10. The 15th of January, Anno 1768. to let the salvaged goods continue as unassessed. ... arriving on the 11th thereafter, pursuant to Your Right Honourable's very respected order, once more descended with force of men and vessels in order to investigate and again make every effort to see whether there might be a possibility of saving the same. Wherefore, after having carried out two heavy anchors and placed a sheerleg on the mast, I finally, with the utmost exertion, succeeded so far that between the 15th and 16th I got the narrow vessel upright on her keel again, at which time both her gunwales were found to be fully 5 feet under water and the hold and the waist full of sand. At the lowest water, however, I succeeded so far that I secured first four, later six, and finally nine heavy lashing cables with cable ropes of 9 and 11 inches thick upon her to lift the same if possible, although it was gradually observed that she settled deeper and filled with more sand, and on the contrary at the flood tide nothing in the least was perceived to show that any progress was made regarding the lifting, although everyone had good hope and the undersigned even flattered himself that he would master the work. But between the 16th and 17th, when the hope of a good outcome was expected, suddenly the heaviest cable ropes of 9 and 11 inches thick not only snapped, but also of the beams taken along for that purpose, as well as 3 heavy purchases, some also burst to pieces in the meantime to the astonishment of everyone, so that willy-nilly one was forced, lest the other still securely moored vessels be flooded under and to prevent further dangers, to let slip their ropes, whereby the narrow vessel capsized somewhat on her side again, while in the morning it was found that on the windward side a bank 12 feet high had thrown itself up and she lay settled with her leeward side fully 7 feet under the sand. Thus, all hope of salvage being taken away by this, since the commanders, all the tindals, the master carpenter, and several other knowledgeable persons attested that there was apparently no further help left, I have taken the liberty to report such to Your Right Honourable, though to my inward sorrow; while subsequently, upon further orders received, I secured an anchor and cable to the narrow vessel, so that if it should happen, as the natives unanimously attest to have seen examples of, that in the bad monsoon or rainy season with strong drainage such wrecked vessels have washed up above through the tearing open of the banks and drifted outside, in case such should occur in this instance, one might still be able to save the same. Furthermore, the undersigned has the honour to submit herewith a report of the special commissioners who have received the goods salvaged by him from the said vessel successively here on shore, to which he takes the liberty respectfully to refer in that regard, as well as regarding the expenses incurred amounting to a specification drawn up thereof of ƒ2688:15:—, which total amount may seem somewhat high at first glance, but upon review will be found to be entirely appropriate, when Your Right Honourable is pleased to take into consideration that on such work, with hope of success, nothing can be done except with force of men and an ample supply of vessels, ropework, and other necessities. While he meanwhile trusts that his undertaken actions will be honoured with a favourable approval, he takes the liberty to subscribe himself with all respect and esteem. The salvaged goods according to the aforesaid report of the master of the equipage and commissioners having also been discussed, it was, upon the proposal of the Lord Commander, approved and resolved to let all the saved and salvaged goods mentioned therein continue as unassessed goods, but the: 6 pieces iron blunderbusses 10 pistols 6 muskets 6 cutlasses 3 bayonets, and 3 cartridge pouches to be handed over to the ensign, as administrator of the armory, in the presence of special commissioners, to be subsequently accounted for by that administrator; and furthermore to have the wrecked narrow vessel with everything else that pertained to this craft transferred to a separate account, and meanwhile very respectfully to request authorization from Their High Mightinesses to write off the said narrow vessel De Beschermer with all the lost effects as a sea casualty, and in the meantime to let the report follow here below. It was after resumption thereof approved and decided to have the aforementioned 7 pieces of muskets received back, yet found unserviceable, transferred to unserviceable goods and to send the same to Batavia, as well as to deal with the lost goods in the same manner as with the smalschip and the lost effects; but in the meantime to have issued again from the armory for the native soldiers: 8 pieces grenadier muskets with their bayonets and iron ramrods, 8 bayonet scabbards, and 8 cartridge pouches. And to have those firearms, as being issued to the men, transferred to unappraised goods, and to insert the aforementioned report in this place as well. Lastly was read a petition from the sick-comforter of the ship Landskroon, David van Es, of Zierikzee, who in that petition very urgently requests to be brought ashore here and to be transferred to the clerical service. But as one cannot proceed thereto without Their High Noble Indulgences' express authorization, it was resolved to permit the petitioner to address himself with his request to Their High Noble Indulgences. Yet, because the sick-comforter of this Directorship has already been in a weak state of health for a considerable time, and according to human appearances will pay the usual toll of nature with the change of the monsoon, and in order then not to be destitute of such a person, to discharge him in the meantime from the said vessel, and to retain him here for that long, to serve on the secretariat for assistant's board money until Their High Noble Indulgences' further orders regarding this shall have been received. From which all good things are promised. and that they have obligated themselves to bring nothing but sound goods to the bazaar, on pain of confiscation for the benefit of the bazaar commissioners; also to stand surety together with the bazaar commissioners for the majority, or three-quarter part, of the compensation for any deficient, damaged, or defective pieces that might be found missing or defective in well-conditioned bales in Europe or India, and furthermore to undertake to deliver the returns for the Fatherland and India to the bazaar so promptly that the former must be ready for shipment at the latest by the 1st of December next, and the Indian returns by the 15th of March following, whereas anything that is not ready by that time, and thus might arrive too late, they shall have to keep for their own account, and immediately return in cash the advance payments made thereon and properly settle the contracting account in due time. In return, Rupees 100000:- in cash shall be advanced to them at once, and subsequently along the way as much as the Director shall deem necessary, in proportion to the progress of the collection; likewise to grant and credit 1 1/2 per cent for invoice charges on the goods that are collected by water for their account from BrootChia, Cambait, and Brodera, or their environs, and brought here; Thus, since on the basis of these conditions nothing but the best can be expected, and especially that the returns will arrive promptly and complete, it was unanimously approved and agreed upon the further proposition of the Director to let the general contracting for Anno 1768 proceed on that basis, and to formally conclude the provisional contract made, 34 e The 23rd of January Anno 1768. — And thus the contract was formally concluded as took place immediately, just as the same was signed by the Director, the brokers, and suppliers in the presence of all the Council members, recorded below together with the aforementioned memorandum of the amount of the returns. The contracting, supply, and acceptance of all linens, cloths, and cotton yarns requested in the respective demands for Anno 1768 shall take place according to the samples of the previous year as far as external appearance is concerned; however, with regard to the length, width, and wiessas of the cloths, one shall conform to the specifications laid down in the demands, such that even if the samples should not contain the stipulated length, width, and wiessas, nothing must be lacking in that respect in the delivered cloths, disregarding 1 or 1/2 wiessa, and 1 or 2 tessous. 2. For this, the suppliers shall enjoy the prices of the last preceding year, without being permitted to claim any increase, except solely on 5 bales of broad blue baftas for the Fatherland, which must be dyed as a test like the brown-blue berampats, and on which an increase of Rupees 20:- per bale is granted for that reason. 3. And in order that the suppliers may commence the work without loss of time and be able to pursue it vigorously, an advance payment of Rupees 100000:- in cash shall be made to them immediately upon contracting, and subsequently along the way as much more as shall be deemed necessary, in proportion to the arrival of the goods. 4. The suppliers shall also be credited 1 1/2 per cent for invoice charges on everything they purchase in Brootchia, Cambait, and Brodera, or their environs, and normally bring here by water. 5. At 8 o'clock in the morning, the head of the European military, the Ensign Ian Martin Wilke, shall assemble the garrison in front of his residence, and must immediately march them, with flying colors, beating drum, and a corps of oboists out in front, to the front of the residence of the Honorable Fiscal, where he must halt and form a front facing the balcony from where the proclamation shall take place. 4. Directly below the balcony, the drummers and trumpeters shall take their place at the same time, who, however, must stand with their backs to the residence, and thus form a front facing the soldiers. 5. Also at eight o'clock, the head of the natives, the courtier Mhamet Aref, shall assemble all native soldiers, and must place them behind the European soldiers with their musical instruments, state regalia, flags, tournament gear, and led horses in front of them; leaving only the bodyguard of the Honorable Director to halt before the assembly hall in order to accompany His Honor when he proceeds to and from the place of the proclamation. 6. Hereafter, the Director makes known to the people the reason for this ceremony in a short address. The secretary reads the patent whereby all servants and subordinates of the Dutch East India Company are ordered to recognize, honor, and obey the Lord Prince of Orange as their Supreme Governor-General and general Commander.
