Subsequently, the Governor announced to the meeting that the native Draadja van Kateesjam Chittiaar, to whom by resolution of the 27th of October last was ceded in perpetual lease 17,514 kuijlen of land consisting of grounds that have lain fallow until now, for a sum of 40 fanums per 1,000 kuijlen per year, had presented to His Honour a request, in which he states that, for his reassurance and to remove the fear that at times the envy of one or another of his countrymen might not deter them from undertaking everything to force him out of that possession under some pretext or another at a time when he might flatter himself with the fruits of his trouble, costs, and labours, he is compelled to demonstrate to this Government: That the lands ceded to him in perpetual lease have always lain waste without ever or at any time being used, thus consisting of silty and brackish grounds upon which hardly anything would grow, which he would consequently be necessitated to have dredged, diked, dammed, and the necessary canals constructed to Insertion of that paper: bring the fresh water over those lands, as well as furthermore to do everything required of a diligent farmer to bring such brackish grounds into a state of fertility, all of which, despite the long time, would cost him at least a substantial amount of 30,000 pagodas or 135,000 guilders for labourers as well as otherwise, which he would therefore have to advance entirely before he could flatter himself with the slightest fruits of his labour, which time would thus have to bring about. Yet that, once those lands had been brought to that state of fertility by him or his heirs, it would only then become a desirable object that could encourage the greed of one or another Malabar to gain possession of it under a specious pretext, which would result in his or his heirs' total ruin; requesting therefore, at the end of that paper, which the Governor also produced and caused to be read to the assembly, which found it to be of the following contents: The 4th of December 1769. The petitioner nevertheless being well able to assure Your Right Honorable that as far as possible there will never be any failure in the precise annual payment of these lease moneys, because however fatal the contrary would be for him or his heirs, it becomes through time all the more in their interest to guard against that and against everything that could be called neglect of duty on their side. Displeasure over the increased debit of Sjes Jasjalam to be paid. has the right to the lands, it is resolved and agreed, in order to reassure him, Draadja Wenkateesjam Chittij, to condescend to his petition in this instance, and consequently to amplify the contract in the manner described above, with such restriction as was just alleged regarding the alienation of the lands, and to determine the day of payment of the contracted lease monies on the last of October. By resolution of the 30th of October last, the decision on the settlement received from Sadraspatnam regarding the merchants having been postponed until it should be further examined here, and such having now occurred; the Council discovered to its great displeasure that the merchant Maddhoe Sjesjasjelam Chittij, instead of reducing his debit, had augmented the same in the closed financial year by 1353: 2: 1/8 pagodas or 6088:19:— guilders, and that even after deducting his inventory and the textiles sent to Batavia on his account. For which reason it was then resolved, in the trust that the said inventory had been surveyed in such manner that the Honorable Company could suffer no loss thereby, to have his aforementioned increased arrears settled by his surety, the bookkeeper and collector of the Company revenues here, David Vick, who has already requested his discharge according to the minutes of the session of the 30th of October last. On the other hand, in that same expectation regarding the taking of the inventory, it was gratifying that the merchants Goendoer Baal Chittij and Cheddeappa Chittij had paid off in reduction of their old debit, however small it was, the former 322:3. 1/8 pagodas or 1449:12:10 guilders, and the other 198: 11: 3/8 pagodas or 893: 2. 10 guilders; item that the merchant Andiappa Moddelij had 186: 18: 7/8 pagodas or 840: 10: 12 guilders more in inventory than his arrears amounted to; and that another small sum of 300 pagodas or 1350. – guilders had been paid off by the Cambay weavers. Yet in this regard, the assembly could not pass without remarking in general that the merchants ought to be on an even footing without their inventory being counted. All of which it is resolved to make known to the chiefs of that office, and further to reply to the letters received from there, dated the 11th and 19th of October last, that although this Government would acknowledge The 4th of December 1769. the excuse made by the chiefs regarding the poor condition of the textiles sent over on the ship Vlietlust, namely that the delivery of poor cloths is to be imputed solely to the merchants, they, the servants, are nevertheless the ones who accepted those poor goods. To which they should not have proceeded, but on the contrary, being aware of the poor condition of the garments brought in by the merchants, they should have sorted them more strictly, since the Honorable Company paid enough money to obtain good textiles for it; and as for their apprehension that the merchants might not then be able to account for the funds advanced to them, to prevent such they could have detained all the rejects that occurred, in order, after being appraised, to be accepted according to their value, or else sold on their account. Having further reviewed the letters received from Jaggernaijkpoeram dated 25 October and 27 November past, as well as the papers for the month of August received alongside the first-mentioned, it appeared to the satisfaction of the Council that both the large and small cash boxes at that factory, under the end of the said month, had been provided with fair balances, and it was consequently deemed proper to order the chiefs, in accordance with the orders repeatedly given, to transfer all unnecessary funds from the small cash box into the large one; and it was also very pleasing to the Government to perceive that the profits in the completed financial year had surpassed those of the previous year by ƒ 16592:16:8 Netherlands money, and it is not doubted in the least that the chiefs, as honorable servants, would do everything that was in any way necessary and expedient to benefit the Honorable Company in this matter. However, although it would have served the meeting with particular satisfaction to hear such a favorable result from the collection, it appeared on the contrary with regret that on the respective demands, both for the Fatherland and for India, a total of 164 packages had been delivered short, namely 51 ditto for the Fatherland and 113 for India, instead of the 137 packages stated by the servants, as the 27 packages of various assortments delivered in excess could not be considered as having fulfilled the expired demand, but had to serve for the new ditto; wherefore it was deemed proper to express to the chiefs that it would be very agreeable if they could manage to have the demands completely fulfilled. And the meeting furthermore did not doubt that the further demand for India, which was sent to the servants with the letter from this Government of 3 November past, would already have been received by them, and they would thus be enabled to conclude the contracts for the year 1770 with the merchants, wherein it was resolved to recommend that they make all possible haste; while regarding the article of the collection, it was judged utterly necessary to withdraw again the granted increase of 5 per cent on the coarse textiles there, as the demands for them from Europe are becoming less and less from year to year, and the selling prices of those assortments have also considerably fallen, as could be seen from the price currents; and therefore one would expect from the zeal of the chiefs for the interests of their paymasters that they, if it could only be done with any decency and without inconvenience, would attempt to succeed in this, just as had already occurred at this capital. Since no other bidders for the lease of the village there had presented themselves, the meeting found itself obliged to accept that the said lease had been granted to the previous lessees for the same amount of 1050 pagodas per year, as one did not doubt that the servants would have used everything expedient to that subject to increase the lease value. Honorable Sir and Gentlemen, With the deepest respect show the joint Company merchants 7 December 1769. at Portonovo, and currently here in loco: That the petitioners, having understood that your Honor had been pleased to approve that the blue linens over-delivered by them on the expired requisition of 1769 should be accepted on the new procurement of the coming year, and their rejected goods, of both blue and white cloths, be returned to the petitioners, find themselves compelled to demonstrate to your Honor with the greatest deference how painful and unfortunate that disposition would be for them if the same were to stand, since, merely to get out of their debts, they collected as much as possible, without having been able, due to the troubles in which the country was engulfed, to give preference to the bleached linens; and moreover, all their linens being sorted here at the main establishment by your Honor, the petitioners, by reason of their presence in Portonovo, are thereby deprived of the advantage of taking back the rejected goods against payment immediately after the sorting, like the Nagapatnam merchants, since there is then always the means and time to sell them to the cross-coast navigators; but the petitioners must leave those linens lying here until there is an occasion to get them back, but when the time of the presence of the aforesaid cross-coast bargemen is generally past, they thus remain stuck with them, and their debts to the Honorable Company increase instead of decreasing; and therefore they most humbly beseech your Honor that it may graciously please your Honor, if it cannot be done with regard to their over-delivered blue cloths, then at least 7 December 1769. Deliberation thereon. Conclusion of the contracts with them. Ample consideration of their petitions. at least the rejected goods may be sent to Batavia for their account, so that they may finally be delivered from their oppressed state. Underwritten: Which doing, etc. Which having been deliberated upon, the Council, with regard to the negotiations concerning the new requisitions, although very reluctantly, found itself compelled to contract with those merchants as in the past year, and thus to grant the increase of 8 per cent on the medium bleached Guinea cloth that they deliver in excess of a quantity of 24 packs, since, notwithstanding all the representations made to that end and serving the matter, they were absolutely not to be moved to withdraw the same, and it was thus also held as decided, and furthermore approved to insert the contracts thereof, which have already been prepared, at the foot of this. Regarding contracting elsewhere, the Governor stated that, His Honour having interviewed the merchants of this main settlement as to whether they were inclined to collect the aforementioned 125 packages at the most recent prices contracted here, they had raised some difficulty about it, but nevertheless accepted it upon His Honour's insistence in that regard; and he therefore proposed to entrust the provision thereof to the said merchants, which proposal was confirmed by the members, and thus considered approved, and it was further resolved to enter into a separate contract with each of them individually for their respective share. Further, resuming a letter written by the Cuddalore resident to this government dated the 2nd of this month, it was understood that, as he has not been able to find an opportunity to remit by bill of exchange to Sadraspatnam the 2,000 pagodas ordered to be transferred to him pursuant to the resolution of this council of 18 November last by letter of the 20th following, to collect the same in the spring by one of the sloops and send them thither, if the Chief of Sadraspatnam provides him with an opportunity to do so; while he should furthermore be authorized, not only to write off the expense account for the month of November last, but also to build or purchase another new dhoni for the service of the Company's letter-carriers instead of the one that has become unserviceable, provided that it does not cost more than the latest and now unserviceable ditto, which it was decided to instruct him to sell for the going rate, and to credit the proceeds thereof to the Honourable Company. Hereafter, Steeven Ian Saint Paul, of Madraspatnam, junior assistant earning 20 guilders per month, having served his contracted term, was increased in salary to 24 guilders per month under a new contract of three years; whereas, on the other hand, the sailor Domingo Rodrigo of Nagapatnam was discharged from the Company's service, and it was consequently agreed to write off his wages as of today.
