31 Palembang, the 4th of April 1771. With gratitude and acknowledgment for the very generous and favorable resolutions passed in our regard, which shall always serve us as an incentive to ingratiate ourselves more and more into your highest favor through untiring vigilance and good oversight, paired with all possible moderation and gentleness toward this kingdom and its rulers and dignitaries. In the name of Your High Nobilities, we have thanked the Sultan for his demonstrated willingness in immediately dispatching, at our request, several panjajaps to the island of Banca to search whether anything of the aforementioned bark or its cargo might be discovered and salvaged. His Highness heard this with particular pleasure and was pleased to assure us that he always considered it an honor whenever he was in a position to show his zeal and goodwill toward the interests of the Honorable Company. The report from the cruiser Levinus van de Waele, which sailed along with those craft, as well as that of the pilot Meijndert van lesC dispatched to Banca Massoec, are attached hereto, essentially agreeing with the report of the King's juragan, that is to say, they learned nothing entirely, but only heard from passing indigenous vessels that twelve days after its departure, the said bark was seen in full sail south of Licipara, at that time holding an eastward course. We also, upon the first news received, strictly ordered the commanders of our cruising pantjallings to observe all careful soldiering and seamanship, not only against the 14 Mandharese wandering about here and the 5 similar sea rovers who were staying here and there on Banca, but by no means to underestimate, much less trust, any vessels suspected of piracy, however small they might be, in order to be protected against surprise attacks, nothing more of such rabble being heard of at present. It gives us great joy that Your High Nobilities were pleased with the improved state of our office in the financial year 1769/70 in contrast to the previous one, as well as in comparison with the statement of savings, to whose further more favorable showing we shall steadfastly apply ourselves with all possible zeal, attention, and economy, trusting at the same time that our trade and salary books, which were lost with the bark but recopied with the utmost speed, will have already been presented to Your High Nobilities. The payment of 50 Spanish reals for the laxa of masonry bricks having been favorably passed by Your High Nobilities, because they cannot be contracted for 45 Spanish reals, both we and the contractors acknowledge our humble obligation in this regard. Their manufacturing has proceeded somewhat slowly during this tempestuous season of the year, but preparations are now being made more vigorously than before to resume the same all the more zealously in the upcoming, more pleasant season. For the favorable approval of Your High Nobilities that we made use of chiampangs for the transport of those building materials in order to prevent discontent with this court, we likewise express our humble gratitude, as well as for passing for write-off the expenses spent on the roof of the first signatory's residence to the amount of f 28:18:8, as also respectfully do the soldiers Ernst Coenraad Mulder and Johan Nicolaas Mulder for their increase in pay. On these grounds, in the hope of Your High Excellencies' most benevolent approval, we have complied with the King so far that, having yielded, the said surplus quantity of mined material may be transferred to Costi at His Honor's most esteemed disposal. From Palembang, the 21st of May, Anno 1771 with the report that it had reached them from there by the overland route, which writing I have the honour to humbly offer to Your High Nobilities for your esteemed perusal, together with a copy of a letter received by the Palembang Sultan from the just-mentioned Jamby prince. I answered the King of Jamby through his envoys that I was unable to reply to his letter to his satisfaction, and that His Highness would do best in the future to always address Your High Nobilities directly. The King of Palembang gave an entirely negative answer to the envoy, and promised to deliver to me his written response once it is prepared, which will then be humbly forwarded to Your High Nobilities at the first opportunity. Because, according to Your High Nobilities' esteemed order in the letter of the 3rd of September of last year, the burning of lime remains postponed until all the timber works are at hand, we respectfully request that with the final delivery of those materials, one to two thousand tubs of slaked lime may be sent to us at once, in order to enable us to immediately and with the utmost speed set to work on the projected project. In the meantime, we take the liberty, on account of the ample expiration of their terms, to present to Your High Nobilities the humble request of 9 From Palembang, the 21st of May, Anno 1771 Willem Mailjart of Amsterdam, Assistant, for his release to the Coast. And our remaining cash balance currently consists of approximately 25800 Spanish reals. Finally, we humbly submit to Your High Nobilities a letter from the King of Palembang to his envoy Darpa Mangala, to act with it according to your highest discretion, the same having been handed over to us by the prince's envoy with a friendly request to have it forwarded to the mentioned Darpa Mangala in Batavia. This goes accompanied by the duplicate of our humble letter dated the 5th of April last, together with such further papers as are recorded on the accompanying register, while we have the honour to subscribe ourselves with the deepest respect. After the preceding compliments, this reads as follows: We further communicate to the Resident that the Company has now abandoned my settlement for four years and the Lord Governor General has not written to me, although the Sultan has not been negligent, having already sent the Pangerang Nata to Palembang in order to inquire about the Sultan's offense against the Company and to take counsel regarding it, but the previously replaced Resident did not deign to meet the mentioned Pangerang, which makes the Sultan fearful of the Company. Some time ago, the Pangerang Samarta also arrived very suddenly here in the roads, without the Sultan knowing where he had come from, just as a bird comes flying and settles down elsewhere, whose whose arrival, whence it came, is uncertain, although the Sultan has learned that he was brought to Batavia by Resident Hommelberg and detained by the Lord Governor General on account of the Sultan's transgression against the Company, which increases the fear even more. After the preceding very polite compliments, this reads as follows: Furthermore, we respectfully communicate that the Company has now abandoned the settlement of Djamby for four years, and Padoeka Kakanda has received no letters from the Lord Governor- General; however, Padoeka Kakanda has not been negligent, but has already previously sent the Pangeerang Nata to Palembang in order to inquire after the misdeeds of Padoeka Kakanda against the Company, and to consult thereon; however, the previously replaced Resident did not deign to meet the said Pangeerang, which makes Padoeka Kakanda very fearful of the Company. Also, some time ago Pangeeran Samarta very suddenly arrived at the roads of Djamby, without Padoeka Kakanda knowing from where he had come; just as a bird comes flying and settles down elsewhere, whose arrival from where is uncertain; although Padoeka Kakanda has learned that he was brought up to Batavia by Resident Hommelberg and detained by the Lord Governor-General on account of Padoeka Kakanda's transgression against the Company, which increases the fear even more; for which reason I am very eager to meet the Company's Resident at Palembang, in order to speak with him about the mistakes previously committed by Padoeka Kakanda, who will not fail to come over thither without expressing himself further in this small letter; as upon meeting Padoeka Adinda face to face, I shall clearly reveal my disposition toward the Company; of all of which I hereby give notice to Padoeka Adinda, urgently requesting pardon, in which I place my trust. From Palembang The 16th November Anno 1771. piculs had been brought in, the Sultan was very pleased, saying he hoped that time, which for the present had not assigned more than 13 rixdollars per picul to that quantity, would indeed grant a more favorable decision. Whereupon he was politely served with the reply that His Highness could not possibly be unaware of having been earnestly dissuaded, not only several times orally by us, but above all by Your Noble Highnesses' missive of the previous year, from delivering more than 15,000 piculs; that despite this, at the time of shipment, the ruler had persistently pressed for passes beyond that quantity, even with assurances from the emissaries that the Sultan would fully acquiesce in the highly honored decision to be expected regarding the surplus transport, whether of non-payment, or deduction from subsequent deliveries, or satisfaction at 13 rixdollars per picul; and that therefore the surplus brought in was assessed under no other condition than the latter, and at the same time 56,004½ rixdollars was presented to the Khedemang, who, refusing that receipt, caused this sum to remain at the disposal of the ruler at Batavia. Your Noble Highnesses had regarding that matter not only determined not to grant any price increase, but were even in expectation that His Highness would in the future gladly be content with such payment, as the advantages of that mineral were almost solely to be sought on the side of this kingdom, and hardly at all on that of the Honorable Company; moreover, the way was then also open to bring comfortably some 4 to 5,000 piculs annually above the stipulated 20,000 to the capital. The King, having listened to these reasons with much attention, answered nothing further than the proposed price reduction of tin, declaring that in earlier days he had now and then spoken of this casually with the residents without this having brought about any change in the matter; but as he now saw the same flowing from the pen of Your Noble Highnesses with no small astonishment, this matter deserved double attention; that as far as the matter itself was concerned, if it depended on him alone it would soon be decided, but since almost all inhabitants, both great and small, had an interest in it, nothing could be done in this without general consent, and therefore he could not declare himself on this weighty proposition for the present, but would submit the same to the consideration of all the grandees and chiefs of the kingdom, and communicate their decision to us. Since then, continuous council meetings have been held at court about this for about 14 days consecutively without determining anything. The Pangeran Depatti and a few with him, as is quietly learned, seem inclined toward it, and would perhaps also persuade others, were they not thwarted by the Crown Prince with daily new difficulties, drawn from old custom; from the uncommon damage that the common people will then suffer, and above all that Bangka will thereby be depopulated, as the islanders already barely manage to get by, and enjoying even less then, would certainly be forced by poverty to seek refuge elsewhere, and similar pretexts. For that reason, I have spoken earnestly with the Lord Crown Prince three times during separate visits regarding this, and each time obtained his promise to cooperate to make it succeed; however, it has been kept lingering until today, so that we cannot as yet have the honor of communicating a good outcome of affairs to Your Noble Highnesses; seeing that the King, Crown Prince, and most grandees of the realm have now been out for more than three months hunting and fishing in the uplands, whereby all court affairs are in deep silence. Upon the ruler's return, we shall leave nothing undone to dispose their Noble Highnesses toward the aforementioned price reduction. Regarding the cited five Mandharese paduwakkans and the 30 souls thereof still remaining, the ruler has not expressed himself further, so that we merely continue to detain those vessels, while the people are used for coolie labor. From Palembang, the 16th of November 1771. Batavia, dated Amsterdam, the 25th of September 1770, containing the matter of Palembang. According to your advices of the 19th of May 1769, matters have remarkably changed in appearance, and one must conclude from the conduct that the sultan has for some time held with respect to the Company that he has formed some evil intention. We still flatter ourselves, however, that the differences which have arisen will have been amicably settled and that the Company will not have been obliged to break openly with that prince. It likewise appears to us that the residents Meus and Berckhout have given only too much reason to suspect them, if not of deliberate bad faith, then at least of extreme negligence and dereliction of duty in the master's service. We shall await the outcome of the investigation that will have been made in that regard. We do not find entirely rejectable, however, the reasons which they brought forward in their defense concerning the 20,000 picols of tin that were brought to China in 1767 with 10 Palembang junks. For if that consignment was transported not from the river of Palembang, but from Banca or thereabouts, this ought primarily to have been prevented by the Company's cruising vessels. But experience teaches how little fruit that measure bears, while even the cruising expressly instituted pursuant to your secret resolution of the 11th of October 1768 against the clandestine transport of tin from this realm to China answered the purpose just as little as any of the former ones. We should almost have to suppose that among all the officers who can be used for such commissions, not a single chief is found who possesses the requisite capability and virtue to carry out the commission properly. It is meanwhile indisputable that from time to time considerable consignments of tin are brought to China in Palembang vessels, and it is just as certain that this could at least partly be prevented if those who must watch against smuggling performed their duty properly. Concerning the deficits that are constantly found in the tin brought to Batavia with the king's vessels, we expressed our thoughts on a previous occasion. It is still remarkable to us that the 32 vessels which arrived there in 1768 delivered over 716 picols of pepper more than the passes stated, whereas on the contrary a deficit of 296 picols was again found on their cargo of tin. The cause of that deficit must nevertheless, as you have noted, be attributed either to the actions of the juragans of the king's vessels or to the differences in the weighing. The first, the sultan maintains, cannot be the case; but the reason given for this, and which the residents seem to agree with, that it is not due to the weights, we take the liberty respectfully to assure your Right Worshipfuls, having confronted these weights this year before the dispatch with the standard weight as well as daily, and found them all accurate at present, because the one piece of fifty pounds found slightly too light in 1768 was exchanged at the headquarters, is in our opinion not sufficient on that ground alone to acquit the juragans of illicit trade. Although it is also true that it pleads in their favor that they generally deliver more pepper than their passes state, as it is not presumable that if the juragans had the opportunity to dispose of the tin clandestinely, they would not do the same with the pepper. It also appears that nothing is amiss with the weights used for weighing the pepper and tin vessels, as well as the weights against the Company's standard weights, since according to the servants' letter of the 4th of August 1768, of the six pieces of fifty-pounders, they were confronted against the standard, where only one piece was slightly light and the others were found accurate. Besides that, in this regard, it would also come into consideration whether the pepper, just as the tin, was weighed out to the juragans with the same weights and in the same manner; for were that done, the defect of the weights would have to affect the pepper as well as the tin. The tin is indeed generally weighed out to the juragans with those weights, yet not always strictly, as one often, to hasten the landing somewhat, counts 2 or also 3 unweighed pieces of tin for one picol, and gives out the passes according to that rough calculation, awaiting the difference with the Company's scales. Or indeed, one seldom or never weighs the pepper out to them, but weighs with the same measure, which differs much in weight between small or large, well-fallen, or ripe grains. Referring ourselves respectfully regarding the passes and the return thereof to the answering of the very respected home extracts of the year 1768, which still remains in use in the year 1769, while the restitution thereof remains unperformed to this day. Indeed, the point of interest, to which that refusal reasonably seemed attributable, cannot be the motive thereof, since according to the servants' declaration, nothing was paid for granting the passes. The displeasure shown by the Sultan over your adopted resolution to pay no more than 13 rixdollars per picul for the 1768 piculs of tin brought in excess of the stipulated 25,000 piculs in 1768, is all the more unreasonable because he was informed of that decision before it was dispatched. The reduction of the office's expenses in 1767/68 to the amount of 3254 guilders and 1 stiver is pleasing to us, and your attention to the servants' demand for cash will, we hope, encourage them to arrange it with greater deliberation in the future.
