had shown that, far from consenting to it, they would rather proceed not to buy any opium at all this year, of which the rulers as well as the inhabitants would themselves experience the detrimental consequences; for the rest, concerning the harmfulness of this plan, referring to their separate letter of 9 December 1766. Apart from the said various representations, in order to make the Maha Raja change his mind, they had also made use of his constant applications for the remainder of the peshkash and refused its delivery, on the grounds that this tribute, being paid solely for the freedom of trade in Bihar, must naturally cease as soon as this privilege was taken away from us; finally, that whether this and their adduced reasons had made some impression on the Nawab's mind, or whether his Honour, as he had assured the servants, was very well-disposed toward the Company; the servants at least had the pleasure to be able to inform this Ministry that he had finally condescended to allow our gomastas to purchase the Company's requirements first-hand, and that to that end, the necessary parwanas were about to be dispatched. All of which having been heard with pleasure and the conduct of the servants having been found appropriate to the state of affairs, it was resolved and agreed, after deliberation on both matters, fully to approve all the aforesaid proceedings, as well as to pass the advance given at the proper time to the supplier of S:r: C:o 50000 or ƒ 63000, in order immediately to set to work and not to be outsmarted by others. Having proceeded together to the opening of the Batavia packet received this morning, sent here by the ship the Hector, which has finally arrived safely, it was decided to note that therein was found Their Right Honours' original missive of 24 August of the past year, with the annexes cited therein, of which it was further resolved to make the required use, and accordingly, pursuant to the resolution of the 12th ultimo, to have delivered in copy to the master of the equipage and the steward the report of the head of the Company's naval force, Mr. Nicolaas Houting and company, concerning the provision of more water casks to ships that must depart directly for the Netherlands. Furthermore, the Director having produced the answer to the home country's requisition for the year 1767, determined at Amsterdam on 14 October 1765, it was agreed, after reading, to conform thereto. In addition, there was summarized the memorandum submitted by the Honourable Chief Administrator regarding the balances in the main treasury as of the last of the preceding month. At the beginning of this meeting, a letter having been received from the servants of the office mentioned in the margin, dated the 7th of this current month and, as it appears, principally directed as an accompaniment to the Memorandum of the employment of money for a full year, calculated from Primo March 1761 to Ultimo February 1768, item their Cash and Expenses account of the last-mentioned month, it was understood to approve these and the money employment presented with the letter, under the presupposition that no errors will be discovered during the examination to be made, since it will then be the duty of the Honorable Chief Administrator to make a further report to the meeting regarding this. While the minting with the new stamp is actually making headway, given that the servants have already received 60000 pieces of nine-year Sicca rupees or f 94500 at home: it was likewise found good to approve that they had in return sent 1008 bars of uncoined silver to the workshop. There having also arrived an answered extract of the finding of the Trade books of Anno 1764/5, whereby it is shown that the price of Lamp Oil from the Supplier was agreed upon at 9 stivers the seer, as the lowest price for which he would deliver it, and thus 5 stivers per seer, or 35¾ percent less than previously; it was understood to keep this note of the matter and, with the transmission of a copy of the said Extract, to give notice thereof. The said Honorable Chief Administrator having also submitted a judicial minute serving as proof that, pursuant to the requisition of this Assembly of the 12th of the preceding month, the soldiers 337. Jacob Siegel and Pieter Visbeek have taken the oath for the validity of their accounts of expenses incurred during the conveyance of the Patna returns submitted on that day, and which is therefore inserted here. And 343. 345 And after the petitioners, as well as the titular Merchant Johannes Matthias Ross, being married to the widow of the aforementioned de Wilde, had left the meeting free to deliberate; it was understood by the Lord Director and the other members that because the lodged appeal to the Honourable Council of Justice of the Castle Batavia regarding the confirmation of the benefit of inventory had returned to the same state as it was prior to the date of the judgment by the subaltern judge, the Council of Justice of this office, and the affairs concerning those estates consequently remained untouched in their entirety; and therefore it was resolved to deny the request of the 15 March petitioners, 344 petitioners, and to refer them therewith, as well as with their tender concerning the rendering of account, vouchers, and reliqua, to their Honours the High Indian Government. Furthermore, it having been seen from two documents exhibited by the Lord Director that a certain sailor, Evert Carel, who had been stationed on the ship Het Huijs ten Donk, on the occasion of the public proclamation of His Serene Highness in the eminent dignity of Supreme Governor General, on the first of November past had the misfortune, through the untimely discharge of one of the guns, to injure his right hand in such a manner that after healing the same is lame and crippled, 15 March.

I, the undersigned Anton Leertouwer, skipper of the Dutch East India Company, on the ship 't Huijs ten Donk, lying anchored at the Roadstead of Casserijen, under the Directorate of Bengal, declare hereby that the Gunner Evert Carel van Norden, aged 26 years, on the 1st of November last, during the firing of a 21-gun salute on the presentation of His Serene Highness the Lord Prince of Orange and Nassau, Hereditary Stadtholder, Captain-Admiral, General of the Union, as Supreme Director and Governor of the Dutch Company, lost one of his fingers and a part of the right hand, whereby his arm and hand have become for the greatest part disabled. Furthermore, that he has always conducted himself on my vessel as a brave and honor-loving servant ought to do, for which reason I could not refuse to grant him this attestation, to make use of it where he shall find it advisable. The above being the pure truth, I am prepared to confirm the same at all times with an oath. Below stood: Hoeglij in Bengal, the 19th of January 1768. Was signed: A:n Leertouwer. We, the undersigned Chief and 346 Chief and Assistant Surgeons of the Hospital of this Directorate, certify hereby that on the 3rd of November of the past year we received into the same for treatment the Sailor Evert Carel van Norden, stationed on the Honorable Company's ship Het Huis ten Donk, who on the 1st of the mentioned month, while firing on the mentioned vessel on the occasion of the solemn presentation of His Serene Highness the Lord Prince of Orange and Nassau etc. etc. etc., during the ramming of a cannon, due to the premature discharge thereof, very deeply burned his right forearm, whereby the same hand was so torn and shattered that the healing thereof, notwithstanding all applied care and effort, could not otherwise take place than with the loss of the little finger and the corresponding metacarpal and phalanx bones, on which account the mentioned Evert Carel has also remained paralyzed and crippled in his right hand. During this meeting, a sample of Saltpeter having been received from Kassiatte, which after inspection was found to be not entirely perfect indeed, yet of considerably better quality than the saltpeter which the servants at Pattena had to receive, and the findings whereof stand noted in the resolution of the 21st of October 1767, it was resolved, considering that one must, according to the well-known proverb, adapt to the times, 15 March to 348 give a mandate to the Commissioners Johan Herman Lanting and Henrik Albrecht Dolle, present at Calcutta on the 24th of October 1767, to receive accordingly the 10000 maunds further agreed upon with us. And finally there was also inspected another sample of extra fine Saltpeter, whereof, according to communication from the Honorable Director, a small parcel of 600 maunds is offered for sale at the price of Sicca Rupees 8-2 per maund of 72 1/4 lb, noted in the resolution of the 26th of January last, and, after consideration that the price in proportion to the quality is very reasonable, it was resolved to purchase the same for that price. 15 March Done 349.
