as being also fully applicable with respect to the subjects of His Most Christian Majesty, the recommendations which we have made repeatedly, and most recently in our general rescription of the 7th of this month, namely to give the required attention, both in the supply of equipage goods and other necessities and in granting the requested accommodations, to the cause from which the necessity of the demanded assistance arises, and in making those provisions etcetera to proceed with the recommended economy, in order to prevent the disadvantageous consequences which have often arisen from granting unnecessary accommodations, and which are to be expected more and more in the future as the officers of the ships of foreign nations increasingly seek out the Batavia roads and other ports under the jurisdiction of the Dutch Company. Upon the requests made to us by you in letters of 15 May, 27 October, and the last of December 1768, we have seen fit to approve the appointment of Martinus Jan Bosman, with the rank and wages pertaining to the aforesaid offices. For the same reasons we have seen fit to grant the rank of junior merchant, with the wages and emoluments pertaining thereto, to Rudolph Florentius van der Niepoort etcetera and Fredrik Willem Bloeme, invoice keeper at Nagapatnam, the wages of all the aforesaid persons approved and promoted by us to commence on the day that, according to the regulation on the promotion of servants, they became eligible to obtain the rank pertaining to their respective offices. Beside the said Bloeme takes the humble liberty to express his most submissive thanks to Your Right Honorable Worships for the great favor shown to him in his particular case; he promises to endeavor to make himself worthy of the same through zeal and fidelity. The Governor took the liberty to recommend to the favor of Her Right Worships the chiefs of Jaggernaikpoeram, the junior merchant Pieter Baars and bookkeeper Jan Du mon, to the end that, by Her Highest's nomination to Your Right Honorable Worships, the first-mentioned might be honored with the rank of merchant, and the second-mentioned with that of junior merchant. The Governor believes, in the hope of favorable interpretation, that he had well-founded reasons for favorably proposing the aforesaid chiefs to Her Right Worships. For the reason that, for several consecutive years, they have been extraordinarily vigilant and are still vigilant, both in the sale and the collection of textiles, and especially the coarse weaves among them, under circumstances of the time when those assortments were written for from Batavia with great emphasis; in the expectation that such an advancement would not only further stimulate their zeal and vigilance, but also serve to the chiefs of the other offices as a spur to emulation. For just as those who carelessly neglect the masters' interest ought to be corrected as an example, so too reward is at present the only thing on this Coast that can serve as an encouragement. Nor was the recommendation of their persons made prematurely, since Baars had already arrived in the country at Batavia as junior merchant in the year 1759, and Du mon was promoted to bookkeeper in 1757. And although it stands specified in the memorandum of retrenchment that the chief of Jaggernaikpoeram shall be a junior merchant, and the second a bookkeeper, the Governor nonetheless believes, with submission to wiser judgment, that this merely means that a chief stationed there must be a junior merchant, and likewise regarding the second, but that this does not imply that such a junior merchant and bookkeeper, after the expiration of ample time and the giving of satisfaction, could not be promoted further in their service. We have, on the other hand, been unable to accede to the requests made to us in your aforesaid missives to favor the person of Pieter Baars, chief of Jaggernaikpoeram, with the rank and wages of merchant, nor likewise to grant the rank and wages of junior merchant to Jan Dumond, second of Jaggernaikpoeram, because, according to the said regulation, the requested ranks do not pertain to the posts occupied by them as aforesaid, and no satisfactory reasons have appeared to us in this instance to deviate from the regulation enacted by you yourselves.

could be advanced in the service, for otherwise the condition of upright, faithful servants, who are kept in their posts because of necessity and by reason of their acquitting themselves well, would be less favorable than that of others who handle matters merely indifferently, and because of this, as if it were indifferent whether they are in this or that office, are moved from one service to another and thus from time to time obtain some advancement, while those of the first sort bend under their merits and remain the old and same servant. If one also casts an eye further upon the said memorandum of retrenchment, it will be found that regarding the ranks for the chiefs of Palliacatta and Sadras, departures from the proposed regulation have already been made more than once; with all the more reason may this happen regarding Jaggernaikpoeram, whose constitution since the establishment of the said memorandum has changed so considerably for the better, for whereas Palliacatta and Sadras have decreased in advances, Jaggernaykpoeram now already for some years in succession yields over 300,000 guilders in profits, whereas in the said memorandum mention was made of only ƒ138,000. Indeed, at present Jaggernaikpoeram even surpasses in that article, and no less in the delivery of piece goods, the sizable Mazulipatnam, where a senior merchant was placed, which, not to speak of the ruinous war times, already three years before could, on average, yield not even 130,000 guilders. The Governor humbly begs for forgiveness that he is so elaborate regarding this post; it happens solely to show Your Right Honorable High Mightinesses that he did not act heedlessly or prematurely in proposing the junior merchant Baars and Bookkeeper Dumon, and also primarily through this ample demonstration to recommend the said persons further into the high, powerful favor of Your Right Honorable High Mightinesses, with the supplication that the Most Honorable will now please honor the same said servants with the ranks of merchant and junior merchant, if possible with the course of their salary taking effect from the time when they were first favorably recommended to Your Right Honorable High Mightinesses by the Noble High Indian Government. Furthermore we have appointed as junior merchants at the customary salaries and emoluments Adriaan Barkey, etc. Daniel Bartholomeus Trutter, sworn scribe on the Coromandel Coast, having departed this life on 2 June anno passato, alongside the said Prieter, has thus not been able to enjoy the happiness of benefiting from the favor that Your Right Honorable High Mightinesses were pleased to show him. The new indents have been distributed and the contracts closed here at the previous prices, except for the 22-thread mooris, which has been reduced. In continuation of what was discussed concerning the piece goods trade, we have the honor to bring to the knowledge of Your Right Reverences that the new petition for cloths received, both for the fatherland and India, has been distributed over this head office and the subordinate offices, and as far as this main place is concerned, having entered into negotiations with the merchants here, we closed the contracts at our session of 23 November last for the prices paid most recently, except for the fine bleached mooris required for Macassar of 22 caal, whose salaries will have to take effect on the day of the receipt of this, for which no more has been granted to them than 200 pagodas or ƒ900 for the bale of 400 pieces, instead of the 222 pagodas 12 fanams or ƒ1001 5 stivers paid for it in anno 1763; and of the required 1000 corgies of tapis, half or 500 corgies have been ordered to be manufactured after the samples received from Your Right Reverences, and the other half after various samples and colored grounds, provided there is no white among them. Also, on that day, because no indent was made this year for Cuddalore guinees, the merchants Tiroomeny Chitty and Ramalinga Poelle were ordered alongside the said merchants to deliver the unfulfilled quantity of 32 bales which had remained unfulfilled from the assignment on the now expired indent, although the weavers already had the greatest part of it on the looms, yet before the closing of the accounts the merchants could not get it ready to be transported hence. The sample chintzes have been sent to Sadras and Palicol, and for what purpose. While the four pattern samples for chintzes received from Europe, for reasons that they cannot be made here so well and according to the intention of the Noble High Honorable Gentlemen Majorities, have been sent to Sadras and Palicol, and the chiefs were ordered to have a portion of the chintzes demanded from there manufactured accordingly. Regarding the further contracted works at the subordinate stations, we can as yet report nothing other than that at Palliacatta as well as Sadras the contracting with the merchants has been concluded for the prices paid most recently, while in the meantime the withdrawal of the increased prices, the reduction of the recently added increase, for which we, according to what was resolved, had urged the chiefs.

at Jaggernaikpoeram it is also on a good footing, though not yet decided. At our session of the 12th of September last, we again insisted with all earnestness upon the reduction, which has been successful at Palicol, where the merchants have agreed to deliver the coarse cloth again at such prices as they enjoyed prior to the date of the agreed increase. At Jaggernaikpoeram it is likewise on a good footing, though not yet decided, but at Bimilipatnam the chiefs have not been able to persuade the merchants to any reduction. However, one must exercise some patience with those insolvent fellows until their account with the Honorable Company is once balanced, at which time they will very easily be brought to a price reduction. Yet we cannot omit bringing to Your Excellencies' notice the observation of the Palicol merchants: that, since the reduction of the granted increase of 6¼ per cent on the coarse cloth was so absolutely insisted upon and desired, they had consequently consented to it, but at the same time had to make known their apprehension that they would thereby be rendered unable to fulfill completely the demand assigned to them, and that for these reasons: Firstly, that because they were continually obliged to accept merchant's or silver rupees instead of the three-image pagodas contracted with them, which they very seldom got to see, they were consequently subject to great loss. Secondly, that the English nation, having Armenians everywhere in the country and its surroundings, had the coarse guinees bought up by them at a much higher price than the Honorable Company gave for it, because of which the weavers much preferred to dispose of their goods to those Armenians rather than surrender them to our merchants. Thirdly, that through yarn becoming expensive due to the dearth which is presently experienced there, as the candy of paddy has already risen to 10¼ pagodas, and it as well as the price of the guinees increased more and more. And lastly, that because the demands consisted mostly of coarse cloth, the profits they had on the fine goods and the chintzes were thereby completely absorbed. However much the reasons adduced are nothing but the truth, and we are fully convinced thereof, yet they have not been able to move us to depart from our resolution to curtail the aforesaid increase, but have left deferred to Your Excellencies' revered disposition the instance made by those merchants in the letter from the chiefs of the 18th of November last to obtain the aforesaid reduced 6¼ per cent or some increase above the ordinary price. Meanwhile, we expect the Porto Novo merchants here daily to contract for the new allocation of what has fallen to that residency's share to provide, and upon their arrival it must be ascertained how they will conduct themselves in that regard, as well as in the settlement of accounts to be held with them concerning the debiting of their account for the loss suffered on their rejected textiles. If they appear here in time and we can come to an agreement with them before the dispatch of this letter, the outcome thereof may still be respectfully brought to Your Excellencies' knowledge. In the meantime, Your Excellencies may rest fully assured that, with regard to the advance payments, not only to these but also to all other merchants, matters are handled with as much circumspection and prudence as can possibly be devised, in order thereby to provide the Honorable Company with piece goods, because without advancing money it is otherwise impossible, and also to reduce more and more by that means the debts of the traders, especially those whose state and affairs are most dangerous. And yet, in order to hazard the Honorable Company as little as possible, one has had to have recourse to sureties for the greater security of the Company's funds, as with that intention the security for the Sadraspatnam merchant Chiddeappa Chittij, as well as of the fellow trader there Goudoer Baal Chittij, has been increased from 4,000 to 12,000 pagodas, because the sureties are good and trusted people and thus judged to be just as solvent for the last-mentioned amount as for the first-named sum, according to the letter of the chiefs there of the 19th of November of the past year, of which we have already made mention in our advices of the past year via Ceylon of the 20th of December thereafter. It is forbidden to accept any more rejects. However, mitigation was applied regarding the latter in accepting 2 packages from the authorized agents of Assan Ninadauwt, and why. could be dispatched by ship, and the remainder shipped out to Batavia, but no information having been received about that yet, we do not know to what extent that order is to be carried out. Meanwhile, all the chiefs have been prohibited from accepting any more rejects, and likewise no further linens will be accepted for shipment from the Moorish estate administrator at Batavia, Patten Mahometh Nina, nor from the authorized agents of the Lieutenant of that Nation at the Indian headquarters, Assan Nina Dauwt. However, with respect to the latter, at our session of 23 November last, we had to apply some mitigation regarding that prohibition by accepting two packages of Pulicat linens which those authorized agents already had in readiness out of their recommended provision of 20 packages 227 trusting in its approval the compensation of the aforementioned loss to be relieved before they were informed of the prohibition in that regard, and of which they could not dispose without suffering considerable damage thereby, which we trust will be approved by Your Noble Honors on the basis of the reasons in the submitted petition and our resolution resulting therefrom. The old Sadraspatnam merchants, having been charged, pursuant to Your Noble Honors' revered order contained in the dispatch of 25 July 1769 and the return received therewith, with the compensation of 35 percent, or the loss incurred on the 8 packages and 1 chest with various linens sent to Batavia on their account and in deduction of their debit, have thereupon in a petition in submission of that request and offer of the petition sent in that regard however, it was nevertheless resolved to provisionally charge them for it opinion of the members of the council that the most lamentable manner requested to be favorably relieved thereof. Regarding the clause of the Bimilipatnam merchants one is referred to the aforementioned resolution what they except in that regard in that respect; although we have caused them to be notified that this exception could by no means release them from payment, unless it should please Your Right Honours to favour them in that regard; to which end, upon the ceaseless complaints of those merchants on that day, we have at the same time resolved to present to Your Right Honours their further made request for the recovery of what was extorted from them by Lovenaar. The account of the stamped paper, both for the first and the last six months, having been received pursuant to the order at our meetings of 11 May and 5 November, and being inserted into the resolutions of those dates, we refer thereto with much respect, the proceeds received for the same amounting to pagodas 460: 20: 40, f2074: 16: 14. Regarding the sloops and smaller vessels belonging here, four sloops have been brought into the river here for wintering and repair. The defects found on them having been stated in a calculative report, it was found at the session of 23 November, after a careful examination, that the indicated remedies were necessary and therefore unavoidable; it was resolved to expend upon them the amount stated of pagodas 1438: 20: 15, f6474: 16: 0 for various materials as well as labor wages, under which is also included that which is still lacking for the new dhoni built by the Palicol chiefs at Narsapur for the service of this main place and the southern offices, in place of the dhoni condemned and sold in the year 1768. This is further accompanied by a memorandum of the issues of equipage goods successively made to all the vessels belonging to this Coast during the past financial year. Regarding this item, we respectfully present to Your Right Honourable, alongside this, a humble petition dedicated to Your Right Honourables from the Sadraspatnam Boatswain and overseer of the equipage and artillery goods, Cornelis van Mispelaar, containing an earnest supplication to be exempted from the reimbursement of pagodas 409: 11: 36, or f1842: 17: 0, which was imposed upon him by us, according to the resolution of 16 April of this year, for half a ship's anchor rope of 17 inches found unserviceable and decayed. However much we are convinced of the man's innocence in this case, we nevertheless judged it beyond our scope to declare him free thereof here, and therefore, upon his request, permitted him to take his recourse to Your Right Honourables' widespread clemency. This, and the retention of his inventoried goods under security for their appraised value until we should be furnished with Your Right Honourables' venerated approval regarding this, was the only way we could accommodate him. For, however much equity requires that all possible relief be brought to those who, through unforeseen incidents, become subject to such compensation, and where a single such assessment is enough to ruin someone at once and make them unfortunate, one is nevertheless on the contrary obliged, in obedience to the well-given orders, to keep the Honourable Company indemnified as much as possible. For the rest, regarding this matter, we refer to our aforementioned resolution, as well as to our later resolution of 5 November, concerning the reasons that moved us to the write-off of two similar coir anchor cables: one sent from Sadraspatnam to Bimilipatnam, but condemned there, has been sent back here; and the other, for the same reason of unsuitability to be used in the Company's service, was brought over hither from Jaggernaikpatnam. Because, by report of the fiscal and commissioned judicial members inserted in the aforementioned resolution, it was impossible to ascertain the reported decay of the strands of the coir and the further defects found thereon, nor to whose action such had to be attributed, and whether the decay was accidental or caused by negligence; and even if the latter were the case, it remained a puzzle to us from whom the damage ought to be recovered, since those cables, having been under the supervision and responsibility of various persons, it was difficult to determine by whose fault it had actually become spoiled. Thus, those whom one might wish to judge liable for indemnification might sometimes have as little fault as those whom one would exempt therefrom, so that very likely the innocent would have to atone for the guilty. Therefore, because of the doubtful circumstances accompanying this matter, we have had the good and usable coir found on those cables employed for the spinning of running rigging for the sloops, and the other or unusable portion written off under prior-year charges and expenses of the sloops. On which arrangement of ours we request the venerated approval, and a favorable disposition from Your Right Honourable regarding the aforementioned humble petition of the Sadraspatnam boatswain. continuation amply demonstrated, and that the refused extradition might well take place around places, forts, and strongholds lying outside the reach of the mutual territorial markers or boundaries, but by no means around ships lying so close to one another and in one and the same roadstead, thus lying within the reach of gunfire, along with further other considerations and demonstrations of the unreasonableness of the officers of a ship that had been admitted here solely to obtain grains for the service of their entire colony, together with the consequences that could arise from such desertions, and the necessity that provision be made therein, or that otherwise the commanders of their ships be ordered to spare the harbors of the Dutch Company, in contrast to the little or no use made of those of their places. But all these representations have not been able to move the French Ministry to the extradition of the said sailor, for such reasons as they presented in their letter of the 17th of the said month of October, appealing primarily to the order of their King; but the same has nevertheless, in order to prevent all alienations that could arise from such cases, promised to order the commanders of their ships henceforth, when lying in the harbors of the Dutch Company, not to admit any deserters, even though they might be Frenchmen, desiring that we from our side should likewise bind ourselves to hand over the deserters who might come to flee from their ships lying in our harbors to those of the Honorable Company, or into the forts and strongholds before which their ships lay, even though they might be native Netherlanders, which condition we, as far as this Coast is concerned, by way of expansion of the aforesaid cartel, subject to Your Excellencies' respected approval, accepted in the resolution of the 5th of November, and with respect to the other establishments where the cartel for the surrender of mutual deserters is in force, have decided to propose to Your Excellencies, as is done hereby, with the request for orders with respect to the further establishments, so as to be armed with the same. Under the article of miscellaneous matters, Your Excellencies will find described in our aforesaid resolution of the 5th of November the numerous quarrels and disputes, as well as further animosities, that have occurred from time to time between the Roman Christians of this town and their successive priests of the order of Franciscan mendicant friars, without this having been entirely removable by changes of priests, to such an extent that the undersigned Governor, growing weary of all those numerous complaints on the occasion when the church stood vacant, requested the Bishop of St. Thome to provide this place with a peaceful priest who understands the Malabar language and can teach and instruct his congregation in their mother tongue, who thereupon sent hither the present priest named Treceijtan de Assumpcao, an elderly and peaceful man, and with whose conduct and ministry his congregation is exceedingly well pleased, as since his presence nothing that savors of any discord or dissension has been heard. But the Franciscans, imagining that the Roman church here, as well as that of the Company's village Weleganij or Senhora de Saude, may be served by no one other than those of their order, to the exclusion of all others, as had been done hitherto, and appealing regarding that privilege to the capitulation of the surrender of this town from the Portuguese to the Dutch Company, without however being able to prove it, as the capitulation mentions nothing of it, and therefore we also found not the slightest difficulty in flatly turning down the Franciscan priest Fra Franciscus de Assis, who claimed to have been sent hither by order of his Commissary residing at Tranquebar to reclaim the church and to be restored to their right in the possession of the same; the more so as the congregation, in an ample petition inserted into the aforesaid resolution, requested that the present priest may continue here, which was also granted, and the said Franciscan was informed that upon the demise of the present Father, reflection would be given to the request of his order if a man of blameless life and one capable of teaching his congregation in an intelligible manner should present himself, wherewith the same also departed, and since then nothing regarding this matter has been heard.
