will be enabled to repair what has fallen into decay and maintain proportionate garrisons without disadvantage to the Honourable Company, in order to achieve the intended objective. As far as Coilan is concerned, I fully share the view of the former chief Burnat, that this fortress was formerly of great importance to the Honourable Company in order to keep the native princes in check and to prevent smuggling, but that it has now become a burdensome post ever since the king of Trevancoor, through the adopted neutrality of the Honourable Company, has become the general master of the country and will no longer deliver pepper there. Yet, because the fortifications on the land side are still in very good condition and their demolition cannot take place without great expense, he considers it most advisable to leave the same in existence; all the more because this place, in a time of war with Trevancoor, lying as it does in the middle of his country, is very suitable for supporting an advantageous diversion and even for cutting off that prince's communication with his northern lands, if one were to make oneself master of the Bazaar and a space of half a mile between the river and the sea, etc. That this fortress can be reduced in size from the sea side, and of the buildings only the warehouse, the guardhouses, the chief's residence, and the house of the officer etc. should be maintained; see the letter of 29 September 1764 written on this subject from Coilan to Cochim, to which I refer for the sake of brevity. Having now arrived at the discussion of that which concerns the capital Cochim itself, it serves for Your Honour's information that the engineers Massenveld, Dientsveld, and the late Captain-Lieutenant Zijnen completed their commission here in the year 1765 pursuant to the order of Their High Mightinesses, and provided two reports: one delivered by the aforementioned Massenveld and Duitsveld and the other by Zijnen separately, which are to be found here at the Secretariat, together with four plans. Upon examining these, it will become evident to Your Honour: First: that the fortification works of the city are not in such a dangerous condition as had been reported in previous documents; Secondly: that the works against the sea can be preserved if the proper means are employed, as indicated in their report; Thirdly: that it is ill-argued by those who have suggested that the city or the plain outside it lies lower than the sea, since the contrary can be discovered at a glance; Fourthly: that on the island of Baijpin no place is to be found where the projected pentagon could be constructed and from where one could simultaneously command the river, the city of Cochim, and the roadstead; Fifthly: that the ground of the said island, at the place where the aforementioned three objects are still best in view, consists of pure sand, and if one wished to construct a stronghold there, one would beforehand have to lay a solid foundation, which would cause the Honourable Company endless expense. And since Their High Mightinesses were also pleased to order that the former secunde and I should share our considerations on these points, we have, in compliance with that order, taken the liberty to say that it would by no means accord with the Company's interest to abandon the city of Cochim and construct the projected pentagon, since the latter is not only impracticable, but the fortification works of Cochim are by far not in such poor condition as they are reputed to be; that, on the contrary, the principal works are sufficient and without fault; that although the points Holland and Stroomburg run the risk of being damaged by the sea and river, this can be prevented by annual repairs. We have furthermore remarked that thereby not only can those large sums required for the execution of such a project be saved, but we have also taken into consideration, even if the project were executed, whether the new works would actually hold up, and whether one would not soon be subject to continual repairs, having to be built on sandy ground; that one knows from experience that the sea gives and takes by turns, and that wild element has already repeatedly approached so close to the fortifications of Cochim, but subsequently brought in so much foreshore of its own accord that one has remained free of all fear regarding it for many years in succession. In that condition this part is currently found, a considerable piece of land having accreted since the year 1760 in front of the so-called collapsed square platform, as Your Honour will be able to observe more closely upon an ocular inspection. As far as the quay or revetment beneath the point Stroomburg is concerned, it does not have so much to fear from the action of the sea; most damage to it is caused by the heavy drainage of the river in the bad monsoon, due to which the revetments made and repairs carried out up to now have been of short duration. I had the same repaired once, piles driven in and provided with planks, and the opening behind it filled up, but in this last rainy monsoon everything was again washed away by the heavy drainage; and since the sailing season has only just opened, the engineer has died, and my departure is at hand, I have not yet been able to undertake to put into effect any remedy against this mischief, Those defects ought to be redressed as soon as possible. The Commander is nevertheless of the opinion to make an entrenchment. for which time and attentiveness are required; this shall be a point for your attention, to have that evil redressed as soon as possible, whether by driving in coconut trees by way of cribwork, or some other means, since otherwise, in case it remained unrepaired for another rainy monsoon, it is to be feared that the foundation of the curtain wall of the said Stroomburg will be undermined and the wall collapse. Two engineers were sent from Ceijlon to Cochim to carry out a further investigation. The aforementioned commission was executed by the said engineers as required; so that the reduction judged necessary just now is likewise not impossible. Therefore, it was resolved to send engineers from Ceijlon and instruct them not only to investigate how the present works may be preserved and improved in the best manner, but also to have them examine how, in case of necessity, a reduction of the present city or indeed a relocation of the establishment to Baijpen could take place in the best and least expensive manner; see secret missive of 31 October 1766. The said engineers, by name Paravicine and Guiard, were here anno passato and executed their commission with the Engineer Sijnen. The reports received thereof, together with the plans drawn up by them regarding the reduction of Cochim and the construction of the projected pentagon, with a calculative statement of the cost of each, are kept here at the secretariat; and the copies of the reports and plans, as well as those received previously, have been sent to Europe and Batavia, so that the final disposition of the Right Honourable Gentlemen Majors is expected shortly. As far as the reduction is concerned, it serves for your Honour's information: 1. That the board wages and rations have been arranged according to the contents of the secret Considerations. The servants who previously received rations now enjoy cash, each as much as was allocated to him by the said Considerations; and if detachments should be dispatched, then one must as much as possible avoid providing rations, except when detachments are dispatched, and instead grant double board wages to the men; although rice and arrack will need to be provided on such occasions, as these cannot easily be obtained in the country. 2. That the church servants no longer receive anything from the Honourable Company, but are paid from the poor funds, from which the provisions required for that house of God are also still supplied. 3. That the European and native journeymen craftsmen have been fixed according to the regulation as far as practicable, and the hired hands at the shipyard have been discharged, and they are not employed except in case of extreme necessity; that the house carpenters and masons here are not employed permanently, but at daily wages; that the sawyers are likewise not employed at daily wages, but are paid according to how much or how little they saw; that regarding these labourers care must be taken that they are not used except in case of extreme necessity, and the sawing wages are calculated exactly so that this item does not run too high. 4. To all the exhortations made, he has now recently delivered a negligible quantity of pepper. In the same manner it stands with the pepper that must be delivered at Cranganore at 55 rupees. He has been exhorted more than ever to have a greater quantity of pepper delivered to the Honorable Company in fulfillment of his contracted obligations, which have been presented to this prince and insistence made upon the fulfillment thereof, but with so little success that the pepper delivery, notwithstanding all the favorable promises made, has gradually diminished and virtually run down to nothing, of which there is once again fresh proof this year, as thus far on the contract a negligible quantity of 360243 lb has been delivered, which was sent in several voyages to Ceylon. Of the 2000 Candijls of pepper at 55 rupees, there was once in my time a quantity of 80791 lb and 95573 lb delivered after that date, and this year only 18146 lb delivered at Cranganore and paid off at 55 rupees, as shown by the accounts closed annually with the emissaries of that prince. The emissaries of Travancore claimed 65 rupees for the pepper there as well, but this was declined. Travancore's emissaries initially had much objection to this and also claimed 65 rupees per Candijl; thus they did not wish to understand the sixth article of the aforementioned contract with us in that sense, and even claimed that it was not stated as such in the original Malabar contract. However, I convinced them of the contrary. Had I agreed to their proposal, more pepper might possibly have been delivered, but this having failed, the delivery has gradually slackened. Since then, the suppliers have gradually reduced the delivery, that spice which is gathered in Cochin and Mangatty being transported over the river to Porca, which cannot be prevented by us since they do not need to pass our posts, from which it is easy to infer where he has the pepper transported and sold. The prince does not intend to comply with this article. If the delivery at Porca were thereby increased, it would not be so bad, but that does not happen either. Travancore does not allocate to us any more pepper than he has resolved to, and the pepper that grows in the kingdoms of Tekkenkur and Berkenkur is delivered in part to the English at Anjengo and the remainder sold to the Pandise merchants, who subsequently transport that spice to Coromandel, and whither Travancore also sends that which is transported on the pepper passes. How many passes he gets annually from the Honorable Company for transporting that spice: His Highness receives ten passes annually, each for one hundred Candijls, just as if His Highness had fulfilled the entire quantity of pepper stipulated in the contract. Travancore, although not fulfilling the contract, nevertheless claims the pepper passes. The Commander judges that one should not withhold them from that prince, even though he delivers so little pepper. The contract grants His Highness, for every three hundred Candijls of pepper weighed out to the Honorable Company, a pass for one hundred Candijls; and although that prince has so little delivered, he nevertheless claims the ten passes, and I have also had them issued because this was already customary and it was not very fitting at the beginning of my administration to make any change, so as not to give His Highness the idea that I was less inclined than my predecessor to maintain friendship. Furthermore, the intention of the High Government is to promote the collection of pepper from Travancore solely through amicable means, and I believe that by refusing passes that prince will not be moved to a larger delivery, since he can profitably vend his pepper in many other ways; and this is indeed a principal reason why he currently allocates so little of that spice to the Honorable Company. And to give this conduct some semblance of justification, that prince repeatedly pretends that there has been a bad harvest. Refusing artillery and ammunition goods will not dispose Travancore to deliver more pepper. The principal reason for which is his engagements with the British. The refusal of ammunition and artillery goods to that prince according to the contract also appears to me to have no effect in moving that prince to a larger delivery. The principal obstacles are really this prince's engagements with the English at Anjengo, with whom he has allied himself more closely since my arrival, but especially in the year 1764/5 after the capture of Madurai by the British and their ally Mahomet Dellij Chan. In proportion as the arms of the competitors advanced, Travancore was more bound to the fulfillment of his engagements, but now that it goes against the British, it is hoped that this prince will change his behavior. When the arms of those competitors, conjoined with the said Mahomet Dellij Chan, against the Nabob Aider Alichan were of good success, Prevancoor was so much more bound to perform his engagements to the prejudice of the contract with the Honorable Company. But now that the affairs of those warring powers have changed from what they were, the English have been forced to abandon their made conquests with great loss, and the likelihood is not great that they will be able to resume their undertakings, I thus think that this prince with respect to the Honorable Company will also change his behavior, deliver more pepper, and better cultivate their Honors' friendship; I wish that my conjecture may have a desired success and that Your Honor in this respect may be more fortunate than I have been. Their High Mightinesses are of the opinion that Travancore will try to nullify the Company's privilege stipulated by the contract. Recommend not to let the same be corrupted by any exceptions. I have brought this discourse concerning the causes of the increasing decline of the collection of pepper and Travancore's willingness to comply with the contract, detailed to Their High Mightinesses by secret letter of the 9th of April 1765, to their attention; and their High Mightinesses were of the opinion that Travancore's aim was to nullify the Company's privilege stipulated in the contract through all kinds of devious ways, and therefore showed their satisfaction that the attempt to make us believe as if the passage promising 2000 Candijls of pepper for 55 ropias each did not stand in the Malabar original was so happily refuted. The King of Cochin claims the right to sell or transport at his pleasure the pepper granted to him, but this was declined by the Commander. It is thought that the King of Cochin will soon lose this privilege. It is best to continue covertly purchasing what can be obtained of that sort against the stipulated price. In the beginning of my arrival, the King of Cochin made an application, pursuant to the Contract of 6 April 1698 concluded between that prince and the Honorable Company, to be allowed to sell or transport that pepper as best accords with his Highness's interest, and Travancore supported this request with his intercession. However, I declined the same, as I consider that such can no longer take place since the System of the Malabar has changed; leaving it to Your Honor's prudent judgment, if further application is made in this regard, to act to the greatest benefit of the Honorable Company; although I also think that that prince, through the self-interested nature of Travancore, will gradually come to lose this privilege, as that quantity is already diminishing yearly, so that one will need to have little dispute with him regarding this article. The commerce has laboured under inconveniences for several years. The article of the Company's trade here on the Coast, presently coming up for treatment in its turn, serves to inform Your Honor in that regard that this main article has already for several years laboured under many inconveniences, and which have been the cause that the Honorable Company has not hitherto enjoyed those benefits which one otherwise might have enjoyed from this article. Now it was the troubles in the North that were disadvantageous to the Trade, then the same was impeded by the pirates, then the lack of money among the merchants caused a stagnation in trade, then the import from outside by the Macao traders was troublesome, then the heavy import by the English at Bombay; then again there was a lack in the goodness of the sugar, and then the profits were again reduced for want of Japanese bar copper, which here nevertheless generally found a favorable vent; so that Their High Excellencies successively gave strong recommendations to look out for means, or to devise means, to overcome those inconveniences and to improve trade and increase profits. Their High Excellencies recommend devising means to overcome those inconveniences. The lack of money among the merchants came most into consideration with the Commander. Yet among all these obstacles, the lack of money among the merchants residing here came most into notice, because most bark-masters who come here to trade bring little specie and mostly goods, for which they desire sugar, spices, and other Company merchandise, whereas the merchants are obliged to pay for the Company's merchandise in cash and prompt payment. A proposal has been made to accept goods in barter for the Company's merchandise. Now in order to remove these obstacles and to favor trade, the former Commander Weijerman made a proposal to Their High Excellencies to accommodate the bark-masters by accepting their goods at civil prices, or else to grant those traders time to warehouse their merchandise here until they or their authorized agents have the opportunity to convert those goods with profit; that those traders might in the meantime be accommodated with the Company's merchandise; that one always retained one's security on the deposited goods; and that this method and the present tolerable rate of tolls would greatly increase trade and augment revenues. Regarding this article, dispositions had already been made in the secret considerations, but they also recommend caring for a profitable vent of those goods. This proposal found acceptance with the High Government, and was in conformity with what Their High Excellencies had already disposed regarding this article in the secret considerations; namely, that one buys for the account of the Honorable Company all goods upon which a net profit of 20 to 25 percent upon dispatch to Batavia and Ceylon, and 12 to 15 percent locally through sale or barter, could be made, since the ships and vessels from here frequently do not depart fully laden and even empty. Yet Their High Excellencies also recommend that since the acceptance of those goods would be absolutely disadvantageous if there were no prospect of disposing of the same with any profit, and that it consequently followed therefrom that one ought principally to take care for a profitable vent of those goods, and to govern oneself accordingly in the acceptance. The aforementioned Weijerman could not make a trial of this project, and the Commander found that the Company could not find its account in that manner of trade, for which reasons. My aforementioned predecessor could make no trial of this project, because His Honor, upon receipt of that authorization, was relieved of this administration and replaced by me; thus the execution thereof devolved upon me. And as I was then entirely inexperienced in this matter, some time was required to inform myself of the circumstances and to learn to know the matter thoroughly; and after careful consideration I found that the Company, at least in these times, would not be able to find its account in that manner of trade. However, their replies have not fulfilled the expectation. would have to sell, in order to get money in hand for the repayment of the pepper. I have said that I could find no market; this appeared even more clearly, and appears daily, that all those goods being brought here to the Coast cannot be disposed of quickly, because the merchants are for the most part, as it were, surfeited with them, and must have time to get rid of them gradually with some profit. The purchase of cotton seemed an item that still promised something, and I, by order of Their High Nobilities, corresponded on that account with the Ceylon and Bengal ministers, but their replies have not at all fulfilled the expectation. The Tuticorin ministers, by order of the Ceylon Government, communicated by letter of 22 April 1767 that in The Bengal ministers say that there is no relying upon that commodity there. That in the district around Tuticorin the 100 lb cost 2 pagodas. In that of Punicale the said 100 lb 2 1/3 pagodas. In that of Manapad 2 2/9, and in the Travancore region, or Cottatte and its environs, Pagodas 2 1/2, and by letter of 18 June thereafter they wrote that the price of cotton continued in the manner aforementioned. were exchanged, as well as the crediting of trade goods to the merchants, have both been means that promoted the sale of merchandise. The Commander gives reasons why he has not continued with the crediting this financial year. Ducats were deposited into the Company's Great Cash Treasury on account of the merchants at a fixed price, which gold coin was kept until the merchants had gathered rupees to settle their payments, and thus to take back their ducats, which took place and of which nothing remains in the Great Treasury. The second was that in the recently ended financial year, the Company's trade goods were credited to the merchants for three months, for such reasons as are cited in the resolution of 30 November 1767, to which I shall refer for the sake of brevity. This crediting has had such success that most merchandise was sold and the cash for it was properly paid into the Company's Treasury. The Commander represents the Laijencherijs as a fickle and quarrelsome little people. To insist on the restitution, but little satisfaction is to be expected there. Their Right Excellencies wish that Travancore's ungrateful behavior be presented to him. belonging as property, were moved some years ago by Travancore's Rajadoors, and thus under an unjust pretext they have seized a portion of those lands, and regarding which Their Right Excellencies order that restitution must continually be insisted upon by order of Their Right Excellencies; but since the numerous representations have hitherto produced nothing other than simple promises, it appears to me that little satisfaction is to be expected from this. Meanwhile, the ungrateful behavior of that prince is the reason that one must deal with him with all circumspection. Their Right Excellencies were pleased to remark in a secret dispatch dated 24 7ber 1764 that one might well have presented to that prince, in appropriate terms, the observations which His Highness's alarming and completely ungrateful 284. The Commander has had no opportunity to comply with that order. Such could be done on occasion. How much the King Samorin has paid off and still owes to the Honorable Company. behavior provided to Their Right Excellencies, particularly with regard to his very speculative engagement with the British, and the little ground His Highness has to accuse us of negligence in fulfilling the contract on account of the arrears in war munitions, whereas on the side of the Honorable Company such a large quantity of pepper is still to be demanded by virtue of the very same agreement, and yet every effort is constantly made to satisfy His Highness's demands to the utmost capacity, while His Highness's delivery to us, on the contrary, gradually decreases and increases with the English; however, I have had no opportunity since then to meet that prince, because the planned meeting on the island of Cannetja having come to nothing, that prince departed to the South to his residence residence place Jeroewanandaporam and has maintained his household there to this date; the friendship of His Highness seems to have cooled somewhat since the failure of that meeting, as His Highness has maintained little correspondence with me; it will therefore depend upon Your Honor's prudent judgment to present the aforementioned points to His Highness in a serious and resolute manner on the occasion of a meeting or otherwise. This being the little that I have deemed necessary to make known here regarding that prince, I shall furthermore make some mention of The King Samorin; this prince, according to the memorandum of my predecessor in his Memoir on the war expenses in anno 1758, was still circa 30000 rops in debt 285 What was answered to the request of this prince for the restitution of his sequestered lands. This given answer was approved by Their Right Excellencies with further orders to that effect. That prince came to a miserable end. to the Honorable Company without that prince then being in a position to pay anything of significance toward it, except that the same received in reduction 870 ropias in cash and in pledges a gold belt valued at 929 1/8 rops, the three aforementioned small islands Moetoe Coenoe for 16000 ropias, and for the remaining 12000 ropias he took into sequestration the lands that His Highness owns lying in the district of the lands of Paijencherij Nairo, the revenues of which amount to 913 gold fancums and 779½ Honorable Company parras of paddy, which are deposited at Chettua and His Highness's account is credited for it. And whereas Your Honors on that occasion not only pitched your camp and erected batteries upon the soil and territory and under the flag and within the cannon-shot of the Dutch State, but also caused great damage to the inhabitants of that land, without any regard being paid at that time to the protests of our Resident at Cannanore, nor has any compensation been made since that time on that account: we therefore consider ourselves obliged by this beforehand to put to Your Honors that we will hope that the like will not happen again in the future. know of no protests that might have been made on that occasion by your Chief and Council at Cananoor, but that on the contrary it clearly appears from their letter of the 2nd of March following that they gave us assurances that they would observe a strict neutrality; and accordingly, throughout that entire affair, it also appeared that they observed neutrality and wholly approved of our conduct, which we flatter ourselves that you will follow in this present juncture, whatever our proceedings may be in execution of such orders as we might receive from our government, as we cannot imagine that the alliance which you mention having made with Adij Ragia will weigh as heavily with you as the considerable treaty that has so long existed between our two nations, but that you will in all respects act in accordance with that treaty. We also observe, gentlemen, that you represent to us that Adij Ragia is a merchant and has large affairs with your Company; had he continued to conduct himself solely in that capacity, instead of usurping and arrogating to himself the entire supremacy over the lands of our old friend and ally the King of Collastrij, of whom he ought to be nothing more than a vassal—we fear to his, the Collastrij's, irreparable damage—then no differences could have arisen between us. The pay of such assistance of troops from one party to the other to be after the following rates, viz.: for every soldier and horseman, 15 Rupees a month, and every sepoy 7 and a half Rupees per month; the pay of the sardars and commanders to be as it shall be agreed on at the time. The Presidency of Bombay and all the factories and places which were before, or are now, under their government, are included in this treaty of friendship; and the Nabob Hyder Ally Cawn Behaudre engages, out of his friendship and regard to the Company, to grant to them the factories, privileges, and exemptions in trade, in the same manner as they before held them; moreover to release all the sardars, Europeans, sepoys, etc., who may have been taken on that side, and this immediately on the arrival of a proper person from the Governor and Council of Bombay for that purpose, and also to settle the particulars of the privileges of trade and other matters relative to the sandalwood, pepper, etc., articles of trade. Article 5. belonging to the Presidency of Madras shall immediately be released, on the arrival of a proper person at Bengaloor to demand them; also that all the sardars and people belonging to the Carnatic Payen Ghaut, who may have been taken in the war, shall likewise be released; the English Company engaging on their side to release the people belonging to the said Nabob who may have been taken also in this war. The Contracting Parties mutually engage and agree that all the forts and places which may have been taken by either party shall be mutually restored, except the forts of Colar and Vencatighery, exclusive of the former stores therein, namely cannon, powder, ball, and muskets. The Nabob Hyder Ally Cawn engages that the said Company shall have permission to bring away the same without any let or molestation whatever being given them therein, and as soon as they are withdrawn, the said forts shall be immediately evacuated and restored to the said Nabob. Treaty Belonging to the letters and papers received from Malabar, 1770, volume 1. Of perpetual peace and friendship made and concluded between the Governor and Council of Fort St. George on behalf of the Honorable English East India Company for all their possessions and for the benefit of the ruler of the Carnatic on the one part, and the Nabob Hyder Ali Khan Bahadur for the country of Mysore, Hyder Nagar, and his other possessions on the other part, on the following conditions: 1. That all hostilities shall cease immediately upon the conclusion of this treaty, which shall be perpetual, or as long as the Honorable Company shall remain in existence. That peace and friendship shall take place between the contracting parties, particularly including therein the Raja of Tanjore, the King of Malabar Rama Raja, and Morari Rao, a petty prince, who are friends and allies of the ruler of the Carnatic, as well as all other friends and allies of the contracting parties, it being well understood provided they do not become the first aggressors against either of the two, and if they are the aggressors, they shall not be supported by either of the parties. 2. That if either of the contracting parties be attacked, they shall from their respective lands mutually offer assistance to one another in order to drive off the enemy; the payment for such troops with which the one party assists the other shall be made in the following manner, namely: to each soldier and each horseman 15 rupees per month, and each sepoy 7½ rupees per month; the payment of the subedars and commanding officers shall be such as shall be agreed upon regarding that matter in due time. 3. The Government of Bombay and all the factories and places formerly and now subordinate thereto are included in this treaty of friendship, and the Nabob Hyder Ali Khan Bahadur binds himself out of friendship and regard for the Honorable Company to grant them the factories, privileges, and freedom in trade in such manner as they have formerly enjoyed them; furthermore, to set at liberty all the subedars, Europeans, sepoys, etc. who may have been taken prisoner by him, and that immediately upon the arrival of a person to be sent for that purpose by the Governor and Council of Bombay. And furthermore, to devise and settle the particulars concerning the privileges of trade and other matters relating to sandalwood, pepper, and other articles of commerce. And whereas perpetual peace has now been established between the contracting parties, the Honorable Company and the Nabob Hyder Ali Khan, there is no doubt but that the Government of Bombay shall exchange a treaty like this with the said Nabob for the said purpose concerning the affairs of the said place, etc. and all the factories in that region. As regards the ships, etc. which have been taken on both sides during this war, it is hereby agreed and stipulated in that regard that they shall mutually remain retained by the parties, and that no claim shall hereafter be formed upon the same under any pretenses whatsoever. 4. The above-mentioned Nabob binds himself that the officers, Europeans, and sepoys belonging to the Government of Madras shall immediately be set at liberty as soon as a person appointed for that purpose arrives at Bangalore to demand them back; as also that all the subedars and the people belonging to the ruler of the Carnatic who have been taken prisoner in this war shall likewise be set at liberty, the English Company binding itself on its part to set at liberty the people of the said Nabob who have also been taken prisoner in this war. 5. In confirmation whereof the contracting parties have mutually signed two instruments of the same content and date, and have affixed their seals thereto, namely: The Governor and Council on behalf of the English East India Company and the Prince of the Carnatic in Fort St. George on this third day of April in the year 1769 after the Christian calendar; and the mentioned Nabob Hyder Ali Khan Bahadur in his encampment at Madhavaram on the 25th day of the lunar month of Dhu al-Qadah in the year of the Hegira 1182. Extract of a private letter written by the Right Honorable Mr. Haksteen, Extraordinary Councillor of the Dutch Indies and Governor and Director of Coromandel, to the Governor of Malabar, Christiaan Lodewijk Senff, dated Nagapatnam, 23 August 1769. The translation of the treaty said to have been concluded between the English gentlemen and Hyder Ali Khan differs as widely as heaven and earth from that which was recently shared with me by a trusted person from Madraspatnam. Namely, that the British, for the benefit of Hyder Ali Khan, have renounced their claims made upon the Kingdom of Mysore and the free trade in pepper and sandalwood on the Malabar Coast, as well as recognized him as Nabob of the kingdoms in his possession; furthermore, that they have surrendered to him the families of Raza Sahib and of Murtaza Ali Khan, with the restitution of all lands and fortresses won from him; and in addition, as an increased conquest, they have had to cede to him the district of Karur, which is estimated at an annual revenue of 200,000 rupees, and is considered all the more significant because Hyder Ali, through its possession, can always keep Tiruchirappalli in check. And that Hyder Ali, in contrast to all this, has only bound himself to a good understanding with the English Company and to the surrender of all prisoners. When one considers that the peace was concluded at a time when Hyder Ali Khan had Madras virtually blockaded, it is easy to imagine that he would not have let himself be fobbed off with trifles, and it is therefore presumed that this peace must not be at all advantageous to the English; otherwise, they would not make such a secret of it.
