The 13th of March Anno 1770. Translation of a Persian letter Written by the supreme ruler of the Marathas, Madhavrao, from his army currently on the march to the Carnatic country, to the Honorable Martinus Joan Bosman, Director and Commander-in-Chief of this Directorate, received the 25th of February Anno 1769. After the titles: The letter written by Your Honor out of true affection, and likewise for the maintenance of friendship, has been duly delivered to me, and I have understood its entire contents very well, as well as the complaints that my vessels have hostilely attacked a ship of the Honorable Company, with whom our house has long maintained an enduring friendship, off the coast of Bombay, which has prevented Your Honor from sending his vakil before being assured of further tokens of friendship. Today, I have taken to the field in person with my glorious standards to chastise those who make these lands unsafe and seek to make another's property their own, as well as to bring the Carnatic country into obedience. When, after achieving victory with the same, I shall have returned to Pune, Your Honor may send his vakil here with complete peace of mind. What more shall I write? Below was written: for the translation according to the statement of the Honorable Company's Persian writer, Herdet Rai. Was signed: W: Smit. And whereas the said ruler indicates in the aforementioned letter that he cannot receive any vakil or envoy before he has returned to his capital city of Pune, it was therefore approved to suspend the sending of an envoy until that time. After which was produced by His Honor a report submitted by the Honorable Company's storekeeper Mannik Dada concerning the condition of the wheat shipped from here to Ceylon in Anno 1768 on the ship 'T Huijs Om, accompanied by an annexed notarial declaration from the two specially appointed commissioners, namely the Absolute Assistant Joseph Bufkens and the Comforter of the Sick Nicolaas Krooswijk, demonstrating that it appeared to those who assisted in the weighing out that the sample shown to them was very good and deliverable; that at each weighing of five bags, one of them was opened and found to be good; and that they could see nothing other than that it was of the best quality and from the latest harvest. Meanwhile, the storekeeper further noted in the said report that if this wheat had not been of a sound quality or had been prone to spoilage, the Ceylon ministers ought not to have accepted it without having an immediate inspection conducted, and that this leads him to assume that the wheat was received and stored in good condition, but that it quite possibly spoiled only a considerable time thereafter, and that it was also received to the satisfaction of the ship's officers. After prior deliberation, it was resolved to be satisfied therewith, and to write about it to the Ceylon ministry at the first opportunity and to insert the aforementioned report into these minutes. To the Honorable Martinus Joan Bosman, Director and Commander-in-Chief of this Directorate, Together with The Council. Honorable Sir and Sirs, The undersigned Honorable Company's storekeeper Mannik Dada, having been handed an extract from Your Honors' respected Resolution under date of 30 January 1770, accompanied by a copy of the report submitted in Colombo by specially appointed commissioners concerning the condition of the wheat received there on the Huijs Om and shipped from here in Anno 1768, wherein it appeared that out of a certain quantity of wheat taken from the said lot, three-quarters was found to be eaten through by worms and entirely defective, the petitioner has the honor, pursuant to the order contained in the aforementioned political extract resolution to justify himself to Your Honors as supplier of the said wheat concerning that bad condition, respectfully to submit to Your Honors: that, as appears from an annexed notarial

114. The 13th of March Anno 1770. Notarial attestation of the two special commissioners who assisted at the weighing of the said wheat; that the same was of the best kind, and that from the cited statement it can likewise most clearly be established that not the slightest malice was committed in delivering that wheat, but that at each weighing of 5 sacks, one of them was opened and always found to agree with the sample, while it appears no less evident that the ship's officers received the same to their satisfaction. Now, over and above that this testimony given under oath, subject to correction, in his opinion ought to be able to acquit him of all further accountability, he still takes the liberty to testify to your Right Honourable Worships how it appears to him, with due respect, extremely strange that the Ceylon ministers could have seen fit to accept this wheat, had the same been of an inferior kind or tending toward spoilage, without immediately having an inspection made of it. And this must lead him to presuppose that the same was found at the time to be good and without any notable remark, it being impossible, in his opinion, to charge him with a spoilage that is discovered a considerable time after the goods have been received and stored. Herewith hoping that the applicant will have fulfilled the burden imposed upon him to satisfaction, he still humbly beseeches your Right Honourable Worships that the reasons set down herein may acquit him of all accountability, while he takes the liberty to call himself most submissively. Because of the dearness of the cotton and the fear that it would rise even further, the suppliers dared not make any bid for it, but upon the persuasion of the Director... Hereafter, the Director informed the assembly how His Honour, in consideration of the extraordinary dearness of the cotton, had entered into negotiations very early, indeed for two months past, with the Company's usual linen suppliers concerning the collection of linens for the year 1770; but that these people, fearing that the cotton would rise even higher in price, could at first not be persuaded to make an offer. That the Director, being informed that four ships from Bengal were due to arrive here for the purchase of cotton, and that the price of that tree-wool would then run even higher, had... 127. The 18th of March Anno 1770. ...such had nevertheless occurred, demanding for the cloths... ...had pressed the said servants so strongly that they finally proceeded on the 14th of February to make an offer, ...and for the Patolas 10 percent, and in addition had demanded an increase of 8 percent on the cloths and 10 percent on the Patolas. That this demand appearing exorbitant to His Honour, His Honour had immediately caused inquiries to be made regarding the prices of linens in the subordinate Brootchia, in order to discover whether one might succeed any better there. However, the said Brootchia having in the meantime been besieged by the troops of General Fattesing, and the making of a contract at the said place having thereby become impossible, it seemed almost hopeless that they would succeed with this contracting. Contract concluded between the undersigned Director for and on behalf of the Honorable Netherlands East India Company on the one part, and the brokers and suppliers Mancherji, Goverdhanram, Sorabji and Ratanji, on the other part, regarding the purchase and provision of the linens, cloths, and cotton yarns, which have been separated according to the respective demands pro Patria and India for the year 1770. The contracting, delivery, and acceptance of all linens, cloths, and cotton yarns demanded according to the respective requirements for Anno 1770 shall take place according to the previous year's samples, in so far as the external appearance is concerned; but regarding the length, width, and wiesjas of the cloths, one shall regulate oneself there according to the stipulation made in the demands, even if the samples might not contain the established length, width, and wiesjas; however, on these delivered cloths, ¼ or ½ wiesja, and 1 or 2 tessours disregarded, nothing must be lacking in that respect. 2. For this, the suppliers shall enjoy the previous year's prices with the following increase, namely: on all cotton cloths both pro Patria and for India and the Cape 4½ percent, and on the silk Patolas 135. The 13th March Anno 1770. of 5, 4 and 3 Asta 5 percent; but the remaining silk Patolas for the previous year's price, and with regard to the Patolas of 5 and 4 Asta, and all the others, except those of 3 Asta, with this stipulation that the suppliers shall be held to deliver the demanded quantity promptly, and in default thereof, to compensate the Honorable Company for all damages that it may suffer due to non-delivery, without any exception or evasion. On the other hand, the suppliers shall be obliged to bring nothing but good quality goods to the bazaar, and in the event that some pieces might sometimes be sent among them that have been fraudulent, or otherwise extraordinarily bad, the same 136. The 13th March Anno 1770. shall not simply be rejected, but confiscated for the benefit of the Bazaar Commissioners. 6. They shall also, together with the Commissioners, reimburse all such pieces as may sometimes, upon opening in Europe or India, according to conclusive evidence, be found deficient, damaged, or defective in well-conditioned bales; namely, they, the suppliers, three-fourths, and the Bazaar Commissioners one-fourth of their cost. 7. Furthermore, the suppliers must provide and bring to the bazaar the raw dhotis for the printed cloths on the Indian demand before the end of November, and all other goods so early that they can lie ready for shipment at the latest on the following dates, namely: The Patria and Cape goods on the 1st December next, and the Indian goods on the 15th March following. 8. And eighthly, or lastly, all that is not ready at that time and might come in later, shall not only be left for the account of the suppliers, but they shall also be obliged to return promptly in cash that which they might have already received thereon by way of advance payment, and thus properly settle the contract of tender in due time. The sales contract of the 11th March past having been partly fulfilled, and will furthermore undoubtedly be fulfilled in due time, the Lord Director entered into negotiations regarding the sale of the cargoes brought in. manner, but particularly the brokers and deliverers their persons and goods according to law. Thus done, contracted, concluded, and signed in the Council of Policy at Souratta on Tuesday the 13th March Anno 1770. The tender having thus ended, the Lord Director further made known to the assembly that, as the brokers had already so far fulfilled the contract made with them on the 11th March that the entire remaining tin had already been weighed out to them and it could not be doubted that they would collect the remaining sugar, being very little, before the end of April, and thereby fully satisfy the engagement made with them, His Honor had entered into negotiations with the said servants concerning the sale of the merchandise brought in during this financial year by the two latest ships, 't Huijs 138. The 13th March Anno 1770. The brokers were not to be persuaded to any increase of the sugar; what reasons they give for it. 't Huijs ter Mije and the Jonge Lieve; that His Honor had indeed attempted to persuade them to a general price increase, especially to that of the sugar, but that it had been impossible for him to do so, as the brokers argued against this that, although it was indeed true that the warehouses had been cleared by them of the old remnants, and the supply brought in this year had been very small, it was on the other hand also certain that not all of those goods had yet been consumed; as everyone, encouraged by the low price, had provided himself with as much sugar and tin as he judged necessary for his consumption for some time, 139. 153. The 13 March Anno 1770. The packers of the rose water sent in Anno 1768 being debited for f 558:17 according to charge on the invoice of 't Huys ter Mije and that of De Jonge Lieve. Furthermore, it was made known to the meeting by the Lord Director that Their High Nobles, in their letter of 29 July 1768, were pleased to order that the packers of the 50 crates of rose water sent with Landskroon, being the comforter of the sick Kooning and the junior assistant Struksberg, should together be made to participate for one half in the amount of f 558:17:- on account of losses suffered on the said rose water, caused by the breaking of the bottles etcetera, whereupon the said packers, upon the report of the Honorable Chief Administrator regarding what was charged against this Directorate on the invoice of 't Huys ter Mije for the aforementioned amount, were each debited for one half on their pay account and according to the designated account, that subsequently by 154. The 13 March Anno 1770. yet f 539:4 needing to be reimbursed, but relief having been requested. the invoice of De Jonge Lieve having also been charged with f 539:4:-, being the half amount of 412 bottles of rose water that were sent from here in 46 crates with the ship 't Veldhoen and found broken, empty, and spoiled, and which, according to the resolution of Their High Nobles dated 2 August 1768, had to be reimbursed by the commissioners Struxberg and Van Es, it was likewise resolved to debit those people, each for one half of the aforementioned f 539:4:-, on their pay accounts: that subsequently it was resolved by this meeting humbly to request Their High Nobles generously to release all these packers from 155. The 13 March Anno 1770. an error having been committed, as mention was made of the first sum only. the imposed debits, which was also requested of Their High Nobles by a humble outgoing letter of 20 December following; but the then secretary having committed a small error in that regard, since in drafting the outgoing letter he followed the tenor of Their High Nobles' honored letter of 29 July aforesaid, and thereby only made mention of the packers of the rose water of Landskroon, naming them as Koning, Struksbergen, and Van Es, whereas the latter had not been commissioned thereto, omitting to make explicit and separate mention of the packers of the bottles of rose water sent with 't Veldhoen, being Stricksberg and 156. The 13 March Anno 1770. and, this being thus granted, this relief is regarded in general for the adjacent considerations. and Van Es, the result was that Their High Nobles, having had the kindness to release all these packers from the debit imposed on them, in their honored letter of 15 August 1769, speak only of such sum as was imposed on the said packers for payment, to the amount of f 558:17:-, being that of Landskroon, without making mention of a sum of f 539:4:- for the packers of 't Veldhoen; that it appeared to His Honor that, while Their High Nobles had been requested in our aforementioned humble letter of 20 December 1768 for a favorable relief of the packers of this rose water, 157.
