No. 4 Batavia To his Excellency, the High Noble, Right Honorable, Wide-Ruling Lord Petrus Albertus van der Parra Governor-General along with The Honorable Gentlemen Councillors of the Netherlands Indies High Noble, Right Honorable, Wide-Ruling Lord Honorable Gentlemen and Having had the honor on the 17th of the recently passed month to receive Your High Nobilities' very revered letters of the 13th prior, we cannot fail, now writing back in response, initially To report that the Sultan has expressed to Your High Nobilities his satisfaction regarding the demotion of his Commong at Grending etc., and he was also informed that the Company annually has enough with 50000 lb of white pepper, to which the Sovereign was pleased to reply that he would always strive more and more to give proof of his good intentions and benevolence toward the Honorable Company, to whom he professed to owe everything; and with respect to the white pepper, which can only be made from the very oldest berry, the Sovereign was of the opinion that, although he had given orders to his subjects that they should make one tenth of all that is gathered white, he was quite certain that because of the difficulty, they would nowhere near, but at best meet the desires of Your High Nobilities. — The reducing of the joint expenses, and the increasing of the pepper, and to ensure that this so greatly desired berry comes solely into the lap of the Dutch East India East India Company, are matters that we shall always attend to with our utmost ability. — We express our great gratitude, along with the Assistant Hodenpijl, for his promotion to Bookkeeper, as well as for the order given to withhold ƒ 170:8:— that the under-master Krimmel here remained indebted to the Diaconate of the Reformed Congregation, as well as for the write-off granted by the just-mentioned letter. As soon as we received a relief of slaves, we sent to the Resident of Lampong Toulang Bauwang, Steenhuijsen, as many of those servants as we deemed to be necessary there. The black pepper transported from here to the capital in Anno 1768, among which only eleven bahars of white, consists of a considerable quantity of 11420 bahars or 4282500 lb, which is 210000 lb more than Anno 1767, something that has not happened since the year 1749, but which we hope not without reason under God's blessing will happen even more. Furthermore, we have the honor to congratulate Your High Nobilities on the arrival of this year and to wish most benevolently that the highest of their deliberations and decisions may serve to the benefit and well-being of the Honorable Company, and to the praise and glory of their illustrious persons and distinguished families. — In accordance with yearly custom, we have the honor humbly to present to Your High Nobilities, along with this, the following papers both for Batavia and Pro Patria, namely: 2 sets of short summaries of the received cash, merchandise, etc., as were received from the capital Batavia during the recently passed 1768. 2 lists of the pepper brought here and successively sent to Batavia during the just-mentioned year. 2 sets of copies of our letters that were sent to Your High Nobilities during the aforementioned period, annex the Report of the Pepper Culture. 3 sets of our Resolutions held in the Council of Policy here during the aforementioned period. 3 notices of the arrived and departed vessels, both from and to Java, Cheribon, and Batavia. 2 Rolls of names of these referenced papers, two copies have already been transmitted with our respectful letters sent on the 18th of November, 2 Rolls of names of the Qualified Servants 2 Short strengths — 1 General inventory as of the ultimate of August last 1 Demonstration of the expenses and profits of the recently closed financial year 1767/8. 1 Confrontation against the memorandum of Menage of the year aforesaid. — 1 List of the remaining balances as of the ultimate of August last pieces returns of such merchandise as were converted by sale here during the just-mentioned financial year, with indication of their purchase and sale prices, etc. — Accompanying these also 6 pieces of expense accounts of what was provided to the below-mentioned vessels, namely: To the ship the Jonge Samuel ƒ 104:12:8 ditto the Zilvere Leeuw ƒ 104:12:8 ditto Leckerland ƒ 100:11:8 ditto Renswoude ƒ 104:12:8 the bark the Phenix ƒ 87:9:8 ditto ditto ƒ 113:14:8 6 pieces Total ƒ 615:13:— and a declaration from the chief surgeon regarding a male slave who died here, whose cost amounting to ƒ 117:, both of which we most humbly request permission to write off in our books, and to obtain the clearance of accounts of

In compliance with Your High Excellencies' much venerated order contained in your missive of the 22nd of May, 1755, we send over, under escort of a corporal and two soldiers, six Malays who, coming directly from Jambi with a prahu gonting, suffered shipwreck at the third point or Tanjung Lassing, as may be seen further in the enclosed statement made by them here, to which we refer with much respect. The remaining six Malays belonging to the crew of the said gonting and who stayed behind due to illness, the first-signatory has ordered to be sent hither as soon as they can endure transport, and at the same time that an inquiry be made whether anything of that vessel and cargo can be recovered and obtained. We take the liberty to send over to Your High Excellencies, under escort of a corporal and two privates, the six Malays belonging to the crew of the prahu gonting stranded at the third point or Tanjung Lassing, coming directly from Jambi, of which mention was made in our humble letter of the 16th of February last, as well as in the enclosed statement, to which we refer in this matter. We shall see to get the prahu gonting afloat with the high water of the approaching new moon, and if that vessel is worth it, also send it over. The ship Enkhuijsen, which arrived here last February 27th, we are busy loading with pepper. Also attached hereto goes a completed criminal case by the junior merchant and fiscal Jacob Wils Jr. against the Wetan Javanese named Gamblon, for the highly esteemed approval of Your High Excellencies, with the respectful request that if the delinquent should be sentenced to death, the executioner may be sent hither to carry out the sentence. After Your High Excellencies' much respected missive of the 23rd of February of this year had been safely delivered to us with the ship Enkhuijsen, and its officers had safely discharged their cargo, we have, according to order in the aforementioned letter, fully laden that bottom with a parcel of 2974 bharen or 1115250 lb of black pepper, winnowed and weighed out to the satisfaction of its officers, as appears from the enclosed invoice, item the declaration of the commissioners and the sealed sample packet, together with the account between the Honorable Company and the King, amounting with the expenses accrued thereon to a sum of guilders [illegible]. Also, according to annual custom, we send back herewith, so as not to spoil, the two heavy anchor cables that have lain here since the month of October past and were requisitioned to be supplied, in case of need, to passing ships. To Their High Nobilities Having received today the enclosed letter from the snow The Fortune, arrived in the Sunda Strait, we have the honor to present the same to Your High Nobilities and to report that the said snow anchored in these roads this afternoon, and shortly thereafter a mate came ashore here, requesting on behalf of his captain, named Polnet, for vessels in order to transship a portion of his cargo, consisting of sugar and arrack, into them, because the snow is so leaky that they are afraid to undertake the voyage to Batavia, all the more since the seams of the bow are almost bursting open. We replied to the mate that there are no empty vessels here, and that even if he were unloaded to some extent, his leak could not be stopped here; that it was therefore, if feasible, most advisable for him to sail to Batavia as soon as possible, with which answer the mate departed back on board, after he had just beforehand been notified in the name of the Sultan that no English ship was allowed in these roads and no Englishman was permitted to come ashore, much less remain, and therefore had to depart from here immediately. Bantam Concerning the matter of If the harvest of pepper in anno 1766 was small in comparison with the previous similar harvest, but considered in itself and brought into comparison with 10 earlier years, namely from 1755 to 1764 inclusive, it turned out fairly well for a lean harvest, as it differed only by 31,650 lb, as we respectfully showed on the same past date in answer to the extract from the general Home Letter of 5 October 1767, and to which we refer herewith; in contrast, the three subsequent crops were exceptionally large, altogether almost without precedent, for: In anno 1767 it was 4,072,000 lb In anno 1768 it was 4,282,500 lb And in this year fully 4,500,000 lb, the remainder left behind here in the warehouses included, which was not transported due to a lack of hold space, but nevertheless belongs to this year's harvest. Thus it is clearly evident that the harvests are in every way desirable and blessed, which we hope will be lasting, and to which we, and particularly the Commander, will contribute all that is possible. Upon the small delivery in anno 1766 of pepper from the realm of Bantam, we already made reflections last year under the heading of our requisition of returns. The difference between that delivery and those of previous years was too large not to make further inquiry into its cause, the more so because the conduct maintained by the Commander Reijnouts gave reason to suspect him of neglect of duty. But that investigation having since been conducted by Your Excellencies, we shall rest therein and in your disposition, expecting that the said Commander will have been encouraged by the correction imposed upon him to perform his duty with greater zeal and attentiveness, and that Your Excellencies will continuously take care that the interests of the Honorable Company in this matter are not neglected, but are properly promoted. This is done here and will be continually followed up. Further Extract from the aforesaid letter concerning a part of the matter of Ceylon: We also approve the following order, which the ministers have established regarding both the swearing-in of notaries and the keeping of proper protocols. Kalahanbanong; and here remained overnight. The journey was South East, 10½ hours from Bantam (see specification on folio 1). Wednesday the 21st of June set out on our journey again. Half an hour to the campong Sampoera; one hour to the campong Toehoet; one hour to the campong Pandeglang; half an hour to the campong Tjeket, here runs a river that comes out of the mountain Karang named Siassam and flows towards Pontang; half an hour to the campongs Kadoe Lasson and Landtjaar, here also runs a river that comes out of the aforementioned mountain Karang and flows out at Pontang, bearing the name of the last-mentioned campong. It lies on the South West side of the mountain Karang. From there half an hour to the campongs Kadoemadong and Bankong, and subsequently half an hour to the campong Koepahandap. Here my traveling companion, the Tommagan Loera die Karssa, sent the King's commissioners to the Northeast to inspect the pepper gardens of the campong Kalaphandap and Gjeringen Zide, and we continued on our way of one hour to the campong Tjemanak. Here the commissioners arrived at night at 11 hours and gave us a report of having found the aforementioned campongs in good order, and here overnighted. The journey was South South West, 16 hours from Bantam (see specification on folio 1, 2). Thursday the 22nd of June we remained over at Tjemanok, in order to send the King's commissioners to the west away from us to inspect and give orders for the pepper cultivation of the campong Gedr, which lies on the east side under the mountain Poeloesarij 17 hours from Bantam, as well as to the campong Toboije, which lies to the northwest of Tjemanok and northeast of the mountain Poehoesarij. And they found the pepper gardens there in good order, as can also be seen on folio 2, and we spent the night again at Tjemanok. Friday the 23rd of June at three o'clock in the morning we received news here at Tjemanok from the campongs Sekkong, Tompok and Contjang; that the first two campongs were neglected, the head of the first named Liewantie and of the second, Rabodien, have taken the same into custody, and the head with his subordinates of the campong Contjang has been summoned to Bantam by the Pangerang Soerianagara (who is also head of the campong Sompock), so that the pepper cultivation of the aforementioned campong Contjang is left unattended by the men belonging to it. In the morning we set out on our journey and for the space of an hour met various campongs that belong under Tjemanok; from there 5 hours to the campongs Paraken and Boekiet Parakken and found the pepper gardens there in good order; here the Tommagon Zoera die Karssa sent the commissioners to the West South East and West North West away from us, and we advanced our journey of 2 hours to the campong Bodjong; the journey was South South West, 24 hours from Bantam and we stayed overnight here (see specification on folio 2, 3). Saturday the 24th of June we set out on the road again, 2 hours to the campong Bodjong Louikris and found the pepper gardens here in good prosperity; here also arrived the commissioners whom the just-mentioned Tommagon had sent the day before to the West South East and to the West North West; they gave us a report of their experiences; namely of the campong Matjo, the campong Thiehandoer, the campong Montjang, the campong Kadoegaroe, the campong Koeban Lanang, the campong Passirjaha, the campong Paraken Proij, and the campong Gardau; that they had found the first 7 mentioned campongs in good condition, only at the last-mentioned campong had they taken the head into custody, for the reason that of his ordered 4000 trees he had allowed 2000 to be ruined by the weeds. All these campongs lie on the south side of the mountain Poeloesarij, 25 hours more or less from Bantam, and we stayed overnight at the first-mentioned campong Bodjong Louikris. the Negorij Poeroet, 1/2 hour to the Negorij Tjebatoer, and a half hour to the Negorij Kawonalowok. Here runs a large river named Tjelemmer, originating from Mount Poeloe Sarij (which we encountered several times from Tjemanok), and empties seawards near Tje boemer. Here at the aforementioned Negorij Kanonalowok, the commissioners came to give us an account regarding these following Negorijen and Passars: the Negorij Compeij, the Campong Katoemas, the Negorij Panawonang, the Negorij Kopping, the Negorij Gemtoengan, the Campong Karang bakka, the Negorij Goemaero, the Negorij Tjepadang, the Campong Tjepadang, the Passar Kietjel tje padang, stating that they, as well as ourselves with the first three Negorijen, had found them in good condition; and we stayed overnight at the aforementioned Negorij Kawona Lovrok. The journey was also, for the commissioners as well as for us, in and toward the south-west, 28½ to 31 hours from Bantam, as noted on folio 4, 5. Monday the 26th of June, the Tommagon Zoera die karssa sent 2 commissioners to these consecutive Negorijen, which so to speak all lie in a row in the south of Bantam: to the Negorij Kadoepandak, the Negorij Tjejadas, and the Negorij Babakken; after that was done, we prepared ourselves to continue our way: 1/2 hour to the Campong Tjekoerang, 1/2 hour to the Campong Tjebodas, which lies under Rossik, and one hour to the Negorij Kossik. Here the commissioners presented themselves again and made their reports, having found all of the aforementioned campongs in good condition, and those that we visited along the way during the encounter being of the same; we spent the night at the last-mentioned Negorij Rossik. The journey was (to the south) 32 hours from Bantam, see specification on folio 5, 6. Tuesday the 27th of June, we remained at Kissik because the Tommagon Loera dia Lars was seized with fever, and we sent the commissioners to the east-south-east to the to-be-named Campongs and Negorijen to inspect the pepper cultivation there and likewise to give recommendations: to the Heer Bodjongonge, to the Campong Kadoepakkis, to the Campong Lommangen, to the Campong Soeka Kassawa, and the Campong Geloding, and the same were found in good condition as can be seen on folio 6; and we stayed overnight here again. Wednesday fo 5 Wednesday the 28th of June, we resumed the journey: 8½ hours to the Passar Passier nanka, and there inspected the pepper gardens and found them in good condition. From here we sent the commissioners to the Campongs that belong under the Negorij Panimbang monjol, namely the Campong Pannimbang Tjekoetra, the Passar Labak pannimbang, the Campong Pannimbang Phielidan, the Campong Botjongaroet pannimbang, the Campong Klappa doea pannimbang, and to the Campong Soekarawo pannimbang. After that was finished, we advanced our journey 4½ hours to the aforementioned Negorij Pannimbang monJol through forests and marshes. Here runs a large river named Tjelima, originating from Mount Kendang and flowing into the sea toward Pontang; we stayed overnight here. The journey was west-south-west, 38 hours from Bantam, as can be seen on folio 6, 7. Thursday the 29th of June, we had to remain at the Negorij Pannimbang monjol due to a period of torrential rain lasting 4 hours, because we were unable to ascend the mountains with the horses through the water and marshes to continue our way. For that reason, we waited here for the returning commissioners, or those who were sent yesterday by us to the out-of-the-way Campongs; and they presented themselves here at 11 o'clock at night and gave us an account, having found all of them in good condition, as can be gathered on folio 7; and we spent the night here again. Friday the 30th of June, we set out on our way and along the road encountered several small passars over 3 hours, which belong to the pepper cultivation and are not worth mentioning. From there 2 hours to the Negorij Manpeng nangrang. Here we had the underlying Negorijen and Campongs inspected by two commissioners, namely the Negorij Kiawie Sampang, the Campong Bodjong Konneng, and the Campong Kollot, and they were found in good condition by them, as can be gathered in more detail in the specification on folio 7, 8; we spent the night here at the first-mentioned Negorij Manpeng nangrang. Here the commissioners arrived who had been dispatched southwards along the way by the Tommagang Soera die Karssa from our company, 5 hours to the south, in order to inspect the campongs there and to give recommendations. They found them in good condition, and we stayed overnight at the aforementioned negorij Mampeng Anjettan. The journey was east-southeast, 46 hours from Bantam, see specification folio 8. Sunday the 2nd of July, we set out on our journey, 6 hours to the campong Loui Bonger. Here runs a small river named Thiesaijeeren; it comes from Mount Dadap and flows into the sea near Tjeboemer. From there one hour to the passer Kadoerangsang. We inspected the pepper gardens here and found them in good condition as far as that goes, except for 500 trees which were entirely ruined this year by rhinoceroses, and also the one who had authority over them was likewise killed by that creature. The journey was southeast, 53 hours from Bantam, as can be seen on folio 8, and we remained here overnight. Monday the 3rd of July, the Tommagan Soera die Karssa dispatched two commissioners from our company to all the campongs belonging under the negorij Panonkoetjang, which are specified on folio 8 in the specification book. That having been done, we prepared ourselves to resume the journey, 4 hours to the aforementioned negorij Parongkoetjang. Here we found a river that is called Tjehoejong; it comes from Mount Kodang and flows seaward toward Pontang. Here we remained overnight to await the commissioners, and they also presented themselves here at 10 o'clock in the evening and delivered their report to us, stating that they had found all of them in good condition. The journey extended southeast, 49 hours from Bantam, see specification book on folio 8 to 82. Tuesday the 4th of July, we made ourselves ready to travel by small craft down the river from Parongkoedjang, 3 hours to the negorij Sergenie, where I received your Right Honorable's esteemed letters of the first of July and likewise answered the same, reporting on these very poor pepper gardens, and took into custody the one who had authority over them, named Marat, because the actual headman is presently not in attendance, along with two other headmen of the passer Tjelakkie and folio 7 and the campong Nerettel, who pretend that they are too much troubled with the planting of paddy or with paddy cultivation, and for that reason they are not capable of properly continuing their ordered pepper cultivation; that having had 18000 on the already mentioned negorij Zergenie, there now currently remain 3000 of that produce. Stayed overnight here at the just-mentioned negorij. The journey was southeast, 46 hours from Bantam, see specification on folio 12 to 18. Wednesday the 5th of July, we set out on our journey, one hour to the east of Sergine. Here we found a place that was called Tjekopp, where a river runs that has the name of the place. Here one could well plant over 20000 cuttings with success, and in terms of manpower needed solely for the pepper cultivation, 40 to 48 heads, which place belongs under the Pangerang Soeria Nagara, lies to the east of Serginee, between the small campongs Sampong Pondoj, half an hour distant. From here half an hour to the negorij Prihiang. Here we inspected the pepper gardens; the same are found in a number of 22 to 23 plots, as can be seen on folio 12 to 15. Remained here overnight. The journey was east, 43 hours from Bantam. Thursday the 6th of July, we remained at Parihiang, having had the pepper cultivation of the Company situated under this place inspected up to two times by 4 commissioners, because there was a headman among them who reported less the first time than he had actually had in the past year; but the commissioners checked tree for tree for the second time and found them in a number according to the previous year. The campong was named Dangder and the headman Cabiba, who made use of such untrue statements, and we again remained overnight at the first-mentioned negorij. Friday the 7th of July, we set out on our journey again, 3 hours to the campong Tjemiak, belonging under Prihiang. Here runs a large river having the name of the campong; it comes from Mount Kedang and flows seaward toward Pontang. Here we inspected the pepper gardens and also found them in good condition.
