6 September charged provisions as extra for the return voyage, costing, with 2 percent Batavia charges, f 23: 11; that the same, upon the departure of the said vessel, were retained on its expense account, although they remained in that ship, partly because, pursuant to Your Honors' resolution, they were to have been delivered to the Trade Warehouses here, and of which an order for this receipt was issued to the Warehouses by Your Honorable, and partly because the undersigned is not authorized to charge other or more provisions to the expense accounts than those made known and permitted in the approved petition of the ship's officers, and moreover the undersigned also could not know whether the same had been accounted for or had remained in the said vessel; thus the undersigned, subject to favorable correction, believes himself entirely innocent and unliable in this matter. After the reading of a finding produced by the said Honorable Chief Administrator upon the garbling of the nutmegs received in the previous year per the Popkensburg, it was resolved to write off the found underweight of 29½ lb, or 31 5/8 percent on the mited and 3/16 percent on the underweight, provided the commissioners Herklots and Verspyk confirm their report by oath. And after resumption of the same, the required oath having been properly administered by the members Herklots and Verspyk, it was resolved to keep a record thereof in the Memorial of this Council. After all these points were dealt with in the aforesaid manner, the Honorable Director further communicated to the meeting that His Honor, still continually contemplating means to revive the decline in the linen trade and putting everything possible into effect as a precaution to provide the Company, as far as the circumstances of times and affairs gave opportunity thereto, with goods of the required quality, had, among other things, summoned the dallaals from the Birbhum area to him for the manufacture of the coarse assortments, and had obtained from them a contract which, according to the translation, amounts to the following: Translation of a Bengali contract granted by the dallaals residing in the Birbhum area to the Honorable Director George Louis Vernet, dated 22 August 1768. We have bound ourselves to the Honorable Dutch Company for the purchase and provision of coarse linens, and undertaken to deliver the gunnies at the weight of 8½, 8¼, to 8 seer, calculated at the weight of 60 sicca rupees customary in the aurangs; the threads shall have to be in the number of 775, 750, to 725, in which manner we undertake to deliver the three sorts, awwal, doem, and seem, of a good and equal weave, the doem for one and a half anna less than the awwal, and the seem three anna less than the doem; the price of the yarn shall have to be credited to us according to the cost in the aurangs; and we undertake to deliver in the time of one year as many pieces as the contract amounts to, and to complete the delivery. The arrears of the monies that might arise in the aurangs among the weavers are for our account, and we shall hand over the amount to the gomastahs before their departure. If the exact contents hereof should not be fulfilled by one or another of us, he shall have to answer for it and also forfeit his brokerage; as we shall be content with the usual dallaali or brokerage and further customs of the aurangs. In witness of the truth we have executed and signed this contract. 76. 6 September aforementioned articles was also about to take place; this has been regarded as a prudent measure, the successful outcome of which cannot be otherwise than advantageous to the Company, and consequently it was resolved to conform entirely with the actions of his Right Honourable. Lastly, the well-mentioned Director presented further to the assembly that, for the proper progress of affairs in Dhaka, he had from time to time remitted hither English Arcot rupees 140,000:—:— with 2 percent exchange loss: 2,800:—:— thus in English Arcot rupees: 142,800:—:— and that in order to obtain this specie, Sicca rupees had to be exchanged against 4½ percent batta: 6,149: 4½ amounting to Sicca rupees: 136,650:11½ against which his Right Honourable had received into the treasury: 120,000:—:— and thus in balance from the Company was still due: Sicca rupees 16,650:11½ in order to recover which his Right Honourable, under the ultimate of August, would have an ordinance drawn up, and with which the members having conformed, 77. 6 September it has been understood, according to the wish of his Right Honourable, to keep this record of all the aforesaid. Regarding the reduction of the currency, which, as appears from what was noted by decree of the 6th instant, is to take place in the trade books, after having been preliminarily discussed further and the opinion of the Right Honourable Lord Director being proposed that, in order to prevent all confusion in this matter and to maintain an equal footing in everything, the remaining products of these lands, or in a word all Bengal merchandise, ought to be reduced with a discount of 20 1/6 and not with 20 1/3 percent, as is proposed in the report of the Senior Merchants of the Castle Batavia, seeing that the standard coin that will circulate here, or the Sicca rupee with which the same are purchased, is set at 25 stuivers, which constitutes the aforesaid discount of 20 1/6; furthermore, to have all the ordinances drawn up in the same manner; thus, after deliberation, it has been approved 79. 9 September and understood to conform entirely therewith and to determine the same in accordance with the aforesaid. Hereafter, two written reports having been produced by the Right Honourable Lord and subsequently reconsidered with attention, namely one from the invoice keeper Jan Hendrik Haghadamius and the accountant Jan Casper Greegert together, and one from the said invoice keeper alone; the first dated 30 July 1767 and the other under 27 January 1768, and both serving in compliance with what was required by the marginal disposition of 16 January of the first-mentioned year, upon a report of the trade bookkeeper Johannes Matthias Ross entered into the resolution of that date, through which the same, since their surrender to the Right Honourable Lord Director, have been in his hands for examination, without it having been possible to complete the work thereon sooner than now, partly owing to his indisposition of last year and partly to other occupations in the service, both reading as follows. 81. 86 the above-mentioned difference of f710:17 could be settled in favor of the Bengal Office in order to bring this Account back to its former footing. For the rest, we have discovered no further Errors in all the aforementioned accounts concerning the Packaging, so that the small differences between those demonstrated by the Trade Bookkeeper Ross are caused by the fact that His Honor calculated the goods as they were delivered in the book year 176 3/6, whereas the Delivery differs from one Year to another, and thus the remainders in some Years cost somewhat more and in others somewhat less. Secondly, The carried forward Accounts Glass Beads were overcredited in the books of the Year 176/4 by 1064 pounds, for which the same ought to be debited again in the current books with their purchase costs. This error was caused by the 2 chests of sample Beads brought by the ship Jerusalem in the Year 176/3 and recorded by invoice, containing 1818 Massas without stating their pound weight, but here upon weighing in the warehouses it was found that the said 1818 Massas weighed 428 lb. Mace: this Account we have examined closely since the book year 176 2/3 and found that the write-off of the warehouse masters was properly made in Conformity with resolutions on the consumption up to the last of August 1765, but in the book year of the Year 1765/6 this account was overcredited for permitted write-off by 2 lb, namely: The consumption was in the Year 176 5/6 large -- lb 1205 -- And the write-off on page 77 of said Journal was made on lb 1413 -- Thus the write-off was made at 1 percent on -- lb 1413 -- Subtracting the upper from the lower it appears that the write-off was made on more -- lb 208 -- Which, calculated at 1 percent, makes the above-mentioned excessive write-off of -- lb 2:-- To which is added that which this account was overcredited in the Year 176 2/3 page 184 by -- lb 2¼ And page 97 again -- lb -- Together too much -- lb 2¼ for which this account ought to be debited again in the current books with its purchase costs. Now of this there were sold, as appears from journal page 155, Massas 1385 or lb 321, and for the said 420 lb this Account was credited in the journal pages 152 and 155 with lb 1064. -- Subtracting the upper from the lower it appears that the same was overcredited as mentioned -- lb 644. -- Originating from an erroneous entry in the Trade Journal that the pound weight upon sale of the above-mentioned 1385 Massas was not stated, and thus the Massas were carried over as pounds. However, there is only carried forward in the books under the last of August 1766 -- 683¾ pounds subtracted from each other, it appears that under the said date there still ought to be a remainder in the books of -- lb 380¾ -- and there being no more of these goods in stock at the warehouses. Regarding the permitted write-off of the warehouse masters, no errors were committed in this account, except only that on the above-mentioned 1818 Massas or 420 lb no write-off was made. Regarding the Sandalwood, the Company was also not disadvantaged by excessive write-off of the warehouse masters, although under the last of August 1766 a remainder of 1044 is carried forward, which is merely an error of the Warehouse Masters, since they stated by memorandum of remainders for the Auction of the 16th of November 1761 that there was a Remainder of lb 367 -- And yet under that date there was no more than -- lb 316 -- Thus sold more -- lb 51 -- And in the month of December of the Year 1761 there were sent to Cassimbazar -- lb 50 -- the permitted write-off on the 367 lb sold at auction and the 50 lb sent to Cassimbazar, or together 417 lb at 2 percent, comes to -- lb 8 -- From this is deducted on account of a redress in the books of the Year 176 1/2, see Journal page 215 -- lb 1484:-- more accounted for by the warehouse masters than was under their custody -- lb 109. 2:-- which could still be credited to them. The council members Iohan Hendrik Zinner and Iohannes Matthias Ross in their capacity as orphan masters, and in fulfillment of what was resolved at the session of the 22nd of June of this year, having sold at public auction, according to an inventory made thereof, the estate of the late former bookkeeper Cornelis Brengman, who died intestate, as regards his goods which by a will of his late father the citizen Jan Brengman dated the 13th of October 1750 passed before the then first sworn clerk Martinus Koning and certain witnesses at the secretariat here, and an act of reservation dated 20 May 1755, executed under private hand and registered with the protocols at the secretariat, are not burdened with entail and consequently could be said to be his own, and having balanced the estate thus far that there had to be left to the disposition of this assembly, firstly, the further administration or 104 16 Sept or disbursement of such monies as, according to a statement of accounts drawn up on the 5th of last month and now also reviewed, were bequeathed to the various natural children of Jan Brengman aforesaid by the aforementioned act of reservation, with the value of the silverware included therein, amounting together to two thousand five hundred twenty Arcot rupees and two annas; and secondly, regarding the balance of the estate, whether the same, namely, could be said to have to go to the benefit of the deceased's full brother Fredrik Brengman, or whether Anthony Vorster, who repatriated from here in the spring of 1767 as chief carpenter and was married to the daughter of Cornelis Brengman aforesaid, could be deemed entitled thereto, in whole or in part, by virtue of this marriage, seeing that according to verbal report of the merchant Ross he still seemed to make some claim on what his wife was to expect from her father, as he demanded an account thereof in a letter received this year from the Netherlands dated in Amsterdam the 20th of November 105 16 Sep: and discussion on the difficulty arisen regarding the actual heir. 111 16 September Regarding certain committed errors to serve as information and a decision taken thereon, it was remarked here how in the session of the 9th current, in order to maintain an equal footing in everything as far as possible, it had been approved to reduce the remainders, produce of these lands, with a discount of 20 9/63 per cent, and that in consideration that the standard coin chosen for Bengal, or sicca rupee, is reduced to 25 stuivers; which precisely constitutes the aforesaid discount, and therefore resolved to give notice of this arrangement, with communication of an extract, to the servants at Cassimbazar as well as those of Patna and Dhaka, in order to regulate themselves thereafter with respect to the returns, and at the same time to write to those of the first-mentioned office that according to this calculation they must also proceed concerning the aforesaid items; when the siccas are paid in equal value of rupees and arcas, as before; and with relation to this matter it has further been approved to recommend to the aforesaid servants collectively the timely dispatch of their books and papers, stipulated by their High Nobilities by missive of 7 August 1768 to be by the end of October. Secondly, he, the invoice keeper, testifies in conscience that he does not recall having received into his hands this invoice of account in time and as early as he closed the invoices of the ship Hector or could form a further invoice of account, nor having had the least notice of the same, for otherwise a neglect between the invoice received from Patna of 20 February and this one of 4 March could not possibly have occurred, as no other arrived here in between; therefore he, the invoice keeper, under clear understanding, deemed himself in both cases to be well excusable, but if however, Thirdly, the presentation brought forward by the Second at Patna be deemed relevant, and he might be released from the compensation imposed upon him, then the undersigned very humbly requests authorization to still debit these expenses with the first ship departing for the head office, whereby this difference would be redressed, and concerning which, spoken under favorable correction, there is just as little difficulty, since, Fourthly, regarding the article of account, the penalty of neglect is indeed regulated regarding the European, but not regarding the Indian account, according to the honored letter of Their aforementioned High Excellencies. 142 21 September Rejection of a sort of blue kermis handkerchiefs Wednesday the 21st of September in the year 1768 in the morning, absent the members Zinner and Lafont, Ross due to indisposition. The Director having been informed by the attendants in the cloth hall that the blue or so-called kermis handkerchiefs that arrived these past days appeared generally very common, and having therefore convened the members in the cloth hall to inspect the same collegially, several pieces were brought out and placed upon the table; and the superfine sort was found to be so poor that, in conformity with the proposal of His Honorable, it was resolved to return the same to the suppliers as unacceptable goods. Whereupon it was also deemed proper to record this annotation, as well as that the remaining assortments will be examined, and upon their appraisal will be disposed of in such a manner as shall best accord with the interest of the Company. Having entered into deliberation concerning the contents of the two Batavia letters recently received via the ship Scholtenburg, dated 20 and 29 July: regarding the extract received alongside the first-mentioned letter from a letter of the Right Honorable Directors of the Chamber of Hoorn to Their High Excellencies written under date of 28 November 1767, showing that from the cargo of the ship Jongevrouwe Cornelia Jacoba that was repatriated from here previously in January, in a bale of amertjes third sort number 121, in which according to the invoice there should have been 192 pieces, only 100 pieces were found; and that in a package of cotton yarn numbered 1477, in which according to the account there should have been 120 pieces, only 110 pieces were found, in accordance with the unloading slip; it was understood, after reading, to place this into the hands of the invoice holder Hagha Damens, in order to serve the assembly with a report regarding this, as with the ones received previously and mentioned in the resolution of the 6th of this month. 145 27 September By the same letter Their High Excellencies communicated the payment of a first bill of exchange to the merchant Kornelis Rietveld to the amount of 3125 rix-dollars or 7500 guilders, under a bond for the restitution of the said sum executed by Commander Anthoni Vogelsang in the event that it should appear that the money was not counted into the treasury by the Hooghly trade bookkeeper Ross; which bond Their High Excellencies had specifically required because of the doubt that occurred to them concerning the granting of two identical first bills of exchange from and to the same person, of the same date and the same sum; regarding which the required elucidation was also expected in order to be able to release the said Commander from his surety if those two sums should have been paid into the treasury here. It was therefore understood to report in reply that under the 31st of January of this year, two such first bills of exchange were indeed issued, each for 3125 rix-dollars or 7500 guilders, or together 15,000 guilders, to the merchant Ross, who duly satisfied the value thereof, as is shown by the treasury account of the above-mentioned month. 146 27 September A certain Armenian residing at Batavia as a burgher, Johannes Emanuel Serima, having made a request by petition to the High Government in the name of his countrymen living in Bengal or under the Company's jurisdiction, that they might be permitted, on account of the arrival of several of their wives and children, to purchase houses in ownership for residence at Hooghly or Chinsurah; and Their High Excellencies having forwarded a copy of this petition so that this council may supply its considerations on the contents thereof as soon as possible, demonstrating in particular whether, and for what reasons, those people must be deemed absolutely detrimental to the interests of the Company, and what adverse consequences would be to be feared from an increase of those inhabitants under the Company's jurisdiction; since Their High Excellencies regarded that people as good merchants, insofar as the absolute detriment of their stay and 147 27 September and residence in the Company's territory did not fully appear to them, and were of the view that, according to general maxims, an increase of inhabitants brought with it the growth and prosperity of a colony, and that with respect to the objections made against it and the interdictions approved by Their High Excellencies by letter, one or another suitable means ought to be employed to remedy or remove the shortage of dwellings for the Company's servants. This was discussed at length, and it was considered that the detriment of that people has been sufficiently demonstrated in detail in the resolution of this assembly of 25 April 1766, or rather the address inserted therein from the Council of Justice of this factory regarding the difficulties considered at that time in the settling of lawsuits of Armenians; and that thus nothing else can be said about it than that, as long as one has no right of ownership over one's land, it is also impossible to govern that litigious community, who are continually quarreling with one another, without embroilments with the Moorish
