Whereupon it was resolved to commend the chiefs for the zeal shown by them in this regard for the Company's interest, and to bring the aforesaid desired outcome in this matter to the attention of Their High Nobilities in favor of those servants, whilst in the meantime it was deemed proper to recommend that the chiefs take the necessary care that matters continue on this footing; likewise it was resolved to approve the means of constraint used by the chiefs regarding the merchant Meddawieragoe Chittij, in order to compel him, who at the final balance of accounts remained indebted for a sum of pagodas 2084. 21. 40 or ƒ9382. -. 10, to break up from Madraspatnam, where he was continually staying, and to betake himself to Palliacatta for the liquidation of his aforesaid debt, since this trader disregarded all admonitions and resorted to frivolous excuses; to such an extent that these means, namely the arrest first of his authorized agent Meddawardarassoe, and thereafter his and the brokers' property, together with the inventory taking thereof that actually followed, have had such good effect that the aforesaid trader Meddawieragoe Chittij, in reduction of his mentioned arrears, had caused a sum of pagodas 1166 or ƒ5247. -. to be paid into the treasury. For which reasons it was furthermore resolved to instruct the chiefs to ensure that the remainder is also collected, for the receipt of which the chiefs give hope, and in order to facilitate this, the aforesaid arrested property should remain under attachment until the final settlement of accounts has been made with him. Upon the request made by the chiefs to be accommodated with cash, it was resolved to assist them therewith as much as possible, but since the treasury here is very poorly supplied therewith, it would be very agreeable if the sales there at the office increased in such a manner that the necessary funds could be furnished therefrom, or that the merchants could be persuaded to accept some trade merchandise in delivery of piece goods, which latter, however, would have to take place with their complete contentment, without any compulsion or persuasion being applied in this regard, since it was judged unreasonable to force goods upon those traders who had applied themselves so diligently to balance their accounts with the Honorable Company, as this could very easily give cause for them to fall into debt again. Meanwhile, the Council deemed it proper, regarding the considerably small collection in the past financial year of 102½ bales less than demanded, especially that nothing was received of some assortments on the Home requisition, which would appear very displeasing to the high authorities, to make known the dissatisfaction of this government, with the recommendation in future to exercise all possible supervision that not only the demands are complied with more accurately, but also the quality of the requested textiles, in accordance with the orders and express desires of the lords and masters. Although the troublesome times may indeed give cause for a deficient fulfillment of the Demands, which could be accommodated to some extent, it nevertheless could not, nor should not, be extended so far that this would be a reason to accept unwanted or undemanded goods; on which grounds it was resolved to prohibit the same for the servants in the future, as they could easily understand that the Merchants would not deliver them if they did not attain their purposes thereby, and thus the same had to be rejected, which could now happen very easily since the Merchants stood on an even footing in their account with the Honorable Company. On the other hand, however, it was thought fit to grant authority for the frugal repair of the damage caused by the storm that recently raged there; likewise, upon the notification made by the servants of a shortage of paddy and the difficulty in obtaining the same, due to the monopoly in grains conducted by the dewan and his associates with some Merchants, whereby the subordinates of the Honorable Company suffered want with their households, to grant the approval of this government for the sale of the Company's paddy to Her Honorable's servants and further subordinates, at the bazaar price, provided it was not less than 13 stuijvers and 6 penn: per parra, provided the oldest be disposed of first, and after that the new as well, since they were very well provided with it here, in order to accommodate them further. Furthermore, upon the recommendation of the chiefs, the provisional assistants David Jansz: and Hendrik Bartholomeus Dansz: were promoted to junior assistants at ƒ16 each per month, the corporal Jacobus Schoone to sergeant at ƒ20, and the sailor Douwe Feddes Backer was increased in pay to ƒ14; and furthermore, to let the deserters who fled from the Moors out of the country to the Honorable Company there, by name Hans Rassmus of Hitterie and Cornelis Michiels of Christiaansand, come up hither. that the movable and immovable goods of those merchants nevertheless ought to remain under inventory, or still be placed under the same, which would have to be taken up and presented every month, or at the latest once every two months, as being assets pledged to the Honorable Company, in order that proceeding to a sale may be carried out at all times whenever the aforesaid agreement, now newly struck with them, might fail as aforesaid; along with further necessary directives in that regard, whereby clarification would also be demanded from the servants as to whether the merchant Goendoer Baal Chittij has any supply of indigo there, and if so, whether the same is included under the stock of pa/lo 675. 13. - ƒ 3089:11:1 reported in the aforesaid letter of the servants of the 19th of this current month, or outside the same. Furthermore, the council regarded with complete displeasure and with the utmost indignation the refusal made by the aforesaid merchant Cheddleappa Chittij to sign his final account, upon a frivolous pretext (at least for as much as it appeared to this government) that, without stating by whom, over 700 pagodas in cloths had been stolen from him, over which he complains; wherefore it was understood to demand further clarification from the chiefs, in order that, should it be found to be as alleged, satisfaction might if possible be provided to him on that account. On the other hand, however, the council perceived from the further communication by the chiefs with great pleasure that the supplier Andiappa Moddelij had acquitted himself very well during the last completed collection and had settled his account, and it was thus understood to recommend to the chiefs to keep it on that footing, which was also very easy to observe through the already granted price increase on coarse weaves. Therefore it would be desirable that the former merchants, principally the two merchants mentioned hereinbefore and readmitted to trade under surety, make profitable use of it toward the reduction of their debts, and that the third detained merchant Maddoesjesjaselam Chittij, who was still estimated to possess something, could or would also profit from it, or else come forward with some other security for the indemnification of the Honorable Company. Meanwhile, for the rest, the servants would be admonished to continually encourage the aforesaid supplier to zeal and ample delivery of cloths, under the promise that one would not fail to pay the necessary regard at the first opportunity to his request, urged with great earnestness by the chiefs, to be appointed as a permanent merchant; yet with an admonition at the same time to the servants to exercise the necessary caution and circumspection in advancing money to him, and at the same time to tell the supplier not to be so insolent as to claim a further price increase, as he, to the particular displeasure of this government, again requested an augmentation of 10 percent on the baftas and parcallen, which it was understood to reject finally, with the declaration that one expected the same to be delivered as well as the demanded salempoerises, concerning which he had brought forward some grievances about suffering losses, if not complete, then at least the 100 packs of the last-mentioned assortment that he had undertaken and promised to deliver, provided that the same must consist of and be distributed among all three varieties, namely unbleached, bleached, and dark blue, but not the latter alone and nothing of the others; besides which it was also understood to recommend to him to deliver better guinees of those assortments that the Honorable Company was accustomed to receive from Sadraspatnam, and not of the varieties that he, the supplier, had purchased at Portonovo with the help of his family, as were those recently sent with the Papegaaij, with the notification that if one wished to be served with such goods, they could be collected here as well as at Portonovo for lower prices than were paid for them at Sadraspatnam. Furthermore, it was resolved to express the surprise of this government at the difficulties raised regarding the starching and dressing of the coarse weave according to the sample sent from here for that purpose, whereas the washers of Palicol and Iaggernaijkpoenam had not raised the least objections against it, but had undertaken to bleach and starch the cloths according to the desire; and however much it is furthermore true and founded upon reason, as alleged by the chiefs, regarding the red earth carried into the tanks during the windy months, whose color and muddiness the water assumed, whereby the cloths could not be washed so cleanly as might otherwise happen, care nevertheless had to be taken to have the cloths washed during that time when the tanks are at their clearest, which was well to be observed, and in which case then the ship due to arrive there from Bengal in January could carry the greatest part of the bales collected and baled within a full year; but since all the adduced reasons of difficulties regarding the starching of the cloths could not outweigh the order of the Lords Principals, it was resolved to direct that the washing and starching be carried out according to what was ordered, and if the merchants did not like to see this, Their Honors should not take offense at that, but protect those workmen against those merchants. The merchant here, Tieroemenij Chittij, having commissioned this spring a quantity of caliatour wood in the bay between Palliacatta and Masulipatnam to serve as dunnage for the Company's ships, and having sent 50 to 1,000 pounds thereof by a vessel to Iaggernaikpoeram to be transshipped into the ship Leckerland, but that vessel serving for the transport of that wood having missed Iaggernaikpoeram due to stormy weather and arrived at Bimilipatnam, it was approved and agreed to instruct the chiefs of the latter factory to send that wood here with the ship expected from Bengal in the spring, arranging it, however, in such a way that a portion remains at hand for the stowage of the bales that will be loaded into that vessel at Iaggernaikpoeram and elsewhere; and also to pay the cost of that wood to the factor of the said merchant, in the name of Coenja Chittij, at three new Nagapatnam pagodas per bhar of 480 pounds. Inquiry to be made to Jaffanapatnam whether they can relieve this government of part of it. whether they could not relieve this government of a portion thereof, as was done this year to Palliacatta and Sadraspatnam, for another six to seven years, which large stock and resulting decay was principally caused by the purchase that had been made thereof to supply Colombo as well as other Ceylon quarters, especially the Commandement of Jaffanapatnam, whose ministers in one of their letters of the 25th of February 1767 indicated that between 500 and 600 lasts were annually required for provisioning in that Commandement, according to which a larger purchase of that grain was then also regulated; but since the same was cancelled, we have been encumbered with the aforesaid surplus supply, and which, by lying long in the warehouses, is heating, causing much dust and damage by the rats. Thus, upon the proposal of the Honorable Governor, it was approved and understood to ask the aforementioned Jaffana ministers whether they could not relieve this government of a portion of that paddy, and if so, whether they desired to have the same in or out of the husk; so that, if they do not require the same there, other outlets might be sought for it. 40. Discharge granted to Bonte and Johnson from their suretyship for Tieroemenij Chittij, and acceptance of the said two natives as such. Dispatch of 3000 pagodas to be made to Cuddalore by bill of exchange. The Commandant and head of the Military here, Hanturch Bonte, and the Under-Merchant and Dispenser, Hendrik Ambrosius Johnson, having, upon the admission of the Merchant Tieroemenij Chittij into trade here pursuant to the resolution of this Table of the 16th of November 1765, interposed themselves as sureties for the same for the monies that would be advanced to the trader to an amount of Pagodas 6000 -. - or f 27000:-:- upon delivery of piece-goods, and having made application to be discharged therefrom because the term of their engagement had long expired: it was therefore understood to consent thereto, and accordingly to have the deed executed by them cancelled, and in their place to accept as sureties for that same amount and on equal conditions the natives Waijtinada Chittij and Aijakan Chittij, and to have a deed in proper form executed thereof. The 5th of December 1768. word would have been obtained from Batavia, regarding his case in case of appeal, of which your Honour will probably have received news by now. It is now already four years ago, and we have still obtained no restitution of the fines extorted from us by Mr Loovenaar, which his Honour even acknowledges having taken. When will your Honourable and Valiant Sir make us get those moneys back? Your Honour is just, and if your Honourable and Valiant Sir does not cause to be restituted to us those unreason- moneys -ably extorted , who then shall procure it? The commissioners represented to us during their presence here that we would get restituted the moneys due to us from the Honourable Loovenaar, and in that hope we negotiated money from private individuals, and for the greatest part settled our debit with the Honourable Company; yet now our creditors also desire satisfaction, and we trust in the Honourable Company regarding this. Yet, if through your Honourable and Valiant Sir's favour we obtain no restitution, we are forced to say that no justice dwells anymore in the whole world, and therefore we beseech your Honour to be favourably pleased to cause us to obtain that which is legally due to us. We have not voluntarily taken upon us the risk of the sea of the thonijs, but Mr Lovenaar has with with her violence forced us thereto; therefore we request your Honourable and Valiant Sir to act in accordance with custom regarding this, and such is also no great matter for your Honour.
