27 May Honorable Sir and Respected Councilors, Whereas by Your Right Honorable and Respected resolution dated 28 March last, the undersigned Master of Equipage was instructed to report regarding the 13 1/3 tubs of river stones which, according to the report of the Examiners of the Hooghly trade books for the year 1763/3, should have been present in this directory as of the ultimate August of the preceding year; he takes the liberty to point out to Your Right Honorable and Respected Sirs that, as the said river stones do not fall under his administration, he is also not able to give the proper elucidation regarding this matter. Concerning this type of ballast, he can only state that the 1 1/3 tubs recently unloaded from the ship Popkensburg are deposited at Hooghly. And concerning the remainder of the shortage, he can say nothing, partly for the reason cited above, and partly because of the shortness of his presence here, other than that perhaps a part of them was lost at Hooghly, Culpee, or other places where those stones were discharged and lay without proper guard, where they might possibly have been used and taken away by other nations lacking ballast, without anyone's prior knowledge; or that in the trade books it was neglected to write off the stones that were successively transported back to the Netherlands by the repatriating ships without unloading, and to record them on their invoices, as a result of which the remaining balance naturally cannot be present. To the Right Honorable George Louis Vernet Director over the Honorable Company's important trade and interests in the regions of Bengal together with Bihar and Orissa and the Members of the Honorable Council of Policy And after reading the same, it was decided to have the invoice keeper examine whether the ballast stones sent with the return ships have been successively charged and written off or not, in order then to decide what is necessary. Furthermore, two statements sworn at the Secretariat were read regarding the wrecking of a vessel with 225 bags of saltpeter from the consignment received from the English at Patna; it was agreed to have these sworn under oath by the deponents as a preliminary measure, and then to hand them to the Honorable Chief Administrator, so that he may use them when drawing up the accounts of findings. One of the deserters, namely Thomas Coellert, returned by the Hooghly faujdar Seyid Matneed Alichan as appears from the record of the arrest of the 10th instant, having been found, according to the report made to the Director, to be insane and very dangerous in intercourse with others, wishing to assault anyone who in his imagination offends him in any way or gives him displeasure; it was resolved, in conformity with the proposition of His Right Honor, to send the said Coellert under guard to Batavia at the first opportunity, and in the meantime to secure his person in the best manner possible. It was also resolved, pursuant to the proposal made thereto by the Right Honorable Director, to soon grant transport to the headquarters to a certain gunner named Cornelis Leendertz de Boer, who had gone astray from the war at Kharag and has turned up here again, with a favorable recommendation to Their High Mightinesses, so that, if pleasing to their Excellencies, he may be employed again in the Company's service. It was further agreed to conform to the price increase proposed by the aforementioned Director for the two thousand pieces of shirts required by Batavia, which could not be obtained for less than 32 rupees the corge, or more, than what they were last provided for; since the reasons for this, such as dearness and otherwise, are a matter regarding which there is not the slightest doubt. Lastly, considering that the ship Vaillant is too tender for its ballast alone, it was decided to provide that vessel with a bottom weight of 2000 or 1500 bags of saltpeter. Hooghly, date as above. 604 3 June suppliers have not yet declared themselves definitively, would likely be less fortunate than obliged to concede even more than they had imagined, which made the expensiveness of Patna unavoidable on the one hand, and on the other on the same ground why one sometimes, when selling imported merchandise, should not hold out for the highest price in their opinion, was necessary both to awaken the zeal of the suppliers in this regard and to obtain a good collection. Upon which it was found fit to do nothing other than to express satisfaction that the previous difficulty to be seen in detail in the resolution of the 10th ultimo begins to turn out somewhat for the best, and that the reasoning of the said officials did not appear unfounded to the assembly; but that in order to be able to make a final disposition, a statement of the prices will be awaited. The report of the finding of the silver brought by the ship Vrouwe Cornelia Hillegonda, sent to the officials on the 6th ultimo, now having been received back sworn, and consequently the intention of the assembly having been fulfilled, it is resolved to 3 June grant the officials their request to now be allowed to write off the indicated deficit of 1 mark 1 ounce 12 Engels. And furthermore it was found good to record hereby that another consignment of silver, consisting of 1992 bars, received by the ship Vrouwe Elizabeth, was sent upriver on the 28th ultimo by order of the Director, in order to keep the coinage, which is proceeding as desired, going. The purchase of the piece of land behind the Factory at Patna, now being finally completed as appears from the already cited letters of the said officials of the 16th ultimo, as the owners have signed the deeds of sale and, after much effort expended and not without the intervention of the officials of the Kacheri, allowed themselves to be satisfied with an amount of Sa. Rs. 4019:12, or half less than what had initially been claimed; so that this entire piece of land, with the expenses that are unavoidable on such occasions to wit, for the seal and the certificates to the Mufti, Qazi and other officials at the Kacheri, whom one had to win over to one's interests amounting together to Sa. Rs. 606 3 June Sa. Rs. 955.-.-, came to cost Sa. Rs. 4974:12:-, and thus somewhat less than the previously estimated sum of Sa. Rs. 5000.-, which the officials, considering the size of the land, judge very reasonable; so it is resolved to approve this action of theirs in so far that they have taken into possession by way of lease for 12 Annas per month a part of the same land, which, occupied by an old Moorish grave, could not have been acquired by purchase, and had paid one year's ground rent in advance on the same; the Company having, according to the further assurance of the officials, the same right through this as if it had been ceded to it in full ownership, since apart from demolishing the grave which however in time or upon the decease of the owner might also well succeed, as the same lies within our walls one could deal with the land at pleasure; of which it is resolved both to keep a note and that the purchase monies have been properly paid. Upon received report from the weaving villages that the work of the linen collection is reasonably under way and the money previously provided was already spent, there having been advanced anew by the officials Sa. Rs. 20000 or f 31500:-, this was considered just as 607 3 June necessary as that which they had also furnished for the procurement of Opium and Borax, the first-mentioned to the amount of Sa. Rs. 30000 or f 47250:- and the other to the amount of Sa. Rs. 1000:- or f 1575:-, and consequently resolved to approve the one and the other. And since the supply of cash was noticeably diminished by this, and they the officials therefore found themselves obliged to draw a bill of exchange on this administration amounting to Sa. Rs. 43000:-, deposited in cash there by Santiram Singha and to be paid here after 20 days sight with 2½ per cent batta to Brindaban Addy, it was finally resolved to honor the same in due time. The officials at the office mentioned in the margin, having first notified by their letters of the 7th current in answer to the letter of this Administration of the 18th of the past month that, both to put the suppliers of coarse linens in a better position to fulfill their obligation and to save the interest on one-fourth of the capital, they had advanced the three-quarter amount instead of half of the total of the procurement memorandum, and thus Sa. Rs. 32866:1 1/3 or f 51764:1, it is resolved to fully approve this. The Parwana on the Dhaka deputy governor Jasarat Khan for an unhindered progress of our trade at that place having been requested immediately by the officials according to the instructions in the above-mentioned letter, but not yet followed, notwithstanding that the Vakil urges it daily, as the Nawab postpones it now under this and then under that pretense from one day to the next, so, considering that it appears from the Dhaka letter which will be dealt with hereafter that trade at present

609 14 June is at present no longer subject to any impediments, it has been judged best and consequently resolved to write to the servants to make no further stir toward obtaining the same. Since the servants' last report, an outlay of Sa. Ro. 10000 or ƒ 15750 has been made anew for the purchase of raw Mochta, and this letter being accompanied by the cash and expense accounts of the past month, upon the customary declaration of the Honorable Head Administrator, no objections have been raised against those writings; and considering that the employment of money shown by the letter, regarding the principal items, consists mostly of matters that have already been approved, it has been resolved to pass both the one and the other. With relation to the conclusion of a contract for obtaining the required silk fabrics for Europe and the Indies on the requisitions for Anno 1760 by the servants, since their last report thereon, dealt with at the session of the 3rd of the current month, not left unattempted, and after various deliberations of the suppliers, it having finally been brought so far that they had declared themselves willing to enter into negotiations with the council, under the declaration that 610 14 June that since the chance of obtaining the silk for the fabrics, notwithstanding the servants' complaints and representations, was still just as bad, and the work itself was thus a task of which they foresaw an evil as well as a good outcome; it was only in the hope of some change for the better that they, at the urging of the servants, and so as not to come to a complete standstill, took the delivery upon themselves; provided that on our side it was agreed to the following conditions, which the servants were still trying to fend off, namely: First, that the number of pieces not be specified; Secondly, a price increase of one Current Rupee or 28 stivers on the large, and half as much on the small pieces; Thirdly, cash money on the advance payment; and Fourthly, in default thereof, the interest from Primo January onward; Fifthly, and lastly, the interest on as much as each of them should come to deliver. Thereupon this matter and the servants' considerations added thereto were discussed at length: that regarding the first condition, they deemed that it could not be granted to the suppliers, for fear that they would remain negligent if they were given cause to think that it was a matter of indifference to us in that regard; that the second 14 June second did not depend on them, except insofar as the servants might see a chance to reduce the demand; that the third had to be left to the ministry, but that they nevertheless could not fail to show that the advancing of money among so many merchants, half of whom did not belong under us and were yet the best suppliers, whom the servants might run after in vain for arrears, since they would always plead the expenditures of money made to the weavers, and in any case find plenty of loopholes to evade them, would now be more dangerous than ever; that regarding the fourth proposition, they thought, yet dared not assure this meeting, that the merchants would finally content themselves with the calculation of the interest from Primo March, as in the past year; and finally, that the fifth and last could be said not to be of so much weight, and which, according to the understanding of the servants, should be granted for this once, and thus without consequence for the future in more favorable times, in order to encourage those who were the most zealous and knew how to use the best means and ways 611 612 14 June to obtain so many more fabrics as amounted to three-quarters of their portion in money, and thereby to reward them with the same for their service; that the servants here withal deemed that this last demand was not the most unreasonable, considering that the merchants would have spent just as much of their money for those additional pieces which they might come to deliver as for the rest, and that for that portion of the money they could at least have earned the country's customary interest among the natives; furthermore, that granting this small matter, according to the servants' thoughts, would greatly facilitate a reduction of the desired price increase, and that a diminution of merely a fourth thereof would amply outweigh the granted interest, as well as bring some advantage to the suppliers, since with an increased price, however large, they gain nothing, but had to give everything they might manage to stipulate to the weaver, who thereby repaired his losses suffered elsewhere; finally, that on the other hand, to those who, less out of zeal than inability, did not come to satisfy the demand, the interest would be validated instead of on the three-quarters of the full sum, 14 June only on the amount of their delivered parcels or on so much less, over and above that since these latter enjoyed interest on all that they came to deliver, an injustice seemed thereby to be done to the former, if they could have no interest on that which they brought in above the three-quarter amount; at least that in such a case the least zealous could be said pro rata to be the most favored; having been spoken of at large, and upon the request of the servants for positive orders for a final settlement of the matter, after mature deliberation it was judged best, and consequently resolved, to authorize them to conclude the contract according to custom on credit and to allow the suppliers the interest from Primo March, provided they bind themselves to a specified quantity, since their desire to not want to be bound in this regard appears completely unacceptable to the meeting as well as to the servants; and considering that the fifth or last point is founded in every part on equity, and supported by sound reasoning of the servants, it is likewise agreed to concede thereto, or 613

61a 14 June Business concerning the cloth Casche affairs and thereby promise the merchants interest on everything they shall deliver; then, regarding the second condition or the demanded increase in price, it was considered that the servants in all respects take the master's interest to heart, and it was therefore unanimously agreed to leave it to them to reject that demand as much as possible, but seeing no chance of succeeding in that, then simply to close the contract. Hereafter came to the table two letters from the junior merchant Jan Rauwertz, residing as factor at Dhakka, under the dates of the 9th of this current month; and there having been initially read a petition sent along therewith from the bookkeeper Daniel Lankheet, containing a request to be favored yonder with the title of second, or otherwise to be discharged from the Company's service upon the expiration of ample time: thus it is, considering that the purpose for which he was initially left there took place at the request of the factor, who, as a newcomer, notoriously must have some instruction in one thing and another, and moreover it is all the same to the Company under what title one serves her, as long as she is well served; it was understood 14 June understood to consent to the first part of the petitioner's request; and accordingly to let him, Lankheet, be stationed at Dhakka with the title of second. That the broker necessarily needed to maintain his dignity, and he therefore requested to know how much this council would be pleased to grant that servant. That the vakil, a very necessary individual, had already performed his function upon the re-establishment of the office, but had hitherto received nothing; usually earning 30 Arcot rupees at 45 guilders per month, which he likewise requested permission to disburse. That the tahsildar or linen sorter was also indispensable, and had the same wages as a vakil, which he also requested this council would be pleased to validate, from the time that his service commenced, as well as that a munshi or Persian writer might be granted. And secondly regarding the petitioned gifts: that whereas the French, upon their re-establishment yonder, had delivered various gifts to the Nawab and other governors, and he, the factor, was daily importuned for the like, he 621 he for that reason requested a speedy satisfaction of what was asked in the aforesaid requisition, which, as he says, was taken at fully three-quarters less than what was sent at the last establishment of this residency. Concerning which one and all having been discussed at length, and the same remarks having been made as was said here before concerning the requested repairs: it was agreed, before taking a decision, to hand the aforesaid papers to the Honorable Chief Administrator Isinck, with orders to serve the meeting with his considerations regarding this matter, reporting what took place regarding one thing and another at the latest re-establishment of this residency, when his Honor departed thither as chief. Meanwhile, it was agreed to condescend to the making of a new Prince's flag, and to allow to be brought into account certain expended sight-gifts, such as, among others, on the occasion of the Bakr-Eid festival to the Nawab, at 32:10 guilders, as well as to a certain Rai Himmat Singh upon congratulating him in his diwan on the obtained dignity of Raja, 15:— guilders, or together 47:10 guilders, in 622 14 June into account, since this is unavoidable. But it was at the same time approved to recommend the compliance with the arrangement previously made, namely to send a cash and expense account hither, and to show briefly in the letters the amount of monies received and disbursed, item the balance at the end of each month. Findings regarding the 10000 maon of saltpetre purchased from the English Company pursuant to the Council Resolution dated 15 March last, concerning which the undersigned requests the disposition of the assembly, for the information of the Trade Bookkeeper, to wit: According to the report of the specially commissioned assistants Lanting and Dolle, they received at Harra in 4971 bags 10000 maon of saltpetre, amounting per maon net to lb 680000. As appears from two annexed sworn declarations, 225 bags of saltpetre were lost through the wrecking of a vessel in the creek of Sjongra, which according to the abovementioned report contained 449 maon and 29½ ceer, yielding at 68 lb per maon 30582 lb. Deducting a loss of 4½ per cent on shipping, there remains net lb 649418. And pursuant to the report of the bookkeepers Reynard and Roghe, specially commissioned for the re-weighing here, there was received in gross weight in 4746 bags lb 672398, from which deducting the tare on 4746 bags at 4¾ lb per bag 22543½ lb, thus received net into the accountability of the Warehouse Masters here lb 649854½. The sloop De Harderin Of the same, the bulkheads aft and fore in the hold are somewhat battered; both covering boards are completely decayed and rotted; the windlass is genuinely worn through use, but can be provided for by fitting cleats to it; the hatches in the galley are very damaged and decayed; the horse of the rudder is broken in two; the quarter badges are very damaged; likewise the cathead with its supporter on the same side is completely rotted and decayed; the entire wale on starboard from aft to fore is thoroughly displaced and dry-rotted; likewise several planks in the sheathing; the transom and sternpost are very damaged by rot; the hawseholes and knees under the same are so worn out that they must of necessity be renewed; a bitt is broken in pieces, and otherwise here and there somewhat touched by rot and decayed; several tackle, eye, and ring bolts are completely ruined by rust. The mainmast is rotten at the masthead, so that in its place a new one must be fitted, and the copper of the same entirely unusable. The gooseneck of the boom is broken, the iron band of the bowsprit and its bolts must be renewed, and here and there eye-, hook-, and ring-bolts are decayed, as well as a chainplate, and the bands over the hatches; the windlass must be repaired, and apart from this, that little vessel must be properly caulked and greased after the rectification of the aforementioned defects, when it will once again be in a fully serviceable state to be able to navigate. The sloop De Haring: the bulkheads in the hold of the same are considerably damaged, both gunwales completely decayed, the hatches and coamings for the most part rendered unserviceable due to age, several deck planks on both sides rotten and decayed, the pawls of the windlass unserviceable; the windlass must be fitted with new cleats, the key of the aft forecastle beam is broken in two, new bushes must be inserted in the hawseholes, the main piece broken squarely off, the rail of the beakhead mostly decayed, the apron of the stem is broken, the bolsters under the hawseholes unserviceable due to wear, both catheads loose and the starboard one alongside the supporter rotten and decayed, the lead-line platforms too aged to be trusted any longer, the outer hull heavily damaged on the outside by worms in many places, the chainplate bolts on board are rusted through and no longer usable, the deck planks on the cabin are mostly decayed at the aft end; otherwise here and there some small repairs; the boom is entirely rotten and unserviceable, as is the topsail yard; the square-foresail yard and the jibboom must necessarily be fitted with bands to prevent further splitting open; some eye-, hook-, and ring-bolts have become unserviceable through 639 17 June rust, and must therefore necessarily be renewed. There is no windlass on this sloop, and so a new one must be made for it. Having remedied the aforementioned defects and that little vessel being properly caulked and greased, the same will again be in a condition to put to sea. Concerning the sloops Rebecca Jacoba and the Zuikermoolen, we respectfully refer to our submitted report dated 18 March, with the sole addition that, in order to derive the necessary service from them this year, they necessarily must be caulked and greased, as must their dinghies; and the Rebecca moreover must have a new boom, as the same is completely rotten and waterlogged, indeed it is a wonder that no accident has already happened with it; also one of its pumps is entirely rotten, which must necessarily be renewed, as it cannot sail without it. The two basseras we have found to be already properly fitted out, greased, and painted. The two pansoys are considerably damaged by the worm, so that a necessary repair and caulking must be carried out on them in order to restore them to service. Since the merchants, pursuant to the communication made by the honorable Director, notwithstanding a further application, continue to show reluctance to undertake the delivery of piece goods for this year on any other terms than with an increase in price, concerning which extensive discussion was already held by resolution of the day before yesterday, His Honor demonstrated how he was of the opinion that, far from yielding to them, one ought rather to proceed to the extraordinary measure which was employed in the year 1758 to effect the collection, namely through one or more wealthy persons as gomastas, and that His Honor, in order to make the refractory understand how little one was at a loss on their account, had considered within himself and found it advisable to propose to the assembly to instruct the Chief and Council at Cassimbazar to look out for four natives of the requisite ability and sufficiency, and, if feasible, persuade them to travel hither, in order to be employed in the capacity of gomasta 651 24 June and to be sent provisionally for the Company's account to those places of which it can be said that the delivery on the contract of the past year has entirely ceased, namely Jaggernaatpoer and Hendiaal, provided they are neither directly nor indirectly related to any of the Hughli merchants, and especially not to the family of Gourie Mitter, Nissen Jean Barudja, and Sahibram Napoeri. Initially, upon the necessity presented by the Right Honorable Lord Acredeur, it was resolved to have eighty new racks made, both for the use of the Trade Warehouses and the yard. Subsequently, there were reconsidered two findings submitted by the senior merchant and head administrator, the Honorable Menso Isinck, regarding the rice received back, which had been projected both for the cargo of the ship Vaillant and as rations for the benefit of the crew of that vessel, demonstrating that on the first-mentioned batch 90434 lb or 9¼ per Cent was lost, and on the other 6100 lb or 13¼ per Cent, as can be seen in more detail verbatim below from those writings themselves. 658 1st of July Points of rescription to Patna Alongside a letter from the servants at Patna dated the 17th of the past month, the cash account for the month of May was transmitted, and as the Honorable Head Administrator had nothing to remark upon the same, and the assembly found nothing to note regarding the employment of money shown by the letter during the said month, it was agreed to pass the one and the other. It was also deemed fit to approve a further provision made by the servants of s:o r: 40,000 or ƒ 63,000: for the collection of Afcoen, and that they had paid the balance due to them to the supplier of the soap ordered for Kasimbazar, the same now coming to ƒ 18:10 per 100 lb or 8 stivers less than was paid for it the last time in the year 1764, which is considered both a desirable matter and that this fat substance was dispatched by the toll-collector at Fulta upon the strong insistence of the servants, of which it was also deemed fit to keep this note in the expectation that, now that it has, so to speak, once gone through, such will in the future, despite the difficulty sustained against it, maintain its ground or be pushed through, 1st of July as a consequence of the privilege granted to us by the firman. All of which having been weighed with the required attention, and the sentiments of the Honourable Director being unanimously applauded, it was accordingly resolved: First, to make cash advances on those sorts of linens whereof the previous year's provision has been entirely or nearly completed, and to leave the disposition thereof deferred to his Honour; Secondly, as long as affairs do not take on a better aspect, to excuse the merchants from a fixed time in fulfilling the deliveries, and in that regard only to stipulate that they shall have to use every endeavour to finish their task as soon as the same shall ever be possible; item, to alter and amplify the usual conditions in accordance with this resolution.
