On the 3rd of this current month, the first undersigned received a letter from the second mate and commander of the cruising pantchalling De Snelheyd, on guard in the False River, Jan 25 From Palembang, 26 October 1770 Statement of its juragan Arrival of the seven Mandharese Jan Ellers de Ruyter, reporting that he had detained a Mandharese vessel coming from Timor, with 15 slave boys, 4 ditto girls, and 18 proa crewmen, among whom was a Palembang passenger; sending meanwhile the juragan of that vessel, named Sallat, hither, who, upon interrogation, maintained that he came from Timor, adding thereto that upon his departure from there four more of his countrymen, who just like him had frequently been out on the slave trade with the Palembangese, were to follow him hither in the near future; from which statement he was suspected of being a pirate, and therefore immediate orders were sent to the aforementioned De Ruyter to bring it up before this lodge (after exact inspection), with the assistance (if needed) of the pilot Livinus van de Waale, commanding the cruising pantchalling De Verpligting. Which answer being considered de novo, it was decided to grant the said pangerang his request, provided it was further brought to his attention that a continued obstinate refusal could sometimes have disagreeable consequences, since the Company's right could not be allowed to be violated in the sight of all Palembang, in which case we would be compelled to let the artillery play, and in so doing unavoidably damage the houses of that settlement, in which case he, the pangerang, should please take this not as ill will toward the inhabitants, but upon his own responsibility. A great shortage of rice, which cannot be obtained by any person for money, causes a considerable amount of arson, which nevertheless seems to be abating slightly with the King's arrival; however, there is an apprehension among the Palembangers that the dire shortage of that grain among the common people will yet cause an uprising more harmful than arson. In order to prevent this, the King is having the rice sold in small portions for the service of the poor people and in the presence of the Shabandar. Meanwhile, it is our greatest desire that Your High Excellencies will be pleased to consider this sincere zeal of ours for the interests of the Honorable Company and the upholding of its highest privileges here as well done, as agreeing with the 6th and 9th Articles of the latest contract, as also with the 16th and 17th Articles of the brief extracts of the orders concerning the free navigation to the East and North, which latter or 17th Article, according to our humble opinion, is also applicable in this case. We have deemed it necessary to send the slaves as well as their robbers at the disposal of Your High Excellencies to the leeward by the bark De Vryheyd, for our stock of rice cannot endure to give them board; we have only retained fifty of them, as presumably they will be able to provide labor for the upcoming work on the fortification. As further evidence that the said Mandarese engage in misconduct, we have the honor to present to Your High Excellencies two passes granted here, one from Resident Mens and the other from the first signatory, which were found in their vessels and are made out for Sourabaya; we also enclose herewith 3 letters, the contents of which are not known to us on account of the heavy illnesses of the people. We most respectfully request that the expenses incurred for the maintenance, care, and security of all these arrested persons may kindly be reimbursed to us, for which we take the liberty of presenting an account to Your High Excellencies. The aforementioned bark sails today under God's guidance to Batavia with a cargo of 8 piculs of white garbled pepper 1312 ditto of Banka tin, amounting with their expenses together to ƒ35786.19.8, as appears from the accompanying invoice to which we humbly refer. However, it was unanimously decided to refuse it, out of consideration for the insult done to the Honorable Company by those sea rovers in the presence of the entire Palembang settlement, and also because commissioners from the King's subjects had been refused to us for the inspection. At nine o'clock the King's commissioners appeared inside this Lodge with the aforementioned request, which was answered with a polite refusal. From Palembang, 13 November 1770 Nessen, Willem Barteling, Johannes de Poorke, Jacob Geyser, and Johannes Bliestyn, together with another Chinese named Tho Tjoetjoe, had escaped, which appears in more detail from their given reports, No. 5, from which it is mainly to be perceived, in respectful submission to Your Right Honourables' riper judgment, that the all too foolish trust and lack of vigilance and good order of the master Petrus Wilmstad is the cause of the loss of the Company's vessel and crew. The article of Areca remains just as poor in price, and in this there is no opportunity for the Honorable Company to speculate thereon. Because we have succeeded very fortunately with the purchase of remaining Bohea Tea for the lading of circa 4 ships, we find ourselves obliged to give Your High Excellency notice thereof and to advise in advance, in case unexpectedly of the 4 ships (which, as we must suppose, will be dispatched here from Europe) one or more should happen to fail to appear or not arrive early enough at your place to make the voyage here, that it may please Your High Excellency to make provision therein to prevent one being in the position of From China, the 22 February 1769. sometimes being left with a lading or more of Bohea Tea. High Noble, Right Honourable, Very Wide-Ruling Lord, Noble Lords. The Honourable Company vessels the Princes van Orange, Willem de Vijfde, De Bodt, and De Jonge Hellingman, which all in good condition from 15 to 20 July inclusive, except for the fatal casualty of deaths that they suffered, Batavia, namely on the first 1, on the second 20, on the third 11, among whom the assistant Van Veen, and on the fourth 11 men, have safely arrived; there have duly come to our hands Your High Nobilities' revered missive dated 12 June, and subsequently by the junk Honka Your High Nobilities' honoured letter of the 22nd of the same, from which, after an attentive reading, we have noted what is necessary for execution, excusing ourselves from answering as this passes into foreign hands, and we are not assured of safe delivery until the departure of the Honourable Company's ships, which, as we plan, will all four be able to receive their dispatch toward 15 or 20 of the coming month, letting this principally serve to communicate to Your High Nobilities that on 16 September the ship Burg, destined for Japan, has arrived at Macao in a deplorable condition, according to writers dated 16 September from the skipper Ewijk, the merchant Feeth, and junior merchant Stoesak, entirely dismasted and suffering more disasters, at the same time requesting our assistance, to which we have bound ourselves and notified Their Honours by missive to come here with the vessel (since at Macao there is not the least opportunity to refit a ship that is in such a condition, principally due to a lack of materials; however, no closer than to the Bocca Tigris, out of precaution, as the ship does not enter the roads, to avoid the heavy expenses of measurement fees and Hoppo charges, as we made inquiries through our merchants with the Tsontocq and Hoppo, to no avail, since they reported to us that not the least relief regarding those expenses was to be had, even if, as we had offered, no goods were unloaded or loaded, or no trade at all was conducted; the vessel having come to anchor at the Bocca Tigris, we made a request once more to remain exempt from any expenses, with the assurance that not a single piece would be unloaded or loaded from the ship, receiving again in vain the reply that although nothing was unloaded or loaded, the full expenses had to be paid according to an order of the Emperor, and it also made no difference whether the ship remained lying at Soet Soet Siam or approached Whampoa; this being so, we deemed it more convenient, in consultation with the Honourable Company's aforementioned commercial officers, to let the vessel come to Whampoa; it being more convenient there to repair, to have the necessary work carried out, in which we have not failed to arrange for the necessary materials with all diligence and have succeeded very well therein, because almost all foreign nations presented themselves to offer assistance, from whom we have obtained everything to restore the ship to good condition, except for 11 hawsers of rope, which were taken from our ships; very humbly requesting Your High Nobilities, in case the Honourable Company's cruiser under the Northern Island might not be provided with that, so as to be able to deliver them when the Company's ships pass, that the same may be supplied with them in time, namely 1 hawser of 12 fathoms, 2 of 20 fathoms, 6 of 8 fathoms, and 2 of 7 fathoms; so that, as we flatter ourselves, it can be dispatched thither toward the 20th of the coming month. Furthermore, we have judged it proper, in consultation with the frequently mentioned trade officials of the Honourable Company, to unload and sell such goods of which there is always stock over there and however one may realize a profit, in order to relieve as much as possible the heavy expenses, as has been done, and a report thereof will be made to Your High Nobilities by them.
