583 1 Augs Saturday Primo August Anno 1767 In the afternoon, all present except the merchant La Font on account of indisposition. In this extraordinary meeting, the papers just received by the direct European ship Scholtenburg having been opened and read, it was agreed to note here that in the various packets were found: A missive from the Gentlemen Commissioners for Secret Affairs, dated in The Hague the 13 September 1766, with five enclosures cited therein; from the Right Honorable Gentlemen Seventeen at the presiding chamber Amsterdam, dated 21 October 1766, serving as an escort for the extracts from the letters to the High Government and various other papers according to the register; from the Honorable Ordinary Titular Councilor of the Indies and Governor Rik Tulbag and the council at the Cape of Good Hope under date of 9 April of this year; from the ministry at Ceylon, dated Colombo the 13 May last past. A missive from the ministers at Nagapatnam, dated the 20th of the last expired month. 1 August 387 7 August 7 August Points of reply to Kassembazaar. Friday the 7th of August Anno 1767. In the morning, absent the Chief Administrator Isinck and the First in the Cloth Warehouse Hum- bert, the former on account of occupation in the Main Treasury and the other indisposed. Considering that the supply of cash is so small that in order to meet even the daily expenses one will be obliged to proceed, for the time being, to the borrowing of money at interest, it is, in order to relieve the Company as soon as possible again from the interest otherwise accumulating, in accordance with the proposal of the Honorable Director, resolved to send a portion of the bar silver received per Scholtenburg, namely the 1600 bars in 32 chests which were brought by the ship Vredenhoff to the Cape of Good Hope and from there sent hither per the first-named vessel, to Kassembazaar, with orders to the servants to have the same minted at the very earliest into eight-year siccas and to send the proceeds thereof back hither at the first opportunity. The letter received on the 31st past from the servants at the aforesaid factory, dated two days before, having now also come in and its substantial contents having been examined, it is primarily agreed to accede to the request made by the chief, the Honorable Johannes Bacheracht, that, since His Honor, as already communicated by letters of the 3rd preceding, had satisfied the fifth and last installment of the reimbursement in sicca rupees imposed upon him, to release his sureties provided for that purpose, the titular merchant Johannes Matthias Ross and chief surgeon Lucas Cramer, and to consider the deed executed for it as annulled, which is hereby agreed to accordingly. 60 7 August 7 August Tuesday with the small number of reelers, which, although it had grown since their last reports to 485, would according to their apprehension not even suffice for the reeling of the already collected pattenie, consisting of over 30000 lb, alongside the florette yarn for the upcoming January, and why they, the servants, despite the fact that 10000 lb were still lacking to provide the ordered 4000 lb of adapanga and tanni silk from it, had stopped the purchase of raw pattenie until further orders from this ministry; it has thus, in consideration of the beauty of the aforementioned samples, been resolved to express regret over all the aforementioned difficulties that cause one to have to halt the preparation thereof, and furthermore, for the reasons given, to approve that the servants have refrained from further purchases of pattenie or raw silk, with a heartfelt wish that the adversity of the Company's affairs may once again turn for the better. The papers received from Batavia by the return ship Popkensburg having been opened and read, there was found in the packet, besides a general dispatch from the Noble High Indian Government of 18 June of this year, and various annexes according to the register, among others also a circular dispatch from their aforementioned High Excellencies of 19 December of the past year, containing communication of the most agreeable news, namely that His Serene Highness the Prince of Orange and Nassau, Hereditary Stadtholder, Captain and Admiral General of the Republic, had graciously deigned to accept the notable dignity of Supreme Governor-General of the entire East India Company, upon the offer made by our highly honored Lords and Masters by virtue of a resolution of the High and Mighty Lords States General of the United Netherlands, with orders to introduce His High Princely Serenity in that eminent character to everyone currently in the Company's service or sorting under its obedience, publicly and in the most solemn manner, and to administer the oath of fealty, all according to the tenor of the attached patent and form. Thus it was resolved to keep this record of all this, and to send a copy of the said circular dispatch and the documents related thereto to the servants at the subordinate offices of Cossimbazar and Patna; further, to have the necessary extracts from the remaining papers issued as and where appropriate, and to deliberate on their contents as soon as the general description or formal rescript of the aforementioned High Government in response to our spring and latest advices shall have been received, at which time the date for executing the aforementioned ceremonial will also be further regulated and determined, given that the day chosen for it, being the 1st of May, has already long passed. Upon which deliberation was held and, taking into consideration that the order to make that description was given with the intention of having timely notice of matters of importance; that such now lapses since the North ship absolutely must depart before the end of this month; that furthermore it rarely happens that another ship is found at Nagapatnam by which the papers are then forwarded to Ceylon in the hope that an opportunity will arise to send them further from there, as was done last year, as appears from the advice from Nagapatnam of 30 January of this year. Thus, after consideration of all this, it was approved and resolved on this occasion to refrain from sending a provisional description and to conform to the proposal made by the Lord Director; Furthermore, it was shown by the well-mentioned Lord Director that the two chests of rupees received here in the past year via the ship the Oranje Zaal, sent by the Ceylon Ministers to Coromandel, and from there hither, and which were 17,600 pieces, were, according to a note under an invoice dated Colombo 5 April of the past year, to be charged further without such having taken place as yet, and which, like the rest, had been sold at folio rupees 92.- per 100 siccas weight, but of which the loss could not be calculated in the absence of the statement of charges, wherefore His Honorable Proposed provisionally to note the said sale price in the return and also to make it known in the books in order to serve as a memorandum so that as soon as the statement of charges shall be received 603 14 August. In the morning absent the Senior Merchant and Head Administrator the Honorable Menso Isinck and the Merchant Moeze la font, both due to indisposition, 19 August along 19 August. 644 19 August Thursday also delivered papers, received here directly, and opened in this meeting, but nothing else being found in the packet than the duplicate of that brought by the Popkensburg, it was resolved to keep this note of the matter. Subsequently, it was demonstrated by the Lord Director that there was presently no more remaining in the small or daily cash than Current Rupees 2396. 1 5/16 or ƒ3364:11.- and that with the minting of the silver recently sent upcountry and the time needed for its transport, it will still take some time before one is provided with ready cash, proposing therefore to raise the amount required for paying the expenses, fixed for this month at upwards of 80,000 Rupees, or ƒ176000.-.-, at interest and to repay the same as soon as the supply of ready cash shall permit it. 617 20 August 20 August little will be wanting, that the design to set up a monopoly on the tannah or prepared yarn for silk manufactures, and the hindrance which the suppliers and weavers had met with and suffered in the purchase thereof, recorded by the Resolution of this assembly of 28 April last, made the servants on the other hand fearful that the requisition for silk fabrics will not be able to be fully satisfied, especially in view of Bandanoes and Sjappan Lans, two articles which, serving both for the English Company and for the private trade of its servants, were extraordinarily sought after and eagerly bought up everywhere by the latter as much as possible; so that the Honorable Company's suppliers had repeatedly complained that they could not obtain enough kora, or unprinted cloth, to be able to satisfy the quantities contracted by them, notwithstanding they had already very early, namely in 9ber, December and January last, advanced funds thereon to the weavers; and lastly, that regarding the coarse linens the servants could not yet give any certain report, as things proceeded in the weaving places thereof as in all others, and the complaints of the gomastas about the coercion and impediments which they encounter therein did not cease, to which was further added that according to the latest reports the price of cotton was not yet fixed, wherefore no firm calculation could yet be made on the weave, and that in these circumstances it was not possible for the suppliers to furnish such a report regarding this collection that the servants could rely thereon with any peace of mind; thus the one and the other, and especially the slight likelihood of satisfying the required silk fabrics, was found very vexatious and considered also as a consequence of the violent means and ways which the English employ to make themselves master of everything everywhere, and at the same time judged that nothing else was to be done against it than to apply all diligence to struggle through this evil as best possible, since all representations against it are only fruitless and like pouring oil on the fire, which it was then understood 613 20 August 20 August is to be held before the servants, with the necessary encouragement. And whereas the servants assure that everything has been made tight and strong as required, and moreover that the amount exceeding the calculated sum, as said, originates among other things from the cost of the woodwork purchased over there, for which the servants were authorized by letters of 5 April last, it is, since nothing was found to be said against the other items that also caused the previously made calculation to be surpassed, resolved to grant the servants' request to pass and write off the entire amount of the aforesaid memoranda. Having proceeded further to the business concerning the contents of the general letter from Pattena of the 9th of this month, the servants' astonishment was seen at first glance at the statements of the Honorable Chief Administrator Menso Isinck and the Merchant Moize la Font, as if the chintz printing works and the kutchery would contain sufficient space and be suitable storage places to store twice as much linen as the Company actually required, as noted in the missive sent from here on the 22nd of the preceding month, and against which they, the servants, believed they had well-founded reasons to protest against all damage that might happen to the Company's goods for want of a secure and good storage place, since their own security required as much, seeing that it was practically to be observed that their Honors had not considered that before one stores the linen unpacked in one place or another, one also needs to have a good and suitable facility to store it coming from the aurangs, and also a good place to sort it; that at present, for the former, the Baradari, in so far as it was suitable, was used, and that the sorting took place in the house of the chief; transmitting, in conviction of the suitability of the designated places, a note signed by the three of them of the day before, when they had gone to inspect them together and had found it advisable, in order to avoid the danger of apparent damage, respectfully to 625 20 Aug 20 Aug request that if they had to continue to make do according to that prescription, they might remain exempt from all liability; referring for the rest to the note itself, in which the reasons obliging them to this extreme were noted in detail, reading as follows: Friday the 8th of August 1767.
