negotiations, had not broken off as yet, but would once more ask for time to deliberate, so that he might then in the meantime try to learn whether the Commandeur could not be moved to the release of half; and if not, that there was then always still time to cease the discussions about it entirely and depart; at least, they remained alone for a considerable time, and let it be seen from time to time whether the Commandeur was waiting for them, who however had other business in his office, until they finally understood each other and made up their minds. Whereupon the Commandeur, coming to them, requested to know how matters now stood. Then they said with great composure that they were heartily sorry that they could not agree to it, and even more so that His Highness, on account of the Commandeur’s little compliance, would now form entirely different opinions of him; they had done on their side all that they could and were permitted to do, indeed more than they could or were permitted; the Commandeur should please consider well, and would possibly hereafter wish that he had only accepted this offer, but then it would be too late; but they would still give the Commandeur time for reflection, and return in the next few days for the last time, and then they hoped that he would in the meantime let himself be advised for the best. But the Commandeur said that he had no need of time for reflection, and requested that they would just be pleased to declare themselves today, unless they themselves wished to consider further, in which case he would gladly give them as much time as they themselves pleased. Yet they seemed unwilling to acknowledge that they wished to consider, but gladly wanted to make the Commandeur understand that they wished to give him time to deliberate. In short, the Commandeur, wishing to have no dispute about this, then agreed with them that they would now part and meet once again, in which intermediate time everyone could consider who needed further reflection. They smiled somewhat at this and then departed fairly satisfied, with the same marks of honor as they had come with, and then it had already become three o'clock in the afternoon again. And thus he learned, among other things, how Coemare Poele was strongly urging the first minister of state to risk nothing more, made the most powerful arguments concerning the invalidity of the debt, interpreted the stubbornness of the Commandeur in the most serious terms, acted quite passionately, indeed even incited the first minister of state not to let himself be put off any longer; likewise that the first, being apprehensive that Coemare Poele would give him a bad name at court, was truly embarrassed, and that they had finally taken the resolution, not to depart quietly, but to request an audience for the last time, take their leave, and leave the matter at that, with protestations against the consequences of the Commandeur’s refusal; that the Paljetter had begged and implored them not to leave yet; had suggested to them that he again ran the risk of falling into disgrace, that his antagonists would make the Commandeur believe that he, having been with them daily, had given them bad advice; that he had proposed to them rather to communicate the matter to His Highness in detail as it was, and thereby among other things to mention that the Commandeur would not release another penny, had taken what was released upon his own account, and was very grieved to have given such assurances to Batavia; that they had seen from all circumstances that the Commandeur had great respect for His Highness; that they could privately advise His Highness to just let the Commandeur have his way this time, because His Highness could always hereafter also make some requests, and then urge the same with the reminder of this settlement; that the envoys had at last embraced this proposal, but that Coemare Poela precisely had not yet been willing

The answer was that they had determined to depart yesterday already, and to request the farewell audience for that purpose; but that the First having had no inclination to attend the pepper account, had preferred to extend his visit to his old friend somewhat, and in order not to detain the Commander too long at the farewell audience, had requested him, Coemare Poele, to come in today and speak about the aforementioned articles; which would otherwise have taken place at the farewell audience; that he was now only waiting for the arrival of the First, and if he came tomorrow, they would come to take their leave the day after tomorrow; so that practically everything agreed with the report that the Commander already knew beforehand about the one thing and the other. On 10 August, Saturday, the envoys entered again in the same fashion as they had appeared before, and asked whether the Commander had now reconsidered. The Commander said that he had no need to reconsider, and that he was therefore sorry that they would now depart without a settlement, acting as if he firmly believed this, and as if he had no doubt about getting the debt fully paid hereafter; giving orders in their presence to prepare the gift goods for the envoys according to their rank, following the list thereof, without asking whether they had reconsidered. Then, however, they began to speak about the debt, made a further and earnest attempt for real, consisting of the old and previous tune, and thus again quite tedious, exerting all their powers; all of which caused much back-and-forth talk. Speaking in his turn, the Commander showed the utmost friendliness and virtually no sternness, knowing that it was not necessary now, but remained firm in what he had said, until they finally, to avoid all further talk and tedious repetitions, with much display of their resolve and generosity, took it upon their own account to pay whatever exceeded half of the entire debt; and thus promised, over and above the remaining debt on the captured artillery, to pay another 2/5 of the disputed Attingal or old debt, amounting together to ropias 21735. 5/16. Whereupon the Commander congratulated them on the profit they had made in this settlement, and lamented the accountability he had brought upon himself by this, saying that his only hope to make this good with the Company lay in the delivery of a very large quantity of pepper, and that he had taken this step solely in that confidence. They smirked a bit at the expression of congratulations on the profit, but promised to do their best to ensure that much pepper would be delivered, but then requested 166 as if in secret, in the friendliest manner, that the Commander might also provide the answer he was to write to His Highness's letter, and therein complain about their obstinacy. They replied to this that they would not comment further on the expression of remission (see how attentive the Malabars are), that the matter was now settled, that they would also have enough work to account for themselves to their Master, but that they would not fail to bring His Highness into a further favorable opinion of the Commander and to present the article of pepper favorably. On 13 July I received Your Highness's letter from the hands of Your Highness's Balias arwadicariacaren Pattare oenij and sarwadicariacaren Coemara Poela, who, upon arriving with me in the town, stated that they were commissioned to settle the pepper account of Anno passato and to clear the old debt finally; and because that debt amounts to Ropias 30985 13/48 according to the Company's account, of which Your Highness has a copy, I thought that this sum of Ropias 30985 3/48 would now be paid off. But when I read Your Highness's letter and spoke about it with Your Highness's envoys, I had to see to my astonishment that objections were raised in that regard; for although, after much debating, we indeed reached agreement on the last article of our account, I mean the remaining debt of the captured artillery of Ropias 7861½, Your Highness's envoys repeatedly raised objections to the remaining sum, amounting to the sum of Ropias 23123 19/48, which constitutes the three other articles of our aforementioned account, and did not accept our account as authentic, but demanded better proof of it; and although I demonstrated in the strongest manner that no other proof could exist than the Company's trade books, because that matter had already been dragging on for nearly 80 years, through which the olas and further papers must certainly have perished completely, they nevertheless strictly demanded other proof from me and refused to pay off that sum of Ropias 23123 1/48. And And as in our latest humble letter of the 26th of December anno 1694 we communicated to Your Right Honorable Excellencies that the opportunity then seemed favorable to us to accommodate with Her Highness toward deciding the aforesaid disputes and other differences, and moreover that the Commander of Namen intended to transport himself south in person, so we shall subsequently, according to our utmost duty, briefly place before Your Right Honorable Excellencies the manner in which affairs between the General Company and the Queen of Alinga have concluded, and initially state that the said Commander, accompanied by Captain Dominicus de Chasonnes, merchant Joan Grootenhuijs, and the junior merchant and regidor-moor Louis Faijspil, on the displayed desire and inclination of Her Highness to give satisfaction to Your Right Honorable Excellencies for the disagreements and public acts of violence that had lingered so long on the 15th of January of the past year, departed for the south with the main body of the militia under a pretense as if the Company had now become earnest once and for all, and in order to facilitate the work through awe, as this has indeed more often been practiced at Cochin and permitted by the Honorable Excellencies at Batavia, to be allowed to display the militia on parade in all such circumstances, and to see if Her Highness might, in conformity with the esteemed orders of the said Right Honorable Excellencies, be brought by amicable means to a settlement of accounts without using the least force; and having arrived at Coulang, the Poule of Barcatta was notified by ola that we had to choose suitable persons to come to an agreement with one another regarding his having detained a champan of the merchant Babba Porboe, and that he had received a quantity of the Company's paddy at the time of the late Commander of Dielen from the hands of the interpreter Joan Fernando, as having the administration thereof, without ever having shown himself inclined toward a settlement, notwithstanding that our servants had requested it several times and demonstrated that those grains were the Company's property, since a large quantity had at that time been obtained from Coromandel for trade according to the design of the late Right Honorable Lord Commissioner van Rheede. But this lord having brought against it some frivolous claims without any semblance of truth, such as that the Company's former merchant Abuga Porboe, who resides at Cochin, owed him something, so that he had to secure himself by this and settle that account accordingly, yet now seeing that the Company persisted therein, he immediately sent his regidors to treat with the Commander, which also took effect shortly thereafter, delivering as compensation and satisfaction a sum of 2500 fanams ragia, namely 1370½ for the amount of the paddy and 1129¾ on account of the said Babba to deduct from his Coulang debt of 1300¾ ragia, each ragia valued at 19 1/5 stuivers. instruction for their guidance and compliance is attached here for Your Right Honourables' perusal, together with all the letters exchanged between us and the aforementioned commissioners as well as the Queen of Attingal, by which Your Right Honourables, if it pleases you, will come to perceive the entire course of that matter; we having also recommended the repeatedly mentioned commissioners to bring the work to an end as soon as possible, or, seeing not the slightest appearance and likelihood thereof, then to give us advice in haste; meanwhile, the Commissioner Mr. Paulus de Roo arrived from Batavia with the ships Spierdijk, Java, 't Hof van Ilpendam, and the Schaapherder via Malacca and Ceylon on the 21st of February of last year at Quilon before the roadstead, and proper information having been rendered by us concerning the affairs of Attingal, His Honour, upon the intelligence received from our aforesaid commissioners that the Queen of Attingal had engaged herself, for the removal of mutual disputes, to pay and satisfy to the Company within the period of forty-two days a sum of 80000 galleon fanams or 9411 3/17 rix-dollars, besides the elephant which Her Highness has already handed over into the hands of the Cochin envoys, as well as the restoration of the Company's lodge at Tengapatnam in the most honourable manner; but that whatever might further be lacking for complete satisfaction was to be held and remain reserved until the personal meeting with the Commander, in order then reciprocally to satisfy everything, for the reason that Her Highness also claims the toll on the transport of the 173360 lb of pepper from Anjengo, the restitution of the vessels seized by the Company's servants at Madura, as well as the toll on what was traded by the merchant Abuga Porboe and other merchants of Your Right Honourables, although we are assured that no vessels of Her Highness's subjects were ever seized at Madura by way of reprisal, as was requested by the Honourable Political Council before the Commander's arrival on the Malabar Coast to the Governor of Ceylon and Council, but not approved; and that the Company is also not bound to pay toll or duties to Her Highness for what is transported by sea in native-freighted or own vessels of Your Right Honourables, (pleased to order) for the present to accept and embrace the aforesaid offer of the Queen of Attingal, provided that Her Highness shall then also pass an ola thereof, in order, as stated above, within the stipulated time of 42 days to cause the General Company to obtain satisfaction; His Honour having to that end even requested the aforesaid Queen by ola in forceful terms, and ordered our commissioners, in case contrary to hope and expectation Her Highness should withhold the promises made and remain in default, to protest against her together with the Regidors of Cochin; the olas written by the aforementioned Commissioner and the Commander van Ommen to Her Highness and King Kelorma are sent herewith for Your Right Honourables' perusal, whereby it will appear to Your Right Honourables, if it does not tire but pleases you, that the meeting with the Queen has been suspended until the personal return of the aforementioned Commissioner from Surat, in order then to negotiate in all amity concerning the remaining disputes and settle the same; we subsequently, by order of the late Commissioner Mr. Paulus de Roo, returned with the military on the 3rd of March last to Cochin, and while His Honour, with the ships Spierdijk, Ilpendam, and Schaapherder, had continued the voyage from here northward for the execution of his commission in the Directorship of Surat, returned to Cochin on the 12th thereafter; our commissioners from Attingal, having delivered to us instead of a report such a letter addressed by them to the aforesaid Commissioner and us, as the copy also accompanies this among the letters previously mentioned as exchanged between us and them, whereby Your Right Honourables, if it pleases you, will come to see in what manner the differences with the Queen have been settled so far, through the honourable restoration of our residency at Tengapatnam and the return of a small part of what was stolen from the lodge, consisting of: 6500 pieces of floor tiles 35 coir hawsers 275 lb of tin 475 lb of spelter, and 72 lb of manufactured copperware; as well as the promises made publicly under surety as well as by ola to pay to the Honourable Company within the 26th of the month of Minam, or our style the 5th of April, the said 80000 galleon fanams or 9411 13/17 rix-dollars and further to deliver the elephant. The former Cochin mediator at the court of Attingen, Ambij Pattera Cherémale Jttura goeriepo from Rettura, also appeared here, with whom several conferences were subsequently held in the presence of the King of Cochin to settle fully, if possible, the outstanding claims on both sides following a resumption of the accounts and true indications of the toll rights and capitalized goods. To achieve this sooner, it was deemed necessary by mutual consent to summon hither Her Highness's toll collector from Coilan Desima, together with such persons nominated by us through whom the required clarity might be obtained and it could be discovered what vessels had passed, departed, or arrived there from which the toll rights had not been paid. The ambassador, from the very beginning of his arrival and ever since we received the false news of the admission of the Danes into the Kingdom of Atingen, was repeatedly and very expressly instructed that he should urge his mistress to expel the Danish nation, who, as we understood, were admitted to trade in the Kingdom of Atingen contrary to the concluded treaties and shortly after the most recent agreement. The fulfillment of this would be a sign that the Queen was inclined faithfully to observe the contracts concluded with the Honourable Company and to live in friendship with them. We also have, now that the payment term had expired, urged in all friendliness and kept alive the promised satisfaction of the money and the elephant, both here through the ambassador and through the resident at Tengapatnam. Likewise, the King of Cochin has not stood still in helping to bring about that promised satisfaction alongside us, so that Your Right Honourables, if you please, will be able to understand from the accompanying translation of an ola written from Atingen on the 10th of June last. But nothing came of it; on the contrary, one pretext after another was continually put forward by the Atingen side. We also fruitlessly awaited the arrival of the toll collector of Atingen and constantly exerted all our efforts in vain, until finally the aforementioned ambassador, recalled home by the Queen, departed for Attingen on the 18th of June with business uncompleted, himself not a little displeased and embarrassed that during his embassy, on account of the failure to fulfill Her Highness's promises and the sudden recall of his person, he had been so unfortunate as to accomplish nothing in the world to the benefit of either party. On the 8th of July, a further letter arrived from Atingen for the King of Cochin, in which the Queen promised that she would now see to it that the money was paid to the Honourable Company as soon as possible, and that the elephant had already been handed over to His Highness's goeriepo, so that His Highness could deal with it as he pleased. However, it must be noted to Your Right Honourable sirs that the elephant was indeed publicly handed over to the aforementioned goeriepo, but nevertheless retained by the Queen. The aforementioned letter or ola was also accompanied by two others written by Planda Moessado and the aforementioned ambassador Coil Pandale to the King of Cochin, in which we observed three particularly noteworthy points, consisting of the offer to have the 80,000 Galleon fanums paid to us by the English, or the satisfaction of the same from the toll revenues to be levied at Coilang Desima, and the contention that in place of the elephant, if not the very same one, another would be delivered, along with other unreasonable proposals. From this, in our humble judgment, submitting to Your Right Honourables' far greater wisdom, we could conclude nothing other than that the same old song is constantly being sung from the beginning by those of Atingen without ever reaching an end. We considered it entirely ill-advised to involve ourselves with the English to receive the debt payment from them, since that nation might dare to base a claim upon it to their own advantage and to the infringement of the Company's acquired rights over the Malabar rulers. It would also be far less feasible for us to accept the offer of debt payment out of the toll revenues, since the said revenues, amounting to around 5 to 6,000 rajahs a year, would at best take five years to run before the Company obtained its security; and by embracing that offer we would virtually bind ourselves to await the time of payment, even if the tolls failed to yield the estimated sum and the payment term were stretched out for twice as long; provided furthermore that everything fell out as smoothly and promptly as could be wished.

For experience has shown here on this coast that the princes of this native character are by no means to be moved to reasonableness and brought to satisfaction by good words, and that there must be at least a semblance of a parade if one does not wish to extract the effects of their promises with acts of force.
