will speak further on this, and state at present that the means to quell the pride and extraordinarily high-flown insolence of Attingal are none other than to obstruct her shipping to and from the Coast of Madure, and to have her vessels blockaded by our cruising ships, as well as to have the villages situated on the seaside burned and destroyed. By this we do not doubt that that wicked woman can be brought to reason. However, if against expectations she pays no heed to this and cares little for the destruction of those villages, there is still another, though more dangerous, means at hand. And that would be to harass that princess in her court of residence, Thiruvananthapuram, situated inland one hour from Rettura, and even to lay the hand of destruction upon it, which, as we firmly believe, would give her such a pinch to heart and soul that for the rest of her life—which will nevertheless not be much longer—she will reflect on the wrong done so faithlessly to the Honorable Company, and in the meantime will soon turn to other thoughts. Extract 221 No 8 Extract of a letter from Cochim to Batavia, written the last day of February Anno 1697. Concerning the princess of Attingal, detailed report was given to your Right Honorable Worships in our previous multiple letters last year, explaining how that queen, full of cunning and deceit, will never be moved by reasonable and gentle means to satisfy the just claims of the General Company according to promises made. A further trial of this was made by us in the latter part of the month of November last. Upon Her Highness's urgent request to send satisfaction to the Honorable Company, the chief interpreter Ignatio da Costa was sent once again to Attingal or Her Highness's court Thiruvananthapuram from Coilang, with orders not to remain there any longer than the time of five days set by Her Highness herself. Along with him was an ola letter written by the Commander Coesaart to that queen, in which it was recommended in all amicable terms that the promised 80,000 fanams galleons, the detained elephant, and the four pieces of cannon detained by the Raja of Marta from the wrecked sloop Pattena should at last be delivered to the General Company. For that purpose we were now sending the aforementioned interpreter there once again upon Her Highness's made request, not doubting that Her Highness would proceed to make satisfaction and endeavor to preserve the friendship with the General Company. Yet we have once again found this to have a poor result and outcome. For when the said interpreter appeared there and remained for the appointed time, it turned out that Her Highness offered to hand over to him only 3,000 pieces of fanams galleons and no more. The interpreter stated that he could not and was not permitted to receive, nor accept, anything less than the entire claim, namely the promised 80,000 fanams galleons. 222 Having also spoken at the same time about the Honorable Company's detained elephant and the cannon, one of the prominent grandees of the court named Kurup Potty gave him as an answer that Her Highness was very fond of that beast and held it in great esteem, and that she was not currently capable of disbursing more money. When the interpreter persisted in his refusal, the sum of fanams was sealed in a small bag and handed over to two Nayars or native soldiers, with orders to deliver it to the chief of Coilan. To the interpreter were only given two olas addressed to the Commander, one from Her Highness and the other from the aforementioned Kurup Potty. These were brought to us on the last day of the past November, together with writings and a report from the chief of Coijlang, the merchant Alexander Wigmans, and the council. We found those ola letters merely to dictate a request to maintain mutual friendship; and as for the payment, the delay in that regard had been caused by some business that had arrived from various places. She stated that Her Highness was now sending 3,000 fanams galleons, and that as 10,000 of the same still remained to be paid, she would see to it that they were satisfied, and in case they should meet with one another, she would then pay the rest in merchandise. Considering this on our part to be little short of mockery, and that, moreover, receiving such a small sum might subsequently give that princess grounds for a deceitful claim—of which Her Highness is full—to say: "I sent satisfaction and it was accepted by the Honorable Company," we therefore, to prevent that, deemed it proper in council to order the chief and the council at Coijlan to let the Nayars who had been sent return back to the queen with that money, and to have Her Highness told that sending over so little money did not agree at all with Her Highness's made promise, and that it appeared entirely to us as if Her Highness, with her given word and writings to us, were mocking the General Company; that we

Her Highness's ola, and that of the Regidor Caurtsiepoetij, was answered by us on about the same day in somewhat more polite terms, as the translations accompanying this will be able to show Your Right Worshipfuls, if you please; wherein Her Highness could find so little satisfaction, pretending to be offended in her reputation and dignity by such a writing, we expecting that Her Highness would rather have seen it otherwise, in order to base some action upon a very amicable writing on this occasion. We thought it best not to attempt that matter further, but to suspend it until the arrival of the Lord Commissioner Swaardekroon, of which we have likewise given notice according to duty. Therefore, in case His Honour might not be able to come hither, that you would then please provide us with orders, with this confidence that His Honour will also be strengthened therewith by Your Right Worshipfuls. From this princess the General Company has nothing good to expect, for she lies and always stays on the lookout, and if she could only cause harm to it or play a trick on it, we believe that Her Highness would not fail to do so, to which her disposition being malicious and unjust enough, Her Highness is moreover incited against us by the English or her interpreter Wardeman; which is also the reason why we dare not send any merchandise to the residency of Tengapatnam, nor trust to make any purchase of cloths there, fearing that if they saw the chance clear enough, she would again have a robbery committed there as happened in the year 1694. For which, having once had the experience, we consider ourselves obliged to wait until such time as the disputes with that princess shall be settled and cease according to the orders to be given by Your Right Worshipfuls and awaited by us. Her Highness has again taken up her old practice of detaining a vessel with tobacco belonging to the former interpreter and lessee at Coilan, Johan Fernande, under the pretext that he still owes some tolls to Her Highness, never intending to cease from her malice and greed. Extract of a Letter from Batavia to Cochim written the 4th of September 1697 Namely, as many men at Tengapatnam when the disputes and troubles that have existed for some time between the Honourable Company and the Queen of Attingen shall be amicably settled according to our previously given orders, for which the late Lord Commissioner Paulus De Roo in His Honour's presence and passage through Southern Malabar has already paved the way and made a good beginning. Extract of a Letter from Cochim to Batavia written the 10th of December Anno 1697 Shortly thereafter the Queen also wrote an ola to the Commissioner and made a show as if she were inclined to come to an agreement with the Honourable Company; she therefore requested that he would come over to Coijlang to confer with Her Highness. But since conferences had already been held so many times with that Queen, and up to now not the least satisfaction has been received from Her Highness, the ola was left unanswered until now, because Her Highness had already mocked the Honourable Company quite enough and disappointed it, and does not deserve to be believed in the least before one actually has the real effects and the promised sum of money of 80000 pen: gallioons provisionally in hand, to the payment of which she had previously bound herself before the late Commander Van Ommen should have gone out of the city to meet her. And now Her Highness desired to see the Commissioner without those fanams even being spoken of, which differed all too much from each other. At that same time it happened that the King of Cochim at Tribalaij, needing this Queen in the affairs of that Pagoda, had various proposals made in the latter part of October last as to under what conditions His Highness might speak with her; for since he had been employed as mediator in the Attingal disputes and had likewise been disappointed by that Queen, and because she had to be regarded as an opponent of the Honourable Company, he dared not take this meeting upon himself out of fear of causing displeasure, and therefore His Highness was answered in the same manner that it would not be proper for him to see this Queen, nor to be seduced for the second time by fair words; likewise, on that account, no credit in the world should be given to Her Highness before and until the promised money was seen in the Company's treasury as a seal of that latest agreement, while one continues to await with longing what effect this pride, which it was once necessary to extinguish in the mind of this Queen, will produce. War is strongly urged not only regarding this princess, but also regarding most of the Malabar princes, by the Commander and Council in their above-mentioned letter of the last of June of last year, directly against the sentiment of Your Worships, who nevertheless in the Instruction for the Commissioner, as well as in the subsequent letters of the 4th of January and the 12th of September Anno 1695, with respect to Attingen, therefore come with some distinction

to speak, and leave the manner of somewhat checking that queen in her insolence to the discretion of the Commissioner; but he believes that from what has been said hereinbefore concerning the war of the year 1691, as well as from what might further be said regarding the matter of war on Mallabaar, it can sufficiently be measured that the Honourable Company will never be able to spin much silk from it, unless there were a gold mine or similar treasures to be found on Malabaar, which one would deem so worthy that one should continually press the sword to the necks of the princes; and even that ought still to happen under a just title, and not to maintain forced contracts that were made under the coercion of the rapier. But since such mines or treasures are not found on this Coast, but that at best it will amount to some pepper, this ambition for war seems ought to vanish, since that article, through mercantile means and a flexible intercourse with the Rajas, according to the intention of your Honours, will be sufficiently obtainable. Yet on the other hand it is also certain that the respect of the Honourable Company cannot be neglected in such a manner—principally since one presented oneself so broadly in the beginning, and almost wished to be regarded among the princes as the master of all Mallabaar—that one would allow all insult and scorn to be done to oneself unavenged, as well as have damage and shame inflicted, even by someone who possesses only a small part of the Mallabaar kingdoms, which would also conflict with the law of nature. And therefore it is indisputable that the Queen of Attingal, failing to offer reasonable satisfaction, will necessarily have to realize that the arms of the Honourable Company are not yet rusted, but capable enough to clear the path to that reasonableness for her, through God's blessing, as well as to make her feel that it is not advisable for her to treat and abuse the Honourable Company as scornfully as she has done hitherto. But when one considers that her ragidores expressed to the deputies who were there at the court in the beginning of the year 1695, that if the Honourable Company wished to wage war against the queen, Her Highness would in that case withdraw to the mountains and abandon her court for that time, and that there would then remain nothing else for the Honourable Company to do than the burning and destroying of some houses, trees, and cattle, solely to the detriment of some inhabitants and subjects of the kingdom; one would then have to conclude with these ragidores that after accomplishing that war, the Honourable Company would be just as far from its claimed satisfaction with the queen, likewise throwing good money after bad with such a war, as well as incurring unnecessary expenses. Yet if, notwithstanding all these raised difficulties, one were still forced by the stubbornness of the queen to obtain the right of the Honourable Company by force, one could, as it appears, assemble sufficient power on this Coast to attack Her Highness, especially if the King of Cochim and the Zamorin were to add a party of Nairs alongside, even if it were only for the sake of appearances; for the King of Cochim could not refuse such to his protector, and the Zamorin could easily be persuaded and brought into that game, since His Highness has particularly been injured by the aforementioned queen because she detained his elephant. But in that case it would also be very useful that friendship and peace between those two great princes were first established and renewed, for which there appears so little prospect, for reasons cited hereinbefore. And if matters went so far, and one requested another company or two of soldiers from Ceylon for that short time, who could in short order be transported either to Coylang or Tengapatnam, the matter would seem to be undertaken with so much more certainty. But in order to cause the least fuss, and the most damage and inconvenience to the princess, it seems best of all—as the Commander and Council, in their letter of the last day of June 1696 aforementioned, allege with good reason—that one were to obstruct the Attingal trade from Madure, have her vessels cruised against and ruined, and burn and destroy the villages situated on the seashore; for then Her Highness's tolls would have to decrease, and she would not be able to hold her ground against the continuous complaints of the merchants and others who must subsist from the aforementioned trade, especially if one were to act principally against the import of salt; for without it the kingdom of Ettingen could not subsist for two years, since it must be brought from Madure. On the 22nd of May last, the queen of that realm requested by an ola that we might be pleased to send someone on behalf of the Company to Her Highness, in order to speak about the disputes that were still unresolved between the Honorable Company and Her Highness, and to settle everything amicably. We made known our inclination toward the settlement to Her Highness in the reply to her ola dated the 25th of the same month, and at the same time gave notice that the Honorable senior merchant and secunde Willem Moerman was about to arrive from here in Quilon within a few days, and that Her Highness might be pleased to send her envoys to His Honor and negotiate everything that was necessary; upon his arrival, notice thereof would immediately be given, etc. However, His Honor having arrived in Quilon, it was soon discovered how little reliance can be placed upon the words of the Malabars. For Warrakatti Potti, coming to His Honor, first proposed whether one could not reduce the sum of 80,000 fanams galjoens by a considerable portion, and satisfy the remainder out of the dues that belonged to Her Highness from the conducting of trade, because the Malabar rulers were not accustomed to drawing money out of their coffers. Whereupon His Honor rightly answered him that the Honorable Company could by no means desist from so just a claim; that before that sum was paid to the Honorable Company, one could enter into no negotiations, for that money had been promised in advance by the late queen in the year 1695 to be paid to the Honorable Company. The aforementioned Potti, seeing that his proposals of a notable reduction and that the remainder would then still have to be sought out of the customs duties found no favor, departed. And two days before the arrival of the Honorable Moerman from Quilon, via Calivoilang and Porca to this place, he received an ola from the aforementioned Potti, which he said had been written by the queen to her younger sister, the third princess of Attingal, then being at Quilon, containing that everything done by the Potti should be null and void, and that Her Highness was personally inclined to treat with the aforementioned secunde. However, her intentions, known to us, were nothing other than to seek the Honorable Company's help against her pottimaars and to satisfy the rest with promises. For which reason we shall have to leave that matter for a better opportunity, and in the meantime await Your Right Honorable Excellencies' kindness as to whether one might execute some reprisals upon her subjects for obtaining the Company's money, under which is also included that which Ignatio d'Costa and the Moor Coenjemian still owe on the trade books. The Honorable Company has no trade in her country, and the residency Tengapatnam yields nothing but great expenses, and the resident must endure many vexations from the natives. These have also been the reasons why we, in our humble letter of the 6th of April last in answer to Your Right Honorable Excellencies' much-esteemed letter of the 7th of November last year, proposed to maintain only two or three native servants at the aforementioned residency as a token of the Company's possession. And should Your Right Honorable Excellencies be pleased to consent thereto, one would, with one or two of our sloops, need only to bring three or four vessels over to this place until they should be forced to compensate the Honorable Company for what was robbed; one could also deprive them of the salt brought there from Manappar and thus compel them to give satisfaction to the Honorable Company, for by kindness nothing will ever come of it. Extract 28 243 No 34 Extract from the Memorandum Left by the Honourable Julius Valenthijn Stein van Gollenesse, to His Honour's successor, the Lord Commander [illegible] Runicus Fiersma. The Exclusive Contracts made between the Honourable Company and its predecessors are to be found in the Contract Book. Trevancoor NB: this is what was written from here under date of the last of January Anno 1696 to the Netherlands, to be found in the beginning of this. Yet the same have never been observed; the King even did not shrink from permitting the English in Anno 1695 to build a fortress at Ansjenga and Atingen; several times the Company's lodges at Tengapatnam and Ansjenga have been plundered, the Resident Johannes Heidenberg murdered at the first-mentioned place, the Company's vessels and goods confiscated, from which then arises the well-known Atinga Debt or Claim amounting to f 52742. 9. 6., and of which in the Second Bundle of the enclosures under No 1 is spoken of in detail, although the same occurred at the time of the great authority of the Poelas, when 244 No 35 when the realm was governed very poorly through internal divisions and confusions. We therefore approve that Your Honors have sent to His Highness 1000 firearms and 50000 flints, and at the same time order Your Honors to profit from His Highness's good disposition, both to urge the delivery of pepper by virtue of the contract, and to settle what further remains outstanding with that prince. Having addressed the envoy on this matter and having proven by the latest treaty that the King had bound himself and was on that account obligated to pay it, he knew not what else to reply thereto except that he believed this to have already been done long ago. Extract Resolution Taken in the Council of Malabar in the City of Cochin on The Governor having subsequently shown the current account of the king of Travancore to the meeting, made known regarding this that, since Their High Mightinesses have been pleased to order very earnestly and repeatedly to take care of collecting the old debt of Attingal, His Honour, at the conferences held with the envoys of that prince as well as by olas, had urged its payment, but that the matter had progressed no further than that the king and his envoys have undertaken to produce evidence that the debt has been paid; which, however, not having happened up to now, and that prince certainly will not be able to 64 255 do, it appeared His Highness only used this pretext to keep this matter dragging on, and if possible to cause it to be forgotten; but that His Honour, to prevent this, had deemed it best to place that entry on the account of His Highness, and in one way or another to arrange that the same, if not all at once, would at least be settled in parts with the delivery of pepper; That His Honour intended to settle this matter himself, should His Highness's envoys still turn up before his departure, of which there seemed little likelihood, however, since the King and the pepper supplier are both indisposed, so that it would be a point of attention for the Commander to pursue that matter further, and thus possibly bring it to a desired conclusion, to which end His Honour was requested to attend to this; which the Commander having also accepted and promised to do his best to keep it so, yet he thought that it would not run contrary to the intention of the aforementioned High Government if that entry were urged with redoubled earnestness, and thus for the time being kept alive in that manner until further disposition by Their High Mightinesses, without placing it directly on the account this time; against which the Governor judged that there was no other means to bring an end to that matter than to leave it on His Highness's account as it is, in order thus to virtually force that prince either to abandon producing his pretended evidence, or else to enter into further negotiations regarding it; it being furthermore resolved to send the report concerning this debt drawn up by the Chief Administrator Kelly and submitted under the date of 31 March past, among the annexes of the General Rescription to Batavia, for the perusal of Their High Mightinesses. To The king of Travancore has given us no reason to complain, apart from his attempt to act as a judge in the aforementioned disputes. On the contrary, as shown by our previous letter of 15 October 1770, he delivered a generous quantity of pepper, but pressed so slowly for the payment thereof that at the end of February last, he still stood in credit for Rupias 29627. 23/16. And as the Governor Senff found this opportunity too good not to make good use of it, he settled that balance with the debt of Attingal. At least he had the account of the King of Travancore debited with f 46478:2:— or Rupias 30985. 9/48 as the most that one can place for that arrear, and whereby His Highness therefore remains indebted to the Honourable Company for Rupias 1357 32/48. And he also thought he might believe that this arrangement will not meet with much objection, since it is based on what was negotiated with the Prime Minister and on what was written by the king of Travancore himself. However, it has not yet been formally approved, because the officials have not yet arrived to examine and settle the account. And therefore having to leave the outcome to time, we only mention further concerning this matter: That the aforementioned debit was likewise done contrary to the opinion of the Commander Moens, in the manner recorded in the Resolution of the 1st instant, with which the account itself is also to be found, and that regarding the debt of Attingal we can provide no further clarification than what the second in command has provided in a separate report, which is not only entered in the aforementioned Resolution, but also lies among the annexes behind this for consideration. It is true, said the Sarvadhikaryakar, that his master had previously undertaken to demonstrate with proofs that that account was liquidated, and that His Highness was therefore not obliged to pay a single doit more of it; but now, during the administration of His Worship, His Highness did not wish to linger on pretexts, because His Highness had heard that His Worship was so straightforward and had an aversion to evasiveness, and more other praises and compliments of which His Worship did not desire to keep note; and as a proof of His Highness's true and sincere intention, he no longer wished to keep this matter lingering. The Lord Commander, having heard this, declared that it was very pleasing and agreeable to His Worship to hear this resolute decision from His Highness, but that it was to be wished that the payment could take place within fewer years; and since the said Sarvadhikaryakar insisted strongly thereon, that the satisfaction could only take place within the time of 10 years, as it would otherwise be too difficult for His Highness, His Worship promised him that His Worship would write to Their High Excellencies in Batavia regarding that point in favor of His Highness and see to it that it was arranged in that manner. It was further decided that His Worship would write a letter to the King of Travancore on this matter, and that His Highness, in answer thereto, would send a written assurance as proof that the old debt of Attinga would be settled in the manner aforementioned. The Excess of Charges and Deficit of Profits, Brought forward ƒ 2629:5:8 ƒ164660:5:8 At the Head Office Cochim Less ƒ50373:—:— ƒ67451:12:8 ƒ—:—:— ƒ17078:12:8: This decrease was caused by the fact that in the year 1769 the lease term of the Company's gardens and lands was changed, to take effect on the first of December 1769, and to end on the last of August, whereas previously it commenced on the first of January and expired on the last of December, as respectfully communicated to Your Right Honourables by the general dispatch from here dated 15 March of last year; whereby, because the lease payments for the year 1768 up to December had already been entered under revenues in 1767/8, only 8 months of lease payments remained in favour of this account for the financial year 1768/9, namely from January to August 1769; yet these 8 months were also not included in the aforementioned books, because they were only fully received from the farmers in the months of May and July 1770 and brought into the treasury in the amount of 8650 14/15 rupees, and thus were only entered in the petty cash book of 1769/70, which is why they will also be credited in that financial year to previous years' profits, benefits and losses at ƒ10381:2:8.
