6 October 1735 6 folio Gregorius Herklots: thus, after this was discussed and considered, that both the office of First Clerk to the Secretariat and that of the Director, both services are directly dependent on His Honour, and that consequently persons ought to be placed therein in whom the most trust is placed by the same, it was approved and understood, upon the proposal of the well-mentioned Lord Director, to grant the request, and thereby to keep him, Eilbracht, bound by the oath of Secretary once taken, both in his aforementioned capacity as translator and in that of Clerk to the Lord Director, to which he was then also appointed according to the approval of His Honour; while it was furthermore approved, according to the further proposal of the Lord Director, to allow the provisional assistant Pieter Hoff, who still occupies that service, to continue in the service of Secretary of Justice and First Clerk of Police, subject to the further approval of Their High Excellencies. In compliance with the resolution of 21 July last, a written report having been submitted by the Honourable Head Administrator Menso Isenck regarding the difference discovered by his Honour in the Patna Cash Accounts in the charges brought for merchandise in the last financial year compared with previous ones, it was understood, after resumption of the same, to send a copy thereof to the servants at Patna, while requesting reasons and an accounting thereof from them, and to insert the report itself herein: To the Honourable Respected Lord George Louis Vernet Director over the Honourable Company's Important Trade and Interests in the Kingdoms of Bengal, Bihar, and Orissa, etc., etc. Together with The Council of Hughli Honourable Respected Lord and Esteemed Councilors The undersigned, having found an excessive charge in the expenses on merchandise upon examining the Patna Cash Accounts of the most recently expired financial year, and having been moved thereby to investigate the charges in earlier years, discovered an all too large discrepancy concerning this to pass it over in silence, wherefore he finds himself obliged to give Your Right Honourable Respected and Your Honours the necessary elucidation by the surrounding comparison of so remarkable a difference, so that not only may the servants at the said office be charged to show the true cause thereof, but also that this may be provided for in the future. 6 October 738 6 August Saturday the 26th of September 1767. In the morning, present all except the members La Font, Ross, and Humbert, the first two on account of indisposition, the following was submitted by the Honorable Lord President: Tuesday the 25th of August 1767. Furthermore, after resumption of a finding submitted by the Honorable Head Administrator concerning the nutmegs received per Ysselmonde upon garbling, item upon opening of four packages of mace brought per de Jonge Samuel, it was resolved to write off 1358 1/4 lb of dust and rubble, or a good 15 57/63 percent, and 11 1/4 lb or 1/8 percent in underweight on the nutmegs; further 4 3/4 lb underweight, item 126 1/4 lb dust, rubble, and broken leaves, or in total 131 lb, being 21 1/4 percent loss on the mace, provided that the Commissioners de Lille and Herklots swear to the report, and that the dust and rubble etc. be dealt with according to orders. 14 October Number 3 14 October Examination of the European and Batavian letters and appendices. An opportunity having presented itself to assist the Patna servants without loss with a sum of Sa. Rs. 30,000 by bill of exchange, it was approved by unanimous vote to make use of that opportunity and to accept a bill of exchange for the aforementioned sum, to be disbursed there in cash by the native Sostidaas Togoes. And now proceeding to the examination of the successive letters and appendices received this year from Europe and from Batavia, of which the points of deliberation excerpted by the Secretary were produced by the Director for reading, it was first approved and resolved in general with respect to all the orders and commands found therein, to observe the same dutifully, and to issue the necessary extracts to all administrations and servants whom they concern, with the recommendation of prompt compliance. And concerning the further points that might require any special rescription and disposition, to record the following resolutions: First, it having been ordered by the respected letter from Their High Nobilities of 18 June, brought here by the ship Popkensburg, to dispatch a ship via the Coromandel Coast in late December or early January next, in order to collect the piece goods lying ready there according to the order given in previous years, it was approved and resolved to appoint the ship Scholtenburg, arrived here directly from Europe, for that voyage, and to have the same proceed on its journey from here at one of the aforementioned times; As well as to recommend by extract to the Honorable Head Administrator, regarding the order contained in the said letter, to take care as much as possible that the goods demanded from here by the Nagapattinam ministers be fulfilled on that occasion. But concerning the f 55:10:8 which the merchant Moize La Font, as former Secunde at Patna, had neglected to include and account for in the books of the year 1758/9 on account of the errors found in the books of the year 1754, it was resolved to have that sum reimbursed by him and counted into the Company's treasury here. 453 14 October 14 October declarations having revealed various defects and shortages in the cargoes of the return ships sent from here, 's Gravezande, Bleiswijk, and Straalen, and concerning which Their High Excellencies order this ministry to take care of indemnifying the Honorable Company through those who might be considered liable for this, it was approved and agreed to demand an accounting from the packers in the cloth hall, the bookkeeper Francois Lamig and Thierrij Reenard, as well as from the ordinary commissioner at Kassembazaar, Jacques Benoist Junior, who was at that time the third packer, and who signed for the packing of the packages and bales found to be short, and hereby also to assure Their High Excellencies that nothing has been left unattempted to devise the necessary means to suppress the thefts being committed, just as one will not fail to give all necessary recommendations in that regard. It also being ordered to have the weapons of six soldiers, brought here in the year 1764 with the ship Schoon-Ligt and charged here by invoice from Cape of Good Hope dated 14 June of the same year, entered into the books, and to make the person who should have taken care of them give an accounting, it was approved to obey that order, but to have those weapons written off according to custom as they had already been issued to the garrison long ago. And whereas Their High Excellencies have not been pleased to grant the request made by this ministry in a respectful letter of 31 January last, to permit an indefinite time for dispatching the return ships, for reasons detailed in the aforementioned letter, but have been pleased to defer the same to the further order of Their High Mightinesses the Lords Masters in Europe, it was approved to observe Their High Excellencies' revered order most dutifully and to strive to the utmost of one's ability to comply with the order determined of old regarding the dispatch of the return ships at proper times. Regarding the remark of Their High Excellencies concerning the substantial money demand made from here, which was curtailed by them from 46 to 35 tons, and with which Their High Excellencies believe that one will well be able to manage without proceeding to accept drafts on Europe, it was agreed to show respectfully that if trade had made headway as had gladly been wished, and the contracting could have taken place early, it would have been impossible to get by with the treasury of 33 tons remaining here, and that one fell so far short regarding the necessary expenditures that one was forced to borrow money at interest, and also had to employ the newly brought silver to pay off the debts and arrears of the suppliers of the local silk fabrics and what was needed for the opium and saltpetre, so that we would fall considerably short for the upcoming trade. 757 14 October 146th East India Company had favorably accepted the offer made by the Gentlemen Masters pursuant to a resolution of Their High Mightinesses the Lords States General, with orders to celebrate the introduction of our highest-mentioned Supreme Ruler with all solemnity at all trading posts, it was agreed to establish the first of November next for the celebration of that joyful day, as well as to give notice of this decision by letter to the staff at Kasimbazar and Patna, who already have knowledge of this joyous news through the forwarding of copies of the aforementioned circular letter and its annexes, and because the Lord Director declared it necessary to confer with the chief of the first-mentioned office, the Honorable Bacheracht, concerning various matters, it was resolved to instruct him to come here, and to postpone the aforementioned introduction there until after his return. Considering that Their High Noble Excellencies, in an esteemed formal rescript of 21 July passed, after an advance expression of satisfaction regarding the dispatch of four fully laden return ships at the designated time, hope that according to the arrangements made here with the English gentlemen, and through the ample stock on hand and the relief of cash funds, we would again succeed in dispatching the ships projected for this year with their proper cargo, along with a sincere recommendation to overcome by redoubled zeal all difficulties that might hinder dispatch at the designated time, it was resolved respectfully to report to Their High Noble Excellencies that our zeal and attention in pursuing the advantage of our highly esteemed Lords and Masters will indeed never be lacking, but that the arrangement communicated to Their High Noble Excellencies in our successive respectful letters as having been made regarding trade in general with the English, had been frustrated by that nation contrary to all expectations and reasonableness, appearing more fully from the letters successively exchanged this year between that administration and us, and our secret resolutions relating thereto. Their High Noble Excellencies having been pleased to approve our consent to have the fairway surveyed with the English and to have new barrel buoys manufactured, yet with the remark that the Company, whose ships only enter and depart during the navigable season, must thus endure these additional expenses again for the accommodation of the English, all the more because there is not the slightest proportion between their extensive navigation and ours, if indeed no other motive, as one might well suspect on their part, lay hidden beneath it. 761 14 October 14 October citing Their High Nobilities, of which a similar example was given in our secret letter of 25 August 1762, it was resolved respectfully to show that the laying of the buoy barrels has always been done jointly by our pilots and those of the English, and that no other novelty resided herein than that they now remain in place throughout the entire year, instead of previously being taken up after the departure of the last ship and brought hither for repair; furthermore, that the English actually lay more buoy barrels at present than we do. Their High Nobilities having also graciously pleased to condescend to our request to have two new bajras built for this Head Office and one for Patna, it was resolved to express dutiful thanks to Their High Nobilities for that license, and to give effect to the construction of those necessary and indispensable vessels, with dutiful observance of the recommendation given therewith to observe frugality in that regard; while it was simultaneously approved to sell the old Patna bajra at public auction at a suitable opportunity, which, as appears from the letter from the servants of 27 October last, is in a very decrepit condition, and having since arrived here with the repatriated third person Ludolf Hoevenaar, has become so leaky that it cannot be kept above water. Among the remarks of our aforementioned masters concerning the grievous accident that befell the ship De Vrouwe Petronella in these rivers, there being also found a recommendation to exercise all care in the appointment of pilots, and before promoting them thereto to be well convinced of their skill, it was approved respectfully to show Their High Nobilities that all attention is always observed regarding that matter, since no one is promoted to that service except upon the nomination and assurance of the Master of the Equippage, whose duty and department it is to take care that he nominates none other than such as he is assured are qualified 163 14 October 14 October for it; being also well able to assure Their High Nobilities that no one has ever been advanced to that post of whom one has not previously had several proofs of ability, and who had not previously piloted one or more private ships inside. Furthermore, concerning the demanded elucidation regarding the discrepancy between the charter contract entered into with the burgher Blume for the ship the Hector and the expense account sent over with that vessel—since in the former it was stated that the said Blume had been granted three thousand Arcot rupees to be accounted for at the main settlement, and in the expense account that sum was charged merely with the same number, or three thousand florins—it was decided to inform Their High Nobilities in that respect that the aforementioned Blume received no more than three thousand guilders from the treasury here. The merchant Moize La Cont having expressed his dutiful gratitude for the favorable disposition of Their High Nobilities to have paid to the heirs of the late Master of the Equippage Zuidland the amount of various goods for the ropewalk to the sum of f 941. 12. 8, previously carried on the books and purchased by the said Zuidland or furnished from his own stock, which was however not specified because nowhere was it found recorded that an order had been given for that purchase: it was resolved to record this here, and to have that amount paid out to him from the treasury, and likewise to have the previously outstanding goods written off under the end of August. The sale of 33 pieces of moth-damaged cloths being approved by Their High Noble Excellencies, and they demanding the return drawn up regarding that sale, it was understood to order the invoice keeper to provide the same at the next opportunity, but at the same time to show that only 19 in total were sold and the rest were employed for other necessities in the service. It was also understood to send an extract to Patna containing the disposition of Their said High Noble Excellencies regarding the request made by the merchant and head there, Cornelis Rietveld, for relief from the f 2002. 14. 8 imposed on him as compensation for spice shortages during his term as First Warehouse Master, namely that he must pay this, regarding which the necessary orders will also be written. Their High Noble Excellencies, as well as this ministry, having found themselves very much offended by the different criticisms and numerous contradictions seen in the letters sent by the aforementioned servants, and having completely justified this Ministry regarding the reproaches made to them from time to time, with an admonition to guard against this in the future, it was also understood to send the aforementioned servants an extract of that period for their information. Regarding Their High Noble Lordships' apprehension that the extraordinary, ample acceptance of money on bills of exchange drawn on the Netherlands during the past year will appear unexpected and rather unpleasant to the Gentlemen Majores, it was approved, in respectful justification thereof, to set down that due to the great lack of cash existing at that time, no other means could be devised to extricate oneself from the emergency, since one nevertheless believed oneself obliged to provide both for the dispatch and cargo of the return ships of that year and to be in a position to take the necessary measures for an earlier contracting. 443 Zeal 14 October 1787 to follow the stream, that it is also a well-known fact here that in proportion as prices rise in the weaving places, the goods fall off in quality; on the contrary, when everything in the aurungs is cheap, the linens are also of better quality, which is to be attributed to nothing other than the rising prices of cotton, the increased cost of provisions, and the multitude of merchants who, out of an all too great greediness, cause prices to soar more and more without troubling themselves so meticulously about the quality of the linens; that it is certainly not without regret that one must be convinced, from the return sent over by Their High Nobilities concerning the sale of the linens in the Netherlands in the year 1765, of the small advances gained thereon; however, it is hoped that the same may not be imputed to this administration, taking into consideration all the hindrances and difficulties through which one must struggle here to help the Company to any goods at all, and to prevent its competitors from running off with all these, albeit small, advantages. 14 October were not certain from what was stated in that respect in our respectful letters, whether the risk for the transport on the linens returned to the Patna servants, which had been sent beyond the requisition, to the sum of f5447: 1:8, had also been calculated, it was decided to report in respectful answer regarding this that, since the interest with the merchants is always mutually liquidated at the final settlement, one reasonably cannot have any interest compensated regarding the Hooghly linens of the servants in the Cloth Hall, just as little as one could reasonably demand interest from the merchants in the present critical circumstances—where one cannot maintain them against the heard-of vexations of the English—on the goods which they deliver after the departure of the ships, and which in such a case they must take back; and that consequently nothing was reimbursed by the said servants other than what had been calculated for them upon the purchase cost and for packing and customs according to our resolution of 24 October of the past year. But on the other hand it was approved to still charge the servants at Patna one percent for the risk of the transport, as is customary there among private persons in that respect. It was also agreed dutifully to obey Their High Noble Honors' respected order cited in their comment—that the Siamese goods sent from here, in view of the abandonment of that factory as had already been our previous resolutions, might well have been omitted, and consisting in this, namely, to accept no goods outside the length and breadth prescribed in the respective requisitions—yet also respectfully to show that one proceeded to do so upon receiving further information, noted in the resolution of 2 August, letter from Batavia of 11 July 1766; furthermore, that one had supposed the order given by the respected letter of 7 August 1764 to be applicable only to goods that might be too short or narrow, and that one had not thought to do wrong in accepting goods that contained greater length than was requisitioned and yet were delivered for the same prices as the short ones. 781 14 October 14 October Furthermore, the recommendation of Their High Excellencies will be communicated to the Patna servants by providing an extract, instructing them to procure better opium for the Company and at a lower price than that for which it was recently collected, under penalty of recovery from them if the Honourable Company should not find its account in the yield of that poppy juice. With regard to the arrears of the supplier for the year 1767/6, which Their High Excellencies expect to have already been disbursed, it was resolved to report to the same in all submissiveness at the next opportunity that, according to advice from Patna dated the 3rd of April last, the Honourable Company has been indemnified in that respect; but concerning the further exhortation of the said High Government to exercise all caution in the matter of advance payments, the previous ones having been rather too liberal, it was resolved to inform the said servants of this as well by extract. However, concerning the further remark added thereto that the aforementioned advance payments in a place like Patna, where money had to be borrowed due to a lack of bills of exchange, significantly burdened this trade, it was resolved to disabuse the High Government of this by demonstrating that it cannot possibly be done otherwise, because the servants, in order to make the trade advance when no bills of exchange are to be had, must indeed resort to borrowing money, since the advance payments are absolutely necessary and entirely unavoidable. Their High Excellencies further desiring to be informed from where the English obtained the considerable parcel of Japanese bar copper which, by separate letter from the Director and Head Administrator of the 6 February 1767, was said to have been brought to Calcutta by their private individuals in the past year, it was resolved respectfully to report that every effort was indeed made to obtain some certain information regarding this, but that this was not possible beyond a small parcel which is said to have been bought in China, brought from there to Malabar and subsequently transported hither and sold, and that for the rest it is and remains a mystery which these traders will not easily disclose; that nonetheless, pursuant to Their High Excellencies' recommendation, 864. 183 14 October 14 October one will endeavour to let the Company enjoy the advantage which it has had thereon for some time, and for which the Director declared to have already transferred ownership of the recently obtained quantity of 308,000 lb, namely at f 65. 9. 15 1/5 per hundred lb or with an advance of 174 3/32 per cent. 185 14 December Duplicate would be found not only equitable but sufficient for the intended purpose by Their High Noble Lordships, so it was approved upon the proposal of the Lord Director to demonstrate in this regard that on our side the most vigorous watch is always kept against all abuses and frauds, and that the Government has also become fully convinced thereof, but that to prevent all suspicion since the difficulty that arose hereabouts, the passports for the goods of the Company and those of private individuals are sealed in different ways, namely, the former with the chop of the Company and that of the Lord Director together, and the latter with that of His Honour alone, without having been able as yet to make any other arrangement hereabouts owing to the dismissal of the previous faujdar, Mahmed Cassimchan, seeing that the discord among the Regents had hitherto deprived His Honour of the opportunity, and upon which it seems not yet necessary to insist further for the present, considering that the private vessels now sail up and down freely and unmolested; It was also approved and agreed to humbly beg Their High Noble Lordships' pardon that one of the sworn statements sent over concerning the detention of Ensign Castel arrived unauthenticated, which will also be sent with the ship departing for the Netherlands. 14 October 14 October to request a humble apology, but to add thereto that the requested write-off, by marginal disposition on the report of the examination of the trade books served on 29 March 1765, pertained to the aforementioned smalschip, and that for that reason the authorization received to that end was also put into execution, but that Their High Excellencies themselves seem to have been mistaken in this regard by naming it as sold and decommissioned, possibly because of what was reported concerning the sale of a sloop similarly named by letter of 9 March 1765; that this administration, for that reason, above its obligation expressed just before regarding the obtained license for the write-off of the entries in general, took the liberty to let follow its elucidation that the frequently mentioned vessel was neither sold nor decommissioned. Furthermore, it was resolved to note here that they do not fail to continually urge the son of the former second broker Damoedher Sercaer to the payment of his father's debt, but that this has not yet been able to produce any result due to the man's insolvency. Their High Excellencies currently having pleased to withdraw the interdiction against the disbursement of moneys from the combined estates of the late Senior Merchant and Chief Administrator the Honorable Arent Jacob de Wilde and Junior Merchant Pieter Johan Ribaut, with orders that those inheritances should be brought to liquidity without delay, with recommendation to ensure that the Company is indemnified for what is due to it therefrom, it was resolved to order the Council of Justice accordingly by extract.
