who in return also brought a horse, both of which have been credited to the gift account, to be settled; a gold chain and 1 roll of silver cloth, and to his brother Moesseen Ailichan Bahadoer, who is the Nabob of Circadoe, and on that occasion also sent a set of robes of honour and some other trifles along with a letter, 4 lb. of each of the principal spices, 2 ounces of cinnamon, 1 ounce of nutmeg oil, 8 ells of green cloth, 1 piece of fine Pennemes, and 6 bottles of rosewater, all to the value of ƒ1466. 3. 8. purchase price; and having been kindly accepted, the last-mentioned Nabob, in return through the Persian secretary, also offered a horse as a gift to the Governor, which having been appraised together with the previous one, the one, or the first, at 101. –. – pagodas, and the second at 87½ pagodas, or 188½ pagodas, making together ƒ848. 5. —, has been credited to the gift account, and how this was dealt with; and we have for the present retained them in order, if opportunity arises, to send them to Batavia with yet a third horse presented by the soubah himself to the retired Governor in the previous year, to see whether it might perhaps serve the service of the Japanese Emperor, or else be sold at the principal Indian station, since in the year 1769 30074 lb. of saltpetre was requested from Bengal and sent in 1770, making after deduction of the validation 28570 lb.; of which successively 15500 lb. was supplied and 13001 lb. has remained as a balance until now; and why; because the selling of such gifts in the vicinity of those who sent them is often regarded as a slight; Concerning the article of short weights, may it be permitted to us to show to Your Right Honourables that under the date of 21 August 1769 a quantity of 30000 lb. of saltpetre was requested from Bengal, and also the year thereafter 30074 lb. was received via the ship De Snoek, or, after deduction of the 5 percent validation amounting to 1504 lb., the quantity of 28570 lb. was received, and of that more than 16500 lb. having been successively supplied for the manufacture of gunpowder, a balance of 13001 lb. remained, since from the financial year 1769/70, at which time, or upon dispatching the demand to Bengal, the remaining stock was still large, namely 11273 lb., no or little gunpowder has been made, as through that which was already made we had enough gunpowder in stock according to the regulation; therefore the yet the same has now begun to melt; the same would give a greater loss in the making of powder and become entirely useless; to write off directly, and request for authorization thereto; aforementioned balance of 13001 lb. has had to remain lying until now; yet noting that the salt thereby began to lose its strength and to melt in such a manner that all the bags had already become damp, according to a report submitted by the warehouse masters regarding this at our meeting of the 17th of this month, accompanying this in copy; and therefore it was resolved on that day, because lying longer it will give an even greater loss and in the end will become entirely useless, since according to a second report also accompanying this in copy from the Lieutenant of Artillery Godlieb Kruger, upon refining 100 lb., as giving now already a 55½ percent loss, it yielded no more than 44½ lb., thus already giving a loss of 55½ percent, resolved to supply the aforesaid balance to the powder mill for the manufacture of gunpowder; but noting the loss that will fall upon it is too great, as it will amount to more than 7000 lb., and remarking that this is too excessive, and we understand that writing this off directly would exceed the limits of our subordinate power, so we very respectfully request Your Right Honourables to be authorized thereto; arrival of the fiscal here; De Joncheere is permitted to remain here until October, and why; Concerning the servants, we have the honour to communicate to Your Right Honourables that the merchant and fiscal of this principal station, Marthinus Koning, having arrived here overland from Bimilipatnam, was introduced into our assembly on the 5th of May last, and was sworn in to that office as well as member of policy and justice; and that furthermore, upon the request made by petition by the second of Palliacatta, relieved from this coast, the merchant Nicolaas De Joncheere, at our session of the 17th of this month, the same was permitted to remain here until next October, in order then to undertake the voyage to the principal Indian station with the regular ship, as he currently finds himself unable to do so due to the inconveniences that prevent him, especially his present sickly state, as suffering from considerably swollen legs, so that he cannot well walk

Concerning the article of the arrival of the Bengal ship and its departure after removing the military personnel who were on board, on which vessel the Bengal Director Vernet was present. Ships and vessels, we have the honor to inform your Right Honourables of the arrival at this roadstead on 14 July last of the ship De Bovenkerkerpolder, bound from the Netherlands for Bengal, and its departure for the Ganges on 4 August following, after the military personnel on board, consisting of 57 heads, were removed and retained here to reinforce the garrison, pursuant to your Right Honourables' authority contained in your general rescript to our letters of last spring, dated 12 May last; on which vessel was found the former Director of Bengal, George Lodewijk Vernet, who, as he stated, had been permitted by a decision taken by the government at Cape of Good Hope to proceed again to Bengal and repatriate from there. Regarding the return ship Alkemade, all the orders contained in the aforementioned respected letter and the accompanying extract from the General Resolutions of Batavia Castle dated 10 April of this year have been promptly observed and complied with, so that the Jaggernaijkpoeram servants were instructed by letter of 23 July last to ensure that the cargo of that keel should not amount to more than 9 tons, just as the breaking of the cargo and unloading of that ship, as well as its reloading here, were regulated as closely as possible according to the report sent over by the Commander and Master of the Equipage at Batavia, and the stowage plan model annexed thereto, in which regard no other change was made than that, in accordance with the decision in the resolution of 22 August last, the bulkhead of that vessel was placed in the ordinary position where it usually stands in all homeward-bound ships, whereas according to the aforementioned stowage plan it should have stood 16 feet forward of the beams and three leaguer-lengths, because if this were altered according to the stowage plan, there would not be enough room to stow as many leaguers of water as required for the homeward voyage, and the skipper objected to placing water on the deck of that vessel, which was laden with piece goods. The said vessel was furthermore provided here with 5000 pieces of 1-foot freestones as a supplement for the missing ballast, with which, as well as with the 348 packs of various piece goods shipped into it from here, it departed on 26 August last for the factory of Jaggernaijkpoeram, without it being possible to remove and retain the 12 sailors sent over with it by your Right Honourables for this Coast, as they had to remain on that vessel both to replace those who died on the voyage and those who remained ashore here due to illness or otherwise, in order to allow that ship to retain the specified number of 110 heads. We have already received word here that on 19 September last the said vessel was virtually laden up to 9 tons at the aforementioned factory of Jaggernaijkpoeram, and thus almost ready to undertake the voyage to the Fatherland, and was waiting for nothing other than the sloop Poeijoer, which we had already dispatched thither on the 9th previously with our letters and papers for the Gentlemen Masters, and with another 40 chests of chintz and 12 packs of betilles from here to be transshipped into the return ship, and that the said small vessel had arrived in the roadstead there on that same day; so that we do not doubt in the least that the aforementioned return ship will have undertaken the homeward voyage on the 25th of that month, which we wish from the bottom of our hearts may be safe, prosperous, and free of trouble. Regarding the companion ship Vreedelust, the bearer of this, which, as stated before, did not appear here until 22 August, we decided by resolution of that day, reflecting on the shortness of time within which that vessel would have to leave the northernmost factory, namely around the 16th or 20th or at the latest 25th of September next, after first being unloaded here, and then still having to call at the two southern factories, Palliacatta and Sadraspatnam, and there load the ready piece goods

Just as we flatter ourselves with Your Right Honourables' approval regarding the purchase, made in accordance with our council decision of 2 July, of a brand-new vessel built here in the manner of a pantjalang, length over the stems 56, width at its waterline 14, and depth to the deck beams 7 1/4 feet, with everything belonging thereto, for a sum of pa/o 1303. - 65. or f 5850: 4. —, instead of the thony De Jonge Galenus sold by public auction pursuant to the resolution of 17 December of last year as no longer seaworthy; and this on the basis of the authorization requested from Your Right Honourables by letter of 15 January following, in accordance with the decision made on that day, to build another thony, which we supposed we would indeed obtain because of the necessity for such small vessels set forth therein, as has also happened since; because, for such reasons as are extensively alleged in the said resolution of 2 July, and to which we humbly refer to avoid a double account, we judged the same to be much more advantageous for the Honourable Company than proceeding to the construction of a new thony. Regarding the discharged cargoes of the aforementioned keels Alkemade and Vreedelust, the findings thereof were summarized in our resolutions of 22 August and 25 September, of which latter an extract accompanies this, according to which the officers of the first-mentioned vessel were charged by way of ransom for compensation and debited to their account for the 244 1/2 lb. Japanese bar copper and 5 1/4 cans of olive oil delivered short beyond the permitted allowance, as also 30 bottles of brandy with 50 per cent advance, which were spoiled and on that account returned to them, but on the other hand 154 Specification of how the findings of the cargoes of both ships have been disposed of. there was credited to them again 946 3/4 cans of arrack at 28 current pagodas the leaguer of 388 cans, which was then the price of that liquor; the 4000 pieces of cadjang mats not accounted for here, which according to the declaration of the ship's officers had not been shipped in that vessel at Batavia, having already been received here by the ship Vreedelust, and thus clearly proved. Proposal of the application of the skipper of Vreede Lust, to be relieved of the pepper charged to his account, and on what grounds. Timbers of 16, 15½, and 15 palm were taken in for the benefit of the Cormandel office without payment until the invoice thereof shall have been received. Wherefore we, along with this, humbly insist and at the same time submit the application made to us by the skipper of that vessel, Willem Silvester, for a recommendation in writing to Your High Nobilities for the relief, if possible, of the 4327 lb. of pepper charged to his account above the permitted allowance, on the grounds that this exorbitant shortage is to be attributed to nothing other than the good condition of the vessel under his command, since the pepper was discharged from it extremely dry, thereby having lost much of its husk and thus having given such a large leakage, which would not have occurred if it had been shipped in straw sacks; since he attested that it would fall extremely hard upon him to have to bear so significant a damage, which was caused without his fault or any neglect of duty, which we judged not to be unfounded, as the pepper, according to the finding upon receipt, was extremely dry and dusty, for which reason we also request Your High Nobilities to give this favorable consideration. Garbling carried out of the nutmegs received with Alkemade, and the mite-infested portion written off. And since the nutmegs brought by the first-mentioned vessel Alkemade to the quantity of 158 chests were already heavily mite-infested upon receipt, according to the report received thereof from the Fiscal and the Delegated Judicial Council Members, the same have since been garbled to prevent further spoilage, and sprinkled with cloves and written off and transferred, on which occasion 3508½ lb. of them were found to be mite-infested and worm-eaten, making 17 3/8 per cent, which we, in conformity with our resolution of No cloths shall be accepted above or beyond the demand, and the linens of the offices shall, as far as possible, be re-sorted here. Offering of thanks for the distribution of the gratuity. the general improvement of the linens may once be achieved, and thereby the necessity to accept any cloths above or beyond the demand may cease, to which we, in compliance with Your High Nobilities' prohibition, shall also no longer proceed at all in the future, and have also absolutely forbidden the Chiefs of the offices from doing so; while we have furthermore also issued the necessary orders to have all the linens collected at the offices brought over here, so far as this is possible and can be done without detriment or loss of time, in order to undergo a further examination by us here. Meanwhile, we very humbly thank Your High Nobilities for the favorable arrangement of the distribution of the gratuity of 3 per cent on the European sale prices granted by the Gentlemen Masters on the linens collected on this coast, or the proceeds thereof, for the years 1767/8 and 1768/9; which shall serve us for the future as a model and guideline in that regard. Postponement of the formal report of the collection until via Ceylon; here at Palliacatta and Jaggernaijkpoeram the same has its ordinary course. Having let this precede in general, we shall treat each office individually, regarding which, or in relation to the fulfillment of the demands of the past trading year, however, no complete report can yet be made before all the tidings in that respect shall have arrived; and therefore one will have to postpone the same, according to custom, until the reporting via Ceylon, when we trust we shall be fully enabled to do so. This main place, as well as the offices of Palliacatta and Jaggernaijkpoeram, furnish not the least matter on that subject, since the collection there having its ordinary course, it will only become apparent after the end of the procurement to what extent the demands there have been met, regarding which, however, we have reason to hope not much will be lacking. Order sent to Palliacatta to pay the same price for one sort of linens, and why. While with respect to Palliacatta we consider ourselves obliged to note here that from the contracts for the year 1772 sent over from there, the irregular method practiced there became evident, namely that the linens for the Eastern Governments are not delivered of as good quality as those for Batavia, and therefore the red fine neckcloths requested for the said Indian capital were contracted at 8 pagodas dearer than the demanded ditto for Banda, the Chiefs there, pursuant to our resolution of 25 July last and letter dispatched on 6 August following, have been ordered to pay for one sort of linen, whether for Batavia or the Eastern Provinces,

The loss on the Palicol Chintzes has also been charged thither, cloth being demanded, to pay equal prices for it as well, provided that the quality then also corresponds with the prices, as we have judged this very necessary for the reasons cited in the aforesaid resolution. Having furthermore also dispatched the necessary order to that Office for the paying into the Treasury of what was lost upon the sale of 32 packs of Cambays to an amount of ƒ3358. 17. 8, which, as far as the share of the Chief Dormieux is concerned, has also taken effect there, and has been done here by the former Secunde De Joncheere. Just as we have likewise charged thither the loss suffered, together with the loss of profit of 25 per cent instead of the previously imposed 50 ditto, on the 4500 pieces of Palicol Chintzes sold in the Netherlands, amounting to ƒ25299. 5. 8, to the end to be paid by Scoffier as Chief of that Office, and why. has been accomplished. The Jaggernaickpoeram servants have been notified of the permitted increase on the checked rumals, to be paid to the Honorable Company in his capacity as former Chief at Palicol, and together with his Secunde Camper, collectors of those cloths (who accepted them as good and shipped them), for which he alone has been judged liable by our resolution of the 25th of July aforesaid, since the said Secunde Camper, having died insolvent, has left nothing from which his share can be recovered, other than the contingent due to him in the gratuity of 3 per cent granted by the Lord Masters for as long as he lived, which is by no means sufficient for that purpose; but no report has yet been obtained whether that payment has already been accomplished by the said Scoffier, and therefore, after the dispatch hereof, we shall insist upon it once again. The present Secunde Scoffier, The Jaggernaijkpoeram servants having been properly 160 awaiting Your Right Honourables' disposition regarding the bad cloths of that Office, and the same will be given preference over Paliacatta regarding the checked cloths. notified of the increase of 10 per cent permitted by Your Right Honourables on the checked rumals, should a demand for them be made from Europe for the coming year, and the further restrictions made in that respect, in order to regulate themselves accordingly; while concerning the cloths of very bad condition shipped to Batavia on the ship Leekerlust for the account of the Chiefs of that factory, we continue to await Your Right Honourables' pleasure, as all that they have submitted in their excuse concerning this has been presented to the same in our respectful letter sent by that vessel on the 30th of June last; furthermore, in accordance with Your Right Honourables' respected order concerning the allocation of the demands for checked goods, this Office will be given preference over Palliacatta. Concerning the Residency of Shameless conduct of the Portonovo merchants, and wherein the same consists. 8. 162 and 13 ditto baftas could be delivered in excess, either to serve for the new demand of that office, or to be summoned here and employed for Europe or India according to necessity, since the same could no longer serve in reduction of the Indian demand for bleached cloth, after 16 of the petitioned 18 bales for those regions were already fulfilled and bundled; adding further that even if one were to proceed to the acceptance of third sort, it would nevertheless be hard pressed to get the demand of the aforementioned 113 bales of bleached linens fulfilled, since they had already complained from the very beginning, or even upon the assigning of the petitions, about the magnitude of the quantity of bleached goods, and had made known their utter inability to fulfill it unless a third and upon what basis, as well as with what demonstration, yet such was rejected, third sort was accepted. But taking that matter into deliberation at our session of 25 July, we rejected that request and referred the chiefs to what was written by Your Excellencies in your honored missive of 12 May of last year regarding the acceptance of third sort made in the previous year, as we, added to the prohibition against accepting any goods above or beyond the demand, considered the same as an express prohibition against proceeding to do so any longer; as well as demonstrating to them how harmful it was to show the merchants any favor or obligation, as they immediately wished to make a law thereof, with the recommendation to break their traders of those bad habits, just as Your Excellencies are requested to examine both matters in their circumstances in the 353 163 Whereupon nothing followed; hope that the demands there will be nearly fulfilled; the 7 bales of the merchants from there, which had been held here, were sold by auction. aforementioned resolution and letter dispatched to that office on 6 August following; whereupon nothing further has followed since, except that the chiefs in a letter of 9 November expressed their regret over its non-acceptance, for the reason that some bales for the Fatherland would come to be lacking thereby, which they nevertheless say will not be much in proportion to the demand, so that we have hope that the petitions at that office will be nearly fulfilled. Just as we likewise note for Your Excellencies' observation that since the complaint made to the English Ministry at Madraspatnam in our letter of 14 October 9 164 and one shall endeavor to revoke the increase on the coarse weave there as well as at Bimilipatnam; at Palicol the demands are fulfilled mentioned last year, we have heard of no further acts of violence by their merchants against those of the Dutch Company at this office, and the same has thus had a desired effect; endeavor shall further be made on all favorable occasions to revoke the granted increase on the coarse weave, which still remains in effect at this office and at Bimilipatnam, just as at the other factories. for several reasons, as are described at length therein, they have also been authorized to proceed, toward the reduction of the Demands for the coming year, with the procurement of Guinea common bleached, ditto the Company's old sort, and 9 Caals Guineas, being assured that these assortments would definitely be requisitioned, but with respect to the other cloths, the Chiefs were ordered to suspend operations until the new requisitions should be received, which were then sent to them from India by letter of 8 December, so that they might regulate themselves accordingly, they having in the meantime, by their further letter of 10 July previously, already reported the complete fulfillment of everything, and that, toward the reduction of the Demands for the coming year, they had already proceeded with the gathering of coarse cloths, both long and short weave. The merchants there have not yet been granted the conceded 3 per cent increase, but orders are awaited in that regard concerning the demonstrated differing prices. While, with relation to the increase of 3 per cent above the contracted prices granted by Your High Excellencies in the previous year to the merchants there for all linens paid to them in species other than three-image pagodas, we have decided by our resolution of 25 July to persist for the present in what was decreed in that regard at the sessions of 5 August and 4 November of the past, as well as 17 June of this year, in not letting the merchants enjoy it, and in the meantime to await what Your High Excellencies shall further be pleased to approve regarding what was demonstrated from here in our advices dispatched with the ship Zeekerlust on 30 June last with respect to the difference in linen prices between those of the Honorable Company and those paid by the English or their private individuals; continuing meanwhile with the delivery of merchandise on the supply of linens to those merchants, namely, whenever they come to request it and see an opportunity to retail the same to the inland merchants, and not otherwise, so that in that respect not the least coercion takes place, but such depends on their own will. At Bimilipatnam the demands have also been fulfilled. Concerning the office at Bimilipatnam, we must likewise commend the merchants as well as the Chiefs regarding this point, as the former, according to the letter from the servants of 30 June last, having promised to fulfill the Demands completely, the effect thereof has already been evident to us from their further letter of 16 August, as it is reported therein that this will have taken place once the remaining 19 packs of Guinea common bleached and 26 ditto of Salempores on the Requisition for Europe, as well as 53 ditto of Guinea common bleached for Batavia, have been baled, which could amply be found from the unsorted cloths lying discharged in the cloth warehouse; and moreover, from the specification of the stock provided therewith, it is evident that there are already some linens in stock for the requisitions for the coming year. As regards the arrears of the merchants under this article, this serves for Your High Excellencies' honored information that the Junior Merchant and Second Warehouse Keeper here, Ian Daniel Simons, has not only stepped in as guarantor for the Sadras merchant Goendoer Baal Chittij instead of the Bengal Head Administrator Canter Visscher, and has increased that surety, which previously amounted to only 1500 pagodas, to 2000 ditto, so that we have been spared from taking the least measures to indemnify the Honorable Company for the money enjoyed by that merchant under the suretyship of the aforementioned Canter Visscher, because the new security from Simons is sufficient for it, and thus there is no difficulty for that trader, but on the contrary, hope that the largest part of his arrears will come in this year, and that he, after his share in the linens of the merchants of that factory sold by public auction mentioned hereinbefore has been credited to him, will remain indebted for no more than about 800 pagodas. So that in that regard there is no difficulty, but hope that the largest part of his debt will come in this year. The state of debts is in general favorable, and from Bimilipatnam a handsome sum will come in, but the merchants still urge their claim on Bronsvelt. Just as we must likewise testify regarding the State of the Debts in general that they are everywhere in a favorable condition, and a handsome sum will again come in at Bimilipatnam this year, although we must at the same time report that those merchants, with respect to their claim chargeable to the former and now deceased Chief Bronsvelt, continue on all occasions to urge with equal zeal for its restitution, however much one tries to divert them from it and to deprive them of all flattering hope in that regard, so that, upon liquidating their accounts except for that claim, one will first have to experience what they plan to do in that matter; the 26 packs of rejects from that factory having been sold at auction here after the dispatch of our respectful letters of 30 June last, in accordance with what was recorded therein, by the ship Zeekerlust.

And upon the requested elucidation regarding the freight-free shipment of linens served by the merchants. by those Chiefs concerning the freight-free shipment to Batavia of a certain number of packs of linen by the indebted merchants, namely, which assortments; and their raised difficulty in case the same should not be assortments petitioned for by the Honorable Company, together with the question whether the whole capital with the profit to be obtained, or the gains alone, should be withheld in reduction of the debts, we have, according to the tenor of our aforesaid council resolution, ordered them to adhere strictly to the tenor of Your High Excellencies' order and the recently issued placard concerning the opened private trade, as sufficient clarification is to be found therein; and furthermore, the authorization granted to Bimilipatnam to let Notwithstanding the justification made, the ordered provisional deposit of the debts was persisted in. the proceeds of the linens sent to Batavia by the merchants remain entirely in reduction of their debts with the Honorable Company has also been made applicable to that factory, although we very much doubt whether anything will ever be sent by them. If the trade is not disturbed, the profits will not be less than in the past year. The undersigned Governor, having demonstrated in our meeting of 25 December past that upon taking over the garden China from his predecessor, the Honorable, Highly Esteemed Mr. Ordinary Councillor of Netherlands India, Pieter Haksteen, he had observed that the price of the same was set at 5000 rixdollars, and that the said Honorable Mr. Haksteen had validated 500 of the same, so that there was paid and disbursed by him for it a sum of 4500 rixdollars, of which, pursuant to Your Right Honourables' order contained in your honored letter dated 14 July of the year 1770, 10 percent per year must be written off, so that, if this remains thus maintained, in the space of five years expression of thanks from the promoted servants half of the value of that garden would be paid by him alone; so we have, upon the proposal made to that end by his aforementioned Honour, decided to request Your Right Honourables, as is most humbly done hereby, to make some mitigation concerning this, as it is rather substantial for His Honour to contribute 2500 rixdollars for that garden alone, whereas the governors coming in the future will also have the same at their complete disposal without suffering the least loss on it.
