293. 137. / June Anno 1768. Resolved to have stone railings made on the sluices instead of wooden ones. The account of the Company's brokers, not yet settled. And having nevertheless been continually urged thereto by the Lord Director. impossible to be. to release the First Broker from his arrest at the wharf. for beforehand the Lord Director however cannot as yet release him from being judged very good by His Honour through the Members, it was resolved to demolish the aforesaid wooden railings and instead of the same to have a small stone wall masoned around both those sluices. The Company's Brokers not having settled their account by the end of the last passed Month in accordance with their made promises, and remaining indebted still Ropijen to the Honourable Company, although they were continually urged by the Lord Director to the settlement; so His Honour gave to understand to the Council that he had again addressed them with emphasis and had maintained in very serious terms about their negligence in the satisfying of the Company's Monies, and had demanded the absolute settlement of their Account at the earliest, but that they in truth declared to have declared that they were as yet incapable of doing so, and also would not be able to get into a state to do so sooner before and until the First Broker Mantchergie was released from his arrest, since his Debtors were currently so slow and unyielding in the satisfaction of their debts that he was not able to collect his outstanding Monies, as his lengthy stay at the wharf caused a great rumor and continually caused the Merchants to postpone payment, whereas when he could go into the city, he could constrain them thereto; But that His Honour 168. / The 3rd June Anno 1768. should not be troubled so much anymore. further execution of this matter Resumption of the Resolutions of the 15th and 23rd April His Honour, for very weighty Reasons, could not resolve to release Mantchergie from his arrest for the present, but on the contrary was of the opinion to keep the same still at the Wharf and thus within our power, although on the contrary according to the judgment of the Lord Director one should no longer trouble him so severely for the actual payment of his remaining Arrear Debt. All of which having been attentively heard by the collective Members, and His Honour having been thanked by the Members for the precautions taken, it was unanimously approved and understood to keep the Broker Mantchergie as yet at the wharf, and furthermore to leave the further execution of this matter entirely deferred to the Lord Director. Lastly, it was also approved to note in this that the Resolutions of the 15th and 23rd April have been resumed and approved today. After performance of the customary prayer, the Lord Director opened this meeting by communicating to the Members that His Honour, when he had departed for the countryside on the 19th June to keep his residence for some time in the Honourable Company's Garden Zorgerij, and since the Honourable Second Bosman also lodged outside, had demanded authority and the keys of the Company's Wharf to the Fiscal van Harn, and that His Honour upon his return on the 28th of the last passed Month had resumed the Command himself again; After which His Honour, before proceeding to the Disposition over any matters, of what occurred since the last held meeting on the 3rd of the last past Month June as well as of that which because of its urgency had been settled with the common advice of the Members, had these following Notes kept; To wit: The 6th June last, the First factor Heijdeman, who pursuant to our resolution of the 29th March past had been permitted to make a short trip to this place, departed again to Brootchia. 140. The 9th of September Anno 1768. with a verbal request for the settlement of the case of the peon But whereupon it was stated that that fellow could not be found. That the Company's First Broker was released from his arrest and brought home. and as well as the second broker was draped with 2 Pommerijs. Advance disbursement of rop:s 16999: - to the suppliers. The request of Mr. Price to have the Company's First Broker appear before their council. Refused by the Director regarding the request for the Widow Bufkens brought to the English Chief pursuant to what was resolved at the recent session of the 3rd of June: when on that occasion they once again requested Mr. Price in the name of the Director to settle the case concerning the peon; but to which he gave as his only answer that he had not been able to find that fellow to this day, although he had sent his people all around and had even informed the family that they must see to it that the peon was sent to him. The 10th ditto the Company's First Broker Mantchergie was released from his arrest, and according to the custom of these lands, as a public proof that he was fully restored again in his honor and reputation, escorted home by two members of the council, the Pay Bookkeeper Huijsinga and Secretary Spierejee, in the company of the Second Broker Govenram, on which occasion his Honor draped both the First and the Second Broker each with 2 Tomerijs. The 13th ditto, Rop 16999 1/30 was disbursed in advance to the suppliers on the contracting of return goods. The 23rd, two English council members were with the Director to request in the name of Mr. Price that the Company's First Broker might appear before their council to answer some questions that would be put to him. And when the Director flatly refused this, 295 145. The 9th of September Anno 1768. this having been refused, to ask him the matter alongside. The Broker having declared his innocence to the Director in the presence of 2 council members. his answer given regarding that matter. was conveyed to Mr. Price: The general muster was properly completed. Receipt of an English report. demonstrating that his Honor could not subject his subordinates to English jurisdiction, they requested that his Honor might then ask him himself whether it was true that he, during his stay at the Company's wharf, had informed the city Governor that his Excellency must shift the blame for everything that had happened regarding the incident with the Persians onto Mr. Price! And this being also investigated by the Director on the 24th in the presence of the council members van Harn and Spierejee, and having presented this most earnestly to the Broker, the same replied that he had never directly or indirectly sent such a message to the Governor, while this answer was conveyed in the same manner by the abovementioned council members to Mr. Price, who replied to them among other things that it was well! and that the Nabob would then have to prove it true, although he could not believe that his Excellency had come forward with untruths; but that the matter has remained as such until now, without anything further being presented or urged upon it. The 30th, in accordance with the order, the general muster was properly completed in the presence of the Merchant and Fiscal van Harn, without anyone being found absent. The 6th of July a letter from the English Chief and Council, dated the 4th of July, was delivered to the Director by 2 English council members, serving only 142. The 9th of September Anno 1768. whereby they declare their inability to assist the Widow Buffkens But that they will send the petition to Bombay. according to written consent of the Council, the Armenian merchant Habetick was accepted under Dutch protection. he being granted rank next to the ensign. ro/a 10000:- disbursed in advance to the suppliers. upon the urgent request of Mr. Price. to make known that they are not able to give any direct satisfaction to the request made by us in the letter of the 3rd of June concerning the Widow Bufkens, but that they would dispatch the received petition at the first opportunity to their superiors in Bombay and notify us of their Honors' reply. The 8th ditto, pursuant to the advice circulated by the Director on that day, with the written consent of all the council members, upon the request made by the Armenian merchant Goodje Habetik to be accepted under the protection of the Dutch flag as a free or private merchant, and to be allowed to pursue his trade there with his people, the said Habetick was not only accepted under the protection of the Honorable Company, but moreover also appointed as Lodgekeeper and Vakil in Amedabaad, and a proper certificate thereof was granted to him. It being proposed by the Director to the members on this occasion how the said Armenian merchant Habetick should be placed in rank, it was unanimously deemed proper to place the same in rank next to the officer of the military and thus above the lesser qualified personnel. The sentence against the deserters is approved by the Lord Director by an act. 3 runaway slave boys have been brought back again. chief, Mr. Price, in view of His Honour's persistent request and for the reasons that he had conveyed to the Lord Director that he was in the highest degree embarrassed for it, the advice having been circulated in writing for signature with the consent of the council, with the consent of the joint Council members, a piece of Malacca round timber was delivered with two capital advances, amounting to a sum of 212 3/20 rupees. The undersigned Director, having read and carefully reviewed all the documents pertaining to the trials initiated by the Merchant and Fiscal Reinier van Harn against the Bookkeeper Willem Beijsenhardt of Amsterdam, as well as against the Sailor Pieter Houtbraken /: and associates :/ concerning desertion, approves the sentences passed by the Honourable Council of Justice of this Direction on the date of the 25th instant against the aforementioned persons, just as they lie, and permits that the same be pronounced and executed. /: below was written :/ Thus done and approved, in the Dutch Office of Surat, the 26th of August, Anno 1768 /: was signed :/ C:r L:r Sentf. The 29th, through the good offices of the English Second, Mr. Gambier, with Mr. Price, two slave boys of the Lord Director and one of the Fiscal, who had deserted to the Moors the day before, were retrieved from the Durbar and brought back. 144. The 9th of September Anno 1768. Upon receipt of an English letter delivered by 2 Council Members, it appearing that their superiors at Bombay cannot help the Widow Buffkens in her claim, as their books show a final settlement. As is testified by the Bombay Council Member Mr. Jervis, all has been paid monthly to the Assistant Christant, wherefore the said widow however made a further request to present this matter once again. That same day, a letter was delivered to the Lord Director by two English Council members from the English Ministry here, dated the 28th of August, serving as a further reply to the letter dispatched by us to them on the date of the 3rd of June last regarding the affair of the Widow Bufkens, wherein they report the reply of their superiors at Bombay, and consequently make known: that the books of the Gamron office have all been examined, which show that the house rent has always and until the very last day been paid exactly, wherefore they maintain that nothing has remained owing to the said widow; while furthermore, concerning the assurance of Mr. Jervis, upon which the frequently mentioned widow also relied in her submitted petition, they only respond that His Honour thinks he heard from the Gamron Chief Douglas that the house rent was paid monthly to the Assistant Christant, who managed the affairs at the time when the Lodge-Keeper Bufkens had proceeded from Gamron to Kareek. And since the Widow Bufkens was notified of this received reply, and she declared to the Lord Director that she would be obliged to acquiesce in the reply obtained if it could not appear otherwise, in case the Lord Commander, upon her humble instance, would be willing to present this matter once more to the English Ministry, as according to her thoughts it would appear 297 145/ The 9th of September Anno 1768. with further elucidation regarding the difference in the rental moneys, and the declaration that her husband never received it. on the adjacent grounds. that although the money was written off in the books of the English Company, her husband, or anyone on his behalf, had nevertheless never received the house moneys, for the reason that no one, according to permanent custom, pays such moneys without taking a receipt for them; and if such papers, whether from her late husband or from Mr. Christant, were at hand, she certainly would have no right to demand her claim; but in case they could not be found for that reason, she still implored the favour of the English Company to be compensated with the amount of 1080:-:- rupees by those who entered the amount as disbursed, but did not pay it to her. While the said widow, as elucidation regarding the difference in the monthly rent moneys, has adduced: that Mr. Douglas had actually promised 80:– rupees per month, but afterwards, out of some conceived displeasure against her deceased husband, had declared that he would give no more than 40:- rupees, and that this was the reason why she in her petition had only claimed 40:- rupees on the assumption that no more had been charged to the English Company; whereas it now appeared that in those books 80:– rupees per month had been written off, and why she had submitted to His Honour's consideration whether it was not equitable that she be due 80:- rupees per month, and thus 2160:- rupees instead of the aforementioned 1080:- rupees; while the frequently mentioned widow had also added hereto that she assured in all sincerity that her husband never received it.

The 9th of September Anno 1768. with the proposition of the Director. to be presented to the English ministry. The Rops: 10000: -. continuing on bond have been discharged again. Rop:s 4000: -. having been counted into the cash by the warehouse master Bangeman, it is resolved to have the bond cancelled. The Broach factor having requested by letter to receive back from the interim Governor. assured that, because of this difference over dismissal, the amount for the first 10 months had even remained unpaid, as her husband had not wished to accept Rop:s 40:: per month, since Rop:s 80: -. had been promised to him, and he addressed himself on that account concerning that treatment to Bombay, but to which no answer was obtained. Wherefore the Director proposed to the Council whether, at the next opportunity, by virtue of the humble request made, and the well-founded reasons newly adduced, as well as on account of the impoverished state in which that widow finds herself, one should once again present her petition to the English Ministry, although one might already presume that this would be of little fruit, with which the members fully concurred. On the 31st ditto were again discharged the ro/a 100000:—. which, pursuant to what was noted in the Resolution of the 31st of August Anno praeterito, had continued on bond. The Warehouse Master Bangeman has also counted back into the Cash the Rop:s 4000: -. which, as appears from the Resolution of the 9th of December Anno 1766, were advanced to him under surety bond, wherefore it was understood that said bond document is now to be cancelled. On the 4th of this current Month, the Director received from the Broach factors a letter together with the first set of Trade Books of that Office, they requesting at the same time that the presented sight gift of Rop:s 9:-: to the interim Governor on the occasion that his Lord father ceded all the country's revenues to His Excellency, and because everyone congratulated him on this acquired favour, which they also could not refrain from following; might be received back by them from the Company's Cash; and while this was considered unavoidable, it was unanimously resolved to qualify them to receive back the said Rop:s 9:-. from the Company's Cash there. The 9th of September Anno 1768. this was granted as unavoidable. short presentation of the true balances with the Company's brokers as of the ultimo of August. To conclude these annotations, the Commander, in continuation of what was resolved at the session of the 3rd of June concerning the arrears of the Company's Brokers, caused to be noted further herein, that the said Brokers had, as of the ultimo of the past month, so far fulfilled their promises that they were already ahead by a considerable sum of Rop:s 19898:3:-, as appears from this Short Presentation. Subsequently, on the Proposition of the Director, it was approved and resolved that, starting with this New Financial Year, the fractions of the Rupees in the Trade and Cash Books, as well as in all other papers, shall henceforth no longer be recorded in fractions of sixty or lesser parts, but in whole numbers, and thus all fractions shall in future be completely omitted from the papers; while furthermore all specifications of the Administrators in their entirety, both of what was disbursed in cash and what was supplied from stock, must be entered into the Cash book, so that in the event of the loss of such a Document, both the items brought from stock and the amount in Cash can be traced from the Cash book. While it was also unanimously resolved on the proposal of His Honour to take the vessels from shore by the middle of this month and to have them rigged; and to take into service the necessary crew for the small vessel, and to send the said Keel down to the mouth of the River in order to look out for the expected Batavia ships. Whereafter the Commander laid upon the Table the findings of the over- and under-weights of the Merchandise weighed out at the Trade Warehouses during the past Financial Year, or from the First of September of the past to the ultimo of August of this Year, together with a formal Finding of the Nutmegs and Cloves brought by the ship 't Veldhoen, both of which Documents, upon review, were found to be of the following contents.

Right Honourable Sir, The undersigned interim Master Attendant, having been instructed by the Honourable Secunde Martinus Joan Bosman to state the prices for which he finds himself capable of supplying all the goods that he ordinarily requires annually in the administration under his supervision, insofar as they can be purchased locally, for the upcoming financial year 1768/9; the same immediately made an inquiry into the matter, but to his regret could find no one outside of the Honourable Company's Modi who was willing or able to undertake the supply of everything from him against fixed and proper prices, and even less so such a person to whom, if an agreement were to be concluded, he could safely provide a cash advance, as must ordinarily be done in such matters according to the custom of the native, besides which he furthermore fears, even if such a person whom one could somewhat trust were to undertake the supply, that at the slightest rise in prices he would nevertheless leave him in the lurch with the supply, especially in these present times, or at least deliver the necessities very slowly and not when they were absolutely needed, which could then serve only to the distress and great disadvantage of the undersigned. Therefore, the same finds himself obliged to make known to Your Right Honour in all deference that he finds himself as little capable, as he considers it little advisable for himself and for the service of the Honourable Company, to undertake the supply of those goods and conclude a fixed contract for them; for experience during his long stay in these lands has taught him more than enough that it is impossible for a European in such matters to do what a native does, especially not such a one as the present Modi of the Honourable Company, who has already had this work in hand for more than 20 years, and in whom, as a well-settled man, one can still place a fair amount of trust. Since therefore the Master Attendant renounces the supply, and since it was most clearly evident from this report that the said Master Attendant entirely renounced the supply and left the procurement of the goods to the Modi, the Lord Commander subsequently submitted to the meeting for consideration 166. The Lord Director proposes to have the ship chandlery goods supplied by the Modi, since the Purser had not declared the same, of great usefulness to the Honourable Company, slight difference between the prices of the Purser and the Modi, the Modi proposed as, in what manner one should therefore proceed with the price currents submitted by the Purser and the Modi, both of which were laid upon the table by the Lord Director, and to which of the two the supply ought to be granted for the stated prices, while His Honour furthermore remarked in this regard: That with respect to the goods belonging to the administration of the Master Attendant, it appeared to His Honour that one ought to leave the supply thereof to the Company's Modi, and that primarily for the reasons alleged by the Master Attendant in his report, which His Honour deemed very valid, and also because the Purser had made no statement regarding them and had declared to His Honour that he did not wish to have the supply of the same, and he had also only declared the greatest part of the goods belonging to his administration on his drawn-up price current. Wherefore the Lord Director considered that one ought to maintain and uphold, as much as possible, the credit and standing of the Modi, who is always of great service and utility to the Honourable Company here, and who, in case of illness or absence of the brokers, was frequently trusted and employed in matters of the utmost importance to the Honourable Company, which would however certainly cause great discredit and disregard if a supply were now taken away from him which he had always attended to and held for the Honourable Company for so many years. Hereupon, the two price currents of the Dispencier and the Moedij having been examined once more and accurately summarized, and it also having been reflected that from the comparison of these against those of the previous financial year submitted by the Moedij, no noticeable difference appeared, and deliberations having been held thereupon to that end, it was approved and resolved by a majority of votes to split the price current, and to determine the same for this current financial year of 1768/9 in such a manner that the Dispencier shall deliver the supply of those goods which belong to his administration in so far as he has made known in his submitted price current, and the Honourable Company's Moedij all the remaining goods, both those he provides in his capacity as Moedij, and those which belong to the administration of the Equipage Overseer, together with all such as the Dispencier requires and are not made known under his quoted prices, and this for the specified prices which the said Moedij has stated in his price current; while it was furthermore agreed to insert both of these papers into these records. September Anno 1768. 6 having been presented to the Director, and now produced by His Honour, it was decided to accept the same as sufficient, and also at the request of the Honourable Second and Head Administrator, it was agreed to cancel the previous surety passed on 26 December Anno 1766 for the Bookkeeper and First Sworn Clerk Dirk Spierejee in the protocol of that year, as well as to have the document now submitted follow below. Today, the sixteenth of August, Anno seventeen hundred and sixty-eight. Appeared before me, Dirk Spierejee, Bookkeeper and Pro Tempore Secretary of Policy of the Surat Directorate, under the supreme command of the Right Honourable Director Christiaan Lodewijk Senff, qualified for this purpose, present the aftermentioned witnesses; the Right Honourable Martinus Joan Bosman, Senior Merchant, Second, and Head Administrator, together with the Bookkeeper and Dispenser Nicolaas Holmberg, who declared, as they do by these presents, to stand surety for the prompt payment of whatever the Junior Merchant and Cashier the Honourable Abraham Josias Sluijsken, by virtue of the office of Cashier presently discharged by him, might receive under his administration and accountability in this function, up to a sum of four thousand silver Surat rupees (at 30 heavy stuivers each), and to place Their Honours as sureties and joint principals, thereby renouncing the benefits ordinis divisionis et excussionis, the force of which words having been fully and properly explained by me, Pro Tempore Secretary; binding for that purpose Their Honours' persons and goods, both movable and immovable, placing the same under the constraint of all laws and judges; but in return, he, Junior Merchant and Cashier Abraham Josias Sluijsken (being also present here), promised to indemnify his sureties entirely, and they, the sureties, to indemnify each other mutually for half, regarding this suretyship, and to hold them harmless and free of claim, under the same obligation as above. Consenting that an instrument in the customary form be made and delivered hereof. Thus done and passed in the Netherlands Office at Surat, on the day, month, and year aforesaid, in the presence of Egbert Nicolaas Wiardi and Hendrik Spierejee, clerks at this Secretariat, as witnesses. The original minute of this was duly written and signed on a stamp of twenty-four stuivers; underneath was written: quod attestor; was signed: D:k Spierejee, Pro Tempore Secretary. 1767 The 9th of September Anno 1768. The carpentering of two galleys etcetera has been contracted out by the Director for 500 rupees, with which the Council conforms. Resumption of the resolution of 3 June. The pound weights having been calibrated by two judicial commissioners, one 50-pound weight was found 1/3 lb too light, and another provided in its place. For the construction of two galleys or kitchens, namely one for the Warehouse Keeper and one for the clerks, both under one roof, timbered with boards on the outside, and the hearths alongside a sewer for the drainage of water masoned with lime and brick, the Director having obtained permission, His Honour informed the members of this Council that His Honour, after having previously made a calculation of the costs, had contracted out this building for a sum of 500 rupees. And as this in no way amounted to a high expense, but according to the opinion of each of the members would turn out to be very economical, the Council fully conformed with this. Furthermore, the resolution of 3 June last having been resumed and signed on this occasion; it was finally noted in this matter: that the pound weights in use were properly calibrated by two judicial members in the presence of the Fiscal, and the scales examined and found in good order, except for one weight of 50 pounds being 1/3 lb too light, which was sealed, and in its place another provided from stock, as appears from the following report. The Lord Director announced to the assembly at this meeting that he had for some time cast his eye upon several parcels of land situated just south of and right next to the Company's Wharf, in order to purchase them on account of the Company, to the end of placing the Company's stable there, which was still within the city and thus far away, and also to make such an arrangement on these parcels that the sailors could henceforth be accommodated and lodged there, since with the presence of the ships north of the Wharf they were not well lodged at all, because the stone staircase situated on that side gave far too much opportunity for smuggling, which, however carefully one kept an eye on it, seemed impossible to prevent entirely, and the tavern located adjacent to it, where English crimps and other bad folk continually frequented, also seemed to be an open door to the seduction of our men; but that His Honor until today had not been able to succeed according to wish in this purpose, because the owners valued them too highly and seemed to stand too firmly upon their price, although some hope still remained to succeed therein; but since this had to be pursued gradually, His Honor subsequently submitted to the consideration of the members whether they, if the aforementioned parcels could possibly be acquired, could agree with His Honor to the purchase thereof; and whereas the Council on this matter conforms with this proposal

Approved. 10 Ceer Persian Red earth approximately with His Honour were of one opinion, and deemed the intended purpose of great necessity, thus each of the Members not only conformed with His Honour's proposal, but also requested at the same time that His Honour would be pleased to manage matters further in such a manner that one might, if possible, gain possession of the aforementioned lands or grounds. Subsequently, His Honour produced an account of the work demanded of him, submitted by the Company's Moedij Mannik Pada, for having two stone walls or parapets built up, instead of the wooden railings, on both of the stone houses standing on the southwest and northeast bastions, which, in accordance with what was resolved in the session of the 3rd of June, had now been completed; besides some further necessary changes made to the residence of the Lord Director, in the masonry work surrounding and moving of the doors and windows of the New Hall; as well as the repairing of the kitchen; the making of a new sink pit, and the whitewashing of the entire residence, amounting in total to a sum of 269 rupees 1 anna, which, after careful reassessment, was resolved to approve, while it was furthermore also agreed to have the aforementioned amount paid to the said Moedij from the Company's treasury, and to incorporate the aforementioned specification herein.
