they had already declared themselves at length to the Director that it was absolutely impossible for them to accept any other conditions or to take on the delivery, except at the prices increased in the previous year; not, as they said, out of a desire or wish to be obstinate, but to protect themselves against the losses that they had to suffer year after year and for which they thought they had reason entirely on their side. That as yet no other cotton had been gathered than that which, at the time they insisted on the increase, had risen so considerably in price; and that one could not count on the new crop, which was still standing in the field, but that there was every reason to suppose that it would not turn out any more plentiful than then, because if the excessive heat which is presently experienced should continue, it could not be otherwise than that one would be just as unfortunate in that regard as then, since the plant would be ruined by the drought, or if too much water should fall shortly, the blossom would rot. That all this remained at their peril and that they would therefore notoriously ruin themselves upon entering into another engagement. Moreover, this difficulty, although none of the least, increased noticeably if one considers what trouble it has cost them for some years to help the Noble Company with its requirements, not only because of the impediments of the English servants in the Arrengs, but also on account of the vexations of the shore guards, even to such an extent that in order to encourage the workers to work for them, as well as for the now everywhere dreaded English Nation, they often found themselves under the necessity of making extraordinary gifts, which, together with what was previously extorted by the choukies, had to be deducted from the little profit that they obtained from trade in a prosperous year, and whereby for most of them barely enough was left over to be able to make a decent living; that the eagerness of the competitors could not be unknown to the Gentlemen, and that even the French, far from reducing the prices, on top of the increase already granted, had given another five percent increase on the Seggernaatpoer, Baddaal, and Herriaal goods; indeed, that they, suppliers, instead of being able to consent to any reduction, found themselves compelled to request an additional four percent increase on the Santipoer goods above the increased price, both because of the extraordinary increase in the cost of the linen itself and because they constantly fell short on the expenses falling thereon, imploring a favorable reflection on all this. The same having subsequently, upon given order, vacated the meeting, the Director resumed the discussion, remarking that His Honour found these reasons so concise and weighty that he declared he saw no way to dissuade them from this, because all the arguments adduced were entirely true; that consequently no other means would remain than to persuade them to accommodate our desire, but that this could bring about nothing other than a defective delivery, especially as long as the English and French made no reduction in their previous contracts, not to mention that our own money being advanced to the merchants would serve to facilitate the trade of our competitors by helping them abundantly with their requirements, and giving the opportunity to dispatch fully laden ships, to the great prejudice of the Company; but that His Honour was at the same time of the opinion that one should not entirely grant their wishes, but seek provisionally to conclude the contract on such a footing that the increased prices are indeed agreed to for now, but will be reduced in proportion as the cotton in due course drops in price. All of which having been attentively deliberated, it was resolved by a majority of votes to conform herewith, and to note hereby that the Senior Merchant and Chief Administrator, the Honorable Menzo Isinck, and the Merchant Moize Lafont, were both of the contrary opinion, since the former maintained that notwithstanding the aforesaid difficulties, no more should be given than the price of the previous year without the increase, being assured that the linens were now cheaper; and the other that because the country is currently at peace and foodstuffs are cheap, the linens could consequently also be delivered at lower prices than the previous year, especially if one also came to accept the Sjarum or fourth sort. After this, the decision taken was announced to the suppliers, and the same, after several exchanges of arguments, having been persuaded to drop their request concerning both the Santipoer linen and their wish to enjoy a further increase in proportion as the cotton might rise in the future,

341 the 28th of April had been committed, but to which His Honour, seeing that Baranegger belonged under the Company's jurisdiction, was not willing to proceed without the prior consent of him, the Director; and that if His Honour would agree to this, he, the Governor, would give orders that one or two of the principal offenders be brought thither and hanged in chains, but if not, that they would then be put to death with the others. That His Honour, considering that the Company was greatly concerned that crimes committed within its boundaries should be punished on the very spot as a deterrent to others, had at once granted the Lord Governor's request, and had requested to be informed of the day of execution in order to have the same attended by the village headman Otto Willem Falck. Communicating this now to the council, as he did not doubt that the courtesy of the aforesaid Lord Governor would be agreeable for the members to learn, and deemed it necessary with him, the Director, that this be recorded in the Resolutions of this council for the sake of memory. All of which having been heard with great pleasure, and the opinion of the Director having been unanimously praised, it was resolved to keep this record of everything, and to let the execution proceed in the presence of the aforesaid village headman. Subsequently, it was presented by the well-mentioned Lord Director that His Honour, in order to cultivate more and more the good harmony and friendship existing between the Faujdar of Hooghly, Mirza Mahmed Cassimchan, and the Honourable Company, had, upon his repeatedly made request, been obliged in December last to not only pay a visit to that gentleman, but to stay in the evening for the meal which he had expressly prepared. 379 The cloths sent back from Patna in accordance with the arrest of the 3rd of February of this year, having also been inspected here and found to be in such condition that, with a longer stay in the warehouses, they run the risk of being further ruined by moth, it was, upon the proposition of the Lord Director, unanimously resolved and agreed to sell the same, along with those and some other old remnants regarding which the decision of the 16th of January last was made under the marginal disposition upon a report of the Trade Bookkeeper recorded with the aforementioned resolution, at the first private auction in the presence of the Ordinary Commissioners van Haugwits and Kerkman to the highest bidder, as it was deemed unnecessary to call a special sale for the auctioning of some damaged goods. The 28th of April Hereafter was read a report handed over to the Lord Director by the Trade Bookkeeper Johannes Mattias Ross, containing a representation that, in preparing a previous one inserted with the resolution of the 27th of March last, he had imagined it best to draw up a statement of account of all invoices dispatched in the year 1765/6 for the information of the Honorable Bookkeeper General, but that upon further consideration he had found it more advisable to extract anew all the invoices cited in the report regarding the examination of the trade books of the above-mentioned fiscal year, and recorded with the resolution of the 20th of the said month of March, to make summaries thereof and tests upon these, in order thereby to be able to judge on a secure and good foundation both regarding the entry of the same and concerning the errors made (which, however, the 28th of April 381 were only copying errors, made by the copyist of the original journal); therefore annexing these summaries to the aforementioned report, and maintaining that the same would be found to be of such a nature that they do not require any amendment or further explanation; as also that the Trade Bookkeeper henceforth form the summaries of multiple invoices according to these models and govern himself in the receipt of the same (it being understood after they shall first have been examined by the invoice keeper according to the resolution of the 27th of March); furthermore also proposing to have the invoice keeper draw up from the aforementioned summaries, after previous examination, by upcoming August, of the invoices dispatched in the year 1765/6, the 28th of April two general redress invoices, namely one for Europe and one for the Indies, revoking all previously prepared and dispatched invoices of calculation, to the end of making the Trade Bookkeepers General, both in the Netherlands and at the headquarters, thereby agree in one go with the Hooghly books; likewise to further require the frequently mentioned invoice keeper henceforth annually in February, instead of drawing up such a multitude of invoices of calculation, to make, as said, one for Europe and one for the Indies. After reading of all which documents and deliberation over that which is proposed therein, it was remarked that, regarding the first proposition, or that the invoices could henceforth be entered into the books according to the aforementioned models, the disposition regarding this has recently been requested from Their High Excellencies, the 28th of April 383 and that one ought thus to wait for it; but regarding the second proposal, the meeting conforming to the opinion of the Trade Bookkeeper, it was resolved to order the Invoice Keeper not only to draw up, after examination of the aforementioned summaries, two redress invoices, namely one for Europe and one for the Indies, to be able to be sent in upcoming August; but also, in accordance with the last proposition, henceforth annually in February, instead of so many invoices of calculation, to draw up just two general redress invoices, for such purpose as the report further indicates, which, with the appendices annexed thereto, will be delivered in copy to the invoice keeper for his information, and subsequently in upcoming August will be sent in original to Batavia. That the servants had plainly declared to the suppliers that they would rather entirely abandon the collection than buy too dearly, and had at the same time devised means to remove the inconvenience regarding the Thannah out of the way, namely to provide a free purchase to the merchants and weavers. Sir, As contrary to custom I have up to this day not been able to conclude a contract with our customary suppliers of Silk Fabrics for the Dutch Company, because, as they unanimously declare and assure, they and the weavers are in fact prevented by a certain Tekoe Tjoetorgie and others from purchasing the necessary Tanna, or prepared thread, for that purpose, whereby they are rendered incapable of undertaking any delivery; I therefore find myself once again obliged to point out to Your Honor the still continuing outrages of Your native servants, and to request that you will be pleased to give without delay such orders as equity and the interest of my Masters require, so that by such violent hindrances and the lapse of time, I may not be brought to the necessity, to the great prejudice thereof, of leaving their demands unfulfilled. 309 311 which was immediately denied and contradicted, so that the mere denial of an English Gomasta outweighed all evidence, and that the servants were always publicly put in the wrong, but that however much this was done merely to gloss over his actions, the representations were nevertheless quite beneficial, for the English Chief, casting the blame upon the native servants, had informed ours by a verbal message that he would attend to the matter, and give orders to his subordinates to cause ours no further hindrance, which, as the servants had learned, had also occurred, yet in such a manner that the English Head Gomasta Tekoe Thakoer seemed to have been left the freedom to make such exceptions in that regard at his pleasure as he should deem fit, the 28th of April to make the purchase of the aforementioned thread difficult for our people, because whereas his master required a list, he simultaneously claimed that everyone who was to buy for us should be provided with a recognizable mark; an invention whereof the servants clearly demonstrated both the impossibility and the harmfulness, and which the servants maintained to be unnecessary, if one did not seek to make a monopoly of the aforementioned Tanna; that the Honorable Bacheracht had therefore also informed the aforementioned Gomasta that he had nothing to do with him, under threat that if he did not obey the received orders without exception, they would complain about him anew: being meanwhile restrained by this message from dispatching a prepared second letter of greater emphasis to the aforementioned English Chief, the 28th of April and thus provisionally leaving his letter unanswered as it stood. But that meanwhile the merchants, losing courage regarding the demanded price increase, yet on the other hand strengthened by what had been put into effect concerning the Thannah, had finally, or after they had persisted to the last in demanding an increase of 8 Anna Courant or fourteen stuivers on the large and half as much on the small pieces, declared that they must have the prices of the previous year, or otherwise could not undertake any delivery, upon which the servants, seeing no chance of bargaining anything down, requested the order of this council. All of which having been discussed and the conduct of the servants unanimously praised, it has been approved, regarding the aforementioned obstacles, just as was done previously concerning the desertion of the silk reelers, to refer the servants, for the prevention of all such vexations and in the hope of good success, to the means that will be presented to them more fully in the separate letter to be dispatched, and further to authorize them to conclude the contract with the suppliers only at the previous year's prices. Coarse Regarding the linens, it having been communicated that the suppliers were not yet willing to make a definitive declaration, alleging, just like our merchants, to be in uncertainty with respect to the cotton crop, so that they could set no price upon it, and furthermore that they did not know whether the troubles which arose in nearly all weaving places would allow the procurement of good cloths and the required quantity, but that they were nevertheless not disinclined provisionally to contract at the the 28th of April previous year's 403 the 28th of April prices, provided they might have the freedom, if cotton should become dearer, to present their grievances, and that in such a case they should not be bound to the fulfillment of their contract; against which, however, the servants had stipulated as an equitable condition that, upon a decline in the value of that cotton, they must drop the nine percent enjoyed in the past year, or as much as fairness required: it has been approved and agreed, since this is essentially more than one could have expected under the present circumstances of the times, to conform to these conditions, and to authorize the servants to let the contracting of linens proceed on these terms as well. In the Demand for Returns from the Indies dated Batavia in the the 28th of April castle the 12th of July 1766, five packs of salempores ordinary bleached, Cossimbazar 6 37 8: 2 1/4 cobidos the pack or 80 pieces being requested, no higher than f 474:- including all charges, at which price the piece, charges included, came to f 5:18:8, whereas in the year 1764 the purchase of this linen over there had cost f 7:4:11 1/4 per piece, thus without the charges, f 1:6:3 1/4 more than the aforementioned limitation, to which was now also added the 9 percent increase granted on all coarse linens, with no appearance as yet of any change for the better, so that the servants declared they were unable to satisfy that demand: it has after deliberation been approved and agreed to excuse the procurement of these goods. Finally, it being also communicated that, because the purchase of fine Patteni proceeded without hindrance, the servants had made another advance on it of Sicca 720000 or ƒ31500:—, it was resolved to approve this, considering that the purpose for which they had proceeded to do so, namely to forestall others as much as possible, is entirely in accordance with reason. Herewith, the business concerning the Cassimbazar letters being concluded, there was brought to the table the general letter received here on the 17th of this month from Pattena, dated the 3rd of this month; and it being found reported therein that the spices, which, according to their letter of the 28th of February registered in the Resolution of the 20th of March last, they had sold on two months credit, had already been paid to them, and thus 25 days before the appointed time, seeing that the buyer intended to leave Pattena and go to Elah-Abaad; item, that from the submitted account of return it was apparent that On the Nutmegs ƒ 1500 at 11 1/8 percent above the Hooghly price on the Cloves ƒ 1356 at 11 1/4 percent above the Hooghly price on the Cinnamon ƒ 2049 1/2 at 10 7/8 percent above the Hooghly price on the Camphor ƒ 2092 at 14 7/16 percent above the Hooghly price and on the Vermilion 12 7/14 percent was gained, it is understood to note this here. Monday the 30th of March 1767. Present the Honorable Chief Cornelis Rietveld, the Secunde Antonij Hardij, and third Albert Tobias. 423 May 14th Thursday, May 14th, A:o 1767, in the morning, absent the members Lafont and Ross, the former due to indisposition and the other on a commission. On this occasion, it was submitted to the members by the Lord Director that of the 200 pieces of superfine checked Dorias de Saconat demanded in the Fatherland Demands for Ao 1766, dated Amsterdam October 18th, 1764, no more than 80 pieces had come in before the departure of the last return ships, which were dispatched from here by the ship Vreedenstein; and that since nothing of this sort of cloth was demanded in the requisition for this year, one would, pursuant to the resolution of September 11th of the past year, have to return the 116 pieces recently brought in to the supplier, as the positive, repeated orders of the Lords Masters and Their High Nobilities dictated not to accept any goods over or beyond the demand; and pursuant to which orders, according to what was recorded in the aforementioned resolution, various over-supplied goods had been released and paid to the servants in the cloth warehouse; but that on the other hand the beauty of the goods and their low price, pro rata, coming to cost no more than Rop:s 25, the small quantity that was requested of them, and also that it might well be taken into consideration that they had not been demanded for some years past, from which the Lord Director thought it must be concluded that these had perhaps been requisitioned as a trial. Wherefore His Honorable Worship asked the members to consider what one should do or refrain from doing in this matter, namely: whether one should return the pieces brought in recently to the supplier, or still accept them in satisfaction of the previous year's demand. 425 May 14th Whereupon, having deliberated and understanding, along with the Lord Director, that the aforementioned Dorias, because of their uncommonly fine quality, will not only be very welcome, but absolutely a profit-yielding article, when one reflects that such a curious piece of linen comes to cost no more than r 25, and also that it may very well be that the entire quantity was ordered as a trial, and in which case satisfaction will notoriously be expected; and according to the view of this Ministry, it will also be better that it takes place at different times rather than all at once, since one will then be able to judge the market and the demand for it with more certainty: thus, after consideration of all this, it was unanimously decided to retain the aforementioned 116 pieces and to send them on the demand of last year at the next opportunity. Furthermore, it was proposed by the well-mentioned Lord Director whether, in the present uncertain conditions of the times, it was not highly necessary to make use of the authorization of the Lords Majors in the demand for Ao stanti decided on October 14th, 1765, namely to accept of the fine goods that have already arrived and are still expected, not only the sjarum or fourth sort, pursuant to the decision taken to that end on October 3rd past, but also the firti that will result from it, under such designation as is ordained in the aforementioned demand; to which His Honorable Worship maintained that one was fully authorized, both from what is said at the head of the said demand, namely being permitted to do so as often as the cases should exist where the demands for sorted goods cannot be satisfied, as well as because for several sorts, firti is positively requested; considering it unnecessary to demonstrate to the members how dubious the collection appears from now on, as everyone must be convinced of it. 424 May 14th Whereupon, having also attentively discussed this, and the members having unanimously affirmed the slight hope that exists to otherwise obtain a sufficient quantity of cloths, let alone satisfy the entire demand, and also that the authorization of the Lords Majors to accept firti in such a case is positive and without the least objection: thus, after consideration of all this, it was approved and resolved to conform to the proposal of the Lord Director, and consequently to accept the firti of all the fine goods that are already in or are still expected, under the name of unvalued linens, it being well understood of such assortments of which this refuse was requested in the demand, and the price of which will be further regulated in due time. According to what was communicated in a letter from the Honourable Chief and the Council at the office mentioned in the margin, dated the 8th of this current month, that the contracting for silk fabrics and linens on the demand for this year—the former on credit at the interest of 1/4 percent per month on three-quarters of the capital; and the other against cash advance payment of the ordinary 75 percent and under the conditions stated in the resolution of the 28th ultimo, with regard to the rise or fall of cotton—having been completed, it was resolved to record this here. Thereafter, careful consideration was given to the urgent representations and petitions made in this letter on behalf of the suppliers of silk fabrics concerning the interest that was to be credited to them. Namely, how they, in order not to become unable to fulfill their contracts as far as possible through a loss of two months' time, were obliged to make advances to the weavers very early, usually in January, and thereby suffered great losses, not only through such much earlier payment of interest on the funds that most of them had to borrow for this purpose, but also by having to disburse a fourth more than what the Company ordinarily granted them, because the interest was not credited to them until the day the contract happened to be concluded; and that, moreover, the contracting this time had taken place more than a month later than in the last two years, whereas that for Anno 1764 had already been settled on the 13th of March. Therefore, they requested that the aforesaid interest might commence earlier, and at the 431 least with primo March. Which the officials, upon their persuasions, and in order not to render the contract of delivery unstable or uncertain, nor to expose it to further delay, could not avoid proposing to this Ministry, on condition of a complete delivery with respect to both the quantity and quality of the fabrics. returned linens, of which more detailed mention was made in the resolution of the 20th ultimo; and which representation, after a preceding expression of regret over the unfavorable thoughts that have arisen regarding them in this matter, comes down to this: that by appealing to our license granted in the letter of the 26th of September last for the acceptance of firtij, they had by no means intended to presume therein an order that was not to be found in it, because the permission granted therein, expressly based on the authority given by the Gentlemen Directors at the head of the Demand for this year, had led their servants to the understanding that the intention of their Right Honorables seemed by no means to be the 14th of May to reject the firtij of such linens of which the requested amount might have been fulfilled, and this because it was stated there that such unsorted linens may be accepted as such, particularly in the event that the demands for the sorted goods could not be completely fulfilled, and which freedom, according to the judgment of the servants, seemed to make no exception regarding the sorts that are fully supplied, since in their understanding, this spoke of the fulfillment of the goods in general and not of each assortment in particular; and in which respect the servants believed they had not been mistaken in informing by their letter of the 9th of December of last year that the demand for the cloths in general would barely be half fulfilled, even including the unvalued linens, since the requisition amounted to over 60000 pieces, and what was sent 14th of May not the 443 sent did not amount to half of that. That this was the intention of the word general, and that therefore, in what they had said, there seemed to reside no contradiction or anything incomprehensible, since the surplus supply was related to some sorts in particular whereas, with respect to the whole, the fulfillment was deficient; and that if they, the servants, had understood the true sense of the Homeland Demand, the surplus supply of some sorts, originating mostly from the firtij, was in their understanding not unlawful, provided they were ordered to accept them, particularly in case the goods that are demanded or the demand in general might not be completely fulfilled with sound linen; on the grounds of all which considerations 14th of May the servants requested to be cleared of any willful neglect of duty, and to be relieved of the payment for the linens over which the dispute now exists, namely by still being willing to accept the same on the demand of this year, or if they should not succeed in this, that they might then receive back such sorts as were sent far above the demand, since they saw a chance to dispose of them with more profit than those for which they were debited, with a further request in such a case to be allowed to have the firtij of the said sorts; whereas the surplus fulfillment thereof, outside the sorted 90 pieces of Bafta de hilza which indisputably had to be charged to them, originated solely from the acceptance of the firtij, or unvalued linens, and which they, as was cited in their letter of the 27th of October of last year, could have returned to their supplier, 14th of May their 445 14th of May supplier, if the aforementioned permission to accept the same had not led them to imagine that returning them was impermissible. All of which having been deliberated upon, it was agreed to reply in writing that this further representation signifies quite as little as all the arguments previously brought forward by the servants to make this assembly change its mind on this point; that the same also places their slight competence in the Company's service in a clear light, since everyone who has even the slightest knowledge of the orders and interests of our Lords Masters knows very well, or at least ought to know, that even if it is not an absolute prohibition, it would at least be entirely contrary to the Interest of the Company 14th of May to make up for the deficient fulfillment of one assortment with another; and that if the servants also wish to understand it thus, they will soon have to agree that one must not accept firtij of those linens of which the demand has already been fulfilled, but rather of such goods in which one falls short, when the regular sorts are made from them; and that since we differ so remarkably from each other in sentiment, it will not appear strange to the servants that this administration has again been unable to pay the slightest regard to their aforesaid two-part request: regarding the first, for such reasons as are noted above, and concerning the rest, because the return of the linens took place according to the terms of their missive of the 9th of December aforesaid, in which they distinctly specify which

On the employees' inquiry for orders as to whether, if the opportunity should arise again to sell something on credit, they should do so or not, considering that there was not always an opportunity to get rid of goods for ready money, it was decided simply to reject that proposal. Furthermore, having seen from the first-mentioned Patna letter that the Bookkeeper Albert Tobias received the transfer of that which incumbent upon the third, and counted into the cash the arrears that the dismissed third person Ludolf Hoevenaar still owed on packing as of the end of February, amounting to ƒ6854:2:8, it was decided, upon the verbal request made by the Honorable Secretary of this meeting Jacob Eilbracht to be discharged, together with and alongside the Chief Surgeon Lucas Cramer, as of now from the suretyship they executed for the said Hoevenaar, the deed of which is inserted by the resolution of the 7th of November of the past year, to grant this, and further to pass that the employees had again advanced to the aforementioned Tobias on the new account 10500 Current Rupees or ƒ16537:10.
