284. The 23rd of November Anno 1769. Thanks will be given to Their High Excellencies for the pepper sent, which it is thought will surely find its sale. Regarding the recommendation not to purchase gunpowder for ceremonial salutes, to answer that here one often must fire salutes, which however are avoided as much as possible. To give thanks for the men sent. that the market will rise. For the 200,000 pounds of iron and 50,000 pounds of pepper sent hither by Their High Excellencies this year, we shall in all respect offer our gratitude to the same, while one cannot think otherwise than that the same will surely find its sale. Furthermore, it having appeared that Their High Excellencies, alongside sending the gifts, ammunition goods, and gunpowder, recommend this Administration to be mindful that, through a sufficient supply of that powder, no purchase needs to be made for ceremonial salutes; it was thus agreed to note in this regard that, both due to the visits of the European nations and otherwise, one is obliged here to fire many ceremonial honor salutes, notwithstanding that these are avoided as much as possible. Further, it was agreed humbly to thank Their High Excellencies for the under-surgeon and European soldiers sent over, 285. The 23rd of November Anno 1769. Regarding the contracting of debts, care will be taken, although rupees 150,000 have again been negotiated. Their High Excellencies being set on statements that lose nothing of their reality. with the assurance that vigilance will be exercised as far as possible against the desertion which is strongly rampant here. Their High Excellencies recommending this Administration always to prevent the contracting of debts, we shall not fail to take proper care thereof, although in the latter part of the recently passed month of April, as appears from the Resolution of the 24th of that month, one was once again obliged to negotiate a principal of 150,000 rupees in the name of the Company, but on account of the brokers, which one nevertheless expects to be able to pay off before long. And whereas the said High Government, with respect to the financial statement of this Directorate, has declared itself to be chiefly set on representations that lose nothing of their reality, at the same time demanding in that regard that those who, with respect to the profits in the financial year 1768/9, 286. The 23rd of November Anno 1769. The Director will take care that no more apparent profits are shown. For the approved accounts noted in the text. are about to exhibit a very declining condition, shall exert themselves to improve the same in the future, it is agreed to reply in this regard in all respect: That the Director will always take care that Their High Excellencies are never again misled with apparent profits, while he at the same time most humbly requests Them that the poor showing of profits in the recently expired financial year may not be imputed to him, since up to the ultimo of August of that year he has delivered no more than the amount of 154,878 rupees from the latest sale of the 11th of March of the same year, and which have also been duly counted into the treasury under the first-mentioned date, notwithstanding that all the fetched merchandise did amount to a sum of 728,168 rupees. Their High Excellencies having favorably passed for write-off the expenses incurred in relaying the tiles and repairing the roofs both at the Company's shipyard and in the lodge, the first amounting in cash to rupees 1118 1/6 and from stock 287. The 23rd of November Anno 1769. To express thanks to Their High Excellencies. The Director will exert his utmost endeavors towards the purchase of some grounds next to the shipyard. The adjacent carpentry works having been completed. to rupees 115 5/6, and the second to rupees 399 3/20, as well as those at Amedabaad to rupees 176 1/5; item regarding the laid stone floor in the warehouse Number 3 with the repair of the doors and frames in the same to rupees 917 3/10, and the stone instead of the wooden railings or parapets on the residences of the Director and the Secunde to rupees 2169; it was thus resolved to offer our humble thanks to Them in that regard. It was also agreed to inform Their High Excellencies that the Director, pursuant to Their expectation, will not fail to exert his utmost endeavors towards the purchase of some grounds outside the Southwest Gate and next to the Company's shipyard. While it was furthermore resolved humbly to reply to the said Their High Excellencies that the carpentry works on the warehouse Number 2, and on the house of the pay-bookkeeper, as well as the building of a new secretariat, all in stone, concerning which Their High Excellencies have been pleased to declare their favorable satisfaction, have reached their completion.

288. The 23rd November Anno 1769. Approval of the costs thereof is requested. With the construction of 4 brick houses and 6 to 7 clerks' rooms. After the requested permission had been obtained and a beginning made, one was nevertheless publicly opposed therein by the English. and the specification thereof was inserted into our resolution of 21 June, with a request at the same time to the highly esteemed High Authorities to approve the aforementioned specification and to qualify us to write off the amounts thereof under newly constructed buildings. It was also resolved to bring further to the most humble notice of Their High Nobilities that, although the Director did not fail to make a beginning with that work immediately after he had obtained permission for the construction of 4 houses for the members of this Council and 6 to 7 rooms for lesser qualified persons from the English Chief and Council, as well as from the Governor of the city, the same, after he had already progressed so far with it that almost one dwelling was ready, and the foundations of a second laid, and the uprights set, on 5 July last, was publicly prevented by or on behalf of the English ministry here, notwithstanding they had at first granted such a solemn consent thereto, which was also followed by the approval of the Nabab. That 289. The 23rd November Anno 1769. Regarding which, subsequently, negotiations were conducted with them as in the text. That thereupon, immediately on the 7th of the said month, commissioners were sent to Mr Price, and having obtained as an answer from the same that the issued prohibition originated from the Governor and Council of Bombay, one subsequently demanded by letter of the 27th of the said month of July from the English Council here that they should revoke the issued prohibition and allow us to proceed properly with the work begun in accordance with the permission once granted. That receiving no answer to this, and subsequently, as Mr Price in the meantime had been removed from his post of Chief by the Directors of the English Company, one dispatched a second letter addressed to Mr Gambier as first Member, together with the other Members of the Council here, dated 21 September, as inserted in the resolution of 26 October, and that having finally received an answer thereto on 22 October, that the President and Council of Bombay judge these buildings to have so much relation 290. The 23rd November Anno 1769. To obtain a deed executed before the Qadi for the piece of land taken over from Mr Senff. to the city in general as to the Castle that they deemed it expedient to refer the decision of this matter to the Nawab, one finally dispatched to them the approved missive, inserted in the resolution of 26 October, and that having received no answer to this to date, one is thus, to our sincere regret, still obstructed in the progress of this carpentry work. With regard to Their High Nobilities' expectation to obtain a deed of purchase passed before the Qadi, or religious judge, for the piece of land next to the Company's garden sold by the former Director Senff to the Honourable Company, freehold, for an amount of 1922 rupees, it was resolved to reply: That whereas the aforementioned Director Senff, when he handed over this piece of land to the Honourable Company, promised to do his utmost to obtain such a deed of purchase passed before the religious judge before His Honour's departure, as appears from the record 297. The 23rd November Anno 1769. Notwithstanding there appears to be little likelihood thereof, all efforts will be made. To give thanks for the favorable exemption of f 588: 17: 2. on account of the rose water badly unpacked in the said port. in the resolution of 22 November 1760, it was thereupon taken over from him and the amount thereof paid from the treasury, but His Honour, as appears from the resolution of 10 December following, having declared that he could not succeed in this intention, as he had not been able to settle with the cited clerk, one had to content oneself with a notarial transfer from Mr Senff to the Honourable Company. And although it now appears that there is, and also was, little likelihood of obtaining such a document passed before the said Qadi, one will nevertheless not fail to make every effort to that end. While it was furthermore resolved to thank the said High Government in all obedience for the favorable exemption of f 558:17:—, which it has pleased Their High Nobilities to grant to the commissioners who unpacked the bottles of rose water brought to Batavia in the preceding year,

The 23rd of November Anno 1769. and which amount shall be entered into the cash account alongside and to express thanks for the alongside approved expenses and the Persian news henceforth to be noted on a separate paper. to agree under humble assurance that we by no means doubt that the two packers still living, Struksbergen and Van Es, the third, Koning, being deceased, will in all respects constantly endeavor to make themselves worthy of this high favor, the said amount of f558: 17:- to be written off, pursuant to Their High Noble Excellencies' authorization, to the debit of the Honorable Company against last year's profits and losses, provided the packers are credited, as well as having the accounts credited in the pay books, both of the deceased Koning and of the packers mentioned herein. Subsequently, it being deemed proper to humbly thank Their High Noble Excellencies for the approved expenses incurred to compensate the journey of the former Gombroon lodge keeper Huijbert Buffkens, item the amount of one month's wages still to be claimed amounting to ro/a 396; it is likewise deemed proper most obediently to comply with Their High Order to report the news from the Persian Gulf, in order to avoid great prolixity, no longer in the general letter, but on a separate paper. The 23rd of November Anno 1769. Regarding the debt of Boucard and his broker. having addressed the English ministry by missive, but having received no answer as yet. Regarding the debt of the deceased French free merchant Jean Baptist Boucard, who stood under English protection, on account of goods purchased jointly by him and his broker at the public auction of the former Director Jan Drabbe, and the persistent refusals of his heirs to pay the same, Their High Noble Excellencies expecting the outcome, and They also condescending, if this matter can be settled politically, not to bring it before the Bombay court of justice for the reasons given in the secret letter of the 14th of April of this year, it is resolved to answer in all deference: That regarding this matter, the letter inserted in the Resolution of the 22nd of November 1768 was dispatched to the English ministry, but that no answer has yet been obtained to it, 293. 294. The 23rd of November Anno 1769. wherefore the final decision shall be postponed for the present. to the representations made regarding the debt of James Stevens no answer has likewise followed. it being approved to cultivate our permitted coexistence with the English. notwithstanding that the Director, through the commissioned Council members Holmberg and Zimmerman, as appears from what was noted in our resolution of the 26th of October last, had a request made on the 5th of October last to Mr. Gambier, functioning as head of the English Council, who answered the said Commissioners that Their response would follow as soon as possible; but the same not having followed up to now, the final decision on that matter will also have to be postponed until then. While regarding the just outcome which Their High Noble Excellencies anticipate concerning the claim upon a certain James Stevens, it is agreed to respond that regarding this matter, renewed further representations were made to the Bombay ministry by letter of the 10th of October last, but that no answer has yet been obtained thereto. And as Their High Noble Excellencies note as very fitting that people here make it their business 295. The 23rd of November Anno 1769. to answer that this will be maintained. and never has any unpermitted conversation taken place. the cessation of the wages of the persons listed alongside being approved. to express thanks to Their High Noble Excellencies. to promote the interest of the respective Powers, alongside our own beneficial coexistence, through a good or permitted friendship with the English Gentlemen, it was decided to reply that this good and permitted coexistence is continuously cultivated with all circumspection, and at the same time to assure Their High Noble Excellencies that the Director will always take the requisite care that this coexistence shall never extend to the prejudice of the Honorable Company's interests, and that no unpermitted conversation has ever taken place here. Their High Noble Excellencies having noted with great approval that the wages of the second mate, boatswain's mate, and two sailors lent to the free navigation have been stopped, and that what one of the latter was in debit on his pay account has been paid into the cash office, we shall express our gratitude therefor and assure Them in all deference that we shall never fail to attend to the Company's true interest with all diligence. The 4th December Anno 1769. received your Highness's latest letter a few days ago, and I had already ordered my confidant Mhamet Areff, who has previously served as an envoy of the former Director Christiaan Lodewijk Serff to the Illustrious Court of your Highness, to depart for Poona with such presents as may be offered to so great a prince as your Highness, and he still holds himself ready to depart from here upon my first order, but recently something has occurred again that has compelled me to detain this envoy of mine here for the present until I shall have received an answer to this letter from your Highness. It was on the 9th of this month that one of our ships coming hither from Batavia, at the latitude of Bombay, was hostily attacked by 9 vessels, namely three Gourals and 6 galwets, with which our ship had to fight for fully four days, being pursued during all that time by the said vessels, notwithstanding that the ship made the secret signal to make itself known, that it was a ship belonging to the Honourable Dutch Company. I have inquired as much as possible as to which vessels it may have been that thus hostily attacked our ship, and to my great astonishment I have been informed that it was the fleet of your Highness, or at least that they were ships of your subjects, and of this I can form no conception, being unable to believe that the subjects of prince Madurauw would dare undertake to attack ships of nations with whom their sovereign lives in good peace and friendship, and even less can I believe that your Highness, at the very time when giving me all assurances of his friendship by his letters valued above gold, would give orders to hostily attack the ships of the Honourable Dutch Company, as this would conflict with all honour and good faith, and not at all agree with the so highly praised justice of the renowned prince Madurauw. However, this incident prevents me from dispatching my confidant immediately as of now, since I first wished to know whether he will be received with those tokens of friendship as before. We have received your letter of the 26th October, which requires no particular reply since our letter of the 3rd October contains a full justification of our conduct concerning your buildings; and we shall, therefore, for the present only request permission to observe that your Honour's application to the Nawab for permission to continue your buildings after your Honours had obtained permission from the Governor of the Castle fully demonstrates that your Honours themselves thought that the buildings in question related as much to the city as to the Castle, and that the permission of both governors was equally necessary. Whatever your Honours may ever think, gentlemen, we have good reason to believe that the Nawab has received a multitude of complaints regarding your Honour's buildings and is as dissatisfied with them as the Honourable Governor and Council of Bombay, and we dare say that if your Honours applied to him, he would give your Honours very sufficient reasons why he interfered in this. Regarding your Honour's protests against us with respect to damages which, if they are great, have arisen solely from your Honour's own mismanagement in the obvious deviation from the permission which we granted to your Honours, the same are very absurd and must appear ridiculous to the world.
