Mossel regarding the excessive use of iron for gun carriages. having appeared here yesterday accompanied by the duplicate letter from the chiefs of Palliacatta dated the 6th of this month, along with the single bill of exchange granted by the Bimilipatnam servants in favor of the aforesaid princes drawn upon the chiefs of Palliacatta, to the sum of 21300 new Nagapatnam pagodas with 8 per cento agio or ƒ 95850, and to that end this meeting having been expressly convened by the lord governor: it was approved and agreed that although the messenger Annanda Poele was not specially authorized to receive the said bill of exchange, nor is it endorsed to him, as bill-of-exchange law required, since such a manner of dealing concerning bills of exchange appears not to be in practice among the natives, but was paid to whoever brought the bill of exchange, so that this could not be taken into consideration, nevertheless following what was resolved at the aforesaid most recent session of the 18th of this month, the aforesaid amount should be delivered to him upon a receipt. Honorable, Stern Lord and Honorable Sirs, Your Honor having, by extract resolution of the 28th March of this year, ordered the overseer of works to account for the large quantity of iron booked and used in the financial year 1767/8 for making 3 gun carriages and 1 standing carriage, and repairing 25 gun carriages and 62 ditto wheels, the humble undersigned prays Your Honor favorably to reflect upon the large quantity of the repaired artillery goods, whose fittings, mostly ruined by rust, required entirely new ones, which at one time turn out much heavier than at another according to how thick and wide the iron bars are that are used for this purpose, differing often very much in weight from one another, which are applied as they are, being given only the bending as they must have for it, but not forged down as this would cause them to lose much of their strength, and that is why the difference is greater at one time than at another, which makes him hope that the same will be taken into consideration and graciously passed by Your Honor. continued. was employed for the repair of a large quantity of ammunition goods, namely 25 gun carriages and 62 wheels, and the remainder for the newly made 3 gun carriages and 1 naval gun carriage, amounting together to ƒ5875. 9. -; so that, as far as could be ascertained upon examination, they could not have been made for less, when the quantity of the aforementioned repaired ammunition goods was compared with the newly made ones in the preceding financial year, consisting of 13 gun carriages, 9 naval gun carriages, and 3 mortar beds for an amount of ƒ6680. 2. –; all the more so when it is valid, as it may well be, that in the last financial year the iron bars used were thicker, and thus heavier, than those employed the year before; likewise that the expense incurred for the repair and manufacturing of the cooperage was no less necessary, because those casks on the Company's vessels stationed here, due to continuous handling, since at all places called at by those small vessels they were sent back and forth from and to the ship each time to be filled with water, were consequently brought back here upon arrival on 27 November 1769 completely battered, and therefore had to be repaired each time and new ones provided in place of the unserviceable ones, as set down more fully in that document; so it was approved and resolved to accept and rest satisfied with the justification provided, yet, in order nevertheless to be assured as much as possible that all artillery goods are truly repaired, it was further resolved to order the Lieutenant of Artillery, by extract hereof, henceforth to submit monthly to the Governor and the Honorable Chief Administrator a list of the naval gun carriages, gun carriages, and their wheels etc. that urgently need to be repaired, indicating their defects, as well as what was made, repaired, and brought back to the ammunition store or to the bastions in the past month. Regarding the cooperage, no unfounded reasons appearing that the same are exchanged now and then, and the very casks supplied to the sloops and vessels are not brought back again; therefore, in order to prevent as much as possible all embezzlement and exchanges that might be practiced, it was approved and resolved henceforth to have all the Company's cooperage in use and placed on the sloops and elsewhere branded with the Company's mark, and when brought ashore and to the wharf for repair, to repair none other than those on which the aforesaid mark is found, and to give formal notice to the proper authority of any substituted or unmarked ones; as also that the cooper should not be allowed to submit bills for the repair of the cooperage more than once a year, and it is consequently understood that in the interim he shall be allowed nothing for the tightening of hoops and other trifles; with a strict recommendation to the Master of Equipage to keep a watchful eye over the cooperage, weapons, and ammunition goods as well as other effects in use on the sloops and vessels, so that nothing is neglected, but everything is accounted for in due time. Furthermore, having resumed the letter sent hither by the Bimilipatnam chiefs under date of 10 October last on 27 November 1769, it was initially decided to express the displeasure of this Government over the postponement of the replies to the letters received from here, notwithstanding that they had had sufficient time for it, and accordingly to instruct the officials to proceed with more promptness in that regard, and consequently also to order them anew to execute the order dispatched by letter of the 20th of this month for the sending of 8000 pagodas to Sadraspatnam with the dhoni De Jonge Galenus; and furthermore, from the transmitted trade papers, the Council was not displeased to note the smaller loss incurred in the past financial year, to an amount of ƒ2707. 19., compared to the year before, on the contracted lease of Bimilipatnam and its dependencies; but on the other hand the assembly took no pleasure at all in the diminished profits on the trade goods sold and the minting of dubs, both amounting to ƒ2014: 15: 8; yet since the sale of merchandise depends solely on the circumstances of the times, and the other, or the profit on the dubs, had to be attributed

And what is to be preserved, and turning goods into money, and to have the remainder appraised so that one could see to what extent the Company, if necessary, could obtain its guarantee regarding what the estate of the said Visscher is judged liable for, both on account of the extensive rebuilding of the fortifications and otherwise, on which grounds no legacies are to be paid out by the executors, nor may any slaves be emancipated; and the executors in the meantime should at once write to the Reverend Missionaries at Weperij, Iohan Philip Fabricius and Iohan Christiaan Brijthaupt, to remit the monies of that estate found among them to the chiefs of Palliacatta. From the statement submitted by the Bimilipatnam chiefs of the textiles that have already been packed and approximately found in stock, it being evident that a fine parcel of bales can be dispatched with the ship that was due to arrive from Bengal in the spring, the Government awaited seeing the outcome thereof; however, from the forwarded answered requisitions of 27 November 1769, it having been noticed at the same time that the servants, contrary to the orders issued, have seen fit to include again or declare 88 packs of various textiles—namely 22 for the fatherland and 66 for India—which are actually still on the bleachfields, whereas this has been so often prohibited, and conversely it was ordered to declare no other packs than those actually found bound, it was nevertheless resolved and understood, while expressing the utmost displeasure of this Government over the arbitrary violation of that order, in order to prevent all confusion and disorder, to make no changes in that regard for this time, but to pay close attention to the number of packs that will be shipped from that factory on the aforementioned Bengal vessel so as not to be deceived. 1765. postponed until the termination of the lawsuit that the Honorable Company is conducting before the English Court of Justice at Madraspatnam against the Executors of the estate of the aforementioned Hagemeister, regarding which the further disposition of Their High Excellencies will need to be requested. In the book year 1761/2. Regarding the hides and skins supplied at Nagapatnam in the aforementioned book year, it was shown in the response to the findings of errors for 1761/2 that this was of the utmost necessity, both for the military here and for dispatch to Ceylon, wherefore Their High Excellencies were also requested for a favorable relief of this item, the more so because the armory master Jacob Dirksz has died and left behind a poor, destitute widow, and the governor who granted the warrant on the armory is the deserter Christiaan van Teijlingen; therefore, this item is respectfully submitted once again to Their High Excellencies for passing. In the reply to the findings, it is pointed out that this supply occurred according to an old custom, which since then, according to the note by the Lord Visitor General, has been charged to emoluments, wherefore relief for this is requested anew.
