117 The 18th of July, in the Year 1769. To the soldier August Fredrik Meijer, a pass closed on date 5 January 1769, with a balance in his favor of f:12:16., and to the fellow soldier Ian Hendrik, a pass closed on the last day of August 1768, with a balance in his favor of f:84:— The Chief Administrator, the Honorable Bernardus van Pleuren, having made known that during the comparison made of the reports confirmed by oath regarding the general inventory in the administration in this Government at the end of last February against the trade books, he noticed no differences, it was agreed to keep record of this. Having read and resumed an act whereby the Merchant and Fiscal Fredrik Willem Hendrik van Blijdenberg, together with the Junior Merchant and Secretary of this Council Joseph Smoder, have interposed themselves as guaranties on behalf of the sequester for the administrative moneys which the Secretary of the Court of Justice here, Petrus Iohannes Brandis, holds in that capacity as sequester, to the amount of one thousand Rds, it is likewise decided to keep record of this. Appointed to inspect and compare the pay against the trade and store books are the Storekeeper Just Fredrik Lodewijk Helmkampf and the Trade Transferrer Carolus Joostens, in order to report their findings to this assembly. Also, it was decreed that the Junior Merchant Sergius Swellengrebel, who has been granted leave to return to the Netherlands, should be required to furnish surety in the amount of one thousand Rds, according to the regulations, for the administration he held as Resident of Boelecomba and Bonthain, or otherwise to deposit those moneys for a period of four years. 118 The 18th of July, in the Year 1769. Appointed to permanently ensure the prompt observance of this order: the members of this Board, the merchants, the Fiscal Fredrik Willem Hendrik van Blijdenbergh and License Master Jan Hendrik Voll, not only for the present, but perpetually and for as long as others shall be charged and qualified thereto, so that this order shall henceforth be strictly observed and complied with, without the slightest connivance or consideration, on pain of being held personally answerable for it; with which proposals, being judged of the utmost necessity, the members unanimously concurred. Upon resumption of a letter written by the outgoing and incoming Boelecomba residents, Perquis Swellengrebel and Nicolaus Dionysius Mol, dated the 10th of this month, it appearing among other things that the first-mentioned requests reimbursement of Rijksdaalders 108: 16:— on account of unavoidable expenses incurred in shipping the tithe rice and paddy collected there in August of this year, according to the account sent thereof; it was resolved, since the aforesaid expense account was not found excessive, to pay that amount from the Honorable Company's treasury; as well as to have the Senior Merchant, the Honorable Bernardus van Pleuren, confront the transfer of the Honorable Company's effects at Boelecomba and Bonthain, received alongside it, against the trade books of this Government, in order to report the findings thereof. Whereupon the Governor informed the Meeting that, for weighty reasons and on account of the demonstrated urgent necessity, His Honorable Excellency had 121 the 18th of July 1769. with the utmost speed outfitted and prepared an expedition flotilla under the command of the Mate Godlieb Draijer and the Sergeant Jacob Hegelmeijer, well equipped and manned with 60 sailors and 62 soldiers, consisting of the following vessels: The Sloop Den verlooren zoon The Sloop De Zukkelaar, alongside The Pantjallangs de Vigilantie, den oppas, and de Bedrieger In order to sail therewith to such places and to execute there such orders as His Honor's drafted and simultaneously presented secret instructions indicate; Wherewith the members concurred, and respectfully thanked His Honorable Excellency for this communication. A vagabond suspected of arson apprehended. It was also resolved to pass for write-off two of the Honorable Company's male slaves, who, according to the declarations submitted by the head surgeons Roedolph Teeke and Pieter Samas, passed away of natural illnesses on the 19th and 30th of July last. And to grant the sailor Marten Sijbrandsz his request to receive from the Honorable Company's treasury his credit of wages amounting to f. 297: 18: 7 on a pay account duly signed before cancellation by the paymaster Gerrit Hagebout and closed on the 15th September 1765. Report regarding certain unwanted piece-goods brought in beyond the requisition in the year 1768. supplied to 55 soldiers on the ship Vrijburg as rations for their voyage to Batavia, as well as on a second expense account 9 rixdollars for having the upright of the capstan spindle made on the aforesaid vessel. It having been taken into consideration how in the trade books of this Government as of the end of August last, there still appear the incurred charges of the expeditions fitted out to the other shore in the years 1767 and 1768, together amounting, after deduction of what was returned from them, to the sum of 18,185 florins 18 stivers Dutch or 22,043 florins 10⅓ stivers scarce Indian currency, it was resolved to have the same liquidated at the General Office, and thereby to authorize the Chief Administrator van Pleuren to that end. There also appeared from a report the lack of demand and disadvantageous prospect of wear and sale of the fine broad bleached morisses of 20 and 22 cubits, brought in beyond the requisition per the ship Lapienenburg in the year 1768, as well as of some unsaleable assorted cassas and humhums on hand, brought in upon successive requisitions, reading as follows: To the Right Honorable David Boelen, Extraordinary Councilor of the Netherlands Indies, as well as Governor and Director of this Coast of Celebes, together with the Council. In a detailed report submitted respectfully to Your Honors by the undersigned Chief Administrator under the date of the 5th of April of last year, demonstrating 147 the 27th of September 1769 the lack of demand and disadvantageous prospect of sale for the fine broad bleached morisses of 20 and 22 cubits brought in beyond the requisition per the ship Lapienenburg in the year 1768, and the Illustrious High Indian Government having seen fit in their much revered letter dated the 27th of December of the same year to grant authorization to the effect that the said morisses, if unable to be disposed of at some profit, should then be returned to the headquarters, another trial was accordingly made at the respective auctions held, in compliance with that honored order as well as the resolution of the Political Council taken on the 7th of February of the current year, yet with no better success than at the auction held immediately after their arrival, there being sold only 10 pieces of those of 22 cubits and 4 pieces of 20 cubits, which certainly would not have been sold had not occasional deaths provided an opportunity for it, whereby they yielded a fair profit during that interval; but since not even the purchase price, not to speak of any small profit, can be obtained for those unwanted morisses, even though the most favorable credit terms or payment periods were offered to the respective merchants, the aforesaid cloths, of which there now remain 190 pieces of 22 cubits and 196 pieces of 20 cubits, could, with Your Honors' approval, be sent to the headquarters. The former junior merchant Jacob Bikkes Bakker having made known by petition that the King of Bima, in reduction of the 100 serfs owed to him and already accepted by the Right Honorable Indian Government for the artisan quarter at Batavia, had recently sent hither 16 male and 37 female slaves, with the request that he might send these servants to Batavia in reduction of the aforesaid 100 persons, and consequently that the same might be inspected and sealed by commissioners according to local custom, and also properly represented to Their Right Honorables, so that, upon acceptance at the capital, the full amount thereof at 60 rixdollars per head might be paid out to the petitioner's authorized agent, the Honorable David De Cordua, former alderman there; it was agreed and resolved to grant the petitioner's request as it lies, and to give the required communication thereof to the Right Honorable Indian Government, to whose discretion the acceptance of those serfs is deferred.

On 27 September, Year 1769. A certain proposal by a Commander against the frequent debaucheries of the common soldiers in the nearby native quarters (kampongs) and the feared consequences thereof, with a further request for a favorable recommendation to Their High Excellencies concerning the petition made by him in the text mentioned. Confrontation of the true remaining stock against the reports of the latest general inventory, and the decisions made thereupon to be found in the margin of the same. In like manner, it having been represented by the Military Captain here, Matthijs Peters, by petition, how he had long sought to prevent the debauchery with a certain bad beverage by the soldiers in the Kampong Boegis here, from which, becoming intoxicated, they wander back and forth almost raving like madmen, to the spectacle of the natives, from which nothing other than much mischief and murders are to be expected; wherefore the petitioner could ultimately devise no other or better means to divert the men from this than solely to accustom them gradually within this Castle at the bastions and guard posts to the drinking of coffee, which has had such an effect that the garrison now consumes as much as 50 picols of coffee in a full year; making therefore an urgent request for a favorable recommendation to Their High Excellencies, so that 50 picols of coffee beans may be sent hither annually for the petitioner's account at the rate of 10 rixdollars per picol, since those lying here in the Company's warehouse at 14 rixdollars per picol would prove much too expensive for the poor soldier; whereupon, after some deliberations over the reasons and motives presented in the aforesaid petition, it was resolved to favorably present the petitioner's request to Their High Excellencies.
