25 lb red sealing wax and 150 pieces of bunting, while according to a duplicate letter of 18 January preceding, received on 26 February last, the original of which was sent with the narrow ship De Mosselschulp, and which mainly contains the arrangement made by the Cochin ministers, placing a crew of 22 Persian sailors on it and dispatching that small vessel under convoy of an Englishman, although we are still awaiting the same, for having already progressed thus far with the drafting of this letter, we have not yet received any word or sign from that small vessel. And further referring ourselves with respect to the copies of the letters received and sent, transmitted among the appendices of this letter, and regarding the foreign nations, or with respect to the English, no special particulars remain, since we humbly informed Your High Nobles in our humble letter of 25 January past regarding the auction debt of the English free merchant Mr. Boucard that the Director is not only keeping this dispute alive, but will also, after the departure of the bearer of this, prepare a further representation as well as a suitable reply to their last received letter, we thus conform to that in this respect with all submissiveness, and note here only that on 30 December the English Chief, Mr. Price, informed the first signatory that, according to letters from Europe, he had been appointed to continue in the management of affairs on behalf of the English Company and as Governor of the Mogul Castle here. And this being regarded by the Director as a courtesy for cultivating friendship, he had the said Chief congratulated on that continuation in the management by two Council members, according to our resolution of 15 January. And this being all that we have to say concerning that nation, while regarding the French and Portuguese there is nothing to remark, we shall thus only, regarding the native princes and rulers, bring to the knowledge of Your High Nobles that on 9 April of the past year two emissaries on behalf of the supreme ruler of the Marathas, Madhavrao, arrived here to see the Director, who were sent on behalf of His Highness to make a proposal to enter into an offensive and defensive treaty with the Honourable Company against the robber Haidar Naik, and at the same time requested munitions of war, in return for which the said ruler wished to cede some possessions near Bassein to the Honourable Company. But as the first signatory could not enter into this and declined the proposals in an obliging manner, the Director nevertheless assured His Highness that, notwithstanding this, he would contribute everything to maintain the good understanding between the said ruler and the Honourable Company permanently. On this occasion, as already noted under the heading of gifts, we necessarily had to defray the expenses, according to the custom of these countries, of the said emissaries and their retinue of 20 persons, who stayed here for a month in the Company's garden without care, and upon their departure had some gifts presented to them, the account of which is inserted in our resolution of 26 May, to which we respectfully refer. We have also, as evidenced by our resolution of 31 August, upon his request made in a separate letter addressed to the Director, sent to His Highness the entire remaining stock, which consisted of 15 lb, instead of 38 single or 19 double sers of cinnamon. Concerning the expressed, yet improper, dissatisfaction of the City Governor regarding the distribution of the annual gift by the brokers, about which he imagined that he received less than he thought he should have, information having been given by the Director at the session of 26 May on the occasion when the plan for the ordinary annual gift was reviewed and approved, we made such a disposition on this subject as is described in the said resolution, and thus on the grounds of ancient custom, in order not to quarrel with the rulers over the distribution of the gifts, and also not to be continually harassed by them about one thing or another, since it can never be made right for them, resolved to hand over the gifts to the brokers as of old, to be distributed by them among the city rulers as has always been customary. Furthermore, the first signatory was addressed by the Governor of Bharuch in a letter received on 15 November, which, regarding the confirmation of the Senior Merchant Heijdeman in his service, mostly consisted of some compliments.

existed, among other things also requested that the Honorable Company might again come to trade there as before; however, to which the Director has dispatched a fitting reply, in such manner as Your High Excellencies, if you please, will be able to observe from the accompanying translated copies, to which we take the liberty to refer ourselves in this regard: as well as to a letter received from the Amed-Abaad Governor Aspage Genees, who, while sending a robe of honor which the Company's brokers brought over from there hither, has again as before requested the first undersigned to establish a factory there, or indeed to send a European to trade there. But since we in the session of the 29th of March resolved to decline that request again politely, we have, on account of the gift sent, although of small value, and also because the said Governor has in many instances shown himself to be very well-disposed toward the Honorable Company, and has continually offered to show his readiness in that regard whenever opportunity arises, no longer deemed it proper to refrain from having a small return gift presented to His Excellency, according to the project inserted with that resolution; amounting to a small sum of ƒ111:4:– purchase price, and ƒ323:7:8 selling price. Furthermore, we cannot fail to bring to the knowledge of Your High Excellencies that we indeed received report from Cochim that the small vessel the Mosselschulp had already been sent from there hither under convoy of an English ship on the 10th of January last, but that the same has nevertheless not appeared to this day; and that for a few days now a rumor has even spread in the city, first as if it had been taken by the Marhettas of Gerria, and subsequently that it had been retaken by the English and brought to Bombaij. We do not know what we are to think of this, and are also thus far unable to make a well-founded investigation into it, because the ministers of Cochim have neglected to mention the name of the ship or its captain under whose convoy the vessel was given. But in order nevertheless to obtain some certainty, the Director has for the present written privately about it to a good friend in Bombaij. And in case the answer should arrive soon enough, we shall by no means fail to make mention thereof at the foot of this. We also request Your High Excellencies to observe from our resolution of the 3rd instant how we were obliged to take and keep the broker Mantchergie under arrest with us at the shipyard, outwardly or as we publicly profess, as if to force him thereby to the payment of r:o/a 250000:-, which he owes for fetched merchandise in the last two months, but in fact to preserve him from a great misfortune that had been resolved against him, to take, if not his life, at least to ruin him completely. The matter itself is not yet known in its full circumstances, much less concluded, and on that account we are also as yet unable to offer Your High Excellencies a complete report of this incident. But now that we have the principal person in safe custody, we do not believe, however, that the consequences will be very severe. Also, since then the zeal of the English Chief, Mr. Price, has noticeably diminished, who in this case again showed himself to be very partial, and on that account is all the more regarded by us as the sole instigator thereof, because it is an all too well-known fact that the city regents dare not think of putting a finger in the water without his express order, much less that they would dare to attack the Honorable Company's servants with violence and make any infringement upon the Honorable Company's privileges. And we even have hope that we shall also overcome this difficulty with honor, as the City Governor has already privately let it be known that he will give a satisfactory reply to the written representation that the Director had made in a separate paper; of which, for the contemplation of Your High Excellencies, a copy is enclosed herewith under No. 18, and to which, for the rest, for the brevity of time regarding this, we respectfully refer ourselves, as well as to our further resolution of the 15th instant. The skipper of the Veldhoen, Hendrik Mulder, having passed away on the 29th of the past month of March after a short illness, the Equipage Overseer stationed here, Pleun van der Kuijl, was appointed as commander in his place at our meeting on the 5th instant, who also, as appears from the recorded minute of the further resolution of the 15th instant, has both properly taken over this vessel with its appurtenances under his accountability and has even executed a clear transfer of the equipage warehouses and what is attached thereto, to the bookkeeper Jan Jacob Hes, by whom

whom the Director will have carry out this administration under his own supervision, until with the arrival of the upcoming ships we will have again obtained a qualified person from the seafaring profession. While at the same time the 8000:- rupees which the aforementioned Van der Kuijl had in his possession for the purchase of necessities, have been duly paid into the cash office by him, as well as another 3200:— rupees by way of judicial deposit instead of 2000:—:- rixdollars for which he would otherwise have had to provide sureties on account of his administration, and for which amount he is to be credited on that account in the trade books. Meanwhile, this appointment of the said Equippage Master as commander did not take place unanimously, but by majority of votes. For the Director having put to the vote on the aforementioned day which of the two petitioners, the Chief Mate Holjes or the Equippage Master Van der Kuijl, one should choose; the Secunde Bosman, Warehouse Keeper Bangeman, and Cashier Sluijsken declared that they maintained it belonged to the Chief Mate Holjes. But the Fiscal Van Harn, Pay-Bookkeeper Huijsinga, and Secretary Spierejee were of the opinion that one ought to give preference to the Equippage Master, not only because he was an older Chief Mate and in general an older servant of the Honorable Company than the Chief Mate Holjes, but also principally because he had given sufficient proof of his good conduct, vigilance, and competence during his four-year stay in this directorship; and the Director, finding these reasons so sound that he could not refrain from joining that opinion, all the more so as he believed from experience to know the said Van der Kuijl and to be able to consider him a vigilant and knowledgeable seaman, to whom one could entrust this vessel with full peace of mind, and for whom it would on that account be a hard matter if one preferred the Chief Mate Holjes—in whose favor nothing could be adduced other than solely that he was appointed to the ship and had arrived here with the same—and did not now let him enjoy the opportunity for his promotion, which otherwise so rarely occurred for an Equippage Master at an out-station; thus, as stated, the Equippage Master Van der Kuijl was appointed as Commander. But the aforementioned Secunde, Warehouse Keeper, and Cashier have nonetheless remained by their sentiment, although they have adduced no reasons in support of the same. They even requested that their votes might be recorded and consequently brought to the knowledge of Your Right Nobilities. And we, not being able to refuse to comply with their desire, do so hereby; but we cannot, however, refrain from remarking in this respect: that it grieves the Director very much, and will possibly also appear entirely unpleasing to Your Right Nobilities, that this latest letter could not remain free of that animosity either, while the two previous ones sent off in this year have already borne abundant marks thereof. further price reduction of this article which we have cited here before under the matter of Malabar also fully applies to the sales in this Directorate. But how it will turn out with the lot of iron amounting to 502036 lb which Your Honours have sent thither we must wait and see; yet we can promise ourselves little good from it, considering at what low price some lots have been sold there, and that indeed, as Your Honours have rightly noted, an advance of 53 1/8 per cent yields no sufficient profit on an article of that volume. This iron was sold at the time with a net profit of 53 5/8 per cent, and its proceeds have also already been paid into the Company's treasury long ago; however, shortly thereafter extraordinarily much of that mineral was brought in by the English and Portuguese, so that of this same lot a good quantity to the value of circa 25000 rupees belonging to the brokers still lies in the warehouses today, and we have consequently been unable to make any requisition in two years, other than solely for what is needed for household maintenance. For the other merchandise there seemed to be good prospects for a speedy sale, and we wish that the outcome will have answered to it; expecting at the same time that the arrangements which the Director has made regarding the collection and payment of the sold merchandise will be of such effect that the Company will not be subject to any bankruptcies. According to the purchase contracts concluded with the merchants, they are obliged to pay in the following month for what they collected in the preceding month. And if care is taken that this is strictly observed, as the now retiring Director has notably made it his duty to do, it is hardly possible that the Honourable Company could suffer any bankruptcy among such vigilant and wealthy people as the present brokers. The English have never sailed so heavily to Batavia as in the last 2 years. And as they bring everything here or to Bombay, this is also the sole cause why there currently still lies such a considerable quantity of sugar in the warehouses, which is indeed sold, but nevertheless not yet collected, because it is impossible for us to compete in the market here against the English, even though we sell the goods as dearly as they do. For the merchants who buy from them pay nothing for export tolls etc., whereas on the contrary these expenses cost ours, or those who buy from us, easily 7 to 8 per cent. We see meanwhile with regret that continually considerable lots of sugar, arrack, and other goods which private individuals manage to obtain in Batavia are brought to Bombay, whereby the Honourable Company's trade in Surat is so significantly injured. The report received concerning the cargo of The Jenny unloaded there can serve as further proof thereof, and that report is not a little reinforced by the fact that that vessel departed from Batavia as if by stealth to escape the inspection which Your Honours had intended to have carried out on its cargo loaded there, of which, so it seems, he had timely knowledge. Regarding the collection of piece goods and further returns for the Netherlands, we refer to our currently departing requisition. The packing of the spices, both with respect to the chests and otherwise, has now improved to such an extent that for two years now no notable difference whatsoever has been discovered between the Batavian gross weight and the receipt here. And in general the short weight on the spices upon weighing out to the merchant is so slight that it hardly deserves the name. We have furthermore, under the main section of written-off and written-down items, also noticed the short weight of 5 7/8 per cent on 2100 lb of cloves, and since that short weight was also mainly attributed to the bad condition of the chests in which those spices were packed, during the year 1764 it appeared in the ministers' advices, and we judged we examined the reasons which the administrators in the West-side warehouses submitted for their justification and which were substantially mentioned in your resolution of 27 August 1765; which reasons, however, have by no means appeared so satisfactory to us that we may entirely acquit the said administrators, at least from negligence. For if the opening of the seams of the chests could have been caused by the shifting in the holds of the ships and by the entire Surat climate, that same defect in the chests would have been found previously, of which, however, no evidence has ever appeared to us, and which would also not be sufficient, since the necessary provision against it could and should have been made. weighing out to the merchant was so small that it scarcely deserves the name. ought to have been done, we shall nevertheless, out of consideration for the fact that Your Honour was satisfied with that explanation of the said Administrators, not express ourselves further on the matter, in the confidence that they, in compliance with Your Honour's earnest recommendation, will in future take the requisite care that the spice chests are properly fitted out in order to exempt themselves from the compensation for short weights that might be caused by the bad condition of the chests. We cannot further pass over without mention that the Ministers have permitted the officers of the ship Amerongen to deposit into the Company's treasury a sum of Rop:s 3516: 1/60 or ƒ 2175:1:8 for the amount of the short weight on the spices upon unloading, sugar thrown overboard in a heavy storm, and damaged spices, instead of debiting the said officers for this on their account of pay, as ought to have been done according to the order, and in the future will also have to be observed, without permitting such provisional deposits in place thereof. The order to debit the ship's officers on their account for the deficit has always been observed here, and departed from only in this instance, because the circumstances thereof were unusual and the sum was so large that we deemed it safer to have the same deposited provisionally, considering that the Company in that manner nevertheless held that amount firmly in hand, whereas by debiting on account it might sometimes be deprived of it, in case it should sometimes happen that the officers during the voyage should come to die or expend their money to satisfy other debts. We have examined the petitions sent to us from the senior merchant Kellij and the junior merchant Blauwkamer, and as far as concerns the request of the petitioners to be relieved from the assessment imposed on them on account of the funds that in the year 1762 had to be paid to the Nawab of Souratta, having taken into consideration that the petitioners in their defense appeal to facts which, particularly with relation to the window made in the room of the senior merchant Kellij, greatly differ from the reports given regarding that case by the ministers, and about which we therefore cannot properly judge without further information; that furthermore those assessments were decreed by Your Honour, and we already declared ourselves regarding the settlement of such matters in our general rescript of 6 October of last year, we have for the same reasons thought fit to leave it to Your Honour to dispose of the petitioners' requests for exemption from the aforementioned assessment in such manner as Your Honour shall judge equitable and proper. Yet with regard to the request made by the senior merchant Kellij to be relieved from the assessment that Your Honour imposed on him on account of what was found deficient in the treasury of the former cashier Oudenhoorn, we persist in what we stated in this regard in our above-mentioned rescript under this head, and accordingly expect that the Company will have been indemnified in this respect. Holding Your Honour's further dispositions regarding the credit and debit entries, assessments, and compensations to be well-considered, we furthermore also approve of your adopted resolution to allow the debt of the Bombay Governor Momenchan to continue solely within the books, and to write off that of Mocha finally, since indeed nothing is to be expected of the latter and little of the former, and it is therefore best to clear the books thereof as much as practicable. Having noted with pleasure under the Head of Ships and Vessels Your Honour's attentiveness to have the returns for the Netherlands brought to Gale at the proper time, and not doubting the prompt execution of the orders that Your Honour has issued for the dispatch of the ship that shall be destined to carry those returns thither, we hope to experience the desired effect thereof. to prevent abuses or bad practices, it is generally established by us that none of the Company's ships or vessels may be sold except for scrap, although we exempt from this general order those vessels which have not been built at one of the Company's yards, and whose sale is conducted in places where anyone has the opportunity to have such a vessel built, since in that case the reason why we disapproved of selling vessels with sail and tackle ceases for the most part, and one can therefore also choose the most advantageous sale. The commanders of the vessels belonging here are of such low status, and ordinarily so subordinate to the Equipage Master, that they scarcely dare demand what is necessary, much less oppose him. And when one adds to this the usual greed of the Equipage Master, whereby they are all too often tempted to draw up large accounts and yet incur little expense, then it is no wonder that the vessels are neglected unless the Director himself keeps an eye on them in a particular manner. It having been shown to the Fatherland how faithlessly the deserted Equipage Master Klinkart acted in that post, it is pleasing to us that the Company has been compensated in that regard; we also judge that the authorities of the vessels belonging there, who knew that for three years hardly any repairs or provisions had been made to them and kept silent about it, were utterly blameworthy in that matter, and to our regret we find therein well-founded reasons for displeasure regarding the conduct of the previous Administration, which seems to have paid very little, or rather not the slightest attention, even to matters of such importance. The service of the Moorish seafarers being hardly dispensable, we wish that the further orders which you have issued regarding the prompt return of those people and the drawing up of specific lists of those who are still in actual service will fulfill the intended purpose, so that as far as possible the difficulties that occurred in hiring those sailors and in paying their wages may be prevented. The recruitment of these necessary people is proceeding fairly well at present, as in the last three years 300, 400, and [illegible] were sent to Batavia each time. Among the domestic matters, the decision approved by you of the Ministers to conduct the general inventory of the Company's goods and effects only once a year having come forward, we shall conform to it, trusting that Director Senff will keep the required supervision over the handling and preservation of those goods and effects. The now departing Director Senff flatters himself with having fully satisfied this expectation; and the incoming Director Bosman takes the liberty of assuring their Right Excellencies that he will endeavor to do no less. All the further arrangements that the said Director made, both regarding the disbursements to the Company's servants, the handling of the pound weights, as well as the transfer of the received funds into the main chest and the specified payment to the Small Cashier, are likewise to our approval and serve as pleasant tokens to us of his diligence and zeal in redressing all the disorders that have existed here. All these arrangements have been strictly observed to date, and the departing Director considers it a great honor that his modest efforts to put the administration on a proper footing have the fortune of enjoying their Right Excellencies' favorable approval. We furthermore express our particular satisfaction that the long-intended goal of transferring the Company's entire establishment to the shipyard has now largely been achieved, and we therefore also approve of the means that Director Senff has employed for that purpose. This important point, which the departing Director not without reason considers the most essential of all that he has been able to accomplish during his five-year administration for the benefit of the Company's interests and for the security of its servants, is now already placed on such a good and firm footing that no change can easily come to it, so long as justice and fairness prevail.

And this encourages us to take the liberty to once again implore Your High Noble Lordships' favour for a favorable decision with respect to the aforementioned commissioners; the more so since the departing Director must in conscience testify, and with all sincerity assures on good grounds of knowledge, that the suppliers of that rosewater have had not even three, but scarcely one percent profit on it, and that it even happened to him two years ago that, having ordered twelve cases of that fragrant water from Masqat for the daily household use of the native grandees, no more than six cases were found passable upon arrival here. We shall also carefully keep in view the exhortations made by Your High Noblenesses for the improvement of sales, and particularly strive to stipulate the highest possible prices for powdered sugar; although we can at the same time sincerely and in good conscience testify that there is as yet little prospect for this at present, because foreigners import excessively large quantities of that sweet here, and thereby not only diminish the consumption of sugar in general in a very notable manner, but also spoil the market to such an extent that we can form a good outlook here with absolutely no hope of success. Nevertheless, the incoming Director in particular requests Your High Noblenesses to be persuaded that he will neglect nothing, but will constantly exert all his powers to give proof of his vigilance in negotiating the best prices that can ever be obtained. With relation to the previous year's remainder of the sold powdered sugar, concerning which Your High Noblenesses wish that the remainder had not remained too large before the last rainy season, we cannot avoid sharing that in this matter we likewise could not succeed according to wish, for the same reasons as we had the honor of citing just now regarding sales, namely the heavy supply brought by the English in the past year, and also because those competitors have far too great an advantage over us, on account of the outgoing tolls and duties, for which they or their merchants pay nothing, whereas those who buy from us are indeed obliged to pay 1 to 8 percent. Besides the report of the Bookkeeper General concerning the difference in the calculation of risk charges on pure instead of on unrefined gold, the first signatory also has the honor to express his most humble thanks to Your High Nobilities. And he takes the liberty of presenting herewith in originali to the same a report, wherein he trusts to have not only refuted most clearly the proposition of the Bookkeeper General, but also to have shown that the position of the Visitor General, though not unfounded, nevertheless tends so little to the disadvantage of the Company that, for the reasons presented, he hopes Your High Nobilities will most favorably please to relieve both him and the Padang administrators of the assessment of ƒ404-9 imposed upon them; in which regard he once again takes the liberty of requesting a favorable disposition. That the anchor picked up here in the roads was not credited to the capital city is an omission for which we humbly beg pardon, and which is hereby redressed, we having already taken a resolution to that effect in February last, although by mistake it was not carried out. No less disagreeable than to Your High Nobilities has the non-liquidation of Boucard's auction debt always appeared to us. Your High Nobilities are fully aware that we have continuously left nothing unattempted to collect that money, although the outcome has not answered our wishes. We took this matter into further consideration in our meetings of October 29 and November 22, and having not yet been able to proceed to make use of the authority obtained from Your High Nobilities to address ourselves to the Court of Justice at Bombay, we drafted, resumed, and approved an ample letter to the English Ministry here, according to the draft prepared by the first undersigned at the last-mentioned session. We have primarily shown therein that the auction of the former Director Drabbe was that of the Company; that neither Boucard nor his heirs had any claim against our Company; that consequently their proposition falls away, as if this matter involved a dispute over meum et tuum; and that consequently it does not pertain to a Court of Justice, but the Political Judge is, and must remain, the one from whom the nature of the matter requires a settlement. We have already dispatched this letter to the English Council here, and we sincerely wish that it may be attended with good success, of which we shall then also have the honor to report to Your High Nobilities at a further opportunity, and at the same time send a copy of that letter, which is currently absolutely impossible for us owing to the abundance of work and the shortage of clerks at our secretariat. And thus we shall also, at the very first opportunity or properly with the last ship, be able to inform Your High Nobilities of the success of our efforts toward recovering the advance made by Dutch officials on Ceylon to English shipwreck victims there, concerning which we thought fit in our meeting of October 29 last to address ourselves to the Government of Bombay, which appears to us to be bound to constrain James Stevens in case of further unwillingness to pay such a most just claim, which upon a good outcome of affairs we shall credit to Ceylon. Of the easterners placed on the ships as reinforcements, we have detained no one, according to the orders; but they are returning as such, except for two who ran away, and one who, according to our resolution passed on November 22, after having first been punished on board for reasons to be seen in detail in that resolution, was put ashore on Domers and dismissed from the service of the Company. Also on the 7th and 17th of October, we granted the two first-mentioned ships their submitted requests for necessities, as containing nothing superfluous, and each consisting of the following, to wit: 30 dockers to discharge and load the ship; the repairing of sloop and boat; [illegible] the lanterns, binnacle lamps and bottle lamps; the repairing and tinning of the cookhouse equipment; mats and nails for dunnaging the hold; planks for lining; good monthly wages for the crew; and caulking according to necessity. However, since in recent days the boat of the Huijs Om was also found to be completely eaten away by worms insofar as it had lain in the water, and time was too short to have that vessel properly repaired, we have, in exchange for the service of the aforementioned vessel, provided the boat of the Huijs Ter Meije, so that after repairing the aforementioned unserviceable one, it can be re-equipped therewith. Regarding the delivered cargoes: We can report to your High Noble Honours' satisfaction that the officers of Jonge Lieve have so well accounted for their imported cargo that virtually nothing can be said against it, since the spices and the camphor were brought in well-conditioned chests, seroons, bales, and tubs. And because no discrepancy was found with respect to the specified gross weight, those goods have all been properly stored and secured in the warehouses. The widow of the former Resident at Gamron, Bufkens, has presented to us the enclosed petition. We take the liberty of presenting the same again to Your Honors. And we very kindly request that Your Honors will have the goodness to help that poor woman, so that her claim may be promptly satisfied.
