From Banjermassing, the 15th of September 1769. to receive it drier, which, if a ship were at hand, would be delivered quickly and very likely up to a full cargo; And whereas the reports of the new harvest, which is already partly cut, are very favorable, I take the liberty to petition Your High Nobilities that it may please the highest of the same to augment the latest demand of cash amounting to Spanish Reals 12000 with another 10000 of the same Reals, or together to 22000, so that in the event of an opulent delivery one may find oneself in a position to be able to pay for the same in specie; Also, in case no vessel should have been dispatched hither before the departure of this letter, that Your High Nobilities please have the goodness to let a small keel come to us, in order to provide in some measure against the shortage of money in which we might find ourselves during the upcoming collection; On the 30th of July last, I was informed by a common laborer that an English ship lay anchored outside in the roads off Tubeniouw, but receiving no certainty on behalf of the Sultan, I wrote a detailed letter to His Highness on the 2nd of August following, a copy of which I have the honor to accompany this with, and to which, in order not to take up Your High Nobilities' attention, I respectfully refer; However From Banjermassing, the 15th of September 1769. Banjarmassing the 27 October 1769 were brought; more to excuse that negligence than to show the true state of the fort, but be that as it may, we consider that the conduct which the Sultan has maintained for some time with respect to the Company, and above all that bold undertaking of the Kiai Depati, are of such a nature and of such importance that if no prompt and sufficient satisfaction is given on that account by the Sultan, the Company will have to secure that satisfaction for itself; and we judge that, without undertaking a costly war, other means are at hand for this purpose. Indeed, we find no reason why the shipping from Java to Banjarmassing could not be closed, all trade with the Banjarese prohibited, and the arrival of the junks prevented, until the Sultan shall have been brought to reason and the inspection of vessels can be carried out unhindered, trusting that in such a case the necessary measures will also be taken at the same time to protect the Company's servants and effects against the violence of the Banjarese. They were overrun from behind and on all sides at once by more than 600 men. We hope, therefore, that Your Noble Right Honourables will be pleased to acquit us of negligence; lastly hoping that Your Noble Right Honourables will readily take into consideration that All-providing Providence has preserved us in this matter, since it is human nature that no Christian will allow himself to be massacred by an infidel Mohammedan without resistance, which would inevitably have happened if we had had even the slightest inkling of their intention, when things would surely have gone from bad to worse and, through the superior numbers of people and the continuous growth of those barbarians, an end would finally have been made of the entire garrison and lodge. Banjarmassing the 27 October 1769 The debts on account of the 8000 Spanish Reals loaned to the Ratoe Anum and the 36 chests of opium sent back have already been settled to the satisfaction of Their High Nobles in the autumn of 1766. Yet, as we have seen from your letter of 15 May 1767 that Your Honour sternly addressed the Sultan concerning the violence committed, under such threats as are mentioned in your aforesaid letter, we shall await the outcome thereof. We hope meanwhile that the pepper harvest will have met expectations, so that through an ample delivery of that grain the outstanding debts will have been settled, since through the return of the 36 chests of opium those debts have remained unpaid. However well-founded the complaints may be which the Residents make, that the pepper being gathered is for a large part being smuggled away, it would nevertheless certainly not be advisable to oppose that smuggling through costly cruisers without first knowing whether the benefit that the Company would enjoy from a greater delivery of pepper would be able to outweigh the costs that would have to be borne for the cruising to be undertaken. From your answer to what we noted in our letter of 14 October 1765 concerning the found discrepancy in the statement of profits of this office for the year 1761/2, we must conclude that Your Honour, when writing that letter, did not recall that in the statement of the expenses and profits of the Company which we received here in 1764, with respect to the profits of 1761/2, it was only said that they amounted to f223. 16, without any mention being made therein of any desperate debts, and much less said that these were written off to the sum of f14293. 4. 8 from the profits obtained in that financial year; for otherwise Your Honour would certainly have considered that a difference of f223. 16. - to f14341. 8. - was not a seeming contradiction that would have fallen away upon further reflection, and that we therefore had reason to conclude that an error had been committed in one or the other statement, as now also appears from your aforesaid answer to have taken place. Our attempts at reconciliation were bought in vain. Wishing to take the gentlest course, we put into effect everything we deemed useful for a mediation, but in vain; for neither of them listened to friendly admonitions or threats, but rather prepared themselves for an open war, secretly making such alliances with the neighbouring villages as they thought necessary to confront one another. Learning of this state of affairs, we were obliged, in the session of 17 October, in order to stifle the evil in its birth and if possible completely root it out, to proceed with decreeing an expedition thither under the direction and authority of the first undersigned; which then took place with a desirable outcome, the aforementioned Regent of Dengka's realm administrator, Lussij Saloe, with his entire family and some of his followers, having been brought hither as prisoners, and the strongholds of Daukea and Medie (where from ancient times rebels and other rabble have stayed when pursued) having been destroyed by flames. The remaining prisoners of war, to the number of 34 heads, were sold at public auction on the date of 6 May of the past year to the highest bidder for 1225:-:- rixdollars or 2425:10:- guilders in rixdollar money, whereby the expenses incurred on the aforementioned expedition, amounting to the sum of 903:8:- guilders, were amply reimbursed. The Honorable Company would indeed have profited much more from the said expedition had not the Manuphe promised all the people of Daukea to his allies, the regents of the eastern settlements, as a reward, so that the commander, on account of the disputes that might have arisen from it, did not wish to urge their delivery, but rather preferred to encourage the aforementioned regent to fulfill his promises; in which, however, he has fallen short, and by this, as is easily understood, he has brought upon himself the hatred of all, in such a manner that they now wage war against him from all sides. To the island of Sumba, pursuant to the authorization obtained, we have, in order to reside as an interpreter among the regents there, at a suitable time, provided with an instruction as inserted in the resolution of 3 April, sent the corporal Jan van Nimwegen. Honorable Gentlemen, regarding the bad management and scandalous conduct of the former chief Ter Herbruggen, we merely serve in humble reply that Their High Excellencies, the Noble High Indies Government, have made such redress and established such order in that matter as must always serve our successors as a guide. Islands, and the far-reaching extortions which he, according to the burden of advice received from there, so shamelessly committed to the detriment of several native regents and other inhabitants, have greatly appalled us. We could have wished that, for the damage which the Company and private individuals have suffered through his unfaithful dealings and extortions committed, he could also have been punished accordingly as an example to others. Among the numerous manifestations of violence and other malversations, those that have appeared to us not to be the least offensive are the direct seizing and deportation of free people, the arbitrary raising of the price of the ducatoons, and the buying up of pay-accounts. We have subsequently also seen with pleasure that Your Honor has been mindful, regarding the first two mentioned points, to make all possible redress and to cause just satisfaction to be obtained for those who were so grossly wronged thereby. Against this, action shall be taken as appropriately as possible. Yet, with regard to the buying up of pay-accounts, we have in the first place learned with astonishment that the servants appear to have regarded that trade as permissible, or at least as an indifferent matter, since, far from considering that according to the Articles of War those accounts were forfeited, they on the contrary sent the specification of those accounts to Your Honor solely with the purpose of having their amount serve, if necessary, in reduction of the claim which the Company might be found to have against Ter Herbruggen. And although it is hardly to be suspected that any of the Company's servants, much less the chiefs of offices, could be ignorant of the orders issued in this respect, we would nevertheless have to conclude such from the conduct of the servants; and we are all the more confirmed in that opinion because Your Honor found it necessary to send to the said servants the edicts and orders issued against that illicit trade, to serve for their guidance and observation. It has furthermore also surprised us that, since Your Honor was fully convinced of the truth of this illicit trade committed, Your Honor also did not enforce the fine that is established against it, beyond the forfeiture of those accounts, by Article 65 of the Articles of War. For although the chief Ter Herbruggen became freed from all judicial proceedings and investigations by his death, the Noble Gentlemen nevertheless did not need on that account to waive the fine into which he had notoriously fallen, and which, like all the other due compensations, might with all right and equity have been recovered from his estate. We must therefore still, and with all emphasis, recommend to Your Honor to enforce, without any connivance, the punishments and penalties that have been established by the successive edicts, especially by the Articles of War, against the buying up of pay-accounts, as these seem to have slipped everyone's memory, or at least are so little observed that it is highly necessary to vigorously oppose that trade, which has been so often and so seriously prohibited, more than seems to have been done for some time. We further expect that the chief of the aforesaid, pursuant to your authorization, will have disposed in equity regarding the settling of the claims that several regents and further natives had against Ter Herbruggen, and that he will have caused them to obtain proper satisfaction for the wrong and damage they have suffered, so that the natives, who without doubt must be made entirely averse to the Company by such vile treatments (of which some have already given immediate tokens), through While the present chief Cornabé has already acted in settling the claims of various regents and natives thus far in such a manner that the wronged and those who suffered damage have obtained equitable satisfaction, as well as through continuous courteous treatment

25 treatment as much as possible cause some alienated minds to change. The said chief will not fail to exercise the required caution in order to protect the Company and his person from harm. The answer of the servants to the extract of our letter of 29 September 1763 certainly gives reason to judge that the inspection voyage was undertaken more for private gain than for the benefit of the Company, and if that indeed were the case, we share your view that this voyage should be abolished for the future. Yet we assume that the servants with that answer aimed at the conduct of the former chief Ter Herbruggen, and we trust therefore that the present chief will in no way follow the culpable example of his predecessor, but that in deciding the disputes arisen among the regents, for which this voyage appears primarily to serve, he will proceed according to justice and equity. Making yearly inspection voyages to the islands lying under the jurisdiction of this office was indeed formerly done more out of custom than out of necessity, yet the person of a chief is sometimes and without delay required thither, as your Serene Highness and Noble High Honorable Lords may gather from our previous and present outgoing humble response to Her Noble Excellencies the Supreme Indian Government. It is nevertheless also utterly necessary to observe the required caution with regard to them, and the sad examples that have frequently existed here of the untrustworthy, murderous nature of the native will undoubtedly spur the chief to heed your recommendation given in this respect, so that he himself may remain preserved from misfortunes and the Company from damage. by compensating the injustices done to them they may again be enticed to bind themselves to the interests of the Company. with our intention, and we wish that the employees may succeed therein, which however is hardly to be expected as long as the invasion and the acts of violence committed remain unavenged. We judge however with your Honour that taking revenge for those acts of violence must be left to the natives, and that the Company must not be entangled therein, for apart from the fact that the gold which those of Amacone have delivered up to now has been so slight that it would not be advisable solely for that sake to join any of the Company's people to those of the native chiefs for taking revenge, experience has also to our sorrow only too clearly shown how disadvantageous, indeed how shameful, such combined expeditions have for the most part turned out here. If the maintained difference in the comparison of the expenses and profits of 1761 against the previous financial year must be attributed solely to the inattention of the employees, it was certainly necessary to correct that error committed and to recommend greater attentiveness to the employees in that regard; but not being sufficiently enlightened regarding the reason for that difference, we shall look forward to the answer of the employees thereto, and meanwhile express our satisfaction with the improved state of this office, wishing that the expectation the employees had of being able to turnover more linens will indeed be realized, provided that this be done at convenient prices, though the poor quality of some assortments and the granted qualification to dispose of them below the fixed price at present seem to give little hope. The difference in the submitted state account of 1764 was found upon examination to have been merely a clerical slip in the outgoing letter of the previous employees, as that entry was found to be in agreement with the Trade Journal of that year held here at the office. Meanwhile nothing was left unattempted to bring this office to a profitable post for the Company through trade in linens and other merchandise. The lesser yield of the lease for the year 1767/6, being caused by the repeal of the consumption duty and other burdens which serve as a significant grievance to the community and for that reason must also remain abolished, not much improvement is, according to our thoughts, to be foreseen in that regard for the present. Among the balance of cash at this office on the 1st of October 1765 having been a sum of ƒ34966:-:- in doits, and that balance far exceeding requirements, it is pleasing to us that your Honour noted this and consequently reclaimed the unneeded doits, in order not to leave a currency denomination idle at this office which is required at other offices. The large balance of doits on the 1st of October 1765 of the sum of ƒ34966:- having been reduced at the closing of the following financial year 1766 to ƒ291:6:8, the Second van Este, acting in authority at the time, respectfully reported this to their High Mightinesses by letter of 5 October of that year. The information which the employees gave to your Honour regarding the state of the treasury in the autumn of 1763, or at the time of the transfer made by bill of exchange of 3000 rixdollars by the former chief Ter Herbruggen, was certainly not sufficient to decide whether the deposit into the treasury of those funds at that time was done on account of necessity; but we trust that all scruples, or the payment of the determined 8 agio on remitted funds, will henceforth cease through a strict observance of the order which we established in that regard in our letter of 10 October 1765, to which we still adhere. And most respectfully informed them further regarding the 3000:-:- rixdollars transferred by bill of exchange by the former chief Ter Herbruggen, without it having been so urgently needed at the office. However, upon the inventory and handing over of the warehouse to the Honorable Chief taken under the last-mentioned date, being exactly remeasured, 9864 1/2 kannen were found, thus 2650 kannen short, and that for the greatest part in three months' time; since in the month of February of this year all the leaguers were filled to well within a thumb's breadth, yet under the last of May past such a decrease was noticed again that well over 5 leaguers of that liquor were used up for the topping up of 25 leaguers.
