Regarding the purchase of tin, your Excellencies' obedient servants have followed the footsteps of previous Residents and find themselves often strongly compelled to do so, because this greatly encourages secret understanding with the Palembang grandees. Frequently, some of them, under the pretext of wishing to receive cash for 50, 100, or more picols of tin, reveal the intentions and decisions of this court, or secretly bring in small quantities of white pepper, although the latter especially is subject to the prince's highest displeasure. For these reasons, we trusted not to do wrong by accepting such minerals, both to prevent those suppliers from engaging in bad practices and to have the fortune of profiting from the means of subsistence favorably granted to us by your Excellencies in the missive of the 31st of May of the past year, and at the same time to be ready for immediate shipment upon arising shipping opportunities. Therefore, we humbly request the highly honored authorization to purchase further such quantities up to 1500 to 2000 picols and keep them in stock. Pitch and dammar having been excused by your Excellencies for this time, we have not purchased any either, and their collection will remain suspended until further orders. The delivery of pepper having increased for some years, and now again recently, gives us a pleasant prospect of experiencing in the future the actual effect of the repeated promises made by the Sultan to promote the cultivation of that product. To this end, we hope that the compliance shown by Your Honour in accepting the large parcels of tin sent will further encourage the ruler, while in the meantime we shall await what effect will come of the renewed warning that the Company will pay no more than 13 rds. per picol for tin delivered above the stipulated 25,000 picols. The discrepancy that has for a considerable time been found upon the arrival of the King's vessels at Batavia between the quantity of pepper and tin which, according to the passes, was loaded onto those vessels, and the quantity that they delivered at Batavia, certainly required further investigation and redress, since such an irregular manner of trading can provide an occasion to engage in illicit trade when the opportunity arises. We do not suspect, however, that this took place with respect to the 530 picols of tin found deficient in 1767 on the cargo of 33 of the King's vessels, because it seems reasonable to assume that if the commanders of the said vessels had sold the missing delivered tin on their voyage in secret, they would certainly have made use of that opportunity to dispose of a portion of their loaded pepper, and consequently all the quantity of pepper now found in excess, in the same manner, unless there should be some special reason why those commanders could not sell the pepper as well as the tin clandestinely. The inadequate report given by the Residents regarding the arrival and stay of the English ship The Carlisle and the snow The Success gives us, as well as Your Honour, little satisfaction, and provides well-founded reason to reflect that they did not pay the attention required to the conduct of the commanders of those vessels in order to discover and foil in time all evil designs of such adventurers. We shall therefore also await the accounting demanded by Your Honour on this subject, in the meantime fully conforming with the serious recommendations made by Your Honour to watch against the smuggling trade to the utmost of our ability, and to prevent it as far as possible. If the passes granted to the vessels collecting the tin from Bangka can be used to make that voyage more than once, it is very presumable that they are held back in order to profit from the money that must be paid for the granting of the passes; and in that case, the expedient proposed by Your Honour would be a suitable means to remove the difficulties raised against the return of the passes. Yet it still seems questionable to us whether such misuse can be made of those passes when they are properly drawn up. In order to judge this with greater certainty, we deem it proper that the servants send us at the first opportunity a copy of the passes they are customary to grant to those vessels, and at the same time inform us how much time is required to collect a cargo of tin from Bangka with one of those vessels.
