Friday the 30th of November Anno 1770 to satisfy from the sale of merchandise. Reasons why it was merely a particular stroke of luck that the ship Zeekerlust arrived early, in order to be able to find, from the sale of the imported merchandise, as much cash as will be needed for the complete settlement with the Travancore troops. Furthermore, that their High Mightinesses may be pleased to take into favorable consideration that, if Travancore, as in the past year, continues further with an ample delivery of pepper, one ought to have a good supply of cash, not only to be able to satisfy its monetary demands, but thereby to keep that prince in good humor, and also to preserve their Honors' credit, and not to let the pepper delivery decrease, or even cease altogether, for lack of cash; for although a sufficient quantity of merchandise is sent annually early from Batavia, the sales proceeds nevertheless do not come in except as they are fetched from the warehouses, whereby one thus continuously remains unable to pay substantial sums all at once; and that it would therefore be a desirable, nay, highly necessary matter if one, according to urgent necessity, had the freedom to demand cash from Surat now and then. Since their High Mightinesses further await the outcome with regard to the commission given to a certain Jew concerning the goods still remaining from the wrecked ship De Getrouwigheijd, this shall likewise be done, as a letter concerning this was received from a certain Portuguese gentleman, which has been inserted into the resolution of the 7th of the current month. Furthermore, that the memorandum of the costs of the new warehouse at Calicoilan was inserted and approved by us by resolution of the 14th of March last, and that the specification of the expenses incurred on the vessels served for examination in the meeting of the 15th of August thereafter, and in the hope of their High Mightinesses' much-esteemed approval, was passed for write-off, since upon examination of the same no excesses were detected therein, but the insertion thereof was excused on account of the voluminousness of that writing, and therefore, in fulfillment of their High Mightinesses' order, it was resolved to send an authentic copy thereof among the enclosures of the general response to depart for Batavia. Upon the requisition of the Surat ministry, it having been ordered by their High Mightinesses that the Governor must send in original to Surat and twice in copy to Batavia a certain written permission granted by the town governor of that place for the transfer of spices from the inner Katthi to the wharf, and of which mention was made only in a secret letter of the 18th of April 1766, but nowhere else; his Honor declared in that regard, for the elucidation of their High Mightinesses, to be able to note: That among all his secret letters dispatched from Surat to their High Mightinesses, not one is to be found dated the 18th of April 1766. And that in an earlier one of the 15th of December 1765, concerning the merchandise in general, it was indeed said that Mr. Wodjes had absolutely refused to permit the unloading thereof at the wharf, although the town governor had already granted his permission for that in writing, but that this has no reference whatsoever to the spices in particular, or to the transfer of the same from the inner Katthi to the wharf; that consequently the Surat servants have made an entirely mistaken citation and a no less useless request, even if they had their eye on the aforementioned written permission for unloading, for such can serve no purpose in favor of the Company's interests or its privileges; that such permission was requested not by the Director, but by the brokers by means of a brief note, upon which the governor ordinarily places as an apostil an order to his Naib or deputy to let the unloading proceed according to custom, and which note also remains in the keeping of the Naib himself; that this happens annually, nay, upon the arrival of every ship or ships; and that this, being a well-known matter, shows clearly enough that the Surat servants have troubled their High Mightinesses without reason, and have wrongly complained about missing a patent document that is hardly worth being spoken of. And whereas their High Mightinesses, with regard to the construction of a dwelling house for the resident at Paponetty, with a couple of small warehouses underneath for the daily receipt of pepper and nelly, have been pleased to say

And since Their Right Nobles have further seen fit to order, with respect to this residency, that matters regarding the servants there be left on the present footing, without the addition of an assistant, that order shall also be obeyed, although one had nothing else in mind therewith than to better secure the Company's interest in unforeseen occurrences of illness as well as otherwise. Arrangements regarding the Cochin citizenry approved. Decision to express thanks to Their Right Nobles for the merchandise sent with the Zeekerlust. Friday the 30th of November Anno 1770. Since, furthermore, the arrangements made regarding the Cochin citizenry have been approved, the protests against the English regarding their undertaking against Adij Ragia have been approved, and the sample of wild cinnamon sent over, brought here with a Macao ship, was found to be Timorese, note is made thereof in this matter for speculation. Try to increase the consumption of cloves through all practicable means. Order to give preference to Warapoly bricks over Kapok stones in ballasting ships. Since it has graciously pleased Their Right Nobles, upon the very earnest instances of the Lord Governor, to grant his dismissal from this administration in the most honorable manner, and to appoint as his successor the Lord Chief Administrator of Colombo, Moens, his aforementioned Honour expressed that he would tender his dutiful gratitude to Their Right Nobles in the first outgoing letter to Batavia, and would also do so further upon his safe arrival—which God grant—at Batavia. Since Their High Mightinesses, regardless of the stance of Major Medeler concerning the strength of the garrison here on the Coast, continue to persist in the determination made in the memorandum of Menaga, and for that reason order the officers and common soldiers exceeding that number to be sent to Ceylon, the aforementioned Honorable Major is instructed to speak about this upon arrival with the Honorable Governor-Elect Moens, and according to His Honour's judgment to elucidate Their High Mightinesses further in this regard. And whereas They, under qualifications regarding the article of the military, have been pleased to approve that certain common soldiers who requested their discharge have been persuaded to stay by granting some three guilders for five years instead of two guilders for three years, 30 November, Anno 1770. Expression of thanks to Their High Mightinesses for sending Friday increasing their wages, and for others merely crediting some months of overtime and wages; this method shall be continued as long as the great scarcity of European troops makes this expedient highly necessary to retain them. Furthermore, since the well-mentioned High Government, upon the request made from here, has sent here with the ship Zeelust: a surgeon to attend to the hospital in case of illness of Martinsaat; A shipwright to have the oversight as master workman over the shipyard; and A house carpenter to be employed in the timber yard; it was likewise resolved to thank Them for this rendered assistance, and also to do likewise 191 Friday, 30 November 1770. The business having proceeded thus far, the Governor further informed the assembly that three young princes of the house of Peritallij, having appeared these days at Baijpin to meet His Honor in person and to request some support, had to be turned away due to the present circumstances of the time, but as considered by His Honor, it is a well-known fact that the Honorable Company had made great promises to this family when they were still in prosperity, and also actually granted and furnished them annually for maintenance a small sum Friday the 21st of December 1770. The princes have fallen into a very impoverished state after the withdrawal of their maintenance money. Proposal and resolution to grant them an annual sum again, subject to approval. 360 ropias granted for maintenance. of 800 ropias, but this having been withdrawn again for some time, the surviving children have thereby been reduced to such an impoverished state that the eldest of the said children, according to writings of the Resident at Chettua, has already hanged himself out of desperation, while the others must wander about as beggars at the mercy of good people, to the great disrespect of the Honorable Company; since throughout the entire country the word goes that this family has sacrificed its own well-being solely through its faithful adherence to the Honorable Company's interests, it was, after deliberation and in the hope of Their High Mightinesses' highly esteemed approval, upon the proposal of His Honor, resolved with unanimous votes to grant them annually for maintenance a small sum 229 Friday the 21st of December 1770. The Governor also said that from various circumstances one would have to believe that matters at Cananoor are by no means in the order they should be, and therefore, upon His Honor's proposal, it was resolved on the occasion that the vessels of Adij Ragia return back to Cananoor, to send along two commissioners whom His Honor would nominate thither, in order to survey the state of that factory a little. Whereas the Banyan merchant Anta Chettij has made known to us how he lacked a suitable place to erect a warehouse for the storage of trade goods, and that he had set his sights on the piece of submerged, waste and marshy land belonging to the Honourable Company, situated between the corner of Mattancherij and Calwettij, bordering to the south-east on the reclaimed piece of land of the Banyan Reijlij Chettij, to the north-east on the large river, and to the north-west on the creek, and likewise on the bridge of Calwettij, to the south-west on gardens 233 Friday the 21st of December 1770. on the Honourable Company's garden on the south-east side, measuring 14 rods, on the north-east side 23 rods, 9½ feet, on the north-west side 14 rods, and on the south-west side 19 rods and 9½ feet, Rhineland measure; and therefore made request that this low and submerged land might be transferred to him, in order to fill it up and subsequently to build upon it a warehouse and other buildings, for the storage of trade goods and the continuation of his trade; so it is: that we have been willing to accommodate this merchant, who also retails many of the Honourable Company's trade wares, being inclined to contribute everything that can serve to facilitate trade, and to surrender and convey to him Anta The 21st of December 1770. Commander Moens was fetched from on board, and His Honour also came ashore toward noon and was received according to the Draft Ceremonial devised by the Governor and incorporated into the daily register. That His Honour had therefore expressly called this meeting in order to introduce the aforementioned Commander into this council, and pursuant thereto all members were deputized to fetch His Honour from his lodgings and conduct him into the meeting; where His Honour was received at the door by the Governor, and after taking their seats was complimented on his safe arrival and appointment as Commander of this coast, and was furthermore requested henceforth to assist this Council with His Honour's wise counsel and advice. Monday The 31st of December 1770. The Governor wishes to depart from here as soon as possible. The presentation of the Commander fixed for the 8th of January next. And whereas the Governor further declared that His Honour intended to undertake the voyage from here to the Indian capital as soon as possible, and thus very gladly wished not only to present the incoming Commander publicly at the first opportunity, but also from this day forward to transfer to His Honour the trade, household affairs, and administration, retaining for himself only the supreme authority until his departure; it was accordingly resolved to commit the one and the other to His Honour; to let the inventory for the General Transfer take place under today's date, and the public presentation on the 8th of January next, and to give notice thereof as well to the servants here locally as to the respective Chiefs and Residents of the subordinate stations, to serve for their information. After this, a reading having been taken of a Colombo letter dated the 19th instant, wherein the ministers among other things make request to let them receive with the ship De Erfprins 100 or 200 lasts of paddy, as well as to send that vessel back again as soon as possible if there should be no cargo for it for Batavia; it was accordingly resolved to comply with the requisition of the ministers and dispatch the said vessel back again as soon as possible, but first to ship in it the cardamom for Europe, Monday The 31st of December 1770. and to excuse the paddy. Lastly, it was also recorded herein that the Lord Governor has, at his own expense and for the convenience of the congregation, had a bridge built across the stream of the Canarese bazaar between Calvetti and Mattancherry, and had a large section of the road of the adjacent swamp filled in. That the lands of the Paliath Achan situated on Vypin, as well as the 18½ villages, have been seized for the account of the Honourable Company. That, in order to be able to pay the 50000 rupees requested by the king of Travancore, as appears from the resolution of the 21st of December, for the account of the Honourable Company, 50000 rupees have been brought into the treasury and lent to the Honourable Company by the Lord Governor, solely under this condition: that if His Honour cannot recover this amount here locally within a month, a receipt for it will then be given to him, to receive the same in Batavia with 75000 guilders Indian or 60000 guilders Dutch, with such douceur of interest or otherwise, as Their High Mightinesses the Lords of the High Indian Government shall themselves be pleased to grant him. Matrimonial affairs, as well as fire masters and ward masters, as also an extract of the Church Resolution dated the 6th instant, in which no changes appeared, it was likewise understood to decide to continue all the members of the said colleges in the same and to leave them therein; therefore, all the members of the colleges were called inside, informed of this resolution, and exhorted to apply their further good offices to the furtherance of the affairs of their respective colleges. After which, having taken reading of two petitions handed over to the Governor by the two junior assistants, Abraham Martensz: junior, and Willem de Zielva, both posted at the Secretariat of Policy, the first mentioned earning 251 Tuesday 8 January 1771. Their request was granted at ƒ 24 per month. Nevertheless released to Batavia at his request. earning ƒ 16, and the last mentioned ƒ 20, requesting that, because of the expiration of their term, they might be promoted to full assistants, it was, in consideration of this present day, and because both are competent and diligent subjects who give good satisfaction and behave well, approved and understood to grant their request and to promote them to full assistants at ƒ 24 per month, under a contract of five years.
