Especially regarding the received new demands, both for the fatherland and the Indian regions in the year 1770, we note beforehand that having divided them at once for this main settlement and the subordinate factories, from which such decisions and arrangements in that regard have resulted as we have the honor to present to Your High Noblenesses in treating of the same; and thus concerning this main settlement Nagapatnam, we record that having entered into negotiations with the merchants at our session of October 27 last, we have, upon a petition submitted by them on that day touching their suffered loss on the ordinary guinees due to strict sorting, and raised difficulties about admitting, alongside them, private suppliers into the trade, however unfounded their reasons adduced to that end may have been, likewise refrained from private suppliers. However, on the other hand, we expressly stipulated the complete fulfillment of the demand fallen to their share upon division, without any failure, conforming to the samples, at least as virtuous as the supplier Raadja Wengadeesjam Chitty has collected and delivered, and that for the prices of anno 1766 and 1767. Consequently, the latest increase, or that added in anno passato on the coarse guinees, according to our resolution of October 24 of the past year and the outgoing letter via Ceylon of December 18 mentioned therein, would have to cease, with the further express condition that whoever among them should fail in the slightest regarding the aforesaid would immediately be dismissed without the least consideration being shown. If, on the contrary, this is precisely fulfilled, no use would be made of private suppliers. To all which conditions having submitted themselves, the contracts were thereupon concluded with them, and entered into the aforesaid resolution of October 27. Submission of the same to the previous prices, and why this was agreed to now as well as in anno passato, and conclusion of the contracts. Item with those of Portonovo for the latest paid prices, without there having been any possibility of diminishing the increase of 8 percent granted to them on the bleached ordinary guinees; and wherein we finally, for the sake of their debts, which have again been diminished by an amount of pagodas 18807 2 40 or f 135:1:-, had to consent just as well as, for the same motives, to their request made by petition for acceptance and shipment for their account to Batavia of their rejects, on those same conditions as happened in anno passado, according to the tenor of our decision of December 5 and outgoing advices via Ceylon of the 18th thereafter. Although Your High Noblenesses, in your most revered missive of July 25 of this year, were pleased to instruct us to practice this as little as possible, one nevertheless, because of the urgency of that request, and in order to arrive all the sooner on an even footing with the debtors among those merchants, under the favorable interpretation of Your High Noblenesses, had to accede thereto, while their over-delivered blue linens, to an amount of circa 88 packages, have been accepted in reduction of the new demand. Order given to collect two packages of sucartons as a trial, and for what purpose. And whereas the merchants, on the occasion of their raised grievances regarding the impediments that occur to them in trade, among others also adduced the far-reaching collection of all kinds of cloths being carried out in the environs of Portonovo for the English, among which also a large quantity of fine bleached and dark blue sucartons, which find their market on the Malay Coast, Malacca, and Palembang, the piece costing first quality bleached pagodas 6 7/16 or f 82 1/2, and dark blue also first quality pagodas 6 3/4 or f 13:7:8, we have therefore ordered them to collect one package containing 100 pieces of each of those two kinds to be sent to Batavia as a trial, in order, upon realization of a reasonable profit, to collect of the same if it pleases Your High Noblenesses, which also can serve not a little toward a speedier and easier liquidation of the Portonovo debts. 236 mostly had fallen short, and what they had intended thereby; but being deceived in their objective, because it had been decided to commission those bales elsewhere, and consisting for the greatest part in shortages; those merchants, through the instigation of the Merchant Andiappa Moddelij, attempted, by rejecting the last-mentioned number, to place us in an embarrassment and to compel us to grant the price increase desired by them, but declined by the Chiefs; yet seeing that nothing would come of it, and thus being frustrated in their intended objective thereby, because we, upon the report received thereof via the servants' first-mentioned letters, already at our session of 30 October ultimo decided to open to tender elsewhere the delivery of 106 bales, which at that time had been rejected by the merchants, when the requisition for the Eastern Governments had not yet been received by them, as it was not deemed advisable, so as not to be obliged to accept rags, to force them to accept it; for we found it not at all advisable to force the merchants to accept it as well, because one would then be obliged to accept whatever was delivered by them, thus very likely bad rags among it; Andiappa Moddelij declared, after all the contracts had been signed and everything was established in esse, that he would privately procure 70 bales of the aforementioned rejected 125 bales, because he said he could completely fulfill the quarter allotted to him in the distribution of the aforementioned 266 bales in the coming month of March, so that he would have to sit idle for the rest of the time, which not a little upset the old merchants, and notably Baal Chittij and Cheddeappa Chittij, accusing Andiappa Moddelij consequently of not having dealt with them 237 in good faith, because they had relied on him regarding the raised difficulties and losses, which made them all fear the acceptance of those excluded cloths; this dispute gave occasion to the Chiefs to make proposals to those old merchants, that if they likewise could be in a state to fulfill their share also in March, they could then equally share for one-fourth in the aforementioned 70 bales in question, namely if all of them completed the delivery in that time, or for a third if two of them did so, and for half if there were only one; but they declared themselves unable to do so, because being restricted to a suretyship, they could not receive so much money at once as Andiappa Moddelij, and if each of them were allotted his share in those 70 bales, they would then, towards the closing of the accounts, deliver just as well as Andiappa Moddelij now deemed himself able, and had undertaken, to do; but in order to humble their arrogance in that regard as much as possible, and to teach them to be more reasonable in the future, as well as not to attempt to deceive us by a feigned refusal and win us over to their desires, we took away the entire delivery of those 125 bales and commissioned the merchants here with the procurement. In the meantime, upon the submitted grievances of the merchants Baal Chitty and Cheddeappa Chittij, that if they were not allowed to have more than 1000 pagodas under their control, they were not 238 able to maintain a continuous delivery, and consequently the settlement of their debts would be delayed longer than they wished, the suretyship of the last-mentioned was increased to 2000 pagodas, both because he paid off pagodas 198: 11 3/8 or f 893:2: 10 on his debit, and also because the Chiefs testify that those persons who interceded for him as sureties were just as secure for the latter as the former sum, the more so because nothing else was intended thereby than to settle those almost desperate Sadraspatnam debts; for it is certain that the more money the merchants can circulate and distribute among the weavers, the more advantageous it is for their creditors; however, regarding Baal Chitty, no change has yet been made, for although his surety, the merchant and fiscal of this main settlement, Tammerus Canter Visscher, has positively declared that he will continue his guarantee for another year, and this merchant has also handed in a sum of pagodas 822:3 7/8 or f 1449:2: 10 in reduction of his debt, yet regarding the increase he could not

Regarding the increase of the guarantee, he could not declare specifically before he should have spoken with that merchant himself, who is expected here, and arranged what is necessary, but the third merchant, Madahoe Sses Casjelam Chitty, for whom the receiver of revenues here, David Vick, is guarantor, has completely failed to meet expectations, since his debit, instead of decreasing, has increased by pagodas 1353:2 5/8 or f 6039:19:—, which is why Regarding Sadras. As regards the factory at Palicol, the chiefs there, having been unable to reach an agreement with the merchants concerning the 40 pieces of extra fine guinees and 25 corgies of sprijen demanded from there, because the merchants declared it impossible for them to deliver at the prices paid in the year 1762, have assigned the provision thereof to private suppliers, provided however that payment should be made not in new Nagapatnam pagodas, but in three-image pagodas, since with the first-mentioned currency it was impossible to manage with the weavers and other linen merchants without suffering a notable loss, as found described in the chiefs' letter of the 8th of August and our subsequent Assurance of the servants there that they would try to conclude the new contracts on the most advantageous terms, yet although there is no conclusion to that as yet, it is assumed that the increase will not be able to be bargained down. Advantageous state of the collection there, because the demand is not only completely fulfilled, resolution of the 16th of September thereon, in which the servants at the same time declare that they would do their utmost to conclude the contracts for the other demanded cloths in the most favorable manner for the Company. Yet although we have as yet received no further or final report thereof, it is nevertheless supposed that it will not be possible to bargain down the increase on coarse weaves granted there to the merchants mentioned in our advices of last year, but that this must be pursued in time, which was also recommended to the chiefs; while meanwhile the collection there continues to make favorable progress, the demand of the past year being not only completely fulfilled, but according to the servants' but already another 93 bales are ready, besides what is still unbaled. Yet the servants have promised to urge the revocation of the increase on the coarse weave, but what they fear in that case. No report from Jagannaykpoeram has been obtained as yet. servants' letter of the 8th of October already 93 bales on the new demand are in stock, besides the linens which at that time lay both at the bleachfield and unbaled in the warehouses. From Jagannaykpoeram no complete report concerning this has as yet been received either, since up to the dispatch of the chiefs' letter of the 25th of October last they had not yet entered into negotiations with the merchants there, although the chiefs promise that during the contracting they would try to persuade the merchants of white linens to the reduction of the 5 percent augmentation on the coarse weave granted to them, while they at the same time fear that the bargaining down of the same, to which the merchants could indeed be forced, would have a very bad influence regarding the abundance Impertinent conduct of the Bimilipatnam merchants regarding the delivery assigned to them, in demanding the aforementioned increase. 400 bales of guinees for India of the new weave. abundance of the collection of those cloths, especially at a time when the need for the same not only continued, but also the demand for them this year for that factory was 150 bales larger. Thus, the said Secretary and First Clerk, and in particular the last mentioned, from whose department it was to furnish all the papers and documents cited and handled in the letter and to form a proper register thereof, upon whom also the Secretary had relied, resigning himself to the actions of the First Clerk in that regard; but who likewise, having governed himself by the memorandum of the trade office, overlooked and did not reflect that the general list cited in the letter was not noted on the memorandum, much less to be found among the submitted papers. Thus it was an accidental omission brought about through others, to their particular regret. Another humble request for an apology is made, as well as regarding some copying and collation errors that slipped in here and there and were overlooked, under the humble assurance that in the future, through better attentiveness, they will take care that no displeasure is caused to Your High Nobilities. Meanwhile, we present to Your High Nobilities herewith the aforementioned un-sent list of debtors, as that of the recently expired trading year 1768/9 cannot yet be furnished because the books of most all the offices, as well as the final settlements of the merchants, have not yet been received. Therefore, the same is to follow, either by a further opportunity via Ceylon if it can still happen early enough to be dispatched from there, or otherwise with the ship expected from Bengal. Until that time, one is also unable to report anything positive regarding the actual condition of the debtors, here only noting the grievance of the Palicol chiefs in their letter of 8 September regarding the slowness and carelessness of the five merchants there, Cannamoerij Namasuwaijen, Mahamadoe Assien, Bollapreggada Enkana, Cannamoerij Moetaijen, and Daat Ccherij Riddij, to revive their fallen affairs and to diminish their old debts to the Company, amounting together to Pagodas 2910: 15/¾ or f3097: 19:—, availing themselves in that regard of all kinds of pretexts and evasions, and especially that not enough money was advanced to them, and they were thus unable to pay anything toward their old debt and add any luster to their sinking credit, as their peers were able to do through the obtained generous advance provisions. However, the chiefs raise objections to this, testifying that they had trouble enough getting back what had been advanced to them. For all of which, at the session of 23 October, it was resolved to urge them once more in our name in the most earnest manner toward the liquidation of their debts, threatening our resentment. But if those threats should also have no effect, then to advance them no more money, but to demand their shares in the requisitions from the other merchants with whom matters stand favorably. And we have at the same time requested the necessary information from the servants as to whether, if one might resolve to have those traders arrested and brought here, the same might cause any disputes with the local lord. For although such might well take place by virtue of the obtained privileges, nevertheless some reflection of obstacles arose with us in that regard, because the new rulers, principally the Moorish government of these lands, currently care very little for the old prerogatives, however powerful and validly established they may be and confirmed by the practice of immemorial times and having become laws, as it were. But if there were no possibility for that, whether at least their movable and immovable property could not be sold, either in full payment or in reduction of those traders' debts. For the sale of all kinds of trade goods depends solely on the greater or lesser consumption and vent in the upper lands; though the vent of the nutmegs has for some time been proceeding reluctantly. 877 264 In respect of the sugar Trade, and Your Excellencies' dispatched order regarding the same not to demand it in the future unless one was somewhat assured of its vent shortly after its receipt, we can say nothing positive, because the prices thereof rise and fall very quickly, depending on whether much or little is brought to Madras. What to state regarding this matter. We now experience more than enough regarding the excessive credit given on the account of the Palicol merchants for the merchandise received by them from the Jaggernaykpoeram warehouses against the delivery of linens. For whatever efforts the chiefs have made to persuade the merchants to restitute the same, if not all at once, then at least in installments, everything has hitherto been in vain, according to the letter from the servants of 8 September last. They stubbornly maintained that this, or the premium, had been promised and granted to them by the former chief Scoffier, and that he had thereby repeatedly encouraged them to take on trade goods, which they otherwise would have managed to avoid doing. And appealing to a previously submitted writing, since, beyond the trouble of getting rid of those goods, they had also had to suffer losses; for that purpose appealing to a document submitted by them in that regard, which was sent along with the chiefs' letter of 9 February of this year, and which is now once again respectfully presented among the annexes hereto to Your Excellencies. What they assert in that regard. According to their calculation, they would still have a large sum of money to claim from the Honorable Company instead of having to pay, and the loss suffered by them thereby was the primary reason that they remain indebted to the Honorable Company. The merchants on that occasion made it clearly known that as long as this disagreeable matter was not decided, they would refrain from taking on further merchandise. Decision taken to shelve that matter until further writing in that regard is obtained. Although, not long thereafter, according to the chiefs' letter of 8 October last, they requested on their own initiative and also obtained 2,000 pagodas in various trade goods. Wherefore, at our session of the 23rd of that month, considering that by applying coercive measures for the execution of the order dispatched by Your Excellencies in that regard in the revered missive of 25 July—namely, that the excessively received monies should still be paid by the merchants—perhaps all compliance would disappear among those traders, to the hindrance of the collection of linens, which at present makes desirable progress there, as mentioned herebefore; it was decided to shelve that matter for the time being until we shall be honored with Your Excellencies' revered writing in that regard, in response to what we had the honor to show further in our letter of 29 August last, dispatched per the Vreedelust. However, we shall in the meantime have all possible means and persuasive arguments used to convince those traders of their unreasonableness in that regard, to induce them to reimburse those monies. Test conducted on the nutmeg received from Batavia packed in tobacco. Pursuant to what was communicated in our respectful letter of 29 August last, the nutmeg received from Batavia packed in tobacco, regarding which a test was conducted here after what was noted in our resolutions of 2 and 14 August abovementioned, in accordance with Your Excellencies' revered order contained in the Extract of the general resolution of 10 April of this year: half, or 46 lb, was again packed in tobacco, and the other half, or an equal quantity, was placed alone in a chest; and, having been garbled in accordance with the decision taken at our session today, there came from the quantity with tobacco 3/8 lb and from that without tobacco 3/4 lb of mite-eaten nutmegs, yielding a loss of 4/8 stiver on the first and 1 3/16 per hundred on the second parcel. Finding that they yielded them with a loss; separation of those nutmegs from the tobacco and why none was then yet expected. And upon a further examination, it was found that the nutmegs from both parcels had an unpleasant taste and were much more scorched than other nutmegs, although little smell of tobacco could be detected on them, either internally or externally. We have further ordered those nutmegs to be separated from the tobacco so that, having been aired for several days, they may subsequently be mixed in small quantities among large parcels being sold, in order to suffer no loss therefrom. Regarding the cash funds: In that respect Your Excellencies will already have observed from our letters of 17 July by the Westenveld, and 29 August dispatched thereafter with the Vreedelust, the meager supply of monies before the appearance of the first-mentioned vessel, and the employment of the gold received therewith, as well as the intended employment of what was brought by the second-mentioned vessel, as also of the gold that was expected at that time from Europe via Ceylon. Continuation as Your Excellencies were pleased to remark regarding the ample fulfillment of our made petition for money, we demonstrate in all deference that the f 20000 or p a/o 44444: 30:33 1/3 obtained from Ceylon, as well as a part of what was received with the two aforementioned ships, have already served and been employed for the previous or expired demand, as also for the payment of the 11000 paco or f 49500:- taken up according to our resolutions of 8 May and 10 July past, together with the cloths collected by the Batavian estate administrator Pattan Mahometh Nina to the amount of pa /o 8114:7:30 or f 36513:5:—; and from which also further will have to be paid the cloths that are being collected for the account of the lieutenant of the natives at the Indian capital, Assan Nina Dant, which at the roughest estimate will well amount to 20000 pa/o or f 90000; thus, all those posts being deducted from the capital of f 1384000 or pao/o 352000:—:— calculated by Your Excellencies, the remainder is most highly needed, and will at best be sufficient for the procurement of cloths on the new petitions, for on the [illegible] there is no fixed assessment not counted so that, not counting the proceeds of those pearls, and also not counting the unavoidable expenses in the Company's service, one has been unable to spare anything for Ceylon, so that one has been able to spare nothing for assistance to the Ceylon government; yet, in order nevertheless to obey Your Excellencies' venerated order, and for the sake of the urgency with which the request of the ministers of the aforementioned island was supported, we have, pursuant to our resolutions of 23 and 30 October last, provisionally assigned to those ministers one of the three gold chests that of the 10 pieces received from Europe were still to be found at Tutucorijn, instead of the proceeds of the pearls sold here demanded back by the same, mentioned in our resolution of 6 April of this year; yet we doubt greatly and for which reasons, to make a further advance provision, one will even be embarrassed greatly whether we shall indeed be able to send any further relief of funds thither, for through the advances that one has been obliged to hand over both to the merchants here and to those of Portonovo, amounting together to circa 94000: — pa co, and that remitted for the benefit of Palliacatta through the factor of the money merchant Boeken Casidaas, pursuant to the council's resolution of 18 November past to an amount of pa /o 22265:—:— or f 100192:10:-, a considerable breach has been made in the supply of money, so that in about four months, when further advances must be made both here and at the southern factories, we shall again be embarrassed, for the Order given to Bimilipatnam to send 8000 pac to Sadras, and 2000 from Cuddalore; item from Palicol p a/o 6895 to Palliacatta silver must be retained for the North, although upon sale, because of the high price of that metal at present, it will yield just as much profit as the minting of the same into rupees; having furthermore, in order also to provide Sadraspatnam as much as possible with money, caused 8000 pac or f 36000:-:- from Bimilipatnam and 2000 pa /o or f 9000:—:— from Cuddalore to be transferred thither, as also from Palicol via Jaggernaykpoeram to Palliacatta a certain sum of 6895 new Nagapatnam pagodas without agio, which at the first-mentioned factory, according to the writing of the chiefs of 8 September, could not be disbursed without loss, and even up to 46 percent. What was found thereby, yet examination showing that not enough alloy was taken. since the departure of our aforementioned cited letters of 29 August and 14 October, the finding of the silver minted into rupees at Jaggernaykpoeram in the quantity of 5000 mog: Trois or 986 1/4 meq: sf: bhaar of silver having been received, it has been found that from it proceeded 21740 75/36 pieces of rupees, which, calculated at 3 3/8 pieces per pagoda with 4 percent agio, amounts to pa/o 6432:20.70 or f 2897:18:8; thus yielding, after deduction of the mint expenses and of the cost of that parcel of minted silver of f 23683: 1:- or p=r /o 5697: 12: 64, a profit of f 3308.75 or pa /o 735:6:5 1/2, or 13 percent; yet, upon exact examination, pursuant to the resolution taken in the session of 23 October, it having appeared that at Jaggernaykpoeram which had to contain 11 penningen 12 7/8 grains, yet upon assaying the same were found to be only 11 penningen 10 1/2 grains from that, at Jaggernaykpoeram not enough addition or alloy was taken with that silver, wherefore the same yielded fewer rupees than could have occurred, and after the mixture effected there, the aforementioned minted rupees also should have contained a higher alloy of 11 penningen and 12 7/8 grains, yet upon assaying here were found to be of only 11 penningen 10 1/2 grains, and thus identical to the Pondicherry ones, according to the report of the assayer inserted into the resolution of 18 November past; so a counter-finding has been formed here as a model, and alongside that of Jaggernaykpoeram also inserted into the just-cited resolution, from which we allow the following demonstration to flow:

Request from the princes Visia- and Sjetteramarasoe to receive into the Company's treasury there a considerable amount of 23004 new Nagapatnam pagodas, and to grant a bill of exchange in pagodas with an 8 percent agio to the amount of 27300 pieces or 95850 guilders drawn on the Pulicat chiefs, to be paid there, or in the absence of funds, partly at Sadraspatnam, to the agent of the said princes residing at Madraspatnam, named Jaggonada Rosoe, without even taking into consideration whether the chiefs of Pulicat or those of Sadraspatnam, indeed even we ourselves, would be in a position to honor that substantial bill of exchange with payment without prejudice to the Company's cloth trade. The sending back of the envoy on this account, and under what declaration. Extraordinary expenses and expense accounts: in that regard, we find nothing else worthy of your High Excellencies' revered attention to note, other than that the overseer of the works here, Heracules Mossel, rendered a satisfactory account at our session of 27 November aforementioned, regarding the amount of iron consumed for the manufactured ammunition goods in the financial year 1767/8, in contrast to the financial year before, when a larger number of ammunition goods were manufactured, as well as regarding the costs incurred for the manufacturing and repair of the cooperage, of all which mention... However, to be assured that they are repaired, and what that consists of, and why it was decided to have the Company's mark branded on the sloops. Mention was made in our earlier resolution of the 28th of the month of March this year. But in order nevertheless to be as certain as possible that all artillery goods are truly and properly repaired, we have exercised the necessary precaution in that regard, and ordered the lieutenant of artillery to submit a monthly exact list of the carriages, gun carriages, and said wheels, etc., that must be repaired, with an indication of the defects found on them, as well as which were repaired during the previous month, and received back by the ammunition store; as also, to prevent all frauds and substitutions that might be practiced regarding the casks placed and in use on the sloops and smaller vessels belonging here, it was approved to have all of them branded with the Company's mark, and to accept no others for repair, etc., at the yard than those that are so marked, and to allow the cooper to invoice for the repair of the casks no more than once a year, thus crediting him nothing in the meantime; referring ourselves for the rest concerning what further was transacted with respect to this main section to the successive decisions made in that regard from 22 December of the past year up to and including 10 November of this year, with the mention that nothing else occurred in that regard that merits any particular remark. Continuing with the leases and revenues, we shall in the first place note that application having been made repeatedly for the lease of the duties on goods imported and exported by sea to be extended for three years instead of one, for the reason that when it was granted for only one year, as has been customary until now, one was continually subjected to changes of persons and their treatments, making private traders from foreign places scrupulous about the conduct of the new farmers, which, although the collection of duties was determined, the flow of trade nevertheless often depended on the calm temper and polite treatment of the farmer, with whom the merchants after all have the most to deal; thus a farmer, when he was assured of being allowed to hold and retain the lease for at least three years, could encourage and attract merchants to come here, besides many other reasons that would serve both for the increase of the import and export duties and the facilitation of the farmer himself in collecting and paying his lease money, as detailed in our resolution of 26 August past, whereby it was then also resolved to try the same for once, and if it was found that the greater yield that was proposed did not answer expectations, then not to extend the time, but to leave it on the old footing. As also on that day, upon the representations made regarding the lease of the copper doits, that due to the abundance of that copper coin with which this city and subordinate villages were provided, and the continuous supply thereof from outside, the farmer was unable to purchase all of them and pay in fanams or pagodas for the copper, as well as to reissue those exchanged doits again without loss, having thus frequently been compelled to negotiate money at interest for that purpose so as not to refuse the doits offered to him...
