The other remedy to which Your Right Honourables believe recourse should be taken, namely to address oneself to the Moorish government since it is its duty to establish the necessary order against all plundering, we judge to be just as impracticable as the first, since the carelessness of the Moorish rulers regarding the welfare of their inhabitants has been evident in more than one instance, and one would be put in the wrong by them if only the opposing party has the money and means to satisfy the judges and win them over to their side, besides the fact that the guards posted by the Moorish government would not hesitate to lend a hand to the thefts in order to share the plunder with the thieves. Per the session of the 23rd of June, a petition was submitted to us by the then farmer of the villages, Ram sonder Boos, in which he demonstrated that the sellers of coarse linens showed themselves unwilling to pay the dues owed to him, to such an extent that instead of 70 to 80 ropijs that he otherwise ought to receive monthly, they would pay him no more than 7 to 8 rops. Furthermore, that according to the farming conditions he could demand for every basket of vegetables that came within the boundaries twelve gende and two kauries, or 8, and that sometimes baskets were brought to market worth as much as thirty ponis or 15 stuivers, but that others on the contrary who brought small baskets of 10 to 8 down to 4 ponis kauries not without reason made difficulties about submitting to this tax, concerning which he was thus obliged, in order to prevent inconveniences, to use some consideration, but that he deemed it his duty, to prevent loss, to request our permission to accept and demand, according to custom, from those who sold kadjang arella or roasted rice, tobacco, salt, and onions, an annual Salami or liberal gift, calculating this to amount to 8 to 900 Ropijs. And although this evidence showed clearly enough that the soap did not seem to be toll-free, we nevertheless, in our reply of the 20th of the same month, once again pointed out to the servants that this conflicted with the privileges and prerogatives of the Company, which paid nothing here for whatever was purchased for its use, and consequently ordered them to do their best to resist this in the future, item henceforth to have the rowanas for private individuals drawn up in their own names. to resign, a matter of too great importance to the Company not to be provided for in good time, and for which reason we also very humbly request that this, and the further reasons cited more extensively in the resolution itself, may deserve the esteemed approval of Your High Excellencies. The same favor we implore upon a further resolution of 21 July, when we granted to the persons Ian Godlieb Schleegel and Carel Willem Dreese, the former having been appointed since 1759 and the latter since the year 1761 in the capacity of provisional bombardiers with the artillery, without receiving more than the pay of gunners or ƒ 14 per month, the wages belonging to the first-mentioned rank, of ƒ 20 per month; whereto the less difficulty was encountered, since according to the conference held with Your High Excellencies concerning the second memorial left by the late Honorable Taillefert, as appears from secret resolutions taken in the Council of the Indies on 2 July 1764, the retention of 40 artillerymen, officers and privates, and thus indeed two bombardiers, is permitted. No other or further promotions and appointments have occurred either on land or on the respective ships that seem to require special or further mention in this, so that we respectfully refer in this regard to our resolutions dated 4 and 28 April, 14 and 20 October, 11 and 23 December of the past year, 12 February, and 1 March of this year, item the copies of the acts, which have already been sent over previously by the ship Het Huis ten Donk, and now proceed under the annex of this up to today's date. To a certain native cook by the name of Marten de Zuit, who, according to an attestation submitted with the resolution of 12 July, departed for Batavia in the year 1765 with the attestants aboard the sloop De Kroonprins, and was taken into service here by the late Master of the Equippage Lucas Zuijdland, without, so far as was known to the deponents, having received more than four months advance pay, we have, upon the request made for it, allowed to be paid out of the treasury the arrears of monthly pay, or that which was still due to him since his departure from Bengal, and after deduction of what was received in advance, until his return here, at ƒ 9 per month. On the 4th of this month, following the complaints made to the Director regarding the bold and bad conduct of the junior assistant Hendrik Jurriaen Zuijdland, we decided to let the same depart for Batavia as a dangerous subject, with canceled pay, and to have him transferred with the ship Popkensburg dispatched that day; however, notwithstanding that he was confined within the factory by order of the first-mentioned, he nevertheless managed to evade the execution of the aforesaid resolution, namely by absenting himself from the service of the Company, so that proceedings are now to be taken against him as a deserter. Finally, based on two statements summarized in the session of the 15th of this month, namely one from the skipper of the ship Het Huis ten Donk and one from the chief and under-surgeons in the hospital, it was decided to grant to the sailor Evert Carel, who had been assigned to the said vessel and who, while firing a salute on the occasion of the solemn presentation of His Serene Highness, was injured by the untimely discharge of one of the guns, in the right hand, such that it remained mangled together after healing, the compensation of six hundred guilders established for that purpose, and furthermore to retain him here in the hospital as an assistant to the present hospital father, who, in the shipping season when 300 and sometimes more persons are lying in the hospital, is not able to maintain order among the people alone. On behalf of the pensioners to whom Your High Excellencies have been pleased to grant the continuation of their retirement pay, we hereby come to express their humble thanks and to request again an equal favor. The number of the same, according to the accompanying list, having increased to four persons, since, pursuant to the decree of 30 October, upon the petition presented for that purpose, we have pensioned the blacksmith Jacques Gerardeux, who served the Company 20 consecutive years, and has well reached the age of 60 years stipulated according to the general regulations on the advancement of servants, and in that capacity have granted him the pay of ten guilders per month approved for that trade, imploring therefore for him also the same grace that others have the good fortune to enjoy. getting wet of packages due to rain beating down on the vessels, despite the precautions taken against it; that most of the coarsest and heaviest packages were indeed already on board, but that at present no more could be taken over until the ships had arrived at Higelij; wherefore the well-mentioned Lord Director, before proceeding to a decision regarding the shipping or not shipping of the goods, proposed to the meeting first to hear the advice of the aforementioned Master of the Equipage as to when, in his opinion, the ships might be able to set sail and be at Higelij; likewise whether the vessels, if they were to be dispatched, could lie safely enough in the creek at the aforementioned roadstead to await the ships for some time, if it could not be otherwise. And since the Members collectively considered this proposal to be the most prudent measure according to which one might take one's measures, the said seaman, being already at hand, was rung inside and, in accordance with the desire of the well-mentioned Lord Director, repeated first the account given to his Honor, namely that the after-spring of the full moon in the recently ended month of October had not permitted thinking of casting off the ships before the 29th or the last day of the spring tide, during which, according to known custom, none of our Pilots dared to undertake setting sail; that they had been busy for two days weighing anchor, but that according to the report received today, despite all efforts made, until the day before yesterday the anchors could not be brought home; and subsequently answered the aforementioned points, which his Honor put to him individually: that, in all likelihood, the ships, whether the anchors had been raised or had to be cut, could be under sail today, but that if the North wind did not blow more favorably than hitherto, they might well need 7 to 8 days to reach Higelij, as they had to sail against the flood to clear the shallows; that as regards the safety of the vessels in the creek of Higelij, he, the Master of the Equipage, was of the opinion that once they were there, they could lie as securely as in front of this lodge, except in case of severe weather or flooding of water, which could not be reckoned upon nor anticipated with precautions, but that otherwise, in his judgment, it was the best way to let those small craft await the ships inside the aforementioned creek. After hearing all of this and the dismissal of the oft-mentioned Master of the Equipage, the Lord Director declared to be of the opinion that one ought immediately to proceed with the shipping of the goods, because the vessels, if dispatched today or tomorrow, with a little haste, could still be down by the 6th or at the latest the 7th, and thus during the pre-spring of the new moon, which was far from being as dangerous as the after-spring; whereas if one wished to wait until the ships were at Higely, the difficulty arose that one might sometimes not be able to begin shipping before the 12th or 13th of this month, when one might well reckon that the spring tide was over, but could not foresee whether the weather would be as manageable as it is at present; and besides that, that the orders are positive to arrange everything so that the ships of the first consignment can put to sea on 10 November, towards which all diligence ought to be applied on our part, at least as long as the Lords Majors are not pleased to make changes to the appointed days of departure; even though, because of the aforementioned spring tides, and notwithstanding that the goods and papers arrive on board in time, two to three days will be spent before the anchor can be weighed; that his Honor, far from delaying the work for that reason, would rather make all haste, and for a speedy voyage, place upon the vessels, which shall depart at least three at a time, a detachment of a sergeant and some lower-ranking soldiers to escort them and prevent the rowers from lingering here or there any longer than is necessary; while, in order to prevent the wetting of the packages as much as possible, the dispenser had been ordered from time to time by him, the Lord Director, as was now done de novo in the meeting, to provide the vessels, which were strong and tight and covered from above with a tight, sufficient straw shed, likewise with double mats for covering the goods, that is to say, not so much in number, but in breadth & length and thickness, as is denoted thereby; since it was better to make the Company bear those small additional expenses than to expose it, through damage to its goods, to inconvenience and great losses. The aforementioned considerations being subsequently submitted to the Members for deliberation, they were collectively of the advice that the opinion and deliberation of the well-mentioned Lord Director was indeed the most suitable and practicable to remove the difficulty in this matter, and it was thereupon unanimously resolved to make a beginning immediately with the shipping of goods and to carry into execution the means proposed by his Honor in dispatching them. Examined by Tuesday the 8th of November 1768 Hereafter, the said Honorable Head Administrator produced the findings of the unloaded cargoes from the ships Scholtenburg and Vlissingen, reading as follows: Findings of the deficits and defects in the delivered cargo of the undermentioned ships which recently arrived here from Batavia, as appears by reports of the ordinary and specially appointed commissioners, concerning which the undersigned requests the disposition of the Meeting for the information of the trade bookkeeper. For the ship Vlissingen Pursuant to the report of the Warehouse Master J. M. Rosszyn in the presence of the ordinary commissioner Wm Kerkman, the following underweight and defects were delivered into the trade warehouses, namely: 291 3/4 lb Japanese bar copper short, having been invoiced at 175000 lb and only received by the Warehouse Master 174708 1/4 lb, thus 291 3/4 lb too little or 1/6 per cent. 83 1/4 lb Dutch lead too little, since the invoice dictates 50000 lb and there was only delivered 49916 3/4 lb, thus 83 1/4 lb short or 1/6 per cent. 166 3/4 lb Banca tin short on a lot of 100000 lb that were entered by invoice and there was only received 99835 1/4 lb, thus 166 3/4 lb too little or 1/6 per cent. Extract Resolution taken in the Council of Policy at Hoegly in Bengal on 132 lb black pepper, too little as the invoice dictates 5000 lb and received by the Warehouse Master only 4868 lb, or thus 132 lb short or 2 7/11 per cent. 1 pair porcelain bowls dishes out of 5 pairs broken. According to the report of the commissioned members from the Council of Justice, the junior merchants H. C. van Arnim and L. Verpyk, in the presence of the Fiscal L. de Sauniere, upon gross weighing the undermentioned spices in the trade warehouses were found to be short, to wit: On 45 chests which according to invoice should contain 1350 lb cloves and 3141 lb nutmeg net and, in accordance with the memorandum of the commissioners at the main place, were weighed out to the ship's officers at 6550 lb gross, however upon reweighing here only found to be 6489 lb, thus an underweight of 61 lb gross or 7/8 per cent. 40 lb cloves on 45 chests entered by invoice with 3690 lb net, according to the abovementioned memorandum weighed out to the officers of that vessel at 5830 lb gross, from which deducting the [illegible] according to report of the commissioners the junior merchants [illegible] weighed out 7 chests, which at the main place weighed 913 lb gross, leaves 4917 lb gross for 38 chests, which here only weighed 4877 lb, and thus 40 lb gross in underweight or 1/16 per cent. 49 lb cinnamon on 63 bales which, in accordance with the invoice entry, should contain 5100 lb net and according to the aforesaid memorandum were weighed out to the ship's officers at 5606 lb gross, however upon reweighing here only found to be 5557 lb, thus an underweight of 49 lb gross or 7/8 per cent. 23 lb mace in 15 suckers, in which according to invoice should be 2310 lb net and which, as appears by the frequently mentioned memorandum, were weighed out to the officers of that vessel at the main place at 2545 lb gross, however here only found to weigh 2522 lb, thus 23 lb gross in underweight or 1/16 per cent. As appears by the report of the specially appointed commissioners, Ensign [illegible] Castel and Adjutant Neuman, there were found in the artillery gunpowder 19 small barrels spoiled and unfit, calculated on the brought quantity of 6000 lb in 120 small barrels at 15 5/6 per cent. That the same had been stowed in the forward rice rooms, and thus in a dry place. That, investigating the cause of this, they had to judge that it occurred partly because, having put to sea, they noticed that there was a leak in the ship; that checking this, they found it to be in the stem seam and along the transom beam under the ports, and that through this, with the pitching of the vessel, the water had penetrated despite all efforts made against it. That it was also found that black water, or constantly mixed with gunpowder, came from the pump, but that during the voyage at sea there was no opportunity to haul up the gunpowder. That for the claim on the late merchant Jacques Latour amounting to ƒ 11775:2:- by a judicial sentence of the Court of Justice of this Office passed on 31 March and pronounced on 7 April 1764 was declared attached and executable that which the repatriated junior merchant Jan Gijsbert Decker, being married to the widow of the aforementioned Latour, has to expect for his deed of S.R. 40632:6:3 or ƒ 83996:9:8, excluding accrued interest, from the estate of Pieter Johan Ribaut, whose debt in the amount of ƒ 30681:11:- as well as the first must continue to run until such time as the proceedings concerning the latter estate in case of appeal before the Honourable Court of Justice of the Castle of Batavia shall have been determined.
