Regarding the dampness of the Caijer, and why, despite acknowledging the loss and persisting regarding the Caijer in the previous resolution, notice had been given thereof that the necessary information would be obtained in due course, which has since reached us via the ministers' expressed astonishment in letters from Ceylon dated 19 September passed, who express their astonishment over the dampness of the Caijer and the imputing thereof to the salt, as the same appeared very improbable to them, because had it been so, it must have caught the eye immediately, yet the authorities, upon receipt thereof, had complained neither to the said Ceylon government nor to the ministry at Gale about it, remarking further that the ship's officers in their given declaration mention nothing of the wetness of the Caijer upon receipt, as is more fully related in a copy thereof accompanying the aforementioned missive, the transcript of which is attached hereto for consideration; but on the other hand, the loss and remaining lying on the Batticaloa shores of the aforementioned timber works unaccounted for here squares with the truth, so that We, in the session of the 11th of this month, have again granted the authorities relief from it, and also, regarding the underweight of the Caijer, persisted in the previous resolution, and await how the same will be received by Your High Excellencies, while with respect to the further disposition made regarding the unaccounted-for coffee beans, we respectfully refer to the aforementioned extract resolution of 14 August passed accompanying this letter. Since the dispatch of our respectful letter of 29 August past, there having been received from Bimilipatnam the required neat account and specification of what has been built, improved, and made at the Bimilipatnam fort by the deceased second in command there, Jan Visscher, both on obtained authorization and on his own discretion, we have the honor to offer the transcript thereof to Your High Excellencies herewith. According to this, it appears that of the calculated amount of pagodas 2399: -: - ƒ 10795. 40. - for repairing the defects indicated therein, for which order was granted to him to build, he spent an amount of pagodas 3957: -: ƒ 8806: 70. -, thus pagodas 42: ƒ 7989. - less than had been authorized; but on the other hand, for the defects whose restoration had been postponed until further orders, amounting together to pagodas 2022: ƒ 9099: -, he built to an amount of pagodas 1633: -: ƒ 7348. 50. -, to be seen more fully in that account. Whereupon we await with all respect the honored approval of Your High Excellencies, whom we furthermore are bound in duty to inform that the deceased second in command Daniel Bartholomeus Truter, on the authorization granted from here according to the resolution of 28 November of the past year for the revetting of the fort there in order to be enclosed, but whose continuation was since stopped again by resolution of 22 May of this year for the reasons given therein, also spent, prior to the receipt of this last order, an amount of pagodas 1486: -: - or ƒ 6687-, namely, for raising a part of the bastion Orange, and indeed fully two-thirds of that curtain between it and the point Zeeland, for lime, stones, as well as laborers pagodas 1300: ƒ 3830. -, and for the leveling and removal of the rubble heaps in order to continue the new work on the old foundations pagodas 786: -, as is set forth at the foot of the aforementioned accompanying account; and which amount was validated in our session of 16 September past as having occurred and been paid in fulfillment of our order on account of the judged high necessity of that revetting, in the trust that what was raised for it will be sufficient and durable. From the judgment pronounced by the Mayor's Court or Court of Justice in the case of the Honorable Company against the testamentary executor in the estate of the deceased junior merchant and former Bimilipatnam second in command Carel Lodewijk Hagemeister, appeal having been made to the Court of Appeal, or the Governor and Council at Madras, the same fully approved the aforementioned judgment, which accompanies this in copy, so that the Honorable Company also succumbed there with costs, according to information received by letter from the Palliacatta chiefs

Requested orders from the Paliacatte officials on how to conduct themselves further in this matter, and with what notice. Resolution taken to abandon further prosecutions, and why. Item to the resolution of 14 September concerning the running away of the aforementioned vessel, etc. What was requested from the English ministry in this regard. And how this was answered. Obstacles encountered in introducing the order to charge the sick outside the hospital for medicines. chiefs dated 25 August last, wherein they simultaneously requested orders on how they should further conduct themselves regarding that lawsuit, since it was now up to the Honourable Company either to let it rest upon those decrees and pay all the expenses incurred by the executors, or to appeal to England, for which, as communicated in an earlier missive of 27 May of this year mentioned in our resolution of 26 June, one had one month's time, while further giving to understand that if it were deemed to suit the interest of the Honourable Company to prosecute that case further in Europe, security would then have to be posted on behalf of the Honourable Company for the interests and the costs that would fall in case of an appeal, provided that this bail had to be assumed by a wealthy person before one of the judges of the court; further, that the expenses of the appeal would be considerable, and to pursue the case it would be necessary to appoint someone in London to whom the necessary papers would have to be sent and the necessary provisions of money for the required expenses would have to be furnished, all more fully detailed in the aforementioned letter of the chiefs and mentioned in our subsequent resolution of 4 September, on which day, based on the alleged reasons at our meeting of 28 March of this year, and especially taking into consideration that which Your Excellencies, in conformity with what was set down in your venerated letter of 31 May 1763, have already given cause to doubt the good outcome of that lawsuit for the Honourable Company, besides the motives that brought into our consideration the uncertain success of further broaching this case, it was decided to abandon further prosecutions and thus let the matter rest, writing to the Paliacatte chiefs to give the required notification of this resolution of ours to the lawyer John Sykes, sending the necessary remittances both to pay off the expenses that the Honourable Company was still in arrears, amounting to except for a few fanams 36 pagodas, and the expenses incurred on the side of the executors, the amount of which, however, the lawyer has not yet been able to state; therefore, the chiefs have been ordered, before the restitution thereof, to send the declaration thereof hither for review, which we suppose will still be quite significant, as the expenses incurred up to now by the Honourable Company for the sake of that lawsuit, including the aforementioned 16 pagodas, amount to pagodas 357 or 4606.10 guilders Dutch money; while for the rest we refer with all respect to the papers transmitted in that regard, to which we also add the copy of our resolution of 14 September 1768 regarding the misfortune that befell the private Dutch vessel Helena, belonging to Bengal, on the voyage from Batavia to Madras and destined from there to that directorate, through the partial mutiny of the same by some of the crew assigned to it, and the murder of its commander Pieter Raadjes, along with three other Europeans who were aft, which occurred on 19 August last, as well as the arrival of that vessel in an inconvenient condition in the roads of Nizampatnam, situated a few miles south of Masulipatnam, and the arrest there, by order of the English Governor at Masulipatnam, of the mutineers who had stepped ashore at the first-mentioned place, to the number of 38 heads. We have requested the English ministry at Madraspatnam to provide that vessel with a mate and a suitable anchor, all for the account of the owners, so that it may continue its destined voyage to Bengal, and to send the delinquents along in irons; but there being no possibility of this due to the lateness of the season, we have ordered that vessel to steer hither, in order that the necessary arrangements and provisions may be made for its further preservation, and in that case requested to hand over the prisoners, with whatever of the looted property might have been recovered from them, to the soldiers to be sent by the Paliacatte chiefs for transport hither, just as that ministry, according to its letter of 29 September last, a copy of which is annexed hereto, has also dispatched the necessary orders to render all assistance to that vessel, with the promise to give us the necessary advice concerning what has been done in that regard. what consists in this brought about, because almost all, if not most, of the sick who receive medicines outside the hospital, using remedies while going about their daily affairs, perform their duties at the same time, apart from the fact that many of them are married people with wives and children, who therefore cannot well be transferred to the hospital, and likewise they can hardly pay for the medicines from their meager pay and still support their families, to say nothing of those who only draw a subsidy which, with the board money, amounts in total to only 30 fanums, so that they would have to employ their entire pay to pay for the medicines received, leaving nothing over for their livelihood, and therefore everyone, however slight the illness might be, would now have to go into the hospital, which, even though half the wages as well as the board money of the sick are deducted for the Honorable Company, nevertheless turns out to be much more disadvantageous than curing curing such persons outside the hospital, for an invalid in the hospital needs in a month 30 fanums for medicines, 36 fanums and one parra of rice for board, amounting together to circa 72 1/4 fanums or ƒ 13: 10: 18, but for which the Honorable Company receives back from an eleven-guilder guest, both for half wages and board money, no more than circa 32 3/4 or ƒ 6. 2. 13, thus having to lose ƒ 39 1/2 or ƒ 7. 8. 2, and for one who earns nine guilders, ƒ 43 7/8 or ƒ 8. 2. 10 1/2, besides other inconveniences, broadly demonstrated in a writing submitted on that account by the chief surgeon of this castle, on account of which the previous administration here, by resolution of 8 October 1760, decided to permit the chief surgeon to charge one fanum or four stivers a day for the outside sick, just as is done for those in the hospital, Request for relief from the newly imposed levy, and on what grounds; likewise for orders whether one shall continue on the old footing, or whether the aforesaid order must still be executed; decision to continue on the present footing until obtaining the same. and this having been approved by Your Right Noble Excellencies in your venerated missive of 15 April 1761, has been continued until now; we therefore request Your Right Noble Excellencies favorably to cancel the imposed reimbursement of the amount of ƒ 7922: 36: spent in the aforesaid book-year 1765/6 on the outside invalids, together with the sixth part or the premium of the Visitor General calculated at ƒ 2243. 5, and furthermore to provide us with your venerated approval as to whether one shall continue therewith, or whether you still desire that the medicines provided to the outside invalids shall be charged to their accounts or deducted from their earned wages, regarding the receipt of which it was decided at the session of the 11th of this month to leave it Request concerning the excess payment refunded to the debit of Hoflager, to credit it back here, and why. to leave it on the present footing. At the aforesaid session of 16 September, it was also shown that since the dispatch to Batavia of the invoice of account dated 25 August last, whereby the Indian main station was credited again with the excess amount that had previously been credited from there by invoice of account dated 17 March, more than had been necessary to settle the remaining debit running on the books here of the former collector of the Company's revenues in this city, Arnoldus Hendrik Hoflager, on account of his deficit in his administration, it was discovered that in the liquidation of that debt, the guarantors of the aforesaid Hoflager's service, being the pay bookkeeper Dirk Buys and the fugitive Cuddalore resident Edward Sutton, had each furnished half, an amount of 300 pagodas or ƒ 2400 Indian money, so that this excess amount, being 583 3/4 milled ducatoons at 80 stivers each, Junior Merchant Haksteen has departed for Ceylon. amounting to ƒ 2343, thus being only ƒ 57 less than the said suretyship amounts to, could easily have served to satisfy those guarantors who, as far as they are concerned, had indemnified the Honorable Company, so we have resolved to bring this to the attention of Your Right Noble Excellencies, and at the same time to request, as is done herewith in all respect, to credit the aforesaid sum erroneously credited back to Batavia once again to the favor of this government, in order to be paid out to the guarantors, the more so as we presume that this excess amount was remitted for that purpose, and Sutton also having a deficit in his administration with the Honorable Company and being indebted to the Orphan Chamber and the Diaconate of this city, his share can serve to reduce what his guarantors have had to pay for him. Your High Nobles' highly venerated missives of 8 June and 25 July of this year, dispatched per the private vessel De Helena and the Company's Bengal return ship Enkhuijsen, but delivered here at the same time via Palliacatta and Jaggernaijkpoeram, whereupon, where it will best fit, amidst the transaction of affairs, we shall dutifully reply as necessary. However, before proceeding thereto, we allow, as far as Coromandel is concerned, to flow in here again the honorable extracts. Extracts from the venerated general missives written by the High Noble, Highly Esteemed Gentlemen Directors of the Zeeland Chamber under the dates of 28 September and 14 October of the past year to Your High Nobles, brought to us both directly from the aforementioned Highest Their High Noble High Esteemed Lordships via Ceylon under the dates of 1 and 16 September last, as well as by Your High Nobles' own aforementioned missive of 25 July, provided in their margin with our respectfully applied answers as the nature of the matter requires, inserting as follows: We... continuation We proceed to the subject of Coromandel, and referring to what we stated in our general and separate missive of 5 October 1767 concerning what occurred both during the administration of the former Governor Christiaan van Teylingen and since his desertion, we shall further note in continuation thereof that it was pleasing to us that the claim of Paauw Id: the Naijker has been settled, and the Company has thus remained freed from the difficulties and evil consequences which otherwise seemed to be feared from that matter. We further hold as informed the outcome of the proceedings against the said van Teylingen, the assistant Hasz, the skipper Joele, and against those who took part in the first-named's malpractices; and we await what ultimately will have become of all those items for which the restitution was imposed upon van Teylingen. We must, however, note regarding those debits made in general that, although van Teylingen is to be regarded as the greatest cause of the disorders that took place at this office and of the misuse made of the Company's goods and effects under his administration, those irregularities, abuses, and their consequences should nevertheless not be charged to the account of van Teylingen alone. And we have especially seen with astonishment that, besides him, no one could directly be held suspect of the misuse made of the Company's timber. For, besides that according to the received reports those timbers were employed for the improvement of private dwellings, and the owners or possessors of those dwellings are certainly known, it should indeed be beyond contradiction that the one under whose management and administration that timber was placed is obliged to account for it properly and consequently to show where it has gone, or that, failing this, he must be debited for it. But those accountings having been properly rendered, it must have appeared from them to whom that timber had been furnished; and if these persons acted therein in bad faith or contrary to their duty, they are in all respects liable for it. In our aforementioned separate missive of 5 October 1767, we also asked, among other things, for elucidation and a report regarding the so-called legitimate Costumados, and having seen from the separate letter since received from the Lord Governor Haksteen of 15 October 1768 what those Costumados consisted of, we must utterly lament that, notwithstanding the so emphatic and repeatedly made prohibition against them, those illicit practices nonetheless The former Governor van Teylingen had here in the inner city, besides a capital residence, two other smaller houses and a warehouse, the repairs of which, with such an unconscientious man and according to the general rumors, will most certainly have been done with the Company's materials. But to trace that is not practicable, for timber was never entered or written off for it, and what was consumed for it was added in the monthly account to this or that requirement for the Company's buildings or fortification works. In the same way, it will also certainly have been with the house that the former Lieutenant Engineer Johan Fredrik Duntzfelt had erected in the inner city at the time he had the execution of the new fortification works in hand, as he was, when he engaged with the Honorable Company, a man who did not possess a single doit, from which it can well be inferred that the account of the new fortifications will have suffered from it. Although, as aforesaid, it is impossible to trace, and those who profited from it or did the favor of an improper disbursement will surely remain silent; over and above the fact that of the supervisors of the timber of that time, one is already deceased and the second, namely Eduard Suttou, who had taken care of it for some time, has deserted.

We could consequently also explain ourselves further in this regard by this present letter, but considering that your Honors, prior to the receipt hereof, will already have deliberated on the abolishing of those customados, and on what has been said in that regard by the said Lord Governor, as well as on what appears in the said letter concerning the large number of Malabars who are kept by the Company's servants, and the harmful consequences of that crept-in practice, we shall await your Honors' consideration and dispositions on those points. But meanwhile it has served to our great pleasure that Governor Haksteen has resolutely rejected the offer of the merchants to pay half of the usual customado to him; and we doubt not in the least whether his Honor shall continually answer to the confidence which we place in him. Holding herewith as settled that which concerns that delicate case and its consequences, we proceed to the further matters concerning this Government. And regarding the main part of the linen trade, it gives us much pleasure that the arrangements made to obtain the linens of this coast early at Batavia have finally had this desired success, that in 1767 those linens could be sent for the Netherlands with the ships of the first consignment, which we hope can also be done in the future. We refer ourselves further with respect to the linens received here to our currently departing demand, it being pleasing to us that the collection in 1766 amounted to 211 packs more than in the preceding year. We had nevertheless wished that the demands, both for the Netherlands and for the Indies, could have been completely fulfilled, as 3000 cardeelen were still lacking therein, but above all we had hoped, for reasons mentioned in our rescript of October 1763, that the purchase prices would have been reduced, and we have therefore not without displeasure learned that on some assortments an increase in price even had to be granted. The equitable treatment which the merchants had experienced under the administration of the Lord Governor Haksteen ought to have persuaded them to a price reduction, and we believe therefore with reason to be allowed to expect that reduction in the future. We hope to direct it in such a manner that the European and Indian demands will be fulfilled. Meanwhile we expect that the reasons given will be found acceptable, why a price increase had to occur on the coarse linens. We shall, according to how time and circumstances are constituted, and as soon as the shortage in the coarse assortments ceases to exist, not neglect to diminish the prices, just as we have already succeeded in our effort in that regard at this principal place during the contract negotiation held concerning the new contracting mentioned in the resolution of the 27th of October of last year, with the reduction of the 5 pagodas or f 22. 10. –. per pack of ordinary guinees added to the merchants in the past year. We also flatter ourselves that the collection of linens will increase, and to that end may also serve the authority which your Honors have granted to the ministers to accept, under the necessary restriction, from other than the specified places the linens required by the respective demands, since a narrow restriction could hinder the collection, and whereas the ministers have judged it useful not only to increase the number of the Company's permanent merchants at Nagapatnam with one merchant, but also to have some linens of diverse assortments delivered by a private merchant, and they have further authorized the Lord Governor, in case of need, to employ still other private collectors and to make advances to the same, we shall await what effect those arrangements will have had, whilst the circumstances of matters seem to have made that unusual manner of contracting necessary in this time. We furthermore find completely not without foundation the remark which the ministers have made on the difficulties and obstacles to which some chiefs often attribute that the merchants have not delivered the accepted linens, as it has repeatedly been experienced that no complete reliance can be placed on the reports of the chiefs, and of which further proofs can serve both the statement of the Palicol servants that the French had come to market there with so much cash that our collection was hindered thereby, as well as the difficulties which the Sadraspatnam chiefs have raised against the execution of the orders of those ministers to inspect in person the nearby weaving looms from time to time. In such manner it stands with the weavers in question, whereby the requisition could not be fulfilled. Nor is it rare that, when it is assumed for certain that the demand for these and those goods will be met, knowing that they are already inside the Castle in the warehouses of the merchants, yet when it comes to sorting, it is found that, both through the inattention of the merchants and through the frauds of the weavers, fully one third of the lot is rejected; and thus the objection made does not overturn the proposition of the departure of the weavers, but matters have now considerably changed in appearance. At Nagapatnam there is currently a lack of said weavers to satisfy the Batavia demands, insofar as the assortments fall to be procured there; when a people changes domicile, it is no consequence that there will be no more, as we have declared repeatedly, but these latter took many other sorts of more and less, and we deem it unnecessary to express ourselves further on that, having seen with pleasure that, conforming to our expectation, you have persisted in that prohibition; yet, insofar as the ministers still seem to attribute to that prohibition that many weavers and painters have departed from the Company's territory for lack of work, we cannot refrain from remarking in that regard that the reasons to which the ministers attribute the departure of those weavers and painters appear to us all the more unacceptable, since we firmly maintain that you, in your demands, also require those assortments which private individuals were previously accustomed to bring to Batavia, and with the making of which the weavers and painters found their livelihood; which demands, however, especially for chintzes and tapies, the ministers acknowledge not having been able to fulfill for some years, since it further appears from this that if the weavers and painters The adjacent mentioned order to Sadras was necessary, because the small number of remaining painters could not manufacture the Company's chintzes if they also worked for private individuals at the same time. painters have departed from the Company's territory, this cannot be attributed to a lack of work. For this, in our view, an appropriate means would be to accept those rejections at a lower price or with the assurance of a certain advance, and even if that advance were somewhat less than 50 per cent, we could be satisfied with that, if not, 211 if not, as the ministers seem to fear, the acceptance of that cull might in other respects have harmful consequences. We would, however, in this regard, have to conclude from what the ministers say concerning the considerable export of cloths to the Malay Coast, Queda, and other places, that there, and possibly also in places under the Company's jurisdiction, cloths of inferior quality are sufficient for the use of the native population, and in that case, by accepting that cull, the inhabitants of those places could be provided with their convenience at a lower price. We leave this, however, entirely to your direction, and we shall, as far as concerns the cloths for the Netherlands, further declare ourselves regarding the acceptance of those culls in the demand now being dispatched. We are quite willing to agree that the ministers cannot prevent the weavers and because private individuals pay more for it, and can also pay more for it because the transport costs them no money, to wit, insofar as those private individuals are under the Dutch Company's jurisdiction. As far as concerns the order to accept appraised and unappraised sorts for Europe, the necessary arrangement has already been made. This will be done henceforth. others, who reside in or around the English Company's factories or in the country, from manufacturing for private individuals those sorts of cloths which we have requested in vain, and yet were brought in by private individuals; but if those sorts can be obtained by private individuals, we may with reason ask why the same were not also sent to us. We further consider it well done that the ministers have renewed for us the old order to have the white and blue painted cloths examined at the bleaching grounds and at the warehouses of the merchants, since the execution of that order, and of what has further been enacted in connection therewith, will be of service to prevent the delivery of so many defective cloths. For if the weavers cannot be persuaded to manufacture those linens to the length of 21½ @, it will be much more convenient to adapt the contracts accordingly than to note on the invoices a length that the linens never have. The conduct observed by the previous administration regarding the compensation imposed upon them for the loss and the loss of profit on a parcel of 766 packages of linen has also appeared very offensive to us. We can easily imagine that the former Governor van Teylingen was the principal cause of that arbitrary conduct, but the other members of the council are not without fault for having submitted to that despotic behavior of the said van Teylingen, especially in a matter in which they had so much interest; for if even if van Teylingen, without a resolution or the knowledge of the council, had caused that entry to be placed to the account of the merchants, the members of that council nevertheless knew that the compensation for that sustained loss and for the suffered loss of profit had been imposed upon them by Your Excellencies, and that without Your Excellencies' further disposition they could not be released from it. Governor Haksteen has therefore rightfully caused that conduct of the previous administration to be redressed, and insofar as Your Excellencies, upon his Honor's instance, have deemed it fair to reduce the calculated loss of profit on the aforementioned linens from 38¾ per cent to 25 per cent, we are well satisfied with that disposition. There is not the slightest likelihood that the merchants will ever pay interest on their arrears, although those of Bimilipatnam have indeed promised it, but have not yet complied; fortunate if one can bring matters with them to a level footing. Not without reason have Your Excellencies noted the point concerning the arrears of the merchants on this Coast as an article of very great importance; for, besides the 213 damage that the Company has to expect in the event of the death or insolvency of those debtors, it must for a long time do without funds, on a large part of which it must pay interest. It would therefore be a good thing if, in accordance with your resolution, the merchants could be obliged to pay interest on those arrears according to the custom of the country; but since, according to the ministers' advices, there is little or no likelihood of that, we hope that the measures proposed by Governor Haksteen and approved by Your Excellencies to prevent those large arrears in the future may serve the intended purpose. Meanwhile, we have seen with pleasure that the debts of the merchants, both at Nagapatnam and at Palicol, were completely cleared, and we do not doubt that the Governor will have made every effort to recover, as The Governor as well as the members of the council of policy declare that their greatest concern and care is constantly over the considerable arrears of the merchants, and to devise everything that may only serve to diminish them, as they have succeeded reasonably well with respect to some; they assure Your Right Honorable Excellencies that they will put into effect everything much that can serve for further reduction, although it is desperately situated with the merchants of Sadras, particularly Naranappamoddelij, as will have already appeared to Your Right Honorable Excellencies from the papers sent anno passado. much as possible, that which the merchants at the other subordinate offices have remained indebted to the Company according to the latest closed accounts. 214 To our regret, we have seen that the disturbances of war on this Coast, having raged since the arrival of the present Governor until the month of May last, now to the North, but with the greatest vehemence to the South, have noticeably checked sales, and especially around the office of Sadraspatnam, which formerly used to be so flourishing, and where now for some months past nothing of any note has been sold; yet it is to be presumed that if rest and peace continue, and the residents and inhabitants thereby catch their breath, the market will revive again without any diminution in the price of Japanese bar copper being necessary, and above all not regarding the spices, which are sold for the prices regulated and stipulated by their High Mightinesses the Noble High Indian Government, though at one time with greater demand for nutmegs, and then again for cloves, according to whether the consumption thereof in the country is large or small, just as there has been much demand for the last-mentioned spices because nothing was brought from the Other Coast this year. We assure Your High Noble and Right Honorable Worships that we also remain constantly attentive regarding this precious article, having therefore, on the foundation of the cited reasons, by resolution of 22 May of this year, raised the price of Japanese bar copper from pagodas 86.12 or ƒ 389.5.- to pagodas 92.14 17/32 or ƒ 416.13.8 per bahar of 480 lb, for which that mineral is still eagerly sold. For some months now, the poor sales of trade goods in the year 1768/9, whereby the profits obtained, in comparison with the previous year, have again decreased by an amount of ƒ 47,143:38:8; but that decrease being mainly attributable to the still continuing unrest, we must resign ourselves to it in the hope of experiencing more favorable times before long. Meanwhile, we approve of the authorization that Your Honors have granted to the ministers to ease up on goods that the Company shares in common with other nations in order to stimulate sales, and we abide by what we noted in this respect in our missive of 6 October 1766, and trust that the exception Your Honors have made applies as well to the Japanese bar copper as to the spices, since Governor Haksteen states in his separate letter of 15 October 1766 to have seen from experience that the reduction of the selling price will not increase the sales of that copper, besides the fact that the stock of that mineral at Batavia is not so large at present that it would be necessary to promote sales by reducing its price, and it is also not to be expected that, as long as the supply of copper from Japan does not increase again, that stock will increase so noticeably that on that account one would need to proceed to any reduction in price. It is also to our particular regret that the sale of cloves conducted on this Coast on the Company's behalf continues to be so greatly harmed by private imports, and it were to be wished that the ministers had been able to discover where the cloves were purchased that were brought by the captain of the English ship 210 The Middlesex to Madraspatnam, and that they could furthermore have given Your Honors some more information concerning the import of those spices by Bugis and other natives of Queda, or places situated thereabouts, so that Your Honors, regarding the first matter, might have investigated whether any dishonesty of the Company's servants at Batavia might have taken place, and Your Honors, regarding the other, might with all the more hope of success have taken the necessary precautions against it. But the ministers having been unable to supply that information, we wish that the measures Your Honors have put into effect to stop the sources of that harmful illicit trade may have the intended effect. The sales of nutmegs seem to be reviving, particularly at Sadraspatnam; however, if the complaints that the merchants there have made anew about the poor quality of some parcels were well-founded, that reviving market would be noticeably checked. We therefore also trust that Your Honors will have had those complaints investigated, as well as what further appears in the ministers' letters with regard to the gross and net weight of the spice chests, and that Your Honors, as far as practicable, will provide this office with the most sought-after nutmegs, for which there will now be all the more opportunity, since the stock of nutmegs here in this country is so large that for the present we shall not need any parcels of importance. We further concur with the reproach that Your Honors have made to the ministers regarding the contradictory statement of the remaining stocks of spices and concerning their assurance, given so erroneously, that the oldest trade goods are always sold off first, the more so because the reasons that the ministers have adduced in excuse thereof are by no means valid. The Head Administrator Leembruggen and Second Storekeeper Severin respectfully ask for an excuse for the error and promise greater attentiveness, it having now been accurately observed for four years that the oldest merchandise is sold off first.

216 are by no means sufficient to absolve the Head Administrator Leembruggen and the second warehouse master Severien from heedlessness and negligence. We also expect, subsequently, that they will henceforth give the requisite attention to the handling of that precious article, and that the ministers will frame their requisitions for spices and other merchandise with greater deliberate caution. Regarding Your Right Honourables' displeasure concerning the framing of the requisitions, it should serve with respect to the nutmegs that when the requisition of 1766 for 1767 was made, there was still a remaining stock on southern Coromandel of circa 9348 or indeed according to the books 8816 lb; and on that account so large a requisition was made in order to be able, in case of necessity, to distribute it over all the offices, and not for the head office alone; for if one considers the trade according to the Coromandel books, one will find that the merchants one year are eager for cloves, and another again for nutmegs, mace, or indeed other merchandise, on which account Their Right Honourables have sent us even above what was requested. Nowhere can a fixed and reasoned requisition be drawn up, and for that reason one is indeed necessitated, if one does not wish to prejudice the sale, to take the requisitions somewhat broadly, yet no more is supplied against it than can be spared at Batavia without inconvenience to other offices; it is also calculated that from the nuts that are requisitioned, fully 10 per cent may be deducted for worm-eaten and underweight, and if the spice must sometimes lie over for a year after it has been picked ripe or unripe, fully 15 to 20 per cent; we shall nevertheless observe the orders concerning those spices so very subject to decay. Regarding the Japan bar copper and mace, that the requisition was likewise not exorbitant, the outcome has shown, for everything was eagerly sold, in such manner that we have even suffered a shortage. However, besides the aforementioned frivolity regarding the requested quantity of those and other goods, it will, as is trusted, be shown to the contrary that one had excelled in making an ill-considered requisition. That so greatly required attention has, however, in various respects not taken place in the forming of the requisition inserted in their letter of 11 December 1766, for taking into consideration that at the head office the sale of nuts has for some time past amounted to only circa 14 to 16000 lb per year, it is certain that the demanded 50000 lb for the year 1767 will far exceed the requirements; in that same manner it is also situated with the requisitioned mace and Japan bar copper, of which last-mentioned article in particular the stock on hand is so large that unless the sales increase markedly, the quantity on hand will still be sufficient for 4 to 5 years; and we trust, therefore, that Your Honours, in fulfilling that requisition, will have paid heed to this. is added was only demanded in case the ship's cargo space permitted it, because on the recently concluded sale some profit was still made, as likewise subsequently in all the demands dispatched since then those words have been used, a demand of 300,000 and 100,000 lb, especially if space permits. The profits to be obtained on sugar on this Coast are generally small, owing to the large quantities which are imported directly into Madraspatnam. Nevertheless, it does happen, when the aforesaid supply fails, that it then rises considerably, principally when the English are at war, due to the great consumption that exists then. But however that may be, this seems certain to us: that when one has a large quantity of sugar on hand in Batavia, Europe, Surat, and Malabar, etc., are provided for, and the shipping space permitting, it is then always advantageous to serve this Government with that commodity for trade as well. Yet, this being true, we must ask on what grounds those ministers in their aforementioned demand requested 300,000 lb of powder sugar and 100,000 lb of candy sugar! For if their aim was not merely to sell large parcels of that article regardless of the price, we do not understand with what prospect the ministers made that petition, since as of the end of August their remaining stock at Nagapatnam was as large as 472,856 lb of powder sugar and 146,685 lb of candy sugar, which the ministers decided on 25 August to sell off by public auction in order to prevent loss, as the largest part was already beginning to turn to syrup, and which subsequently on 15 September were sold at all the offices by public auction at the best time and before the arrival of the foreign ships, with an advance, as is stated in the ministers' letter of 14 October, of 34 7/16 per cent; but concerning this, in the absence of the yield of that sale, we cannot judge with complete certainty. Meanwhile, it appears to us that an error occurred in the statement of that advance, for when we consider that in order to obtain a profit of 20 per cent according to the remarks made above on the sugar trade, one ought at most to bring to the market only 100,000 lb of powder sugar and 25,000 lb of candy sugar, and that even then certain seasons must be observed for its sale, it does not seem probable to us that a profit of almost 34 per cent could have fallen on a parcel that not only exceeded the aforementioned fixed quantity by very far, but which moreover had so deteriorated in quality that the ministers were forced to dispose of it as quickly as possible to avoid loss. We could therefore find ample scope here to demonstrate how mistaken and groundless are the ideas which the Head Administrator Leembruggen seems to hold regarding the benefits that, according to his drafted calculation, might be obtained from the sugar trade on this Coast. However, not intending to express ourselves further here on that matter, we shall merely observe that, if reasons were to serve to send sugar for the Company's account to this Coast, where that article is so heavily imported by private individuals that, to avoid greater loss, one must considerably lower the sale price of the Company's sugar, one ought at least to observe the best season for its sale, which, according to the considerations mentioned above, the ministers do not seem able to do without authorization, and concerning which we shall therefore await the necessary clarification. The merchants are no longer forced to take merchandise nowadays, but everyone has the freedom to take goods or cash as they please; nevertheless, advances must be made, without which no textiles would come in. Having already disapproved on previous occasions of forcing merchandise upon the merchants, we therefore also consider it well done that the ministers prevented the execution of the intention of the Sadraspatnam chiefs to constrain the merchants to accept two maunds of cloves with every maund of nutmegs. For however desirable it may be that the vent of cloves be promoted and the Company relieved of the considerable remaining stocks of that article which are on hand at all the offices of this Coast, we nevertheless judge it not advisable to use any coercive means to achieve that objective, since nothing other than a stagnation in trade is to be expected from it. suppliers who, for advance provision, would by preference accept in part in merchandise, because when they receive cash, they can make use of it either for the purchase of goods or for other purposes according to their pleasure; and we are consequently brought into doubt by this whether the advance provision of goods on account of contracted linens is indeed as much to the satisfaction of the suppliers as the chiefs seem to imagine, unless the promised premium of 4: p=r C=to might have persuaded them to enter into those contracts. Sale on credit being contrary to orders, the ministers had to decline the proposal of the resident at Portonovo to deliver from time to time merchandise to some merchants there on 2½ to 3 months credit, under guarantee, when sufficient guarantors to the satisfaction of the seller are to be obtained, one shall not reject the same, for it is better to give two or three months credit than to let the merchandise lie in the warehouses, but they have at the same time done well to ask for further information regarding the solidity of the offered guarantors, for in case those guarantors were sufficient, we would not be entirely disinclined to make use of that proposal when occasion arises, because it is better to make the sale on 2 to 3 months credit when one is assured of the payment, and in that way promote sales, than to let the merchandise lie unsold in the warehouses, besides which this manner of trading is also not entirely out of use on this Coast, since the provisions of goods on delivery of linens at Bimilipatnam indeed bears a resemblance to a sale on credit. Under the main head of cash having appeared the order that the ministers have given to the chiefs at Jaggernaijkpoeri for better precaution regarding the custody and supervision, as well as the accounting of the Company's treasury, we wish to hope that thereby shall cease the irregularities which seem to have taken place in the handling of the Company's funds. The resident at Portonovo having accounted for himself to the satisfaction of the ministers concerning the suspicious exchange of Fanums, we shall rest content with that, and at the same time conform with the order they have established to prevent the loss that the Company might suffer from an excessive exchange of that specie. We further take satisfaction with the elucidation which the ministers have given in the marginal answer to the extract of our letter of 4 October 1765 concerning the acceptance of New Nagapatnam pagodas on assignment, and we expect that whenever they might be brought under the necessity of taking funds on assignment, they shall then, in accepting the species and the calculating thereof, conduct themselves according to the established orders. Having already approved, by our missive of 3 October of the previous year, the proposal of Governor Haksteen to reduce the alloy of the New Nagapatnam pagodas to 18 carats 5½ grains fine, we have seen with pleasure from the separate letter of the said Governor of 15 October 1766 that an immediate beginning would be made with the minting of pagodas according to that reduced standard, just as we then also believe to have already perceived the good effect thereof in the yield of the minting of 31 October; for in so far as the Ceylon Governor has put forward some objections concerning this, means will perhaps be available to remove the same, besides which those objections do not provide sufficient reason to make the Company on this Coast longer bear the loss which it suffered in the previously executed mintings of pagodas. We also do not doubt that the said Governor will likewise be mindful to prevent or reduce, as much as possible, the disadvantage that the Company bears in the minting of Fanums, whilst we are certain that the notable loss on some of those minted parcels, from 41¼ to 9½ per C=to, will also have caught His Honour's eye. Regarding the complaints of the Mintmaster Cornelis Patersz., concerning that the Governor has also been attentive, and has had the silver or mattai for the fanums reduced from 9 penning 14½ grains to 8 penning, so that now no greater loss occurs on the fanums than 6 percent, which cannot yet be diminished because one must use silver for the specie of the fanums, without which the fanums would not be current according to the country's custom; however, now that one has been provided with silver, the disadvantage shall in future be still less.

has, in response to Your Right Honourable Worships' considerations concerning the difficulty raised from here regarding the hardness of the European gold, declared in writing that when the assay was reduced from Car: 192. 2/5 to Car: 18. 5. 1/2 grain, one had for this reason to use more copper, or alloy, for this reduction, and that it was difficult for the minters to coin, or stamp, the pagodas, because several cracked under the dies, and that the minters also repeatedly came forward with complaints that they suffered losses during the minting, which did not happen in earlier years because Indian gold was then imported with which the European gold was mixed, whereas now, on the contrary, the little that now arrives is much needed for the indispensable three-figure pagodas; for which reasons, and to prevent complaints, he had requested to be allowed to use silver mattam of 2 1/2 pence as alloy, in order thereby to cause the Company's pagodas to circulate intact and in good condition, as further appears from the aforesaid report, whereof we have the honor respectfully to offer the copy to Your Right Honourable Worships. Regarding the complaints of the minters about the hardness of the European gold mixed only with copper, and the decision of the ministers to use silver mattam of 2 1/2 pence for that purpose, we shall only remark that although the additional expenses incurred on that account for the striking of the new Nagapatnam pagodas are so small that one could easily pass them over, the alleged brittleness of the gold has appeared somewhat strange to us, especially because through the various reports that have come before us in this respect, we are made somewhat uncertain as to what reliance is to be placed on such complaints; wherefore the ministers will have to inform us why the gold being sent from here is less fit for the striking of the pagodas that are currently being minted than for those that were struck previously. While, to conclude this section, we add here that, since too much attention cannot be given to the management of affairs pertaining to the mint, we therefore also consider it well done that the assayer and mint master have been placed under oath. Having seen with pleasure that the lease and revenues of the Company's domains at Nagapatnam yielded for the year 1763/4 ƒ 1220:8: more than in the previous year, we furthermore remain of the opinion that the farming out of those leases must not be forced upon anyone; in drawing up the accounts, the leases were forced upon no one, everyone has their freedom in that regard, they are beginning to increase from year to year, and prompt payment has not yet failed under the present administration; it will be more advantageous to concede the leases at a lower price and receive the pledged monies promptly than that they be assessed at higher prices and one is subsequently compelled to make such considerable write-offs on them as had to be made on those of the years 1762/3 and 1763/4. From the memorandum of charges and profits of 1764/5 inserted in the ministers' letter of 24 July, it has appeared to our regret that the profits and revenues have amounted to only ƒ 616823:49:8, and thus, so far as we may rely on the comparative memorandum drawn up thereof, a good ƒ 112676:75: less than those of the previous year; which adverse showing is also the more disagreeable because, this decrease in profits having been caused by the continuous troubles, we have no reasons to expect the desired improvement therein for the time being. Every attention is also being used there to cause the profits and revenues to increase, and economy is no less observed in order to reduce the charges. The orders mentioned in the margin are strictly observed. The only means, meanwhile, to make the state of the Company as little burdensome as is in any way possible will therefore consist in the further reduction of the charges, which will still have to undergo a considerable reduction if they are to be called bearable. For, although those charges in the aforementioned financial year, according to the said comparison, have been reduced by ƒ 83489:5:8, their total amount nevertheless still goes far beyond that determined by the memorandum of retrenchment. And since the expensive purchase and excessive provision of equipage goods, as well as the expenses charged for the repair of the vessels, have contributed not a little to the increase of those charges, we expect that the orders established on both matters will be properly followed, or that in default thereof the ministers will not merely be satisfied with the restitution of that which has been overcharged to the Company in bad faith, or through gross ignorance or negligence, as they did with respect to the expenses that the Porto Novo resident Jacobs had submitted for the repair of the chaloup De Walvisch, but that in such a case they will discipline the servants who may have made themselves guilty of one or the other in such a manner that others may take example by it. Your Right Honourable, Highly Esteemed, may it please you. Regarding the bad condition both of the fortifications at Nagapatnam and of the other buildings standing there and at the subordinate trading posts, we declared our position in our frequently mentioned letter of 5 October 1767. And having since seen to our extreme distress that for the expenses submitted in 1763/4 for the repair of the fortifications at Nagapatnam, the Company was defrauded of more than half through the shameless conduct of Van Teijlingen, we consider it well done that the ministers have made him compensate those excessively calculated expenses, at least in part, from the proceeds of his estate, further relying on the attention and care of the Governor to be assured, when carrying out the necessary repairs, that nothing but what is strictly necessary will be built, and that frugality will be observed in everything, while self-interest is barred from the fortifications and buildings in order to serve the best interest of the Company. The continual vexations and extortions of money which the Company's servants at Bimilipatnam undergo, having once again resulted in the chiefs there in the year 1765 being compelled to make an advance payment of Ra/a 20220:—: on account of the lease money to the princes Visia ramarasoe and Sitta ramarasoe, we must approve that expenditure, as we also do for the Ra/a 20570:—. paid in the year 1764 for lease money and Ra/ 750: for the subahdarship of Siecacol, because according to the further reports of the ministers, that provision was likewise unavoidable. Yet, however much it were to be wished that the harassment which the trading post and its merchants continually suffer from the princes and their subordinates could be effectively countered and prevented, and that satisfaction were simultaneously given to the Company for the acts of violence which the aforementioned princes have successively committed, we nevertheless do not deem it advisable, for that purpose under the present circumstances of the times, to use violent means. The ministers also still seem to hold that view, and their purpose in sending a large number of soldiers to Bimilipatnam was, as it appears to us, principally to cover that trading post against an unexpected attack, and at the same time to be able to insist on the demanded satisfaction with all the more hope of success, since otherwise that dispatch of troops cannot well be reconciled with their considerations arguing that peace is to be preferred, and that for several reasons it was dangerous to make use of arms to advance the last-mentioned objective. Yet we must note with respect to the first motive that the ministers undoubtedly had well-founded reasons to fear such an attack, as has appeared to us from their advices, and with regard to the other, that the summoning of so many troops from Ceylon and the transport of some of them to Bimilipatnam to support the demanded compensation was a rather costly means to employ for the attainment of that objective. We therefore also conform with your considerations regarding the assistance which the ministers requested from those of Ceylon in the aforesaid manner, not doubting that at the time when assistance of the military was requested from Ceylon, the fire of war had broken out on this Coast on all sides, and not without fear that it would also affect the Company's factories, since the Marattas spare no one but those who can defend themselves, of which some trading posts have more than once had the sad experience. And therefore it was very necessary that one requested back from Ceylon a part of the military which had been sent to that Government during the war, as a result of which they were left entirely stripped and defenseless here. Besides this, the expenses were small, because those warriors who now had nothing more to do on Ceylon still had to be paid; for they were not sepoys that were requested, but troops in permanent service, and thus it was the same whether they were paid on Coromandel or Ceylon. It is to the arrival of that militia, which was made out to be much larger in rumours than it was in reality, that it must be attributed that the Dutch Company was still held in consideration by natives and foreigners, because they perceived that when the Honourable Company was in earnest, or necessity required it, it could still place itself in posture quite quickly; and thus now and then such a display on this Coast is beneficial, especially when it can be done for merely the small costs of the transport money.

ministers will also have acted accordingly, it being meanwhile not displeasing to us that the arrival of those troops at Bimilipatnam had, among other things, the good effect that the aforementioned princes seemed somewhat amenable to negotiation, of which we hope to hear a good outcome. Furthermore, we do not yet agree with Your Excellency and the ministers that, although the loss which the Company suffers annually on the lease of Bimilipatnam is rather considerable, having last amounted to f 10429: 1., the interest of the Company nevertheless does not permit abandoning that lease. And trusting that the lower amount of the collected revenues is not to be attributed to any neglect by the chiefs in attending to the Company's interest, we must bear that loss, and it will further already have appeared from the received letters and papers that the princes have surrendered Bimilipatnam and its subordinate villages on a lease for five years; but it will be difficult to obtain the same in a perpetual lease, which, moreover, as matters are currently situated there, is not so very advisable. Your Right Honourable High Esteemed will look forward with longing to the report whether and to what extent the chiefs will have succeeded in obtaining Bimilipatnam and its subordinate villages in perpetual lease for the Company on the footing and the conditions mentioned more fully in the ministers' separate letter of 24 July 1766, which would be all the more agreeable to us if we could rest assured that the Company would by this means remain free from the vexations and troubles that the Company has had to endure at that office. Furthermore, we are satisfied with the direction the Governor has maintained with relation to the claim of the Nabob Machomad Alichan on the Mannar pearl fishery, even though its success did not answer the intended purpose. Advancing money to the inhabitants of the Nagapatnam villages has had the desired effect, and they have already repaid their debt. Among the further points concerning this office, we also note as a good thing that the Governor has encouraged the inhabitants of the villages belonging under Nagapatnam to agriculture, and has assisted them with some funds toward the furtherance of that purpose; and we wish that the Company may in time enjoy the intended effect of this and of the means devised by the Governor to entice trade back to Nagapatnam. We have consequently also seen with pleasure that private shipping to Nagapatnam had already increased, and we hope that the benefits which the ministers anticipate for the Company from that shipping will richly compensate for the detriment it suffers in the sale of its merchandise, especially of sugar, through the considerable supply that private traders bring of that article, trusting that the ministers, when drawing up their demands, will keep this in mind, so that Your Excellency may as little as possible be placed in the necessity of authorizing the ministers, in order to avoid greater loss, to lower the prices on the sale of the Company's trade goods. The ministers' answer to the memorial of the French East India Company, together with its appendices, we have received; but instead of an authenticated copy of the original missive from the ministry at Pondicherry dated 12 February 1749, we have been sent a copy of the translation of the said missive, which, however, does not satisfy our intent. The required authenticated copy of the original missive from the French ministry at Pondicherry is now being sent in duplicate. Wherefore the ministers will still have to send us, at the first opportunity and in duplicate, an authenticated copy of the above-mentioned original missive. From our missive of 6 October 1766 Your Excellency will have seen that the 42 bills of exchange drawn on the Royal Treasury at Paris have been paid to the Company, and since among those bills were included the funds owed for the provisions and supplies provided to the troops under the command of the Count of Lally, that claim has also thereby been satisfied. Governor Haksteen has rightly disapproved of the handling by the previous ministry with regard to the house at Cuddalore, which was handed over by the English in place of the lodge at Tegnapatnam, but no compensation for damages could be obtained from the English ministry at Madraspatnam, as can be seen in the resolution of 3 February 1768 and that communicated to Their Right Honourables at Batavia by missive of 6 March following.

Your Right Honorable Worships will find this affair of Haselkamp amply described in the outgoing letters of this government to Their Right Excellencies, the Honorable Supreme Indian Government at Batavia, dated 19 August and 18 December 1765, 29 June 1768, 14 October 1766, and 31 August 1754, and the replies received thereto dated 14 March and 13 May 1766, 19 April 1767, 20 July and 30 December 1768, and even further and more amply by letters from here dated 29 August of this year, and especially by the report and its annexes now being sent over via Ceylon, mentioned in the Resolution of 21 August of the current year, whereby the actual state of this affair was further elucidated, to which we take the liberty to refer, so as not to trouble Your Right Honorable Worships with repetitions. Since this can no longer be redressed, we wish to hope that the ministers in this regard will obtain some compensation from the ministry at Madras. Under the main heading of the Servants, we have seen with pleasure the Governor's disposition to relieve the Company of the payment of wages to the children who, contrary to orders, had been taken into service under the administration of Governor van Teijlingen, as well as that the Company has been able to be indemnified for the arrears of the former Cashier Haselkamp, in the expectation that the 4200 pagodas that were lacking for the satisfaction of that arrear, and which were placed by the ministers to the account of van Teijlingen, as well as the further items with which that account is debited, will be able to be recovered from the credit thereof. The Company having been satisfied, Their Right Excellencies have agreed that the guarantors may be paid. Furthermore, in this respect, we cannot pass over unmentioned the request made by the guarantors of the said Haselkamp to have restitution of the 1000 pagodas which they deposited into the Company's treasury in fulfillment of their guarantees, and it has surprised us that the ministers submitted that request so favorably to Your Honors. For if the grounds upon which that request and its favorable recommendation rest were to be judged sufficient to relieve those guarantors of the payment of the aforementioned sum, the provision of a guarantee would be of little benefit to the Company, since the guarantee serves solely to recover therefrom, in the event of insolvency of the person for whose administration it was provided, as far as it extends, whatever falls short on that administration, without taking into account whether that shortfall was caused solely by the unfaithful or bad conduct of the debtor, or that others contributed thereto. We therefore also do not doubt that Your Honors will have rejected that request of those guarantors, and in so far as those guarantors might maintain that van Teijlingen is obligated to keep them indemnified from the damage they suffer in this, it is certainly free to them to seek their recovery against van Teijlingen wherever and however they shall be advised, provided that this does not tend to the prejudice of what the Company has to claim from the same. We furthermore still await seeing the outcome of the proceedings that have been undertaken against the aforementioned Haselkamp and the former receiver, as well as against the former Jaggernaikpuram chief Lovenaar, and with respect to the last mentioned we shall only remark that we cannot comprehend for what reason the merchants who have been disadvantaged and curtailed by the said Lovenaar could not obtain their arrears just as well by a judicial as by a political decision, unless we were to suppose that the cases brought before the Council of Justice are not handled and settled with the requisite promptness and in such manner as is proper; which, however, we may not presume, and against which provision ought in any case then to be made.
