The 2nd of February 1770. content to bring the Pondicherry rupees findings slips must be kept strictly to the model brought, neither the merchants nor others would have had any well-founded reasons for grievance to submit against accepting that currency, whereas on the contrary, if it were reduced, or brought by the addition of more alloy to that same content which the Pondicherry rupees contain, as the demonstration and the aforesaid adduced reasons clearly indicated, such was the intention of the chiefs, and to be carried into effect once the circulation of that coin had taken firm hold, and which nevertheless could not remain unnoticed, it would undeniably give cause for outcry and criticism, wherefore it was approved and agreed to order the chiefs to bring those rupees, with all circumspection and foresight, to the content of the frequently mentioned French currency, since it was nothing but the utmost equity that the Honorable Company should be brought as much profit from its silver as could be expected from it. Furthermore, the notification received from there concerning the completed minting of rupees, order therefore to keep that currency to the facture in the drawing up of the mint accounts delivery to the merchants of the pagodas projected for Paliacatta and why. being found to suffer from the same defects as the first one received, it was agreed to write thither that henceforth, in drawing up that paper, they must adhere strictly to the model sent therewith alongside the letter from this Government of the 20th of November of the past year. displeasure over the detention in Furthermore, it caused no small dismay to the meeting that the chiefs, contrary to the orders of this Government, thought fit to retain the new Nagapatnam pagodas sent thither from Palicol, which had been projected for the Paliacatta cloth trade, and to issue them to the Jaggernaijkpoeram merchants for the delivery of white cloths, which was viewed with all the more surprise because, according to the transmitted account of the main Treasury, there was as yet no lack of funds, and thus the detention of those pagodas had not been rendered necessary; besides which the chiefs could very easily have understood and concluded that the first sloop due to depart from here would bring them another quantity of silver, and the 2nd of February 1770. also 191 the 2nd of February 1770. said bill of exchange paid. merchants had stood to the fore! also it could not be known or foreseen by them, the reasons for the measures which this Government had taken to provide the neighboring factories, during the present moneyless time, with the much-needed cash as well; concerning which arbitrary conduct it was agreed to reproach the officials most severely, and to order them henceforth to adhere strictly to the commands issued to them, especially when they could allege no better or more satisfactory reasons to the contrary than were adduced by them in this instance in their letter of the 31st of December of the past year. severe reproach to the officials and with what instructions for the future. Regarding the carpentry work, the poor condition of the lodge there having been shown by the chiefs of Palicol in their letter of the 14th of December last, and that the same could no longer be inhabited with safety, with a request for orders on how they should act in this matter, since 1000 pagodas had already been advanced for bricks, lime, roof tiles, and other materials, so that nothing was now lacking except the timber required for that purpose and obtaining it there, which, although available in abundance, would nevertheless prove very expensive; it was understood to prohibit the purchase thereof, and consequently decided to send so much timber from here on the first occurring opportunity, so that a beginning can be made with the already authorized rebuilding and repair of that factory; and for the rest, to send back to Bimilipatnam the memorandum of what was rebuilt at the fort there by the recently deceased secunde of that office, Daniel Bartholomeus Truter, with orders to write off the amount thereof, being 1000 pagodas or 4500 guilders, to the account of the fortifications there. Concerning the gifts, it was understood to grant authorization to the Resident of Cuddalore for the writing off of the customary annual gift delivered by him to the toll collectors of Bommepalium and Cattapoeliaar Koil, and also to give notice to the Resident of Porto Novo of the shipment already made thither with the dhoni De Jonge Galenus of the necessary gift goods to be presented to the faujdar of Chidambaram. Furthermore, the monthly and sloop expense accounts of the subordinate offices, brought to the table on this occasion, having been reviewed, all those in which no excesses were found were validated for writing off, namely of Bimilipatnam and Palicol for the month of November, of Jaggernaikpoeram for October and November, as well as of the sloop De Papegaaij, of Pulicat for the months of November and December, and of the offices of Sadraspatnam, Porto Novo, and Cuddalore, all three for the month of December past. Acquiescence in the request of Secunde Brouwer to let his salary stand instead of security, but under what declaration. Cancellation of the security for Baars, resident of Coedeloer, on account of the Sadraspatnam debts. The 2nd of February 1770. The statement of surpluses and deficits of the ultimate of August last, directed hither, being presented: it was resolved, pursuant to the request contained therein, to cause to be paid to the assistant Ian Willem Luijken from the Company's treasury here the sum of 185 guilders or 41 pagodas 2 fanams 53 cash, from which original amount the administrators of the encumbered estate of Maria Luijken, widow of Arnoldus Dix, in Europe paid into the Company's treasury in order to be disbursed again to the Jaffanapatnam orphan masters, yet by the same, in view of the majority of the said Ian Willem Luijken, it was requested to deliver that sum here; and which amount is furthermore understood to be charged to the said Commandement. The statement of the surpluses and deficits, spoiled and unusable goods, etc., discovered and drawn up upon the confrontation of the balance of the trade books of this principal place under the date of the ultimate of August 1769 against the received stock-takings of the respective administrations, having been brought to the table, the same was resumed with attention and disposed of as is noted in the margin of the following brief extract thereof, just as, further, a finding regarding the merchandise provisions, etc., whose parcels have been weighed out and closed, having been reviewed, it was decided to insert herein at the same time the finding submitted alongside the said statement, and this in dutiful observance of the venerated order of Their High Excellencies the Noble High Indian Government at Batavia, contained in the Regulation concerning the writing in and off of shortages of the date the 15th of August 1752, item further regulation of the 20th of August 1753, Article 23. 215 The 2nd of February 1770. through discovered excessively high and low write-offs, which it is understood shall be properly redressed in accordance with an ordinance to be drawn up for that purpose. Having also brought before the council the recently received invoice and account from Batavia, by which this government was charged for the cost of 3 pieces of heavy anchors that had lain for many years at Mazulipatnam, and in the past year were brought over from there via Jaggernaijkpatnam to this place and sent to Batavia with the ship Vaillant, it was, although nothing of their unfitness appeared here, nevertheless approved and agreed to charge the same back to Jaggernaijkpatnam, in order to be written off there as having been entered under the Masulipatnam Assets in the books of that factory, to prior year expenses and charges. Likewise, it was agreed to charge Sadraspatnam for the amount of the unfit binnacle lamp sent over here from there. On the occasion of the decision rendered regarding the confrontation treated here earlier, shown by the Merchant and Trade Bookkeeper Pierre Jean Louis de Fillietaz, demonstrating the differences that have appeared to him from time to time between the accounts of the Overseer of the Works and the Lieutenant of Artillery regarding the Company's artillery goods manufactured here and sent for the subordinate offices of this government, it was, for the removal of the same and the prevention of all abuses and misunderstandings that could arise from the practice observed up to now in that regard, approved and agreed that henceforth all artillery goods which the Overseer has made and prepared for the offices shall not be shipped directly by him for dispatch, but shall be handed over for that purpose to the Lieutenant of Artillery and entered as such into his monthly account, which goods, having been duly received by the said Lieutenant into his account or book, shall, upon an ordinance to be granted to him for that purpose by the Honorable Chief Administrator, be dispatched to the offices for which they are intended, and written off again in his books. It having appeared from the balance sheet of the Company's grand money vault obtained from Palliacatta that the Soucar Levie Boekenies Casidaas has paid at Palliacatta the bill of exchange mentioned in the resolution of the 10th of November of the past year, it was agreed, upon the request made in this regard by the said soucar, to return to him the original receipt granted by him here for the receipt of the unminted gold, provided that a copy thereof must be taken and preserved. Lastly, the cloth contracts concluded both at Jaggernaijkpatnam and Palicol for the requisition, for the Fatherland as well as Batavia and other Indian regions for the year 1770, were approved and simultaneously decided to be inserted here, reading as follows: Contract subject to the approval of the Right Honorable Pieter Haksteen, Extraordinary Councillor of Dutch India, as well as Governor and Director of this Coast of Coromandel, with its Dependencies, and the Honorable Council at Nagapatnam, entered into and concluded by the Merchant Pieter Baars, Chief, and the Junior Merchant and Second Johannes Dumon, on behalf of the Dutch Chartered East India Company, with the Company's merchants Weemwalesa Lingam, Mamedie Lingaija, Rakapillij Soubaija, Batjoe Amaija, Batjoe Triwengalam, Majettij Iaggoe, Coensoerij Rangaija, Junoerie Sarrasoe, and Soendoerie Enkenna, to deliver each an eighth part of the undermentioned cloths at Motapillij, or Nagaijlanka contracted by the merchants, woven here at the place of Jaggernaijkpatnam, by the end of the month of July next, according to the samples shown to them, in proper quality, length, and breadth, and of good color, and the sea risk thereof to be on their account; however, should the Company's doney be available, that the same shall be granted upon their request for the collection of cloths, or otherwise the freight and hire of private vessels for bringing the undermentioned cloths hither shall also be on the merchants' account, the same consisting of the following; namely: For the Fatherland 42 packs of Roemaals festergantij of various sorts; to wit: 21 packs assorted as under the name of new samples, 21 packs, which are to be carried forward.

Below follows the same contract written in Gentoo and signed by the aforementioned suppliers. We, the undersigned, acknowledge to have entered into the above contract for the account of the Honorable Company, at the price, condition, and with the merchants mentioned in the heading herebefore, and concluded upon the highly esteemed approval of the well-mentioned Right Honorable, at the place, day, month, and year written above. The 12th of February 1770. retaining only a minor delivery for themselves, had behaved so poorly and unaccountably regarding the collection of linens that all rules of reason and fairness were exceeded to such an extent that at their own peril they could not keep it silent, since in delivering defective linens they went from bad to worse, deteriorating from day to day, the rejections at the most recent sorting having increased to 269 pieces out of the 350 pieces brought to the packing warehouse, and in the future no rejections were to be expected, thereby finally writing off the fulfillment of the demanded raw Guinees and Salempoeris to the number of 26 packs, already undertaken by the merchants for provision, without any hope of receiving a single pack thereof, because the merchants had declared that the same had to come from the aforesaid lot brought in by them and sorted by the chiefs, from which, however, according to a report sent over, no more had come than 25 pieces of Guinees and 5 pieces of Salempoeris of both first and second sorts; nevertheless the merchants dared to allege that before they brought these linens to the packing warehouse they had purged them of rejections, so that only raw and wash-acceptable linens were brought to the packing warehouse, and that the new merchant Andiaspa Moddelij especially insisted on this because his share of the blue linens was for the most part to be found in his stock from the past year; the chiefs furthermore complaining at length about the outrageous conduct of the merchants, declaring that they knew no further remedy against these daily increasing malversations, and that they furthermore found themselves exhausted of words and evidence to demonstrate the decline in the quality of the linens in proportion to the price increase granted on them, being thus at the end of admonitions, exhortations, and threats, since the traders, paying no heed to this at all, even dared to boast that the linens currently delivered by them were better than those previously supplied, with a further declaration of their astonishment at the statement made by the merchants regarding the good opportunity they presently had to collect good linens because the English as well as the French, for lack of money, made no collections, from which, as well as from the further demonstrated condemnable The 12th of February 1770. conduct of the merchants amply set down in their aforesaid letter, the servants disclose their anxious concern in which they continuously found themselves regarding the outcome of the debts of those merchants and the recovery of the Company's outstanding funds, so that in this way it was unavoidable that the debts of the three old merchants, instead of decreasing, would increase, and that the new trader Andiappa Moddelij would also become a debtor, not counting many complaints and grievances circumstantially adduced by them in this regard; over which precarious and at the same time delicate matter and circumstance in which the collection of that factory found itself, having then been deliberated and reasoned upon with the closest attention, it was resolved and decided by unanimous votes to express the utmost dismay of this Government thereover, since one had expected nothing less than that, and on the contrary an opulent collection of sound cloths had been anticipated, so that it had not a little perturbed this Government to learn of the decline of the linen trade of a factory previously so flourishing in that precious commodity, just as the assembly could not refrain from expressing their astonishment that the merchants still dared to praise and inflate the price of their rags, when they, especially the old merchants, or at least their cannecapels, were very well aware that in previous years linens had been delivered there for lower prices which were preferred above those of all the other factories. the 12th of February 1770 itself could find no place regarding shameless deceivers, to which end the chiefs would have to encourage them to make deliveries far above the packs that ought to be there, promising that whatever did not serve the Honorable Company would subsequently be returned, and therefore they had to accept everything that was brought in by them, however poor it might be; and if after the arrival of everything it was found that what had been accepted as sound, as well as what turned out to be of appraised and unappraised sorts, did not amount to as much as the merchants had enjoyed in cash, then to send all the rejects that were there hither, in order to be sold here at public auction in the coming month of August and no later, since the Achinese, Quedah, and Malaccan traders, being here then, will purchase everything, however poor the cloths might be; with further orders to be sent, in the meantime flattering the merchants with a price increase to be solicited for the following year, but if they should delay in the bringing in of cloths, then to de facto arrest them at the packing house or elsewhere, and to threaten that they would not be released unless their cannecapols continued the delivery, to such an extent that no bankruptcies were to be feared, alongside which a watchful eye would also have to be kept on their assets. Furthermore, it was also resolved to demand from the chiefs an elucidation as to where the merchants obtain their linens which they deliver to the Honorable Company, giving to understand that previously the same had been collected at Canjivarom, Tieroekaddie Rondam, as well as in the villages situated about four hours around Sadraspatnam, but that those now being obtained from there all seemed to be Oedaarpalium cloths, of which information could very easily be obtained through a trusted person due to the proximity of the aforementioned cited places and investigated from the weavers, as well as whether the prices they obtained from the merchants are higher or lower than before, and also whether the English and French collect linens there, and at what prices; while with regard to the difficulty raised by the chiefs concerning the non-arrival of the 26 packs of coarse linens mentioned above, it was resolved to endeavor to have the same procured elsewhere. Meanwhile, the Council was pleased by the payment of the bill of exchange drawn on the French governor at Pondicherry by the officers of the ship of that nation named Le Dauphin, for the moneys taken up by them from the ministers at Galle, amounting to 6000 Surat rupees; which, according to the present exchange rate of that silver coin in Pondicherry rupees, made 6400 pieces, amounting to f 9000 Indian currency or 1875.-.- old pagodas. But on the other hand, it was noted with much displeasure that the rupees transferred thither from Bimilipatnam would have to be converted at a loss, except for the 4212 pieces of Pondicherry rupees found among them, which had already been sold at the calculated price of 351 pieces for 100 new Nagapatnam pagodas at an agio of 8 percent; which, however, had not been so pressing, as it would have been done much better if all those rupees, consisting of four sorts, namely the aforementioned 4212 pieces of Pondicherry, 6478 pieces of Madras Company, 6280 pieces of Masulipatnam English, and 580 pieces of Masulipatnam, or together 17,550 pieces of rupees, had remained together, in order to dispose of the sought-after along with the unsought-after sorts at the same time; for no more than 363.½ pieces has been offered for the last-mentioned or unsought-after sort per 100 new Nagapatnam pagodas at an agio of 8 percent, thus yielding on the invoice price of Bimilipatnam an exorbitant loss of 12.½ rupees per 100 pagodas to be sent to them. However, the sale of the first-mentioned sort being considered a finished matter, it was resolved to have all the remaining rupees brought hither at the first occurring opportunity, to ascertain whether a higher price could not be stipulated for them here, in order to protect the incautious Bimilipatnam chiefs from damage as much as possible. While regarding the slacked vent of trade merchandise at Sadraspatnam, it was resolved to state that it was hoped that through the consignment of spices made from here with the thonij De Jonge Galenus, the same would revive again, and that that article would at least bring some grist to the mill.
