Subsequently, the Lieutenant of the Malays Intje Marsidong having made a request by petition that, in consideration of his twenty years of service and weak physical condition, preserving his honor as former Lieutenant, he may be discharged from that service and, along with his family consisting of eight persons, be freed from the authority of the Captain of the Malays, as well as to be taken solely under the protection and authority of the Honorable Company, it is, in view of the petitioner's many years of faithful service and advancing age, approved to grant his request insofar that the petitioner with his family, by name Intje Arong ditto Radji-oeng ditto sape ditto Paij ditto madjidoeng ditto Na-ing ditto Cama-ong, and ditto Tenal; henceforth, like other free peoples of the campongs, shall remain subject to the orders of the Honorable Company under the lesser authority of its first sworn interpreter Gerrit Brugman, provided that the petitioner and his aforementioned family remain obligated to contribute annually for the maintenance of their temple and the keeping of the watches in the campongs among the Malays such an amount as the Governor shall deem equitable. 60 The 21st of March 1769. in the matter of a certain neglected collection in order to be able to make the necessary redress in that regard. Vrijburg, arrived from Batavia, and having been found therein, besides the ordinary ship and pay documents, as well as the requisition of fine return goods for 1769, both from this principal place and from Bima, Dompo, and Sumbawa, Their High Excellencies' original general and secret letters of 27 December of the past year and 9 January last, item a separate copy letter dated 8 September of the past year and the duplicate of the general letter of 29 November following, as well as a duplicate circular letter under date of 14 October prior, together with such further attachments as the register indicated; so it is, in dutiful observance of the esteemed orders of Their High Excellencies aforesaid, contained in extract resolutions of 19 July, 30 September, 10, 18, 21, 22, and 29 November, and 6 and 8 December of the past year, resolved: firstly, Regarding the reduction of Indian money following the valuation of the milled ducaton at 66 stuivers etc., to regulate the trade books according to the instructions given in the report of the senior merchants Nicolaas Laurens Engelshorp and Reijnier van Vlissingen, and their accompanying memorandum, demonstrating what higher or lower percentages, in place of those previously determined, shall apply to the goods sold at the principal place and the outer offices, pro rata the changed value of the coin species, as well as according to the instructions at what prices the spices and other goods for which fixed prices have been set must be made known and paid by the purchasers; Together with, with respect to the fine spices and all other goods upon sale, strictly observing what was written in the circular letter of Their High Excellencies of 7 March of the past year. Whereas Their High Excellencies, by esteemed letter of 27 December of the past year, have been pleased to accept from the junior merchant Jacob Bikkes Bakker, licensed to return hither, one hundred head of healthy and able-bodied slaves, which the King of Bima along with his grandees of the realm promised and undertook, by a bond dated 19 April 1768 to be found there in the protocol, to deliver to him this year at Batavia, and furthermore to recommend this Government to lend Bakker a helping hand herein and in whatever he may further request toward a speedy liquidation of his affairs; so the Right Honorable Governor proposes, over and above what has already been ordered to the Resident of Bima by letter of 20 February last to earnestly urge His said Bimana Highness cum suis to satisfy the contents of the cited bond, upon his request made in the accompanying petition, to instruct the Resident of Bima by reiteration not only to encourage the last-named King to the fulfillment of that obligatory act as aforesaid, but also that he shall apply all possible diligence and see to it that the other overseas princes come to satisfy the delivery of slaves, as much as they owe the petitioner according to the tenor of the aforesaid petition, and subsequently to grant the petitioner the requested letters of recommendation to the governors nominated in that document, as well as thereby to them

737 The 15th of April 1769. Note of the collected harvest of the southern tithe. Resumption of a letter from the Bima Resident Volkert Thomas Vlugt, serving as the basis for his account, unsealed. To charge the capital advance. Next, the Governor having produced the roll of the tithed rice and paddy in the southern provinces, it appeared that this tithe in this year yielded 120 lasts and 1529 lb of rice, at 3066 2/3 lb per last, in addition to 9070 bundles of paddy, thus 9 lasts and 1035 lb of rice less than in August, as well as 663 bundles of paddy more, the aforesaid deficit having its sole cause in the severe drought that occurred early there in August. The Bima Resident Volkert Thomas Higt, in his letter delivered yesterday and dated the 17th of March last, in response to the letters successively dispatched by this government dated the 1st of October, 18th of November, 7th of December of the past year, and 20th of February of this year, stating among other things that he had urged the Sumbawa kingdom anew for a delivery, for this year, of one hundred slaves, as well as a full cargo of sappanwood for the ship Vrijburg, and also to prepare a second cargo for the ship Oosthuijsen, so that through this means this kingdom as well as that of Dompo might be made to pay their arrears; but since the latter, or properly the Dompo kingdom, to pay in sappanwood, owes the most, or 2856 1/4 rixdollars, and because of its known poor condition could deliver the least, setting the final demand for cash, added to the 621 1/4 rixdollars that Sumbawa still owes on the delivery of sappanwood, makes 596 3/5, amounting to 1296 2/5 piculs, the pair indicated properly for that 700 piculs; 74 Qualification granted to the resident according to which he shall have to direct himself in satisfying the petition of Their High Excellencies. And that the demanded 2 ship cargoes amounted to at least 12800 piculs; to complete which there would still need to be paid in cash 11982 rixdollars, for 3, 11503 2/5 piculs; he therefore requested that, for the payment thereof, there might be sent to him the petitioned 12000 rixdollars in ducatoons and N: N: currency, considering that the native was very much opposed to receiving other coinage; further noting that the kingdom of Sumbawa would hardly be persuaded, even if they became able to deliver a portion of the aforesaid slaves, to have them ready before the arrival of the ships, since such had never happened, and they always complained whether to be allowed to deliver either slaves or sappanwood alone, but not both together; thus it is, considering that for several years past one has been disappointed with this slave delivery, notwithstanding that the Company contracted the 350 slaves at 50 rixdollars each, in contrast to the private purchase there, which was accepted quite dearly, and that apparently in this year, according to the weak promise of the aforesaid Resident, little or none of them is to be obtained; in conclusion thereupon, it was approved and understood to qualify the said Resident to accept, for each slave, fifty piculs of sappanwood, and consequently, for the 208 heads still owed by the Sumbawa kingdom... on the 15th of April 1769. In the same manner, it has been resolved, as soon as the said ship Vrijburg shall be discharged, after that vessel shall have been discharged, to let it proceed on its journey across the water, in order, pursuant to Their High Noble Honors' respected order and our further resolution of the 7th of February current, having taken in a cargo of sappanwood at Bima, Dompo, and Sumbawa, subsequently to sail directly therewith to the capital Batavia. From a specification drawn up and submitted by the chief surgeon of this castle, Roedolph Jeeke, regarding supplied and received medicines, it having appeared that his remainder on the first of December of the past year still yielded ƒ 28: 10.— and brought in with Vrijburg for „ 371: —:— or together ƒ 399: 10:— Against which, that he since the middle of October of the past year until the end of March last has supplied up to „ 572: 5:— And thus has again advanced ƒ 172: 15.— And although Their High Noble Honors in an esteemed missive of the 27th of December of last year were pleased to take into suspicion the purchase of medicines made in the past year to the amount of ƒ 960:—, in the supposition that the requisition for 1762 had been completely fulfilled, and therefore desire that such purchases shall take place no more, unless such were absolutely unavoidable and made necessary by accidental causes of more illnesses than usual, yet, upon the 15th of April 1769. Likewise the shortfall of the latest requisition, which is absolutely necessary, an additional advance having been caused thereby to the amount of ƒ 1429:—, in contrast to the same, to have it reimbursed with ƒ 1200:— from the treasury. Findings on the cargo of the ship VrijBurg, which arrived here in these roads on the 21st of March last. After confrontation was made of the reports and accompanying notes against the Batavia bill of lading invoice, it was found as follows: Macassar, in Castle Rotterdam, the 21st of April 1764 100 bottles Persian rosewater, according to the invoice 91 bottles delivered whole and well 9 broken, of which 5 bottles calculated for ullage at 5 per cent 4 short 30166 lbs. of iron in 725 bars, according to the invoice 26943 lbs. in 709 bars delivered 1223 lbs. too little; whereof 452½ lbs. calculated for ullage to the officers at 3½ per cent 770½ lbs. short. The 33 bars short, in the same manner as above. 4000 lbs. hoop iron in 959 pieces, according to the invoice 3858 lbs. delivered in 926 pieces 142 lbs., whereof 60 lbs. calculated for ullage at 1½ per cent 82 lbs. short. 6133 1/3 lbs. the 24 April 1769. Case No 3 was repacked well-conditioned and agreed with the gross weight, thus delivered according to order. Request to be relieved of this charge and to have 3 mortise chisels and 1 small gouge and small mortise chisel reimbursed to the boatman of the scow David De Jong for the reasons mentioned at the side. These surplus goods, being the spillage and leakage permitted according to regulation, the ship's officers request to be favorably credited to their pay account according to order. Honorable, Valiant Sir and Sirs, The undersigned Head Administrator, following the calculation and review of the invoice recently arrived by the ship Vrijburg, having observed an excessively high invoice valuation of the Guinea cloth ordinary bleached brought by that vessel, whereby in this book year, in comparison with the past year, by no means such favorable advances can be demonstrated; for the further explanation of which the undersigned exhibits herewith a memorandum or brief overview of the Guinea cloth brought by the ship Lapienenburg in the past year and recently by the Vrijburg, from which the reasons for the lower advances to be obtained are clearly evident when one merely compares the Guinea cloth third sort, since of the 1st and 2nd sort none were brought in the past year. Subsequently, upon the proposal of the Lord Governor, because of the approaching time for sending our spring advices to their High Excellencies; it was resolved that for their transport to the Capital in the beginning of the upcoming month of June, the two-masted bark De Draak will be used and therewith along with family also to let travel over, the Captain Engineer Gideon Duléz who arrived here on the 29th of September of the past year per that vessel from Banda, since the same had declared that against that time he would be in readiness with the execution of his commission, as also the widow of the junior merchant and shopkeeper Adriaan Lokman, who passed away in the last past year, and her children, but outside the expenses of the Honorable Company, as well as the aforementioned goods found unserviceable in the administration of this Government, according to the report presented at this session by the head administrator the Honorable Bernardus van Pleuren. In the same manner it was approved, to dispatch the junior merchant and appointed Resident of Boelecomba, Nicolaas Dionijsius Moll, thither, and to let the transfer of that Residency with its appurtenances be made to the same by the outgoing resident Sergius Swillengiebel, in the presence of commissioners to be named thereto by the Lord Governor, by the ultimate of this current month. Further, it being made known by the aforementioned head Administrator, that the crew of the bark De Draak have duly delivered their held cargo for this office; it was understood to keep note thereof in this. Lastly, after resumption was taken, the Resolutions of this table under date 15, 19, 24, and 27 April last were approved and signed. Upon resumption of a report submitted by the aforementioned head administrator, it having appeared that the purchase required by Their High Excellencies of 200 pikols of wax and 500 pounds of caret could not possibly be fulfilled on account of their high prices, considering that for the former no less than 35 rixdollars per pikol and for the latter 187½ rixdollars could be negotiated, and even then only a small quantity of both was to be obtained, it is resolved to waive the said purchase and humbly offer this report to the same for honored elucidation. The Master of Equipage Jacobus Heere, in conformity with what was recommended by Their High Excellencies in the honored letter of the 7th February last, to survey accurately, together with a capable seaman, the routes of the ships which must sail from Ternaten to Bima, having now given detailed notice in a report of his provisional reflections, stating that according to his humble judgment, in order to fulfill the honored intention of the same, this commission ought to be carried out at the latest at the end of February, at which time one could most conveniently sail from here to Bouro, in order to remain there until the month of May, so as to be able to observe there between that time and the month of August the winds and currents in that fairway, and whatever further might be discovered therein, since the ships sailing from Ternaten to Bima pass through the same fairway at that time.
