The 18th of January 1769. humble and very modest servant Jan Pietersz:, that in the lastly expired month of October, having transported as commander with the sloop the Robijn from here to Palliacatta among other goods 4234. 1/4. lb: of nutmegs strewn with 1485. 1/4. lb: of cloves, upon delivery there, over and above the permitted allowance of 1/2. per cent, a shortage occurred of 1 5/16. lb: on the first-mentioned, and 56. 5/16. lb: or 3. 3/4. per cent on the last-mentioned spice, on which account the suppliant's account and that of his quartermaster Iacob Groenewegh has been charged for this with ƒ281. 7. 8. or pa/o 62. 12. 5/8., without him being able to penetrate the cause of the aforementioned shortage, as he exercised the necessary attention and oversight according to his duty, both in the receipt and the delivery of the cargo, which consequently must apparently have been caused because the paddy, upon which those spice chests were placed in the hold of the said vessel, drew the dampness and moisture of the cloves, as he received them here, to itself; moreover, the chests themselves were in such poor condition upon receipt that, through the handling of the same, many cloves will have penetrated through the seams of the joined planks, because during the remeasurement of the aforementioned transported paddy, 100. 1/16. lb: of cloves were gathered from it, besides that which the coolies and other laborers, before it was discovered that the paddy was mixed with those spices, will have already purloined from it; consequently the aforementioned extraordinary shortage or deficit will principally have been caused by the reasons given: thus having occurred without the suppliant's doing, negligence or any fraudulent conduct so far as known to him: therefore it is insupportable for the suppliant as well as for his quartermaster, in view of their known impoverished condition, to satisfy the aforementioned amount of ƒ281. 7. 8. or pa/o 62. 12. 5/8. debited to their account, having already had to run very deeply into debt through various previous charges; wherefore the suppliant takes his refuge in the clemency of Your Right Honorable, humbly praying kindly to relieve him and his quartermaster of that imposed compensation; underneath stood: Which achieving, etc. Thus, in consideration of the poor condition of the chests in which the spices were transported, having already lain in the warehouses for some years, and having had to be subject several times to opening and nailing shut, both during inventories as well as transports and further handling; alongside which was remarked the far distance between the Palliacat fort and the beach there, where the unloading takes place, and thus the detour that had to be used because of this could very easily give rise to extraordinary losses if the chests are in poor condition, as was confirmed by the cloves that were found among the paddy during the unloading of that vessel; subject to the approval of Their High Nobles the Noble High Indian Government, it has been approved and agreed to allow only the aforementioned discovered shortage on the cloves to be written off, and consequently to relieve the account of the said commander and quartermaster of it, but without this being allowed to serve as an example in the future, or being drawn into consequence; on which occasion, to remove all exceptions and grounds for complaints, it was also resolved to order the commanders of the vessels most strictly not to accept any broken or damaged chests, cases, bales or casks in the future upon receipt of cargo, but upon their occurrence to report it, so that provision could be made for it. Insertion of the same. brought in, and also sold, only 1 per cent may be validated, so that 49¼ lb has been brought up too much; as well as on 34296 lb of iron, both purchased in this year, as brought in, and expended, only 1 per cent is passed, so that 162 lb surpasses the regulation, and that which by the administrators must be reimbursed. The 25th of January 1769 It being the case that the commissioners by whom the surveys of the respective administrations at this main station were taken as of the last of August recently past have confirmed their reports and findings submitted thereof, according to the order, with the solemn taking of the oath, so also was the oath taken by the First Warehouse Master de Fieliez regarding the faithful and pure handling of the four main spices. The letter received from Jaggernaijkpoeram dated the 15th of this current month having been read out at the meeting, it was agreed to express the displeasure of this government concerning the late dispatch hither of the sloop De Nagtegaal, notwithstanding that the chiefs had been ordered to dispatch that small keel, along with the other vessels that had wintered in the Coringa River, as well as one of the tonys belonging there, along the southern offices hither in the latter part of December or early in January; nevertheless, that order has not been fulfilled. Wherefore it was decided to demand the reasons for this, and at the same time to have them state why the aforesaid small keels were brought out of the Coringa River so late, or indeed why their repair and caulking were so greatly delayed, in order that the necessary measures concerning this could be taken, since by that delay the arrangements made by this government aimed at the early dispatch of those small craft have become illusory, and this could bring many inconveniences in its train at a time when the aforesaid defenseless offices lie exposed to an invasion by the robber bands roving everywhere across the country. It also appeared strange to the meeting that the considerable costs incurred for the repair of the aforesaid sloop De Nagtegaal amounted to a sum of pa/o 220. 2. 53 1/3 f90. 10. -, whereas only a few months ago it had been virtually rebuilt at Portonovo. But since, upon examination and special questioning of the commander of that vessel, the second mate Ian Hansz, he certified that the repairs done were absolutely required and therefore had been unavoidable, it was decided for the present to let the matter rest there, and most earnestly to recommend thrift to the servants, with the declaration made that one would explain oneself further in this regard when the account of the expenses incurred for the same purpose on the other sloops would also be received and audited. Furthermore, it appearing from the servants' letters as well as the contracts obtained with the merchants concluded for the new contracting out of what had been petitioned for this current year, that the traders could not be moved to any price reduction, and therefore the prices recently paid had to be granted to them, it was decided, however disagreeable it was, to approve what was done in this regard, as this was not surprising, since the circumstances of the times did not yet well permit any decrease. Thus, nothing else now remained for the chiefs than to be watchful and to care for the quality of the cloths, especially that the ventepallems are delivered of bright and glowing colors, in accordance with the written orders in that regard from the Lords and Masters, from whom one wished to remove all grounds for complaint. And it was further decided to have the aforesaid commercial documents, as well as those of Palicol which also came in on this occasion, examined according to the order against those of the previous year, in order to make further dispositions concerning them. The matron of the diaconate orphanage here, Catarina Devos, having made a request to be relieved thereof, and this having been submitted to this government by the church council of this city by extract of an evident resolution of today, namely the widows of Captain Joan van Hoomoet, by name Philipina van der Willigen, of the bookkeeper and Porto Novo resident Jacob Jacobsz., Joanna Emelia Pfeiffer, and of the surgeon Hendrik Isaak, Maria Abrahamsz., to the end that one of them be appointed thereto, the aforesaid was, by order of the Honourable Governor, made known to the members by the First Sworn Clerk of the secretariat here, Jacques Theodore Vaucquet de Ian, and their Honours' opinions were requested to choose and appoint from the aforementioned three petitioners the aforesaid Johanna Emelia Pfeiffer; which being proposed, the collective members fully concurred therewith and thus the same was held as resolved. Calling into question of the reported advance of the Marathas by the Bimilipatnam servants, and on what grounds. to f 11. under a new contract of three years. After this was read the letter from the Bimilipatnam Chief Pfeiffer dated the 14th current, in original and duplicate, addressed here, chiefly containing both the rumored descent of the Nizam and his son, each with a considerable force, the first to Madraspatnam and the other to Mazulipatnam, as well as the bad and desolate condition of the Bimilipatnam fort, due to the collapse of the greatest part thereof, according to what was noted in the letters received from there dated 10 October and 27 November of the past year. Thus the contents of those letters were deliberated upon. The aforesaid reported advance of those two native grandees was called into question, on the grounds that the general Hyder Ali Khan and the English gentlemen are negotiating for peace, unless their intention might be to mislead one another thereby. Likewise, the assembly could give no credence to that rumored descent because nothing thereof was reported from Jaggernaikpur and Palicol, both of which factories were situated closer to the regions of Golconda and adjacent places than Bimilipatnam, so that if those rumors should contain the truth, it would shortly be confirmed from there or elsewhere. The 3rd of February 1769 and to bring it into proper condition, just as he also immediately prepared the materials required for it and began work with them, but since, or by letters of the 5th of April of the past year, it was ordered by Your Right Honorable Worships to cease the said repair, and her late husband having considered that the aforementioned materials were already for the most part in stock, and besides this there was a great likelihood of concluding a lasting agreement with the princes of Visianagaram, as indeed had a desired outcome, and thus living in that firm hope that, in case he might succeed therein, he would again be qualified by Your Right Honorable Worships to proceed with that highly necessary work, and then, the materials lying in stock being lost, it would not only require much time to collect the same together again, but considerable damage would have to be suffered thereby, for which reasons my said late husband continued and executed the cited repair in such a manner that now very little remains lacking on it, thus it is that the petitioner takes the humble liberty to turn to Your Right Honorable Worships, humbly beseeching that it may please Your Right Honorable Worships' widely renowned benevolence to most favorably validate for her that which was spent by her said late husband on that repair, after deduction of such monies as shall be required to bring the calculation to full completion, in consideration that without that favorable validation the petitioner will not be able properly to account for the remainder of the petty cash that must be transferred. Further, that we, merchants, upon receipt shall not fraudulently mix among the good cloths any that are too short or too narrow, damaged, or full of holes, upon forfeiture of the same to the Honorable Company; likewise, if of the promised number of cloths specified hereinbefore any should be missing by mid-July that we have not delivered, we bind ourselves jointly to pay then to the Honorable Company as a fine such amount as those undelivered pieces would amount to, calculated according to the price of the first sort, unless there be any inland wars, notable dearness of times, mortality, obstructions by the regents, or any notable inconveniences by which the full delivery of the accepted cloths could not be made; in which case we shall be free from the payment of the said penalty. That the receipt of the linens according to the samples cited hereinbefore shall take place at this locality in all uprightness by the chiefs themselves. That the Honorable Company shall retain for itself the liberty, should we through unwillingness or inability completely fail to fulfill what has been contracted, to have the same provided then by other merchants.
