142 No consideration was given to the petition for readmission, and why. Having previously arrived in February, not only was the amount thereof paid to them, but also the clothes brought in since. However, for the further delivered cloths by the portioners Wengata rama Chitty and Ekoloe gobaas Chitty to the amount of pa/o 2926:9:70 or ƒ 13168:17:-, they accepted some merchandise to the sum of pa/o 766:21 or ƒ 8450:18:12, and for the satisfaction of the remainder offered to wait until the chiefs should be provided with cash, just as the settlement thereof followed upon the dispatch of cash from here alongside the aforementioned ceded merchandise. However, no consideration was given to the petition for readmission into the trade by the merchant Meddoewardarasoe Chitly, who, having learned of his dismissal from the same, crossed over from Madras and made an offer to deliver, toward the end of this month, at least 3000 pagodas or ƒ 13500:—:- of northern or red linens, since his exclusion and the transfer of his portion to Jagoewvengata, Yet freedom was left to deliver some northern linens, and under what condition. A prohibition was issued against accepting any assortment beyond the demand from the offices, as happened in the past year; it is trusted that such will no longer occur now, and where it took place in the past year. Wengata rama Chittij and company occurred on well-founded grounds by resolution of 18 January past, and also to avoid all unnecessary alteration, both to prevent confusion and to avoid being overburdened with more northern linens than were demanded. However, upon the chiefs' emphatic representation of that petition, we have nevertheless left them the freedom to have him deliver some northern linens, provided they take care that the petition thereof is by no means surpassed. To that end, those chiefs, as well as those of the remaining factories, have been most strictly forbidden to proceed to the acceptance of any assortment beyond the demand, as took place in the past year regarding the sestergantyn for the Fatherland. Thus it is trusted that such will not recur, the more so as the merchants at Palliacatta are now on a level footing and will remain on that footing through the arrangement being observed. That in the past year 11 bales of fine Cambays of 5 cobids were accepted and dispatched to Batavia for the account of the merchants in reduction of their debt occurred solely upon the repeated request of the traders and their brokers, and also to prevent those cloths from falling into foreign hands; to which, upon rejection, recourse would undoubtedly 123 have had to be taken in order to obtain cash for them toward providing other linens serving the demand. However, if, contrary to expectation, it should happen that this must be resorted to again, we shall ensure that such goods are not brought into account as high as seems to have happened regarding the aforementioned Cambays, given the small profit of barely over 84 percent. Hope that the collection at Bimilipatnam will revive again, and by what means; but neither the merchants nor the suppliers there are to be moved without a noteworthy price increase above the permitted amount. Although the collection at Bimilipatnam has not been favorably situated up to now, we nevertheless hope that in the future it will increase and revive again, from the convention and arrangement made with and concerning the merchants of that factory, as we have already informed Your Excellencies by our general and separate letters of 18 December 1768 and further writing per the Vaillant of 3 April of this year. But the merchants as well as the suppliers were by no means to be persuaded to deliver the required 600 bales of the new weave, of which mention was also made in our aforementioned last letter, without some noteworthy price increase above the 5 percent douceur added by Your Excellencies for that delivery, on account of the rising cost of cotton and yarn. Abandonment of that collection, and expectation of the effect of the said promise regarding the new demand. Acceptance made of the alongside-mentioned 6 bales of rejects from Bimilipatnam, for what price; what portion thereof goes over per bearer of this, and where the rest remained. Wherefore, in the session of 24 July, that collection was finally abandoned, and we shall further await the effect of the promises made by the chiefs in their letter of 10 June, that they would make every effort to deliver a good quantity of that assortment upon the forthcoming demand. The aforesaid servants having sent over per the ship Faillant 6 bales of rejects, namely 1 bale of fine bleached Guinees and 5 bales of common bleached Guinees, to be appraised here, the first-mentioned was accepted at pa/o 420:-:- or ƒ 340 the bale of 40 pieces, and the second at pa/o 60:-:- or ƒ 270:-:- for a similar bale, of which 37 pieces of the first-mentioned and 166 pieces of the second-mentioned assortment are transferred separately specified under the cargo of the bearer of this, the remaining [illegible] pieces being retained here due to re-bleaching.

Having been found torn and with holes here, were sold at auction for the account of the merchants; just as on this occasion, besides the pack sent over with Westerveld, there are also transported 5 packs with various linens belonging to the Moorish estate administrator at Batavia, Patten Mahomet Nina, to whom we, pursuant to the resolution taken in our session of 26 June on the basis of an extract shown to us by him from the minutes of the resolution in the Council of India on 28 February of this year, have advanced for the purchase of those linens an amount of pao 587. 30 534 [illegible] f 23027 40. 8. The said estate administrator being to pass over with the 4 remaining packs granted to him with the ship Vlietslust. Offering of thanks from the said persons. The arrears now lying at the [illegible], the widow of the deceased Sadraspatnam resident Topander, together with the former seconds of that office, the junior merchants Hendrik Scoffier and Peracules Mossel, offer to Your Right Honourables their deepest and most unfeigned thanks and acknowledgment for the benevolence which Your Right Honourables have been pleased to show them in discharging them from the accountability concerning the arrears of the Sadraspatnam merchants. The writing off of the same has only been carried out regarding Naranapa Moeddelij, and why; but those of the others are still kept running, and for what reason. And with regard to the ordered writing off of those arrears, we have only given effect to this in the case of the merchant Naranapa Moddelij, from whom, being a simple and insensible person in whom no one takes an interest, there is not the slightest prospect of getting anything more paid in reduction now or in time, nor is anything to be expected from his outstanding debts in the country and in the weaving villages, because upon inquiries made we find that those people have likewise long been insolvent and some are already deceased. But the debts of the other three traders, Goendoer Baal Chitty, Maddaesje Sjasjelam Chitty, and Chiddrappa Chitty, we have, subject to Your Right Honourables' venerated approval, allowed to continue running, because through the arrangement made concerning them, communicated to Your Right Honourables by our letters of 28 December of the past year and 3 April of this year, there is still a prospect of obtaining settlement in time, if only they and the sureties provided by them will be somewhat vigilant. The affair of Chiddeappachitty regarding stolen linens is a matter between the merchants themselves, and thus it was judged best not to interfere. The affair of the last-mentioned trader concerning his statement that more than 700 pagodas in linens had been stolen from him, has upon investigation been found to be a dispute among the merchants themselves; and since they are all indebted to the Honourable Company, we have judged it best for the present not to interfere with their differences, but to ensure as much as possible that the Company obtains payment. Submission of the accountability concerning the debts of the Porto Novo merchants by the head administrator Leembruggen. Meanwhile we hereby also submit to Your Right Honourables the accountability of the head administrator here, Hendricus Leembruggen, both in refutation of what was brought in by his predecessor David Coenraad Vick, and for his discharge concerning the alleged debts of the Porto Novo merchants since 175 7/8 to 27 [illegible], to which we, with Your Right Honourables' leave, refer with much respect, and request Your Right Honourables' venerated disposition in that regard. The trade is very fluctuating, and why. And having herewith arrived at the article of the trade in merchandise and what further relates to that main heading, we testify in the first place, regarding Your Right Honourables' remark made concerning the passable profit in anno passado on the sold merchandise paid in the first eleven months of the past financial year 1768, that the trade is very fluctuating, especially in a country that, like this one, is constantly troubled by war and the bad rumours resulting therefrom, which are sometimes confirmed, but most of the time found to be imaginary. The more merchandise one can sell, the more pleasant it is, and to that end nothing is neglected. Yet the more merchandise we are able to turn over, and the more considerable the advances thereon are, the more agreeable it will be to us, whereto also nothing is neglected. The Japanese bar copper has been increased in price, and why. To which end, for such reasons as are mentioned in the resolution of 22 May, out of apprehension of a scarce supply and deficient fulfillment of the demand for Japanese bar copper, we have increased the price of that mineral from pa/o 86: 72 or f 389:3: to pao 92:84: 17 3/4 or f 486:83: 8 Netherlands money, yielding then still only an advance of 90 85/100 percent instead of the profit of 274 percent previously obtained thereon, because among the copper received with the vessel Westerveld a large quantity is to be found purchased from private individuals at Batavia. Notwithstanding that at the beginning the sale of that mineral was somewhat checked on account of this increased price, it now begins to go off reasonably well again. The nutmegs received per Westerveld were found to be exceptionally well-conditioned. For the rest, the nutmegs received with that vessel were found to be exceptionally well-conditioned, wherefore they have not needed [illegible].

but landed here, and why the nutmegs brought here had to be garbled anew, and why they needed to be dusted immediately with the cloves intended for Jaggernaikpoeram, but landed here because there was no other supply of those spices than those that had been dusted upon the nutmegs received from the consignment of the Blyenburg, which we caused to be dusted as far as they were sufficient, as can be seen by our resolution of 26 June, wishing meanwhile that the sale of the nutmegs, which has been stagnant for some time, may gain momentum again before the mite gets into them, as well as for that reason, the nutmegs received in anno passado with the aforementioned ship Blyenburg, and a remaining quantity of 30442 3/4 lb in 384 chests kept here, upon the report received of their poor condition, notwithstanding that upon their arrival, conform to the Resolution of 26 September Anno 1768, as noted there and properly garbled, and dusted with cloves, they had to be garbled anew according to the decision of 8 May of this year, and of which the report, being submitted at the subsequent session of 17 July, found a quantity of 3825 lb of mite-infested and pierced nutmegs, amounting to 12 1/2 percent, besides the underweight of 696 1/4 lb or 2 1/32 percent, caused by the bad condition of the nutmegs. Regarding Your Right Honourables' conveyed displeasure concerning that we allegedly sell the newer goods before the oldest goods, please be most assured that we strictly govern ourselves by the order given above all to sell the oldest goods first, and therefore no nutmegs from the years 1762, 1763, and 1764 remained lying here, for the list of remainders of the year 1768, inserted in our missive of 18 December, mentions no other nutmegs than the quantity of 31400 lb received per the ship Blyenburg in that same year 1768, and at that time dusted with the oldest cloves that had been on hand, to wit of the aforesaid years 1762, 1763, 1764, and 1766, while meanwhile, due to the rising demand for those spices, the remaining single and separately boxed cloves, which were left from the two last-mentioned years, had already been dispatched and disposed of; wherefore the Honourable Company could suffer no loss on the old remaining nutmegs, as they were not on hand, so that we hope Your Right Honourables will be satisfied with the aforesaid explanation, and please excuse us if the above was not shown clearly enough on the list of remainders. 151 how the small chest of 100 lb of garbled nutmegs packed with tobacco has been found. According to Your Right Honourables venerated order, the received hundred pounds of garbled nutmegs packed in Javanese or other similar Indian tobacco brought by the bearer of this, having been handled with the required accuracy at our meeting specially held for that purpose at the Company's trade warehouses on the 2nd of this month, the chest before opening weighed gross 157¼ lb, thus 3½ lb less than the invoiced gross; likewise the tare or the empty chest also weighed 4 lb less than the weight of 54 lb stipulated thereon, and furthermore after the opening, garbling, and reweighing there was found in good nutmegs lb 93, in worm-eaten and tainted ditto lb 6 7/8, in tobacco and the dust of the worm-eaten nutmegs lying beneath it lb 33¾, short 14½, total lb 103½. To which added the found tare 54, total as mentioned above lb 157½. 129 4/18 8r. Furthermore, upon further examination, the nutmegs externally were found whole and well-constituted, although having absorbed somewhat the smell of the tobacco; yet upon slicing through, nothing of it was perceived internally, nor was any noteworthy unpleasantness imparted to the taste; only in the innermost parts of some of those nutmegs was discovered a small, oblong hollow or cavity, which was attributed to the drying out of the fatty and oily juices thereof, and thus regarded as the original cause of the subsequent worm-eating and infection. Those nutmegs being further aired for some days and subsequently at our session of the 14th of this month tested a second time and sampled against other nutmegs, it was found that the smell and taste were somewhat infected by the tobacco. These nutmegs being furthermore divided and packed into two separate small chests, one half with and the other without tobacco, of which finding, upon another test to be undertaken, we shall have the honour respectfully to inform Your Right Honourables by the next opportunity, for the rest referring ourselves to the notes kept, 152 the notes kept in that regard on the 2nd and 14th of this month, by which it will also simultaneously appear that a chest of nutmegs without tobacco has undergone no greater worm-eating than this one. Concerning the cash, we have, by our letters of the 17th of June sent with Westerveld, taken the liberty to show Your Right Honourables the scarcity thereof, and the employment of the gold received with that vessel; and thus, however meager the state of affairs has been in that respect, it has nevertheless been kept going, and the offices supplied as much as possible, for which purpose came in very handy the 39010 New Nagapatnam pagodas from the Ceylon renters of the Pearl Fishery mentioned in the resolution of the 6th of April last, and the 4000 pagodas subsequently borrowed from the Orphan Chamber on or pursuant to the resolution of the 10th of July, besides the gold of Westerveld, all of which together with some other small items have had to serve for paying off the linens on the demand of the Year 1768/9; and thus the same cannot serve in reduction of the requested 800,000 rupees for the petition of the Year 1769 and 1770, but indeed the cash brought by Vreedelust, to which is added the ample quantity of merchandise, and among others the Japanese bar copper, together with the prospect of an ample relief of gold from Europe, whereof already one of the two chests with 239 marks 7 ounces 17¾ drops of Troy gold, brought out by the Zeeland barque 's-Heer Arendskerke on the 1st of this month, has been received from Tuticorin via Manaar, from where we also still expect the four chests brought since with the Amsterdam ships the Vrouwe Geertruijda and Ruyteveld, with which, although not yet knowing the number of marks they contain, we hope to be able to make ends meet again properly for the upcoming financial year. The widow of the master of the equipment, having only realized it at the time the aforesaid transport took place, therefore, at the session of 26 June of last year, the widows of the aforesaid De Vos and Visscher were ordered to pay for those ropes, namely the first for 1/2 and the other for 7 1/2 ropes. But since the reimbursement of the same, according to the order contained in the extract from Your High Noblenesses' honored resolution of 4 February 1766 with 2 capitals advance, was an all too heavy burden for those widows, especially for the widow of Visscher, who, in order to balance the petty cash for the funded amount for the fortification works, had already had to strip herself of everything and had to secure her jewels at the main cash office of Bimilipatnam for the remainder, we have, upon their lamentable instances, subject to the honored approval of Your High Noblenesses, provisionally allowed them to suffice with the purchase cost. Nevertheless, they were expressly required to provide sureties for the amount of the said two capitals advance, amounting for that of the half rope to pa. f 304: 50. 48 or f 1769. 79. 12, and for that of the one and a half ropes to pa. f 913: 7. 64 or f 4709: 19: 4, so that if Your High Noblenesses do not please to grant relief from the payment thereof, it will then also be paid into the treasury, just as that provision of security has already been made by the widow De Vos, and regarding the widow Visscher the necessary orders have been written to Bimilipatnam, which course of action we hope Your High Noblenesses will please to honor with Your High Noblenesses' honored approval, awaiting a favorable disposition on the humble request of those widows to be released by Your High Noblenesses' benevolence from the payment of the two capitals advance. To which end, or regarding which disposition, it might also be taken into favorable consideration by Your High Noblenesses that in similar cases the suffering parties are indeed permitted to deliver other goods in kind for the spoiled or missing goods, but with which we in the present case would only have complied. Regarding the write-offs and cancellations, the seconds of Sadraspatnam and Jaggernaykpoeram offer their most humble gratitude, the first for the favorable release from the compensation imposed upon them of 61 5/8 lb cloves and 37 3/4 lb nutmegs, and the other for the refund to him of the f 5005: — already paid by him into the treasury for 5 packages of spoiled mace. Furthermore, regarding the required elucidation from Your High Noblenesses as to what caused the dampness of the cloves, from whose shortage the aforesaid seconds request to be liberated, mentioned in our letters of 18 December 1768, we submit: that in our respectful letters of 21 December of the preceding year, on the occasion when the second Dumon made instance to obtain a proportional write-off with the shortage, we demonstrated in detail the reasons for the dampness of those cloves, and namely in the main that the same were already brought in damp. And because the spices of which those seconds request exemption are of that same parcel as mentioned in the said missive, we request that this may come into favorable consideration with Your High Noblenesses, and to release them from the compensations likewise imposed upon them. Shortages, unfit, and unusable goods: regarding these, we find ourselves obliged to report that, regarding the return to the officers of the ship Tulpenburg of the spoiled sack brought in last year, we regulated ourselves according to the literal meaning of the 19th article of the regulation drafted in the year 1753 under date of 20 August, and since altered and amplified on date 15 August 1764, concerning the receipt and delivery of cargoes, dictating that the officers are liable for the spoilage. However, since the handling thereof has displeased Your High Noblenesses, we ask for pardon in case we may not have properly understood the intention in that regard. The order to accept a double quantity of doyts from the farmers shall be observed. as follows, to wit: 39 jugs or 13 3/8 percent wine vinegar 64 5/8 bottles or 27 3/8 percent Rosewater 700 pieces of mill planks, 22 to 24 feet long and 2 inches thick 50 pieces of mill planks, 22 to 24 feet long and 3 inches thick, which both articles the authorities declared not to have received at Batavia. Now, concerning the leases and revenues, we report that the farming out of the duties at Bimilipatam and its dependencies, having proceeded on the last of May recently past, the same has been farmed out, which is more advantageous than the collection, for four years, at 36000 Rupees per year; and although this does not satisfy the intention, it is nevertheless more advantageous than the collection, and will surely increase more and more, because all novelties are somewhat difficult at first, and it is probable that through good direction by the chiefs, the lease will increase from time to time; meanwhile, one will try as much as possible to obey the given order to receive a doubled quantity of doyts from the farmers and to send them to Batavia. Concerning the trade books, we take the liberty to refer to the decisions taken at our session of 19 April past, subject to Your High Excellencies' honored approval, on the findings of the errors in the trade books of this Government of the year 1762/9, in the expectation that our taken disposition will be honored with your honored approval: to not charge the subsistence allowances and rations provided at the subordinate offices to the troops and servants garrisoned there to the account of this main place, but to write them off right there where the provision takes place, for such motives as were demonstrated at large in our earlier resolutions of 12 February and 23 March 1766 on the occasion of the dispositions made in response to the finding of the errors of the book-year 176 1/2. Concerning the native servants, we shall not fail to discharge all redundant native warriors in due time, and in our repeatedly mentioned letter of 3 April reasons were given why the Company of Easterners of Captain Sing Allap Allap could not be sent with the ship Vaillant; but the pikes mentioned therein having since been received here from Colombo, there depart as of now, by the bearer of this, 30 men. 164 and the rest are to follow. From the pay bookkeeper's report it appears what happened to the 24 native warriors. Why that division was made: now by the bearer of this, 30 men, to wit: one Ensign, two Sergeants, two Corporals, and twenty-five soldiers, the remaining men being scheduled to follow with Vlietlust; which division of that Company was so regulated because, in case the entire Company were embarked on Vreedelust, it might during a long voyage cause a lack of drinking water. Furthermore, we attach hereto a copy of the report from the pay bookkeeper here, serving as proof that upon exact examination of the books here regarding the 24 native soldiers mentioned in the report of the chief of the general pay office, only 20 were successively taken into service here and sent in the years 1761 and 1762 with settled accounts to Colombo, and their formal accounts are to be found in the debt books of the Easterners of those years sent from here to Batavia; but the names of the remaining four persons, to wit: Singo Miskien Sarang, Secroe, Campoe Batavia, and Canjang, are not known here in the books, and the further persons cited therein belong to the government of Ceylon, to where the amount charged against those soldiers was also credited back from Batavia. But we testify that the Lord Governor as well as ourselves never knew that the procuring of schoolbooks depended on the department of the Honorable, Highly Esteemed Lord Director-General, but believed that the same had to be procured by the Batavian church council; moreover, it has also been demonstrated by the elders and deacons through the exhibition of the resolution book that never was a resolution of grievance regarding the schoolbooks taken by the church council; but since the minister Gebhard has departed for Colombo, the further investigation has been suspended.

And concerning the transfer of the effects: As to what regards the transfer of the effects that were to be found there, we had the honor to inform Your Right Noblenesses in detail in our aforementioned letters of April 3; referring to which, we further note in this matter that our efforts to obtain payment from the French of the notorious Malare bill drawn by one Desjardins have hitherto been fruitless, since the Pondicherry ministers repeatedly, and most recently in their letters of July 16 passed, turn us away with the excuse that they have not yet received the required elucidation in this regard, with the promise, however, that as soon as they receive the same, they will cause satisfaction thereof to follow promptly. Furthermore, we have given prompt notice to Mr. Amat, and in his absence to his authorized agents, of the authorization received by us for the taking over and dispatch of 75 packs of linens; but since no answer had been obtained thereto by the 26th of this month, a duplicate of the letter written in this regard under the date of July 21 was addressed to the ministry of Pondicherry, requesting that they inform us of its delivery, whereupon we await the answer. No receipt has yet been sent for the 6 elephants. The English and Hyder Ali. The country is somewhat quieted. The Moor and Gentile government provides us with no other material for writing than that, although the Prince of Tanjore makes no application to obtain the elephants, he nevertheless sends no receipt for their delivery, notwithstanding that he has been written to about it, and his envoy has been addressed on the subject more than once; while through the concluded peace between the English and the Mysore Field Commander Hyder Ali Khan, and the subsequent march back by the latter, these lands have again been brought somewhat to a state of calm, it remaining to be awaited from time to time how long it will last. Regarding the disposition taken regarding the coir delivered short by Vlietlust: Just as we similarly request regarding our disposition taken in the session of the 24th of August last, concerning the coir transported hither from Ceylon by the officers of the bearer of this, the same having been for a large part wet upon its arrival, 183 What the ship's officers have declared regarding this, drying of the same, and what underweight it then gave, discovery that it was covered with salt, and to what the deficit was attributed. having been wet upon its arrival and nevertheless having given a deficit of 1523 on 97323 lb or 1 2/6 per cent, although the ship's officers, in a submitted declaration inserted into the aforementioned resolution, testified that the same was received in the bay of Galle from various sloops and also from the shore, had lain during the voyage in a dry and suitable place, therefore preserved as much as possible from all decay and water, and shipped off here in the same condition as it was received there; one had to have the same dried, subsequently inspected and weighed by further commissioners, whereupon a shortage was found of 9330 or rather 7787 lb more than at the first re-weighing, when it was simultaneously discovered that here and there in the bundles were grains of salt, the named commissioners attributing that extraordinary deficit partly to the salt that had fallen out of the bundles when they were untied, partly through the drying out of the dampness which the salt had imparted to the coir, more broadly set forth in a report thereof received that day, so that no neglect or otherwise is to be imputed to the officers, Provisional debiting of the officers' account on the other hand for the timber mentioned alongside; provisional write-off of the same, why and until when. but the said underweight of 9310 lb or 9 3/16 per cent must for the greatest part be attributed to the Cochin coir, which was among the delivered lot to the quantity of 54470 lb, and it is assumed to be all salted; therefore, subject to Your High Nobilities' honored approval, we have provisionally had it written off to the Profit and Loss account; but on the other hand, although from another submitted declaration of the ship's officers it appeared that 5 pieces of axle timber that had come loose from a raft sank between the ship and the shore at Batticaloa, and 60 palisade timbers were lost through the drifting out to sea of a padie or lighter vessel, and furthermore, an additional 30 ledger timbers, 25 futtocks, and 20 knees remained lying on the beach there for lack of vessels; nevertheless, the officers of that vessel have provisionally been debited to their account, because the skipper signed the bill of lading acknowledging the entire lot thereon, until such time as we are informed in this regard by the Ceylon ministers, who by letter of the 17th of August last, there
