188 189 Resumption of two statements of expenses incurred during the transport of goods from Patna. Insertion thereof. Tuesday the 10th of March in the year 1767, in the morning. Absent the members Zinner, Lafons, Humbert, and Falck; the first and last due to business, and the other two through indisposition. First, two statements were resumed, namely one of such expenses as were borne by Corporal Johannes Wolf during the transport of 1745 bags of saltpetre from Baletonge to this place, amounting to Arcot rupees 504 or f793:16:—, and the other by Private Johannes Berk, who was sent ahead with the largest part of the entire parcel with which he came down from Patna with the first-named, namely 2295 bags, and who expended from the abovementioned place to this place Sicca rupees 148 or f232:2:—, as both these papers show more fully. Statement of such expenses as were recently unavoidably borne by the undersigned for boat hire, etc., during the transport of a saltpetre fleet from Patna consisting of 1745 bags, as follows: Hired 19 boats from Ballitonga to Hooghly, which repeatedly had to unload and reload the saltpetre to be able to pass over the shallows, and further paid from there to Naddia as follows: For 10 large boats: rupees 203. For 9 somewhat smaller: 190. For 6 pulwars to tow: 70. 9 December: Sent a courier to Cossimbazar, paid for that: 3. 12 December: Sent the second courier thither: 1. 31 December: Third: 1. Statement of such expenses as were unavoidably borne by the undersigned during the transport of 13 Patna boats from Jellinghee to this place, to wit: Having departed from Ballitongi, it unfortunately happened, due to the considerably heavy current, that one of the boats ran aground and was in danger of perishing, but luckily got off through the arrival of an English fleet, by whose 10th of March. Statement. 190 191 10th of March. 10th of March. overseers 2 pulwars were sent to me, and handed over to them as a reward: rupees 30. Further, as I was ordered to complete the journey as expeditiously as possible, I found myself obliged to hire two small boats, for which I had to pay: 40. The Cossimbazar cashier Overbeek having promised me at Jellinghee to assist me with 3 boats, but having provided me with no more than one so-called pulwar, I was obliged upon my arrival at Hijli to hire 6 boats in addition, which remained with me until Naddia, and were discharged and paid there: 72. Paid successively to the daroga of the abovementioned boats for oil for night light, which had fallen short: 1. To a peon through whom I announced the arrival of this small fleet, as a present: 1. And after resumption thereof, it was resolved to pass the same; however, notwithstanding that the principal expenses originate from what was paid for the boats which the said corporal, according to what was already advised by the Cossimbazar servants in their letter of the 14th of January last, had to hire to get over the shallows below Balitongie, which alone amounts to rupees 463, and for which rupees 142 was also spent by the said soldier, and in addition rupees 30 was expended for the preservation of another boat that ran aground, it was nevertheless approved to have both statements sworn to according to the order, and that having been done, to have the funds disbursed in excess of those received, or 154 rupees, refunded to the corporal from the treasury. Point of reply to Cossimbazar. Request of the servants to be provided with more bullion. Resolution to send up all the bullion on hand, as well as the ducatoons, shortly. Next, deliberation was entered into concerning the contents of a letter from the Chief and Council at the marginalized office, dated the 24th of the past month, finding therein initially reported that the servants, since their latest advices of the 5th of this current month, had already received from the mint a sum of 93000 Sicca rupees, or f146475:—:—, and the proceeds of the latest parcel of silver from the import of the Welgelegen, except for the rezas and tesnas, with the request that, since there was now no more silver on hand, they be newly provided with a supply thereof; whereupon, having deliberated, it was resolved that all the bullion on hand, consisting of a remainder of 500 bars from the parcel of the Jonge Samuel, which

Monday First, the Director submitted the answer to the Home Requisition for the Year 1766, dated 14 October 1764, and after the reading of the same it was resolved to conform completely thereto. On this occasion, the said Director presented to the assembly that his Honor, while preparing this document, had noticed with great vexation a sloppy handling of various matters, among others that, with the packing of the linens, notwithstanding his repeated admonitions in that regard, that accuracy is not being observed which ought in every respect to take place, Monday 16 March Year 1767. Morning; absent the members Zinner and Falck on account of occupation in judicial matters. 10 March proposing 200 201 16 March insertion of the findings regarding short weight on saltpeter incorporation of the report on the write-off 57000 proposing therefore, in order to better stimulate duty, to establish a sufficient penalty thereon; and after deliberation it was approved and resolved, to decree from now on that the packers in the cloth hall, for the bales in which too many linens are found, shall forfeit, man for man, a fine of six months' wages, for the benefit of the local cemetery. Next, by the Senior Merchant and Head Administrator Mr Isinck was submitted the following finding of the hereinafter mentioned 4000 bags of saltpeter which arrived from Patna in the previous month under the supervision of Corporal Johannes Wolf and two guards and were received here, according to the report of the specially appointed commissioners, Bookkeeper Hubert and Assistant Lanting, regarding which the undersigned requests the disposition of the assembly for the information of the Trade Bookkeeper, to wit: 22844 lb short upon delivery, for the Patna invoice of 27 November of the past year states that 22844 lb brought forward there was dispatched in 4000 bags at 142½ lb net each, lb 570000:—:— And according to the report mentioned in the heading hereof, upon re-weighing in the warehouses here, there was found in gross weight only lb 566156:—:— From which deduct the tare at 4¾ lb per bag, which on 4000 bags is 19000:—:— Thus received here in net weight 547156:— Which being deducted from that charged in the aforementioned Patna invoice, there appears a deficit, as mentioned above, of 22844 lb, or 4 percent roughly. We shall take care that the notes on the two last-mentioned are properly observed, and it would also be desirable that, as far as the two first-mentioned entries are concerned, one might fulfill the esteemed intention of Their High Mightinesses, and that the amount thereof might thereby be reduced, for which, however, there is little prospect, because, without having the intention to make ourselves formidable here, a greater number of military personnel is required not only to guard the Hooghly Lodge and to secure the Company's cash and merchandise being transported up and down, both from the ships to this place and to and from Patna and Kasimbazar, but also to prevent desertion among the sailors, and for the release of the vessels that are frequently detained, than is paid for according to the memorandum of retrenchment. In the account of ordinary expenses it has been remarked that in the month of March 1764 there was paid to the extraordinary pyrotechnist, then alive, for coolie wages in moving 54 pieces of unmounted cannon, the sum of ƒ62:2:8, and in June following there was charged under extraordinary expenses, under the same heading, to the said pyrotechnist ƒ47:8:-, Their High Excellencies expecting a report as to whether the moving of these guns was necessary, and if so, why this was not done by artillerymen and sailors. These cannons were taken up in the month of March 1764 from the place where they had already begun to sink into the ground and were placed on beams, but due to the heavy rain that fell shortly thereafter, and thus earlier than usual, which made the ground completely soft, they sank back into it along with the beams, and thus, in order to prevent decay, they had to be taken up and brought to another place, which, on account of the heavy weight of the guns—there being a quantity of 12-pounders among them—could not have been accomplished without the aid of coolies by the artillerymen and sailors who were present and in good health at that time. The expenses incurred for the ordinary maintenance of the Cassembazaar lodge, amounting to ƒ4161:10:8, have also appeared too high to Their High Excellencies, a strict supervision thereof being recommended to the Chief there. Concerning these above three points, the undersigned refers himself to the answers of the employees at the said office to these findings, which are transmitted herewith. On Page 174, under Condemnation and Confiscation, there is entered the amount paid from the Cash for 17 days' board of Joseph Fortosa at 6 annas per day, Current 7: 17: –. – And calculated at only. . . . . 6: 6. — thus too much. And concerning the elucidation required by Their High Excellencies in the marginal note on the aforementioned findings, as to whether the forty peons recruited at the above-mentioned office in the year 1763 amounting to ƒ1001: 14: have been charged double to the Company's account, with orders in such case to cause the excess received to be reimbursed into the treasury with 1/6th premium, it was approved to reply in the rescript that, as the Honorable Head Administrator states in his report, the Honorable Company has not been disadvantaged in this matter, since it appears from the secret missive of the servants dated the 17th July 1763 that they, on the 3rd of the same month, took into service the 16th March 40 peons for three months, and on the 17th of the same month another 40 others for an equal period, which was also passed by this ministry by secret resolution and outgoing secret letters of the 22nd of the above-mentioned month. Of the errors found, it was resolved to have paid into the treasury that which was entered under extraordinary repairs by the former supervisor of buildings Claude Ogerdias according to Hooghly's specification book page 26 for 10 per cent on the lumber and iron supplied from the Company's store, amounting to ƒ7:16. and with the 1/6th premium to ƒ91:2:5:; further ƒ 5:10:8: or the premium of ƒ33:4:8: from the estate of the late invoice keeper Doeve, on account of an erroneous transaction in the expense accounts of the ships Deunisveld and Jerusalem, namely by bringing into account for the latter what ought to have been done for the former, whereby the Company was not disadvantaged, and wherefore Their High Excellencies will also be requested to remit the ordered compensation of ƒ33:4:8:, which were written off in excess in the specification book to the debit of Deunisveld, as well as the remaining errors, which are merely clerical errors; while regarding the ƒ 10:— which were entered in excess in the Kassimbazar specification book in the month of February 1764 under expenses on merchandise for payments to 69 washers, it was resolved to show what the Honorable Head Administrator reports concerning this. Skipper Booms regarding the suspension To the Right Honourable Gentleman, George Louis Vernet Director on behalf of the Honourable Company's important interests in the Kingdoms of Bengal, Bihar, and Orissa, together with the Members of the Political Council. Right Honourable Gentleman and Respected Councillors, Your Right Honourable and Esteemed's humble servant Steven Booms, lately posted as Skipper on the wrecked ship Vrouwe Petronella, and currently in that capacity commanding the private ship Hector chartered for the Honourable Company, shows with all reverence that it has appeared to him, the petitioner, with sorrow, the resolution of Your Right Honours to suspend the wages of all the shipwrecked persons from the day they had to leave the Honourable Company's vessel, but to allow those of the common crew to resume since the 1st of this month, when they were transferred to the Hector. Yet, since the petitioner and all those who were under his command have performed their service during the entire month of February at the wreck, and subsequently from the beginning of March on the aforementioned vessel Hector, and the wrecked ship thus, under correction, cannot be said to have been abandoned before the petitioner and his men, so to speak, were already posted on the other, and thus employed in the service again.
