Lastly was also read a report from the titular Merchant and Trade Bookkeeper Johannes Matthias Ross concerning various omissions and improper treatments discovered by him in the papers required in forming and continuing the Journal of the year 176 6/7, reading verbatim as follows: To The Honorable George Louis Vernet Director of the Honorable Company's important trade and further interests, together with the Members of the Political Council here. Honorable Sir and Respected Councillors. The undersigned Trade Bookkeeper, having progressed with the forming of the Journal of the year 176 6/7 under ultimo April, and having discovered in the various papers related thereto many improper treatments, omissions and errors, takes the liberty of explaining the same to Your Honors as they have subsequently been noticed by him, in order to ordain such redresses and make such decisions concerning them as Your Honors shall deem appropriate, and he may thereby be enabled to cause this all to obtain its proper settlement in the current books. Firstly, in the report submitted on the 16th of September 1766 by the Honorable Chief Administrator Isink, it was wrongly proposed to credit the account of Gerras with this well-accounted f 89: 6: 8 by invoice of the ship De Jonkvrouw Cornelia Jacoba on account of 20 pieces of gerras in 2 packs No 81, sent in the year 1765 with 's Gravesande for Palembang, as such has already occurred in Journal of the year 176 5/6, page 89, where the said linen according to the demand with f 100: 12: 8 on the Journal of the year 176 4/5 written off 960 pieces too few, has been properly credited; the remaining f 53: 6: — however having to be charged to the main factory. Secondly. The packing list ought to be drawn up somewhat more accurately by the Dallaans servants and the prices of those goods ought to agree with those in the ordinances, the wax cloths this book year being calculated in the list at f 9: 4: and in the ordinance at f 5: 4:, which causes confusion anew; it would thus be necessary that a demonstration be drawn up without delay showing how those Packing Accounts ought to be redressed of the errors committed in previous years and this book year, in order that such may still obtain its settlement in this book year, after the same has received Your Honors' approval, under ultimo August, when subsequently it ought to be stated by the Invoice Keeper to the Dallaans servants at how much all those goods as of that date came to be calculated in the books of the Honorable Company, so as to be able to make them known as their charge, and that this statement be renewed as often as noticed by the said Invoice Keeper

667 25th August 25 Aug. was renewed whenever a change, whether an increase or a reduction, existed in the prices; while for the rest, that packing list must be calculated and specified in the partitions of those goods down to 1/5 penny, in order to agree precisely in the summation of the outgoing invoices, when by this and that, in my judgment, all precautions have been taken to prevent such capital errors as have for some time been committed therein. Thirdly, it would be acted in proper style if the date of their arrival at this main office were noted by the invoice keeper on all incoming invoices, which has been done on the fewest in this book year, it being reasonably not to be required of a trade bookkeeper that he repeatedly inquire about this at the secretariat upon the incoming letters, in order to book them, as is proper, under that date. 4th. By the Chief Surgeon L. Cramer in the month of October last, 19 bottles of medicinal [illegible] having been purchased, the government Cabo de Goede Hoop was charged by invoice of the 30th of that month with f 9.10 for expenses and porterage fees, which however nowhere appear to have been disbursed by the said Chief Surgeon or paid out of the treasury, and are thus overcharged; on the other hand, the expenses on the saltpetre were thereby calculated at f -.3.8 too little, so the said outpost must still be credited for f 9.8.8, and debited for f 7.12 or 30 percent management expenses on f 76.-, or the amount of the said garden seeds, f 69.13.8 f 277.35.9 Fifthly, in the outgoing invoices to be mentioned, such differences arising from various errors committed therein were found, as is shown below in a list, elaborately pointed out in the summations drawn up by me on the same, signed for agreement by the invoice keeper. Sixthly, the office of Kassembazaar was charged in a single sum of f 16 by invoice of the 27th of November 1766 on account of deeds as bookkeepers of the residents in the mint, Bogaard and La Roche, whereas nevertheless each of those deeds amounts to no more than f 3.15, with which therefore only the first-named should have been debited therein, and the latter-named according to the Batavian account under the date of the 7th of August 1764 and Your Honorable Worships' resolution of the 29th of July 1766 upon my report of the 24th prior, for his deed as junior assistant 41.-, alongside the said amounts, or together with f 4.11, thereafter according to the cash account of December 1766, has reimbursed very improperly f 4.8; it would therefore be necessary that in the future these accounts and specifications be inspected, not only so as not to make the one for 1

Here it is worth noting: firstly, that this weight differs by 35 3/4 lb from the statement of the invoice holder Haghadamius, since that memorandum shows an underweight of 255 1/4 lb; secondly, that this compensation originates from an underweight of 800 1/4 lb of cloves and 159 1/5 lb of nutmegs, as appears from the journal of the year 1764/5, page 195; and thirdly, that on the aforementioned invoice no specification of price or agio was given, as it ought to have been done. 9th On the invoice of 27 January last, the main office was credited for 2 1/4 percent on 100000 lb of pepper, being 2500 lb, which the officers of the ship Ysselmonde were credited for on their wage accounts, instead of which it ought to have been charged to their account, notwithstanding that in the Hooghly extract book from the resolution of 27 January 1767 the contrary is clear, which is apparently a clerical error. 10th By invoice of the ship Welgelegen under date of 24 February 1767, 29 pots with refuse and dust of nutmegs were charged with the gross weight and 10 parcels of the same of mace without the same, whereas the net weight of both should nevertheless have been made known therewith. 11th The fine spices have been sold for some years at this main factory as follows: The cloves at f 5. 5. 5. per lb, the nutmegs at f 3. per lb, the mace at f 6. 14. 8. and the cinnamon at f 6. 50. Now they ought to have been sold at Kassembazaar for the same price, but I find in that cash account of the month of April that they were sold there: The cloves at f 5. 10. per lb, the nutmegs at f 3. -. 2 per lb, the mace at f 6. 10. and the cinnamon at f 6. - and at Patna at least 10 percent above the Hooghly sales price, yet I find them sold in their cash accounts and returns as follows: The cloves at f 5. 5 1/6 per lb, the nutmegs at f 3. 6. per lb, the mace at f 7. 8 1/4, and the cinnamon at f 6. 23. Thus Kassembazaar should be written to, that they should not let the last two items go for less than the Hooghly sales price, and Patna that they should sell the cinnamon at least for no less than f 7. 3. instead of f 6. 13. per lb. 12th According to the Hooghly cash account of January last, the merchant M. The reimbursement of the cloves and nutmegs found deficient at the transfer of the Storekeepers Rietveld and De Wijs, for which the first mentioned was charged on his own account in Journal of the Year 1764/5 page 195 and of the Year 1767/8 page 90, having been determined by Their High Nobilities, and by their High approval put into execution by the above-mentioned charge of f 2002.14.8 to the debit of that Chief then functioning at the Company's office in Patna, so also the account of the said Merchant ought to be cancelled in the books, for which Your Honorable Worships' authorization is required and requested. Translation of a Bengali arzi written by the joint merchants to the Right Honourable Lord George Louis Vernet, Director, as well as the members of the Political Council here, of the following content: The guinea cotton these years in the aurangs where the gerras are manufactured is so high in price, that upon purchase we fall short: rops 1 on the salempores and gerras, item on the fine linens from Sjander Kona rops 3, the ordinary 2, on the fine from Pantipoer rops 2½, the ordinary the same, on the fine sort from Mohanendpoer rops 1¼, the ordinary 1¼, and on the fine from Hendiaal rops 2, and the ordinary 1½ rupees per piece. The gomastas who departed for Badelgatchi are still sitting idle there with the ready money taken along and can accomplish nothing, because the English have obstructed the linen trade, so they lose money daily. The dalals and weavers have declared outright that they dare not undertake anything for us without the knowledge or permission of the English gomasta, which the letter signed by the dalals and addressed to us clearly indicates. In Mohanendpoer the English gomastas have also managed to arrange things in such a way that ours can obtain nothing, as appears from a declaration signed by the zamindar and daroga, and stamped with the cadi's seal, as well as from another similar paper, likewise signed by various trustworthy people, and sent hither from Hendiaal. On the day of our arrival here, namely on 7 June, we summoned all dalals, pykars, and weavers to us, and gave them the necessary orders for the purchase of linens, but they soon showed us how the English gomastas had caused the numbers of the weaving looms to be written down and compelled each of the weavers in particular to deliver 2 pieces of linen monthly, which it seems impossible for them to be able to do, and thus utterly impossible to make anything for us. We strongly pressed him for three consecutive days. Finally, on June 24th, he declared, saying that we had dallaals and weavers in the aurangs, and that we could buy and have goods manufactured at our discretion, since he had never forbidden such, to which we answered him that all the looms in the aurangs were registered, and that the weavers could barely finish the required 2 pieces per month, from where would we then buy his goods! They, however, showed that there were no more looms than those that were noted down with them, adding that if they let half of the linens slip, our trade could then proceed. Your Honour has written to us not to buy any linens underhanded, as we have also never done, but the thookdaars and weavers, out of fear of the English gomastas, sell the same to us clandestinely. Upon receipt of the aforementioned letter of Your Honour, we proceeded to the market of Hansoe Potharrie and summoned the thookdaars and weavers to us and gave them advance money, on condition that they would deliver the linens to us at the public market. This having come to the ears of the English gomasta Ramnidie, he dispatched a peon to the thookdaars and weavers, who took the money from them and threw it at our feet right there on that market. The kaji and the zamindar then being present, we called upon them as witnesses, and subsequently took back the money, after which the kaji, together with the zamindar, upon request handed us a certificate stamped with their seals, which is enclosed herewith and verbatim reads as follows: "The gomastas of the Dutch Company have given money to the thookdaar Poeberam in Pakra bazaar for the purchase of his goods, which funds have been taken from the thookdaar by the English gomasta of the Singiaar named Ram Niedie with a peon in the name of the master, and were thrown at the feet of the Dutch gomasta on the public bazaar, while speaking these words, that he, the thookdaar, could not deliver any linens. 4o. 762. 685 4e 7br: Your Honour's letters of the 18th June, from which we noted the prohibition of the Right Honourable Director against purchasing linens privately rather than according to the old custom, and that if anything to the contrary occurred, anyone guilty thereof would be punished, since we will be free to complain if any hindrance is caused to us in public purchases, we have received. After the reading of which we agreed with one another to dispatch a Gomasta to Tentoelie, where the linens are manufactured, with the Casses Ionkor, who arrived there on the 14th July. After which the Gomasta finally succeeded in purchasing a piece of Adalijs and giving the weavers money in hand. But said Gomasta, being on the return journey with a Dalaal named Samporranick, was attacked by the English Gomasta Birzjoe Takoer and brought into his lodge. Who subsequently summoned the weavers who had received the money and made them return the monies, which he, after having inflicted several shoe-blows upon the dallaal, handed back to him. Upon the receipt of this news, we resolved to dispatch some Gomastas further to gather information thereof, as was indeed carried into effect by our first-mentioned Gomasta, who summoned the weavers who had been present to appear before him to bear witness to the truth, whereupon they also executed a statement, a copy of which is attached hereto. We request that Your Honour please present the same to the Director. The remaining weavers likewise seek to return the monies advanced to them, if nothing to the good turns up in this matter. P.S. An English writer named Rada Kisna Moitter wanted to erect a house on our bleaching field, which we tried to prevent him from doing, but it seems he will not even listen to this, and moreover bribed with money two of our servants, namely a washerman and one who calenders or smooths the linens. Which documents and the request of the suppliers having been attentively considered, it was first taken into account that, regarding the suppliants' positions and remonstrances, both concerning the dearness of the linen and the vexations to which the collection continuously remains subject, the same are too well known for one to doubt in any way the truth of their statements; on the contrary, that they must be held to be well-founded and acceptable, not only in view of the aforementioned proofs, but also in consideration of the fact that foreign nations have granted their suppliers an even higher increase over the prices raised last year, and that one consequently ought to accommodate them somewhat. But on the other hand, it being considered that the suppliants' difficulty regarding the dearness of the kapok was untimely and is entirely no argument why one should proceed to a further increase in price; partly because that wool has not yet been fully harvested and one may thus hope that circumstances will turn out for the best, and partly because under the most recently concluded contract, vide resolution of the 10th April, it was specially stipulated that the increased prices would have to drop if kapok should fall in due course, without conceding to the conditions which they then desired to be taken into account in return: it is, after mature consideration of all that is stated above, deemed best and consequently resolved to let the matter run its course for the time being, and thus to deny the suppliants' petition for now.

4o. 762. 688 4o 76r. Decision to have the Fiscal conduct an inquiry regarding the grounding of the ship Vrouwe Elisabeth. The youth Wieman to be sent to Kassembazaar for the further pursuit of the Persian language. The incurred expenses in the mint residency approved. Points of reply to Kassembazaar. Decision to send silver bullion to Kassembazaar. Since the Skipper and some other officers of the ship Vrouwe Elisabeth (which, as appears from the minutes recorded at the Session of the 19th ultimo, upon sailing into the river struck the banks in such manner that it lost its rudder) are now upriver, it was decided, upon the proposal of the Lord Director, in order to ascertain whether everything had indeed been done to prevent such an accident and whether the management of anchors and ropes had been done as it ought and should have been, to enjoin the Fiscal of this Directorate to conduct the necessary inquiry in this matter according to orders, and to serve the meeting with a report in scriptis of his findings and considerations. Likewise, upon the proposal of the Lord Director, it was resolved to send the youth Fredrik Wieman, serving in the secretariat—who, as appears from the resolution of 22 August of the past year, was being trained in the Persian language and in which he had begun to succeed reasonably well—to Kassembazaar for the further advancement of his studies, and consequently to cause the wages of the Akhund or teacher whom he had here to cease from this day forward. Lastly, proceedings turned to deliberation on the substantive points contained in a letter from the servants of the office mentioned in the margin, dated the 31st of last month; and having seen initially that the 1600 bars of silver bullion recently sent upriver for minting, upon reweighing, were each found to be 8 ma trois, and on the demonstration of the servants that the entire lot (of which they had already sent one lakh of rupees hither) would soon be minted, and that the work proceeded undisturbed since up to now no one else was having silver minted, it was resolved to let them receive, as occasion arises, the remaining 60 chests from the consignment of Scholtenburg, in order to keep the minting going as much as possible. The Lord Director proposed to the Assembly that His Honorable Worship was continuously considering how to provide the Pattena office with the necessary cash for the continuation of trade pro Anno futuro, and thus to prevent in good time that the servants would again trouble this Ministry with a quasi-embarrassment for money or a shortage of ready cash, as has happened all too often during the course of this year; that His Honorable Worship, to attain this objective, had considered whether, since this year there was an ample supply of uncoined silver and it was uncertain whether the servants would be able to negotiate their needs by bill of exchange, it might not be advisable to send part of the silver up-country, especially if they saw an opportunity to sell it against the price of ƒ 32„3„13 per mark obtained here for some years past, and to make use thereof without proceeding to the borrowing of money; that His Honorable Worship was all the more inclined to this because by secret Resolution taken in the Council of the Indies on 2 July 1764 (under the title concerning the requisitioning and employment of Gold and Silver) the sending up of silver is not positively forbidden, but it is only shown that Their High Honors agree with the late Lord Extraordinary Councillor of the Indies and Director Louis Taillefert (g. m.) in so far that in an uncertain juncture of time, the drawing of bills of exchange ought to have preference; that His Honorable Worship, however, before proceeding to a final decision, deemed it advisable to demand a report from the servants: Primo, whether there is any prospect of obtaining as much money on bill of exchange over there as will be needed to carry on the trade for the coming year; or else, if there should be no opportunity for that, 2nd, whether the servants see an opportunity to sell uncoined silver against the aforementioned price of ƒ 32. 3. 13. ½ per mark obtained here for some years past, and without in the meantime proceeding to the borrowing of money at interest, since one would then, at a suitable opportunity, cause a sufficient quantity to be sent to them. All of which having been taken into ripe consideration and the Lord Director's opinion being unanimously approved, it is therefore resolved to propose the above points to the Pattena servants in the first departing letter, and to await their advice thereon. 713 22nd September 22nd September Furthermore was read a petition from the current gunny supplier, Rammenaat Seet, being of the following content: To the Honorable, Respectable Lord George Louis Verner, Director of the trade of the Honorable Company in Bengal, Behar, and Orixa, etc. etc., together with the members of the respective Council of Hugli. Honorable, Respectable Lord and Esteemed Councilors. Your Honorable, Respectable obedient servant, the gunny supplier Ramnaatseet, reverently makes known how he, the petitioner, finds himself at a loss regarding the drafting of the memorandum of the packing done in the cloth hall during the past financial year, since his predecessors, for reasons unknown to the petitioner, seem to have neglected to request any alteration in their favor, having merely continued on the old footing, which nevertheless could not have occurred without them suffering absolute, great damage; since the packing at present and in former years differs considerably. Firstly, in many packages more pieces are currently packed than previously; secondly, formerly various sorts of linens were packed in chests or between boards, and then sewn around only with single gunny, whereas now that practice no longer takes place and, for better preservation, they are sewn around with double gunny. Also, wax cloths were then used, even around the coarsest goods, which is not done now, for which reason the same must also be provided with better gunny. And just as with the revolution of this country through the troubles and unrests everything has become considerably more expensive, and goods in general are made poorer from time to time, this also occurs regarding the gunny, so that it indeed happens that the gunny turns out loose-woven, which is why it is taken double for packages that otherwise would only need to be sewn single, so that virtually most packages are currently sewn double. Which having been deliberated upon, the request of the petitioner was found to be in all respects in accordance with equity, and therefore resolved, subject to the approval of Their Excellencies the Supreme Government of the Indies, to license him, according to the first part of his petition, to charge for as much gunny and rope as is truly consumed, provided, however, that this does not currently extend to goods that have already been dispatched to the Netherlands and of which the accounting can no longer take place, but only regarding such goods as still lie in the warehouses and are next in line to be shipped, and which shall then also be debited pro rata by that much more on the invoices, for which the invoice keeper is qualified by this; the first and second in the cloth hall being instructed to deliver a receipt or discharge to the petitioner for what is actually consumed, so that he may account for himself with it in due time. Furthermore, it was represented by the Honorable Lord Director that the Head Surgeon of this Directorate had presented to His Honor for signature an ordinance regarding the amount of such medicines as had been purchased by him and consumed beyond what had been brought in, during the last-elapsed financial year, for the service of the Company's ships, the subordinate offices, and the hospital, to the sum of f 505 15, and after consideration of the necessity of these expenses, it was approved and understood to pass the same. Likewise it was resolved to reimburse the cooper Pieter Croese out of the treasury, under the date of the last of August, for the wages of seven coopers, two sawyers, and one carpenter whom he employed for 340 days for the making of four new barrel buoys.
