencies in their favor. We maintained in our meeting of the 4th of the past month that the packers of the first mentioned pack, for the said reasons, could not be deemed to be responsible for the shortage found thereon: but concerning the latter decided to have the short piece of chintz compensated for by the aforesaid Cadet and Nauta and to charge the value thereof to Pattena when occasion arises, furthermore recommended all attentiveness to the servants in general and the packers in particular to prevent such errors for the future. And we nevertheless take the liberty to implore a favorable reflection from Your High Excellencies on the aforesaid representation. The second report was received from the aforesaid Benoist alongside Kassembazaer's writing of the [illegible] of the past month, and inserted by resolution of the 26th thereafter; likewise, as we trust, demonstrating satisfactorily that he, no less than the other packers, could be held accountable for the pieces that were found short in several packs cited therein, since the ripping open of the innermost packaging, the removal of some pieces from the same and the refilling with rice, lead, stones, and other things, which one could not so easily bring into a place where linens are stored, and where so many European and native servants are present, seemed to be, if not impossible, at least very difficult: that moreover the difference found with the written gross weight, in his and our opinion, clearly demonstrates that the theft must have been committed after shipment, and thus either on the vessels or on one of the Company's ships, or else during the unloading in Europe, so that he properly judged according to that writing to be responsible for nothing, except the shortage of the piece of yarn Roemaals from a Pack No. 3223, probably originating from a miscounting occurred in haste, for which he requested forgiveness for his share. Regarding the entry of ƒ244:5:8 cited in Your Right Excellencies' frequently mentioned letter of 18 June and likewise charged to this Directorate, on account of the 38 pieces of Cassimbazar chintz already charged to this office on the invoice of 12 April 1760 from Cape of Good Hope and found to be deficient there, we take the liberty to demonstrate to Your Right Excellencies that concerning this matter, on 31 December 1760, upon the report of the then Head Administrator Robert Henrik Armenaalt, it was resolved to let that sum run on the account of charged debits until further orders from Your Right Excellencies, as no one here can be held guilty of it, since the gross weight did not tally, and the statements were not sent over. Furthermore, that in this respect, during the deliberation on the report of our Trade Bookkeeper regarding the account of charged debits running very confusedly through the books, inserted by Resolution of 29 July 1766, this entry was also drawn up and it was resolved, for the reasons cited therein, to request authorization for the write-off of the same, upon which we therefore also await the necessary decision from Your Right Excellencies. By the formal rescript of 21 July, Your Right Excellencies also ordered the reimbursement of a piece of silk handkerchiefs, removed as damaged by the Commissioners Borwater and Dolle from a bale shipped with the vessel Blyswyk, without ensuring that such had been noted on the invoice, so we also most humbly request exemption therefrom, since the same was sold by public auction on 10 March 1766 for ƒ 4:4:8 as appears from the return inserted in our respectful letter of the 20th of the same month, and the Honorable Company, in our understanding, has at least not been prejudiced directly nor indirectly by the aforesaid Commissioners. Concerning the reimbursement, likewise ordered in the aforementioned formal rescript, for some gunny sacks found too short and unsuitable for the intended use, recently sent per the ships Welgelegen and Hector, of which from the consignment of the first-mentioned vessel 5140 pieces were found to be smaller and narrower, and consequently of less value to the amount of ƒ1058:17, and from the last-mentioned a quantity of 1100 pieces which were deemed too short and thus also ƒ170:15 of less value, we have demanded a report from the Ordinary Commissioners Johan Willim Salomon van Haugwitz and Willem Kerkman as the actual acceptors, before proceeding to the execution of the substantial part of Your Right Excellencies' order, namely to have the aforesaid lesser value reimbursed by the acceptors of such unacceptable goods, and in addition, to make them pay a fine of five hundred rupees for the benefit of the Batavia poor. This was served on the 23rd of last month, at which time an extract invoice of debits also arrived here, sent by the ship Vrouwe Anthonetta Conradina and dated 20 July 1767, in which, among others, the aforesaid entry is also found. ordinary Company mark, nor with a foreign one, and branded indeed with the letters 1/765, and furthermore the chest itself was found to be made of a different kind of wood than that of the Company, containing 62 round balls which could sooner bear the name of clay than of good, sound opium, whereof Your High Nobilities, at the end of the aforementioned formal rescription, ordered that the purchase price, with 50 percent advance, had to be reimbursed by the gatherers, without the least excess or any reason of innocence being permitted; it was, pursuant to our resolution of 14 October, publicly sold for Ar Cs 136 or f 204. And we have, on the 8th of this month, when the report submitted thereof served the ordinary Commissioners, and which is enclosed herewith in copy, resolved to have the aforesaid lesser yield, calculated with 50 percent advance on the purchase price, reimbursed by the Patna Chief, the merchant Cornelis Rietveld, and the Secunde Anthonij Hardy, which shall accordingly take effect in the coming days. All this being what we judged from the letters of Your High Nobilities to be applicable under this subject, we must still continue these matters with the treatment of our further disposition on affairs that have revealed themselves here; among others, our resolution of the first of December last, whereto is annexed a report of Special Commissioners concerning eight bales of gerras, which had previously in November been shipped for the vessel Vrouwe Cornelia Hillegonda, but had returned, yet after the drying and repacking thereof, were sent off again with the vessel without the packing materials used anew for that purpose being charged, which we, since it could still be done according to the latest order regarding further charging, have resolved to have charged after all to the account of the Amsterdam Chamber. In the same resolution is also inserted a declaration signed by the chief mate and some other officers of the aforementioned return vessel, showing that two vessels, the one laden with 10,000 gunny sacks and the other with 3,000 long gunnies for the Cape of Good Hope, could not come alongside due to the stormy weather, but, as had been learned, were driven high and dry onto the beach south of the Hyelyse creek, without prospect of getting afloat for the present, and for which reason the authorities had found it advisable not to wait for the same, but to take advantage of the favorable opportunity that presented itself and to put to sea. The Director having meanwhile given orders for the salvage of the vessels and the recovery of the goods, if they might still exist, we resolved on the aforementioned day to await the outcome thereof. The same subsequently arrived at the place a few days later, whereupon it was reported to the Director, to his utmost astonishment, that on board the aforesaid ship the people who had been sent off therewith had been delayed from one day to the next and turned away on the pretext that there was no time to take over the aforesaid gunnies, and that the rope of their vessel, with which they were moored to a sloop that was unloading next to the ship, was cut loose, whereby they were driven entirely south of Boerbali. A notarial declaration having been drawn up immediately concerning this, and produced by the Director in the meeting held on the 15th of the aforementioned month of December, it was approved on that day to have the same sworn before the Court of Justice, and to dispose of the damage that the Company should suffer thereby as soon as the report of the commissioners appointed by the Director for the inspection of the gunnies should have been received. 504 144 From the old mint balance, according to advice from Kassimbazar of 18 June, again S f 280:4 or f 441:8 was received and transferred to the treasury, in order to be accounted for in the general account and reduced by that amount in the books. The reports regarding the re-weighing of the silver sent hither by Your High Excellencies were handed to the Chief Administrator, and the parcels received both from the Netherlands and from Batavia, as well as partly sent to Kassimbazar, have now been weighed bar by bar by order and found as follows: 1600 bars per the ship Vreedenhoff received at the Cape and brought hither per Scholtenburg, a short weight of 1 mark 4 ounces 16½ Engelsen. 3000 bars received with the same ship directly from the Netherlands, marked with an angel, leaping ram, and boat; of which that marked with the boat was found somewhat short, but the other fully 8 marks per each bar. 2840 bars per Anthonetta Conradine, partly sold and partly sent to Kassimbazar, found correct in weight. The first 1600 bars, which subsequently along with the other 3000 received per Scholtenburg were sent to the employees at Kassimbazar for minting pursuant to our resolutions of 7 August and 4 September, have, as well as the 2040 pieces of the last parcel which according to notes of the 11th of the past month were also dispatched, maintained their full weight; the remaining consignments have not yet been re-weighed, but by count have turned out as stated herebefore under the discharged cargoes. And the reports, both of the findings here and at Kassimbazar, are appended hereto in authentic copy. Upon sending the first quantity, we recommended to the employees to have the dispatched silver converted into eight-year siccas as speedily as possible and delivered hither in order to relieve the Company of the debts which had already been incurred to cover the expenses, having been obliged 505 to take up funds in that month to honor the bills of exchange drawn on us from Patna, as will more fully appear under the appropriation of funds; and pursuant thereto there have been successively sent to us four lakhs and twenty-three thousand rupees; moreover, at their request by letter of 20 October, the employees were permitted to retain provisionally a sack from the further yields produced by the mint, and to disburse it to the suppliers of silk fabrics in deduction of what has already been delivered, which amount, pursuant to their further request by letter of 22 December, we have augmented by another 98000 rupees, since the previous sum had already been spent at that time. To urge the work forward, as it appears, the Naib Nawab, Mr. Mahmed Rezachan, in the beginning of September, through the mint daroga Goedab Raeij, had the Director warned in writing to ensure that, according to what was communicated by the employees at the aforesaid office in their letter of 2 October last, sample siccas of the ninth year of the King's reign have again been struck, which according to information obtained will not be current before the month of April next; and pursuant to a letter of 31 August prior, that all silver imported this year should come upcountry for minting, together with a prohibition from His Excellency against selling any of it. Patna had requested, to be rejected continuously. We would also not have proceeded to the acceptance of such an extraordinary sum in the past year, but in the then existing shortage of money no other means could be devised to which one might have recourse to save oneself from distress, for we imagine having to provide not only for the dispatch and cargo of the return ships of that year, but also to be mindful of what is required for the next procurement. All of which we hope will merit a favorable notice from Your High Excellencies. We have furthermore warned the Patna servants of the penalty that Your High Excellencies have placed upon an unseasonable and unnecessary money negotiation and the orders regarding the outstanding balances, intending on our part to observe what Your High Excellencies desire with regard to the Japanese copper that the smith might require and also to refrain henceforth from selling timber to private individuals, as appeared to have occurred in the year 1766. Regarding the outstanding debts, concerning which Your High Excellencies are pleased to remark that what was stated in our letter of 30 March, namely that there was running at a loss at Hooghly ƒ 331,065: and Patna 288,225: — had seemed incomprehensible to Your High Excellencies that at Hooghly, where one had so much money on hand, debts contracted in July of the preceding year should still be running as of ultimo February 1767, and also that those at Patna would amount to only ƒ 288,225 whereas they were fixed at a sum of ƒ 405,745:— in the provisional demand under 20 January and in the formal one under 20 March past, we have the honor to report that the stock of cash on hand has by no means been sufficient for a long time to continue the trade and at the same time pay off the debts. That for this reason one has indeed had to resolve to choose the lesser of two evils, namely by giving preference to the continuation of the debts for some time; since money resources in Bengal are currently so scarce that one cannot always succeed just when one wishes, so that according to our understanding it would have been contrary to the Company's interest to denude oneself of cash at a time when one foresaw being able to make advantageous use of it. However, on the day of the meeting or the 14 October aforesaid it was approved to clear all debts, just as regarding the creditors Renniz Chan and Emalsing, amounting to ƒ 16,065:—, made known in the aforementioned statement, has already taken effect according to the notation in the resolution of 17 November, but regarding the other debt of Mirza Abdulkassun, we, in order not to diminish the small stock of silver and cash, indeed had to decide on the 5th of this month to let it run for the time being; and also resolved, if there might be this or that Company servant who wished to deposit money into the treasury to be paid by bill of exchange in Batavia, not to refuse the same on account of our embarrassment, although it is also prohibited by secret letter from Your High Excellencies dated 11 July 1766. Humbly requesting that this, for the reasons stated, may be considered accommodated and necessary; while we still note with respect to the aforementioned difference in the statement of the Patna debts that this has its origin in an error because they were copied from the provisional demand into the formal one without deducting what might have been paid between 20 January and 20 March, for which Your High Excellencies' pardon is most humbly requested. That the other matter concerning the English was merely a supposition, of which the very opposite was true; for if he, the chief, had not brought it about that relief had come through the English, the servants would still be sitting just as destitute; since thus far, nothing had come of the repeated assurances of the Esteemed and Honorable Director to ensure that they would receive money through that channel. Although we had very good reason to show our utmost indignation over such far-reaching extravagances of subordinates toward their superiors, we nevertheless had the indulgence not to detain ourselves with a refutation of such offensive and arrogant expressions; trusting in the equitable protection of Your High Noblenesses, we judged it best to leave it to Your High Selves to do justice in this matter. however difficult it may be to have to grant the increase, in a country like this, where one is competing with a multitude of rivals for money, one is well-nigh forced to go with the flow. It is a well-known fact that the more the prices of linens rise in the aurangs, the more their quality decreases, whereas on the contrary, when everything is cheap, the linens are also that much better. This arises solely from a continuous rise in the cost of living and the multitude of enthusiasts who, through their extraordinary eagerness, drive the prices ever higher without caring whether the goods are of better or worse quality. And however much we are convinced, though not without great grief, of the small advances that, according to the return sent to us for the year 1765, were obtained upon sale of the goods in general, we nevertheless hope that this will not be imputed to us, but that consideration will be given to the obstacles and difficulties through which one must continually struggle to help the Company to any goods at all and to prevent others from making off with all these advantages, however small. With regard to the astonishment expressed by Your Right Honourables as to how the news of the increase granted to the Company's suppliers here was conveyed so quickly to Kasimbazar, so that one had to grant a similar favour to the merchants there, it serves to explain that they are related to one another or are in continuous correspondence, besides the fact that the agents of Kasimbazar and those of Hugli find themselves in the same aurang, are subjected to the same adversities, and the principals are therefore alike contriving means to anticipate their steps. Furthermore, we can sincerely assure Your Right Honourables that there is no lack of goodwill on our part to provide the Company with fine and good-quality goods, if time and circumstances permit. The pieces that Your Right Honourables were pleased to send us from the parcel purchased over there from the supercargo de Labat, in order to show that our arguments—as if the foreigners were not as particular about the quality of the goods as our nation—carried little weight, serve in our opinion as proof of our care and zeal for the interest of the Company. For since the cargo of this Frenchman's ship, as far as the linens are concerned, consisted of nothing other than the rejects of the goods returned to our suppliers in the year 1764, as the Director and some of the members conscientiously testify to be the honest truth, which is also verified by the chops placed on the pieces upon rejection, we are quite willing to leave it to the righteous judgment of Your Right Honourables how fine indeed the selected and dispatched cloths of that year must have been, if the rejects themselves can serve as a sample and for the guidance of that ministry in the future. Regarding the amount of the linens returned to the servants in the cloth warehouse, we maintain, subject to the wiser correction of Your Right Honourables, that one cannot reasonably charge them interest, since one always liquidates that with the suppliers at the final settlement, and moreover, in such critical circumstances as the present, when one cannot maintain them against the unprecedented vexations of the English, one could not in all fairness demand the payment of interest. But the Patna servants, above the amount of the goods returned to them, we have caused to be charged one per cent for the risk of transport, as is customary among private individuals there in this regard. As for the further resolution to accept gurrahs even of a greater length than was previously demanded, we proceeded to do so on the grounds of what was set down in our resolution of the 2nd and communicated to Your Right Honourables by respectful letter of 22 August 1766; and the order cited by Your Right Honourables in the honoured missive of 7 August 1764, namely not to go beyond the length and width prescribed in the demand, we believed to be applicable only to goods that might be too short or too narrow. However, we shall dutifully regulate ourselves accordingly in the future. The poor success of our deputation to the aurangs and the reasons thereof having been dealt with in detail in the secret letter now being dispatched, we shall now have the honour to demonstrate to Your Right Honourables in what manner, after much difficulty, we came to terms regarding the contracting of linens for the home and Indian demands for the year 1767, and at the same time show how miserably hesitatingly the procurement has proceeded. And although on that day it was judged by most of the members that the hope of obtaining a price reduction was very slight, especially since the high price of cotton persisted, and the foreigners had not yet made any change in their contracts; it was nevertheless understood that too swift a concession would embolden the suppliers and very likely give occasion in the future to raise new difficulties to achieve their objectives, and it was thus jointly resolved to make one more attempt to win them over to our interests, for which the matter was left to the care and recruitment of the first undersigned. But everything was in vain. They were found entirely averse to listening to other terms than the aforementioned; they even showed dissatisfaction with a promise to lower the prices in proportion as the kapok might decrease in time, arguing with a series of arguments that the prospect thereof was not only hopeless, but that it was much rather to be feared that the new crop would turn out no better than in the previous year. Finally, the Director, seeing no chance of gaining anything from them, communicated these his fruitless efforts at our meeting of the 10th of the aforesaid month of April, when, upon his proposal, we jointly interviewed the suppliers regarding their demand in full assembly, and with fitting arguments thought to gain some ground on them. 535 on them.
