23 August presented request that what he had remained entitled to on a salary account sent over by the employees of Anno 1768 to the amount of f 480, together with what he would have earned for one year up to the ultimate of this month, may be received there from the Treasury, provided that both those accounts are extracted with the salary books. Subsequently being tabled the transmitted samples of Tanna banna silk, which the employees, although they, just as in Anno passato, with the continuous shortage of reelers, saw no opportunity to reel any of the same above the quantities of Adapangia and Tanni silk, had nevertheless had manufactured and which amounted together to f 8:1:- 1/2 schellings the pound, or circa 6 stivers and 10 penningen, being 4 1/6 per cent well over last year, as well as 13 penningen or 1/2 per cent well over Anno 1766, but 31 [illegible] 3 1/2 penningen less than the Tanni and 16 stivers 1 1/2 penningen below the Adapangia of this year, so it is, although the same were found to be of extraordinarily good quality, nevertheless in consideration of the reasons of inability alleged by the employees themselves, approved and understood to desist from the reeling thereof, and consequently to excuse them from it. On the other hand, it was seen with satisfaction that, notwithstanding the difficulties that had arisen in the beginning, one seemed not to be hopeless of achieving a reasonable satisfaction of the remaining items, because as regards the silk piece goods and the deliveries of the same, they had already collected a good quantity together, and that more came in gradually, which they promised to deliver in the coming month; furthermore, that there were about 8000 lb Adapangia and approximately 3000 lb Tanni prepared, as well as the Mochte for the most part, of which latter the requisition of 15000 lb was to be provided in time; but that because one had not been able to obtain more than approximately 8000 lb from the November crop, and at present did not know how to obtain more, the entire provision of both would turn out to be around 20,000 more or less, provided that one could only reel them before the month of January, for which the probability was not very great; finally that the reports from the linen aurungs were not certain, but that hope was given for a considerable quantity of Doesoetys and dongrijs, and if no new impediments arose, even for the entire requested quantity, although the employees dared not take it upon themselves to assure this positively, promising nevertheless to use all means to that end. Upon all of which, lastly, nothing else was found to be done, than, with expression of the satisfaction of this Assembly, to write to the employees to send the successively arriving parcels hither as quickly as practicable. Page: 1. Deliberation on the Batavian letter of the 24th of June and its enclosures; introduction to a meeting to be held and notation of some positive orders. Tuesday the 6th of September Anno 1760, in the morning. All present except the members Lafons, Humbert, and de Saumaize, the first two due to indisposition and the other ex officio. On this occasion, the points of deliberation having been produced by the Honorable Lord Director from Their High Excellencies' respected letters of the 24th of June of this year and the enclosures related thereto, and having, in accordance with His Honor's proposal, entered into deliberation concerning their contents, it is initially agreed to note down the orders which Their High Excellencies desire to be permanently observed in the future. Namely, henceforth in December or January, to make the general description of the state of the directorate, either with a direct ship or otherwise via Ceylon; but both these opportunities lacking, with a sloop which if necessary may be detained until the last of January. Secondly, that of a return ship which is addressed to two Chambers, the lower tier of cargo be allotted to that Chamber for which the ship is actually sailing home. Thirdly, that no advisory votes, such as those of the Captain of the Military and the Master of the Equipage, outside of matters of their profession, be allowed to serve for deciding. Fourthly, that the conducting of an inquiry into distressed ships take place not by the Fiscal alone, but simultaneously with experienced mariners who are involved in the matter. Fifthly, on the subject of the taxes in the expense account of the ships, to comply as much as possible with the order of the 14th of June 1763, and in case of impossibility, to state the reasons each time in the further specifications. Sixthly, henceforth to retain iron needed for the household from the Company's import. Seventhly, to grant the commanders of the directly departing ships a premium of f 1500 if they complete the voyage in 5½ months, and f 1200 if they accomplish it in less than six months; however, in auditing the consumption account, to allow them nothing for expenses for refreshments, either at the Cape or at Nagapatnam. Eighthly, to have the return ships inspected upon their departure by the Fiscal and commissioners to see if any illicit goods have been loaded. Ninthly, not to exceed the respective requisitions, whatever point it may concern, but to keep to the literal meaning thereof. Tenthly, to send back to Batavia oakum that is found to be too light. Eleventhly, to fill in the amount of the bills of exchange drawn both on the Netherlands and on Batavia in the letters to Their High Excellencies. Twelfthly, henceforth, as appears from the circular missive of the 15th of October 1767, to send over twice a year the roll of qualified servants and besides that another short list of the same alongside the other acting employees, under penalty of forfeiting one month's salary for the person upon whom the provision thereof is incumbent. Thirteenthly and lastly, pursuant to the resolution of the High Government of the 26th of April of this year, when making requisitions for timber, not only to make known what it is needed for, but to request no other or more than the most urgently needed beams, planks, etc., or such as can and should be processed within a full year. Of all which arrangements and ordinances, all whom it concerns have been properly informed, both by extracts from the letter and enclosures themselves and the recorded resolution of today, of which it is likewise deemed fit to keep this notation. Excuse for the late dispatch of the description. Then, since the aforementioned High Government, at the beginning of the aforementioned missive of the 24th of June, is pleased to remark that, however much this ministry, in its submissive letters of the 11th of January prior, had presumed to have complied with Their High intent in dispatching an early description, primarily for notifying the sent return cargo and what was further deemed advisable, it was still far from it, because Their High Excellencies' intention consisted of dispatching those papers with a sloop in the late part of December or beginning of January, and not, as happened, late in February, whereby one had remained deprived of reports from this directorate for almost an entire year, etc., it is agreed to respectfully request an excuse for this, demonstrating nonetheless that if the ship the Huys ten donk had not had to be detained for the opium, or had been able to depart along with the return ships, as was the intention of this assembly, the description could then have arrived with it just as early as with a sloop, with which one could not have supplied any other reports anyway than was done then, seeing that the order principally makes mention of reporting on the dispatched return cargo.

6 September Expression of gratitude for the favorable considerations regarding the sending of only three return ships and whatever this administration should further judge necessary, consequently just as was then understood regarding such points as were most essential; since the report concerning domestic matters, timber works, donations, debits and credits, the entries and write-offs, a portion of the taxes and reimbursements, the trade and pay books had to remain suspended until after the closing thereof, usually in March; but with which now, just as was already determined on the 19th ultimo, in order to achieve the beneficial order of Their High Excellencies, all haste will be made, so as not to let the general description with books and all depart later than the ultimate of January, in the hope that thereby compliance will be achieved, and that it will not be taken amiss that the representation is made that this is impossible to accomplish, and consequently cannot be done, in December. Regarding the dispatch of the ship Het Huis ten Donk, Their High Excellencies showing themselves displeased about the contradictory resolutions of 18 December 1767 and 9 February of this year—the first, namely, to dispatch that keel in January with a portion of the opium and some other goods, and to retain Spikensburg until March; and the other, to let the first-mentioned keel proceed on its voyage with all the opium; as well as the members who advised against the proposal of the Lord Director to dispatch the ship Vaillant with one half of the opium, in order to divide the risk, recommending better consultation on matters for the future—it was resolved to request of Their High Excellencies beforehand a humble excuse on their behalf, with the promise to keep the orders more strictly in view in the future. And in order henceforth to observe strictly a divided dispatch of the opium, 12. 6 September As well as to sell an unfit mainmast. it was further approved to inform the Honorable Head Administrator and the servants at Patna, by extract from Their High Excellencies' missive, that Their High Excellencies, in order to remove the difficulty in this regard, grant permission that, if the likelihood presents itself that a lot of opium can be at hand by mid-January for shipment with the vessel returning via Coromandel, to detain the same that long for this purpose, yea, even if it were until the end of January, but not later; the assembly maintaining with Their High Excellencies that, with a prompt dispatch from Patna, at least half of the provision can be here by that time. 31 6 September Elucidation concerning the project regarding the purchase of linens and because without further clarification no judgment could be passed upon a matter of so much weight, that His Honour shall not only still do so in writing, but also specify in writing the reasons why he believed that the contract as it had been concluded ought not to have been concluded; it is therefore understood to deliver an extract of this paragraph of the letter to the said Honourable Chief Administrator, in order properly to fulfill the aforementioned requisites. Their High Excellencies subsequently approving that, notwithstanding the slow delivery of returns and the apprehension arising therefrom as to whether sufficient goods would come to hand to give the two ships of the latest dispatch to the Netherlands a proper cargo, it had been decided at the session of 1 December 1767 to waive the proposed purchase of required goods after the example of the English and French, and to follow the market with them therein, leaving the urgent request made in that regard 32 6 September in that regard to the pleasure of the Gentlemen Masters, with the further remark that this proposal differed greatly from what had been proposed to the French Gentlemen pursuant to the secret decree of 3 July, namely to make common cause with each other and completely abandon the purchase of goods from the English Gentlemen, or their Company, considering the extraordinary purchases which the French had made the year before were held to be the cause of the intractability of the nation in entering into the convention then on the carpet, and the abandoning thereof as the actual means to make the British more tractable; and that by the decree of 1 December it was proposed, after the example of both Nations, to make purchases of linens from private individuals, and by the secret resolution of the aforementioned 3 July, solely the English Company appeared to be meant; and no concept could be formed of that purchase and the consequences thereof, and this administration therefore being required to supply the one and the other 33 6 September to supply the requisite elucidation, the Honourable Director advanced in this regard that the proposal to the French notoriously would have had the desired success, were it not for their present inability to carry it out and the bad state of their affairs, whereby, to maintain the credit of their Company, they had found themselves under the necessity of setting everything possible to work for the dispatch of three well-laden ships to Europe; that because they could not have done this without purchasing the necessary cargo for that purpose from the English, it could not have helped much whether we abstained from it in order to constrain that nation to desist from their vexations and unheard-of intrigues in the aurungs; that he, the Director, had therefore imagined that in the event of an all too meager dispatch of returns, and especially if the Gentlemen Principals and Their High Excellencies were to consider it in such a manner, 34 6 September he would have been blameworthy if he had not taken the only path there was to obtain a sufficient quantity of goods; that His Honour had thus made that proposal to the assembly more to show his Gentlemen and Masters that he was attentive to all practicable means than to have it carried through, as His Honour, like the aforesaid decree of 1 December shows, submitted the same to the attention and deliberation of the assembly, and at the same time had added his sentiment that it did not appear very acceptable; furthermore, that what was noted by the secret resolution of 3 July concerning the purchase of goods from the English by the French related to all private Englishmen and even the Council of Calcutta, who, as well as other private individuals, intrigued considerably on their own behalf, and who must therefore properly be regarded as the principal instruments of the hindrances and obstructions, under the pretext of necessity for their Company. Since at present there is no one who, in the contracting of last year, has not lost two, three, to six thousand Ropyen, as the Director and the members attest in all conscience, one by one, to be well known. Considering that Their High Excellencies are also pleased to remark how, by resolution of 11 December 1767, when the final settlement with the merchants for the delivery for the year 1766 was presented, it had indeed been resolved to liquidate with them as of the end of August previously, and to have an account drawn up of the firtij delivered by the defaulting merchants up to a sum of ƒ 91684:19:12, in order subsequently to dispose of the interest they would owe, but that subsequently, because according to a calculation that was made, which was found nowhere else, it had appeared that they had submitted or almost covered their balance to the bad through delivered firtij, it was judged that they owed no interest: thus it has been agreed to request the Honorable Chief Administrator 37. 6 September to request on that account to submit another memorandum as yet. But since Their well-mentioned High Excellencies are also of the opinion that from the said merchants one should have rightfully demanded the interest according to the 7th article of the conditions, and calculated as such from the time they should have delivered the goods according to the contract until the end of August aforementioned, because the Company, having been deprived of the contracted linens, had also had to miss its money until that time, and the acceptance of firtij ought properly to be regarded more as a favor than an obligation, apart from and besides that the Company lost doubly through the last settlement, seeing that those who had delivered on credit had enjoyed the interest until the end of August, this was discussed, and according to the proposal of the Director, it was resolved to bring Their High Excellencies to a different view in this regard by demonstrating that the accepting of firtij is no novelty, but had already taken place 38. 6 September in times when, so to speak, one could still have everything according to one's wish; that this was also set in motion by resolution of this assembly of 30 August 1763 and the Honorable Chief Administrator was requested to exhibit annually, before the settlement with the merchants, in Council, a memorandum in which it must be clearly known and indicated what was accepted for provision, what accepted and rejected, and how much this is above or below their undertaking, etc., which arrangement was also tacitly passed and thus not disapproved by Their High Excellencies' honored formal rescript of 7 August 1764; apart from and besides that present circumstances do not permit dealing so strictly with the merchants; that at present there is not one who is willing to bind himself to a specification of time, so that, in order to conclude the contract for this year, one has indeed had to waive that condition, as is amply noted in the decree of 8 July last; that as honor-loving and faithful servants one leaves no 39. 6 September means untried to promote the true interest of the Company, but that the contracts will contribute no further thereto than the contractors are in a position to carry them out, that those documents are executed to keep the people with whom one trades in a sort of obligation, and especially to the restitution of the arrears that might sometimes arise in the aurungs, apart from which they serve no other purpose, at least that one cannot insist with any semblance of justice on their exact compliance as far as the timely provision of proper linens is concerned, so long as the English, by their despotic way of acting, obstruct them on all sides and we are not in a position to protect them against those vexations, at least that this would be the actual means to abandon trade entirely, seeing that at present nothing can be done except by industry, or to speak more clearly, cunning, and not by the straight path or merchant style. 40. 6 September And resolution to let the delivery of the previous year stand, and demonstration regarding the bad packaging found. 51 6 Sept to what extent the same, in order to prevent misunderstandings in this matter, and considering that the advancing and contracting for the collection takes place long before the receipt of the Demand, was noted and ordered for the information of this ministry, so that, if good and sound parcels of opium should come in before the receipt of the Demands, they should regulate themselves meanwhile according to the most recent preceding petition, and thus extend that of the year 1769 of 600 chests, for the time being and until further notice, to the fulfillment for the year 1770: so it has, in view of what has already been said about this regarding the supply upon the Demands, and the fulfillment of the same, been approved to note that the servants at Pattena are properly informed of this, just as the authorization from the said their High Excellencies—that notwithstanding this trade is burdened by the borrowing of money, they may nevertheless take up loans for that purpose if no bills of exchange are to be obtained— 52. 6 Sept To the invoice-keeper concerning the calculation of certain prices shall be communicated to them, and at the same time the promptest compliance with the order for an earlier dispatch of the opium than recently occurred will be recommended once again. Since under the title of the sales account of merchandise it is remarked that regarding the Tin, Iron, and Lead not only the detailed profits in percentages are noted very differently in the letter of 11 January, but also the sale price of the said goods: so, upon examination thereof, it was found that the statement of the prices and advances in the letter accords with the resolution of 6 October taken for the sale of both, but that in the return they are stated quite differently and the advances are consequently also calculated in another manner. And for that reason it was decided to demand an explanation in writing from the invoice-keeper in this regard. And it was furthermore approved to take as guidance the recommendation of 53. 6 Sept and decision to send quicksilver to Patna their High Excellencies to requisition no bar or hoop iron from the Netherlands until further orders, of which the Honorable Head Administrator has been informed, with delivery of an Extract, so that he may regulate himself accordingly when drawing up the Demand. It was also decided to send the 6000 lb of European quicksilver that was sent over to the servants at Pattena when the opportunity arises, since the profit of 65 percent recently made there upon it is judged suitable enough and there is no demand for that merchandise here in this place. Furthermore, having been noted that their High Excellencies would shortly cause to be sent to this ministry four copies of the military orders or military articles of war, determined on 27 December 1753 in the Council of the Indies, after they should have been expanded and reprinted beforehand with some alterations, it was resolved, upon receipt thereof, to have one copy delivered to the Court of Justice of this office, 54. 6 Sept to the fiscal of this directorship, and to the commander of the militia, with orders each to take for their guidance in their office that the fines stipulated therein, instead of going to the Academy of Marine, must accrue to the benefit of the military treasury of the garrison. With relation to the hospital expenses, having seen that their High Excellencies, after a preceding remark concerning the obscure statement in the letter of 11 January of last year, regarding the articles of spices, Arrack, Vinegar, and Cape wine in kind, provisionally granted to the head surgeon of this directorship according to the decree of 21 October of the previous year, instead of the stipulated f 50 for arrack and spices, had caused the books to be checked as to what had been written off on average annually for both during the financial years 176 2/3 to 176 5/6 inclusive, the said four years; and having found that this amounted in money to f 283:10:-, and that the supply in kind consisted of: 55 6 November 6½ lb broad Mace 6½ lb round covered Nutmegs 6½ lb Cloves 15 1/5 lb Cinnamon 658 cans Arrack 66 cans Vinegar 66 cans Wine have graciously been pleased to validate and permit these expenses—however much they burdened that account again, especially if they were calculated at retail price—and to regulate the annual supply of the aforementioned articles to the head surgeon in the manner stated: it was resolved to thank their High Excellencies humbly for that favorable disposition, as well as to note that Extracts thereof have been delivered to the Honorable Head Administrator and Head Surgeon. Among the servants, the third watch Huibregh Guerin having been appointed as Bookkeeper at f 30 per month, it was decided, upon the nomination and proposal made to that end by the Honorable Worshipful Director, to let him now also enjoy the ordinary board money since the time he served in the clerical branch: of all this the Pay-Bookkeeper will be informed by Extract, and in the same manner there shall also be communicated the further approval and promotions of various other servants, among others of the Councilors Johannes Mattheus Ross and Jan Pieter Hambert in their offices of first storekeeper and Trade Bookkeeper.

And since Their High Excellencies, according to further communication and as appears from an extract from the general resolution of the castle of Batavia of the 27th of May of this year, have been pleased to grant to the chief steersman Jacobus de Baak, who had fled to the English, pardon for his crime and readmission into the Company's service, it has been resolved to give notice thereof for information to the Court of Justice and the Fiscal here, as well as to hand over to that man, when he turns up here, the deed or letter of pardon which according to the annotation is to follow with the register of papers, 58 6 September to hand over, and to let his salary at 48 guilders per month resume from the day that he actually renders service again. 62. 6 September that by the aforesaid model cash account was most clearly demonstrated; so that in this regard no reflection should be made on the fixed prices, by guilders, stuivers, and penningen, and that with respect to various expenses, among others specified by the regulation on the provisions of the servants, no more pieces of money should be paid out than had taken place until now, notwithstanding that by the reduction and the trade books, according to the latest determination, they would appear less: thus it is understood to comply with that requisition, as bound in duty, as much as possible in the future, whereas with regard to the remainder of merchandise under the last of August, which according to the report of the gentlemen senior merchants of the Castle of Batavia must be reduced by 17½ and more percent for the Indian products such as spices and others, it is at the same time approved to respectfully submit to their High Nobilities that, although the same money is made for the one and the other as before, the profits upon sale will nevertheless appear much less when 63. 6 September when the goods must be reduced with a lesser rebate than the standard money that has been chosen here or the sicca rupee received for it.
