Incoming secret letters from Amboina from mid-May 1769 until mid-October. To His High Nobility, the High Noble, Rigorous, Highly Esteemed Lord Petrus Albertus van der Parra, Governor-General, together with the Honorable Lords Councilors of the Dutch Indies. High Noble, Rigorous, Highly Esteemed, Valiant, Most Wise, Provident, Discreet, and Very Generous Lord and Lords, In dutiful reply to Your High Nobilities' much respected secret letter of 13 December 1768, we have the honor to write back that our garrison, both here and at the subordinate stations, the fort included, through the mortality that has raged extraordinarily among the common soldiers since the past year, amounted to no more than 723 heads at the end of the past month of May, which is in total [illegible] less than we requested of Your High Nobilities in the general dispatch of 10 June 1768, and to let this Government remain for two or three years to conduct the cruisings. From Amboina, 7 June 1769. The outcome and manner in which these cruisings were completed at the end of the past and the beginning of this year are respectfully shown to Your High Nobilities in our current outgoing general letter. Thus, with regard to the sloops that Your High Nobilities sent hither for the execution of that work, it is only to be noted that the Taxisboom is entirely unseaworthy and for that reason completely useless for the cruisings, which is why we, as it can be of no service, shall dispatch it back in the month of September. We shall then also report what measures we have devised to watch over the existing clove crop, which according to rumors will be very abundant, so that none of it falls into foreign hands. Although the present strength of personnel does not permit Your High Nobilities to chastise the Maba, Weda, and Patani peoples unexpectedly for the great part they have in the smuggling trade and the piracies committed, we nevertheless do not doubt in the least that Your High Nobilities will agree with our opinion that this is highly necessary to bring Ceram into peace and to keep the inhabitants of that large island within the bounds of decency. For notwithstanding that the King of Tidore has renounced his maritime rights over Ceram, it nevertheless appears from the report transmitted with the general letter from the Captain of the Military Hendrik van den Brink and Junior Merchant Johan Adam Schilling, that the aforementioned peoples, who are here called Papuas, though they are not that, but rather the boldest and most courageous inhabitants of Halmahera, pay no heed to the orders of

From Amboina, the 5th of June, Anno 1769. cared little about their king and have not hesitated, since the beginning of this year, to appear again with a number of prahus at the village of Waroe situated on Ceram's north coast, from where they certainly would have proceeded further upwards to Keffing and possibly even to the south coast, had our commissioners not just at that time arrived at the roadstead of Pulo Gisser and had they then, for fear of Company vessels, not taken to flight. Now to prevent the roaming and plundering of that nation through cruising is just as impossible as it is to force the Ceram people thereby to abandon their unlimited sailing and intrigues with foreigners; because, whenever they suspect anything untoward, they immediately move with bag and baggage into the forest upon the arrival of Company vessels, whither they cannot be pursued, while leaving behind on the beach their erected bamboo huts as prey for the cruisers. The cruisers may well burn these down along with the few fruit trees standing thereabout, but this does no other harm to the Ceram people than to cause them the trouble of re-erecting their little houses after the departure of the vessels, which trouble is so small that for that reason they will never fail to pursue their long-practiced, widespread navigation and trade. Therefore, other means will have to be devised against it, and concerning this, we request Your High Excellencies to be pleased to take into favorable consideration the proposal made in our general advices with relation to the Ceram people. Meanwhile, we take the liberty to submit respectfully for Your consideration whether—if the Ceram people do not govern themselves according to the written order given to them during the Hongi and what was further commanded by the instruction to Keffing's Commander Hamba—it would not be best, for the countering and suppression of the illicit trade in spices which they have practiced for a considerable time, to conduct an overland expedition across the whole of Ceram; judging that this should be preferred over an expedition by sea, since, apart from what was mentioned above, weather and wind do not always permit vessels to sheer in everywhere or to tarry at all places as long as is necessary to inspect the interior as well, unless one wished to expose the Company's vessels to the utmost danger and bring oneself into difficulties in executing the intended expedition. Of this the Ceram people are not ignorant, and by taking the land route from the south to the north coast and from there back to the south coast, which is easy for them to do as they have several beaten paths for that purpose, they very easily know how to escape the punishment intended for them. In case Your High Excellencies should be inclined to make use of this proposal of ours whenever the Ceram people again oppose the Company, or do not punctually observe the orders sent to the regents, there would, in our opinion, be required for that purpose, besides the artillerymen, at least 2 to 300 good warriors who, even if they had to remain on Ceram for a whole year or longer, must depopulate the land as far as practicable and utterly devastate it, which is the only means to strike a final blow to the spice smuggling if it does not cease at present. From Banda, the 20th of May 1769: Sworn Clerk. ...keeping large vessels and engaging in an extensive mixed seaborne trade is absolutely harmful, on the one hand to the less well-to-do perkeniers, who as a consequence neglect their lands, and on the other hand to the other colonists, all the more so since two of the wealthiest perkeniers have currently filled the province with trade goods to such an extent that little opportunity remains for the other inhabitants to profit alongside them for the time being. For that reason, they should be restricted to small vessels for fetching slaves and other necessities from the Ceramese, Goramese, South-Western, and South-Eastern islands, but no further, on the grounds set down in our respectful separate letters of the year 1768. Owing to the failure of the ship Nieuw Nieuwerkerk to appear, we have been deprived of the original papers intended for us, and thus have also remained unable to carry out the cited commission according to the secret order of 4 December 1767. We shall, in so far as any reply to them is required, allow that to Batavia influence, de Draak O O From Maccasser the 5th of June 1769 influence the following subjects, in which is very respectfully disclosed and presented to Your High Nobilities an exact detail of what has transpired with the native princes and lesser allies here, since the 20th of October last, when our last advices were dispatched, and thus make a beginning as usual with Bony, of which we initially report, in partial agreement with what was already advised in our aforesaid humble letter: How on the 4th of December Bony's prince sent a request to the first undersigned asking that he send the customs officer Voll to him for a moment, who was dispatched to His Highness the following day, when His Majesty instructed him to inform the governor on his behalf: How he, to his particular displeasure and hearty sorrow, had fortunately discovered in the minds of some ill-intentioned persons among his subjects a great inclination and desire to see the child of his bitterest enemy Mappa (His Highness's grandson) nominated and chosen for the succession to Bony, and That His Majesty, clearly foreseeing from this the detrimental consequences that, in such an election after his decease under the pretext of the minority of the prince, accompanied by mutual discord, intrigues, self-interest, and yet more other calamities, would undoubtedly accelerate a total concussion from the moment of interregnum in his realm over time, whereby it thus stood to become a despised victim of its own divisions, for that reason had become ashamed and as it were compelled to establish the succession even before his death; besides which he had also taken into consideration how his already advanced years made this unavoidably necessary, should he wish not to let the opportunity pass entirely by to make the necessary arrangements during his lifetime regarding the interest and welfare of his states, and to issue such orders as he desired to be carried out after his decease. 5, 10 From Maccasser the 3rd of June Anno 1769 That the purpose of their coming was to make known the decision that they had taken in their state assembly to depart with their king to the interior, where the objective was, at a combined meeting of the entire nobility, to deliberate on the election of a successor to the realm, whom, being appointed by their coming and proposed with general consent, they were to proclaim there, in accordance with the laws and ancient customs of their realm and the example set in this regard by the last deceased queen Matineroa Ritipoeloe E: and her ancestors, all the former kings of Bonij, and established as a fundamental law. In response to this, the governor made known that he considered the accompanying march of their prince thither as a matter of such far-reaching consequences that he could not as yet declare himself in that regard, simultaneously asking them who the presumptive successor would be. They found all of this questioning unexpected and, after much hesitation, having testified to being ignorant of it, the first signatory continued that he could not comprehend the reason for their concealment; that all reticence in this regard was incompatible with the unanimity and trust that subsists between the Honourable Company and Bonij; and that he therefore could not accept them in their representative character for this time while they maintained they were ignorant of it, but would await further developments so that, in due time, they might properly make known and indicate by name, in the name of their master the king and on behalf of the entire court of Bonij, the one who was to be elected and proposed as successor to the crown, as it was firmly believed that they could not have been ignorant of it for so long. With this answer they were dismissed, and thereafter appeared again for the second time, when the speaker expressed himself in these or similar words: That they had come solely to make known that their decision had been made to travel with their king to the interior, in order to appoint there as young king the one whom they would judge to be the most capable and the most legitimate for that purpose. They were met with the objection that this communication, just like the report of their commission disclosed at that time, remained just as deficient and unsatisfactory with regard to the opinion and purpose previously made known to them, accompanied by significant expressions of the governor's extraordinary surprise at their covert and ambiguous manner of dealing in this matter, the more so because this was an affair of which the required knowledge could not be withheld from the first signatory except to the prejudice of the alliance at the time and at the same time to the diminishment of the character and the relationship of the Honourable Company to the same, and so forth. From Makassar, the 5th of June 1769 regarding declaring further before the actual election and proclamation had received its full conclusion, and which one could indeed not contradict with the least foundation, a great deal of time was nevertheless spent back and forth with these and similar debates, until they finally, thwarted and as if compelled, were made to declare that the choice might fall upon Aroe Mamipoe, though this as it were still doubtful and not without great impediment, undoubtedly for the most part because Aroe Tha, in whom displeasure and resentment radiated from the eyes, was present thereat and who made himself heard not a little in this debate. The Governor, noticing well that he would not further achieve his goal on this occasion, pretended to be provisionally satisfied with this announcement for this time and dismissed that company. In the meantime, it caused no small speculation that the Bugis prince had treated the rejection of his court nobles in the first instance, as stated above, so indifferently, without even, so it seemed, grieving or complaining about it, whereas he is in other respects so exceedingly delicate on that point that he might have taken this as a slight to His Honour. But the sequel has completely confirmed the first undersigned's opinion, namely that this was merely a political trick of his, so as, through his innate passion and hot-headedness, not to fall into the weakness of somewhat revealing or bringing to light these secret menaces and designs of his; little or not at all enduring that one should anticipate him herein by drafting a written act in which the succession to Aroe Mampoe is indicated so concisely and irrevocably that the same cannot be broken without making oneself guilty of all that is dishonourable and unfaithful. And to this the Governor was moved all the sooner by the report that came in a few days thereafter, namely that Aroe Ra, in his office as pro interim Realm Field Marshal or Prince Pongauwa, had been appointed and absolutely confirmed with the unanimous approval of all the present Estates of the Realm and especially of the First Minister, the Regent of the Realm, his old faithful supporter and friend, a dignity which enables him to be able and allowed to vie for the succession to the throne; wherefore this increased the speculations of the first undersigned not a little. It would be acting completely contrary to good faith, leading to the breach of the contract so solemnly sworn with the alliance in general, but especially in the closest relation so happily subsisting between the Honorable Company and Bonij, if His Honorable Highness were to pass over or consent to it, unless the Wadjoreese were willing to renew and acknowledge the Bongaise Contract unabridged and in its full force and value, and at the same time that of the year 1670 concluded separately with them at that time, and to subject themselves to the Company, to which, as one might well conclude, they would not allow themselves to be disposed; and from which nothing but troubles were to be foreseen, which would very likely give cause to the disruption of the universal peace, but especially in the realm of Bonij; all the more so now that His Majesty, decrepit with age and weary of unrest, will likely soon have completed the span of his life which the divine Providence in its foresight may have determined according to the general course of nature; upon which he would leave his realm and subjects behind in the most dreadful confusion and disturbance, from which the most lamentable consequences, if not an absolute subversion, were to be foreseen and feared. And that, in consideration of these very weighty matters, the Governor would gladly see, and did request and most brotherly admonish His Honorable Highness, that he would rather recede from that resolution of departure and summon Aroe Manpoe hither, in order to be proclaimed here as successor to the crown, as the first undersigned could not imagine otherwise than that Mampoe was the one whom the monarch would elevate thereto, in accordance with the deed of succession made and granted to him by His Majesty in the year 1764. The monarch had listened to these reasons with attention and admitted that this indeed approached the truth in all respects; but that, in order to satisfy the will of his grandees and the inland nobility, he was, as it were, forced to have to depart without being able to desist therefrom, unless he wished to bring the hatred and indignation of all the Boniers upon his neck. That, regarding the Zamoenpatoea Ritmoerong, he would never renew the same unless the Wadjareese were to bind themselves to the Bongaise Contract, declaring that in case he were forced thereto by them, he would rather suffer losing his head. And that the proclamation of a young king according to the fundamental laws and customs of the realm of Bonij absolutely required that it be accomplished in the inland, without expressing himself on the proposal made by the first undersigned with respect to Aroe Mampoe, or without naming or indicating anyone for that purpose. Requesting reiterately that on all occurring occasions the Boniers be most emphatically recommended to acknowledge him in his dignity during his presence in Bonij and to show all honor and submission. From Maccasser, the 5 Iunij Ao 1769 of fidelity, respect, and obedience during his presence in the interior lands, the first undersigned, in order to completely reassure the king in this matter and to bind his people inseparably thereto and to tie this as strongly as ever possible, had deemed it most secure to bind them to this not only verbally, but also in writing by form of an act, with the inclusion of some further very useful points, having the counterpart of such a document presented to him at the same time for his consideration, in order to hear his opinion thereon, and, upon approval, subsequently to wish to appear with all the nobility before the first undersigned on a certain other day to be determined for that purpose, in order to be confirmed by him and the collective nobles of the realm with their seals and signatures. The monarch had taken pleasure in the entire tenor and especially in the observance of duty toward him by his people, but on the other hand, in the most severe outburst, uttered several sharp and fierce arguments regarding the governor's outstanding precaution and circumspection, as he called it, in regard to the succession of Aroe Mampoe, declaring himself not bound to such further assurance, under even more significant expressions that sufficiently and entirely revealed his displeasure over this, saying in conclusion, I shall indeed present myself with my court councilors before the governor in due time, but I reserve the right to dispute that point. Meanwhile, that document having nevertheless been prepared in duplicate in the Dutch and Bugis languages, His Majesty and all the present nobility subsequently appeared at request, accompanied by an unusually numerous retinue, in the Honorable Company's Garden, after all the members of the Political Council had assembled and the large battalion had marched out thither in arms and had been drawn up in rank. The king, in an entirely bad and sullen mood, soon declared the displeasure that the aforementioned clause relative to the succession of Aroe Mampoe caused him, and further began to ask in that tenor whether the deed of succession executed by him in the year 1764 for Aroe Mampoe was not sufficient and powerful enough, that in addition to it a second one had to be brought into the world, and that too so solemnly and in the presence of the entire assembly, whereas he had at that time consulted and established this matter with the former governor Sinkelaar without so much ceremony and circumstance, and strictly in private, saying further that the Bonian laws were such that whenever the king binds himself to any matter with the Honorable Company, even in his private capacity, it was of the same force as if the whole realm had bound itself thereto, and thus this unusual precaution could well have been omitted, meanwhile asking now and then of his most beloved son Aroe Palaka, what say you, Lakasie, are not our laws and customs such, who confirmed this with a countenance full of spite and dismay, with an answer that clearly revealed the bitterness of his mind. From Maccasser the 5th of June Anno 1769 could be fully assured, as well as especially for many other weighty considerations, regarding which the first undersigned had deemed it necessary to protect and secure himself by such a written bond against an otherwise to be feared disappointment and subversion of sentiments, not only, but also to avert and prevent further disasters and incongruities which in the opposite case are to be foreseen from this, in the event it might please God to call his Majesty to Him while he is in the inland regions. A precaution which the Governor declared he had all the more readily taken in consideration of the sovereign's advanced age and frail physical condition; in addition to the fact that this Act in its entirety from the first to the last point was solely intended and arranged not only for the further urging and confirmation of his Majesty's objective in the succession of Aroe Mampoe after his decease, contrary to the inclination and machinations of many others as His Highness himself had feared, but also in all respects for the benefit and prosperity of his Realm and subjects and the security of his own person. The first undersigned had therefore with good reason flattered himself that the same would have been received with thanks and applauded by His Majesty and all well-meaning Bonians, contrary to and far from having expected so much astonishment and dissatisfaction from his side. The King, seemingly convinced and embarrassed by this refutation, finding no ground to be able to contradict anything of this reasonable argument, declared after long contemplation and deep silence, while he kept his eyes fixed upon his favourite Arou Tha and the latter in turn upon him: That he would only with the greatest reluctance consent to this upon the Governor's strong insistence, and That he desired in the future to remain exempted from similar repeated assurances and confirmations as being needless and entirely contrary to his and the Bonians' customs and laws. After various debating discourses had thus been held back and forth on this subject, so that the sovereign finally became perverse, this deed was at last read out publicly and in the presence of a numerous crowd that had gathered, with open doors (and thus not, as occurred in the year 1764, merely in secret with the King and the two first ministers at Bontoealacq): first in the Dutch and thereafter in the Bugis language in a loud voice; subsequently confirmed by His Majesty's, the Regents', and the Tommilalang's seals, and further confirmed by the signatures of all the present electors and foremost of the nobility, since except for the two aforementioned first ministers no others among them are permitted to make use of a signet. And thus this long and very tedious convocation separated, the King taking his leave with a heart full of displeasure. From Maccasser the 5th of June Anno 1769 For the agreeable perusal of Your High Honours, we let follow here below the contents of that document, whereby their hands are at present entirely tied in the most formidable respects. The collective grandees of the realm constituting the Court of Bonij declare by these presents that the following points contain their views and intention, and promise to observe and comply with the same precisely during their stay in the inland regions. Firstly: That they intend or contemplate going to the inland regions with no other intention or purpose than solely to declare Aroe Mampoe as Young King, to the end that, when it might please God to release His Majesty the present King of Bonij from the temporal life, he (Aroe Mampoe) shall then rule and govern over them as their lawfully chosen King, just as they declare this likewise to be solely the intention of their illustrious sovereign; without moving any dispute with the inland rulers during their presence there, unless Bonij should be curtailed in its high esteem or any injury be inflicted by another, in which case they nevertheless promise to undertake nothing without the previously obtained advice and approval of the Honourable Governor and Council at this Castle. The entire family of the aforementioned Madanrang consists of people of great power, and all are equally harboring a deadly hatred against Aroe Mampoe because, during the lifetime of the late Queen, he caused one of their brothers named Aroe Cadjoeara to be put to death, merely because he had not struck his sail quickly enough during a certain encounter when Mampoe, coming by water from the northern provinces with the present King of Boni, caught sight of him; a custom here as barbarous as it reveals the savage and bloodthirsty nature of this nation. The first undersigned has meanwhile not been able to discover that Mampoe is reckoned or known by the King of Boni to be among the number of those who might be inclined to place the son of Mappa upon the throne, as it is to be presumed that His Majesty would not have concealed this, but would have brought it forward as a weightier argument in the debate against the further determination of his succession. The greatest apprehension that still remains in this matter is whether Mampoe might not well be driven by secret machinations to place himself openly in opposition to the succession, in order thereby to open a door through which His Highness might nevertheless fulfill his aim and inclination in an honorable and irreproachable manner. Indeed, it is even to be feared that if Mampoe merely raises any preliminary point of that nature as aforementioned, even if only tacitly, and the King becomes informed of it, he will turn it to his own advantage. From Makassar, the 5th of June, anno 1769 nevertheless to make use, and in conclusion of this matter to testify once more to our repeated efforts made on this leave in order to indemnify the Honorable Company for the feared damage or loss of its lawful credit on this realm, to the amount of ƒ 4535: 7:8, either in cash or slaves, even at 60 rijksdaalders per head, although fruitlessly, as they persistently affirmed their absolute incapacity for the one or the other for the time being, with good promises for the future, and with which one was reluctantly obliged to be satisfied once again. Gowa, the seat of the Makassarese rule, which has undergone an entire revolution in the supreme government, should be reported in the first place. Aroe Salacka had been reported and instigated to that monarch, whereto they had all unanimously answered: we submit ourselves and acquiesce therein, and if Your Majesty should be of another sentiment, we must declare that we would become very anxious and embarrassed, wherewith the matter had rested. However, subsequently, or rather on the 29th of the cited month, the first undersigned was informed that the King of Goa had secretly departed incognito from his Court to a negorij named Mannoeroekie to join his aforementioned grandmother, and had even stayed the night there. The Regent, who prior to this departure of his master had left home and gone hunting, was no sooner informed of his escape than he had notified his sister, the Queen of Tallo, thereof, who thereupon hastened to Goa, whence both of them, together with all the grandees of the realm, set out to the King in order to express their surprise at his retreat, to inquire after the cause thereof, and to invite him to a speedy return. However, His Highness could not be brought to do so, and having treated those who had come to invite him with the utmost coolness and having not even wished to speak to them, Caaing Tamisanga, who was present there, went to the King and managed to persuade him so far that he and his grandmother thereupon proceeded together to Barombong.
