Although we do not doubt in the least that the ship Vreedelust, which sailed from this roadstead on the 16th of October last, will have arrived quickly and without mishap at the chief place of the Indies, and that our humble secret and common dispatches sent with it, dated the 15th of that month, will have been delivered safely to Your High Nobility; nevertheless, we offer to the same herewith in all deference the duplicates thereof, serving to accompany which, as well as for the annual general description of the state of this Government in the trade year 1771/1772 just closed and what has occurred and been performed in the master's service since the dispatch of our aforesaid latest respectful letter, we shall, before proceeding thereto, insert the extract from the honored General Letter of the High Noble, Right Honorable Lords Seventeen addressed to Your High Nobility under date of 2 October anno 1771, answered by us in the margin, to which we refer in all deference; the said extract reading as follows: The collection of cloths in the trade year just concluded has had as good a progress as one could have wished, considering the bad times and circumstances which are still experienced here on the Coast; and which favorable outcome has also given rise not only to the reduction of the merchants' debts, but also the complete fulfillment of the demands at some of the subordinate factories, especially Bimilipatnam and Palakollu, as the details thereof have been communicated to Their High Nobilities the Noble High Indian Government at Batavia in our respectful writing departing today to the same, to which we respectfully refer to avoid repetition. The lesser collection of linens on the Coast of Coromandel during the year 1768/1769, being mainly attributed to the war that took place there, causes us to hope that now that peace is restored in the country, and the laborer has returned to his work, that main branch of the Company's trade will flourish anew and the Dutch as well as the Indian demands can be completely satisfied; we have all the more expectation of this since, according to the answer of the ministers to the extract of our letter of 28 September 1768, the

that at present in Nagapatnam nothing is lacking in weavers, and we may therefore also consider as lapsed the frequently urged fear that through the prohibition against the importation of private linens to Batavia, the weavers would be compelled to seek their livelihood outside the territory of the Company. It has therefore given us much pleasure that the procurement of coarse cloths has markedly increased, and that you already in 1768 received a good quantity of them; but since, as you rightly observe, the high purchase prices virtually absorb the profits which the Company previously enjoyed on those linens, it was also particularly agreeable to us that at the contracting at Nagapatnam for the year 1770 the previously granted increase was withdrawn again, and there was a strong likelihood that this could also be done at the subsequent contracting at the subordinate offices. In that expectation we have framed our currently departing requisition, and adhering to what is said therein for the instruction of the ministers, we order them prompt and exact compliance with it. We nevertheless in general leave them the freedom that, when any linens are requested specifically from this or that office, if those same varieties can be obtained in the same quality, but at a lower price, in other places, they may then give preference to the latter, because those linens are only requested in order to gain the greatest profit thereon, and it is indifferent to us at what place they are delivered. That the permitted price increase on the coarse cloths has been withdrawn again, we have already communicated to Your Honorable, highly respected Excellencies in our respectful marginal response to Your Excellencies' honored general dispatches of the 25th of September and 15th of October 1770, inserted into our letters dispatched to Batavia of the 14th of October 1771, except at the offices of Sadraspatnam and Bimilipatnam, where the merchants could not be persuaded to let the same drop again. We must therefore, for the sake of their debts, still exercise some leniency toward them. The arrears of Bimilipatnam are beginning to diminish noticeably; once these are settled, the merchants there will likely be persuaded to withdraw the increase of 4 percent granted to them. But at Sadraspatnam, where the arrears also diminish from year to year, there will for now, so it seems, be no likelihood of withdrawing the increase granted about five years ago, because the merchants cannot possibly deliver the linens for lower prices. One has already been under the necessity of making use of the granted concession to contract for varieties requested from one office, but which through some difficulties could not be delivered there, at another of equal quality and lower prices, regarding the 7 bales of betilles Ternatanas requested from Palliacatta. Thus, upon the merchants' declaration that they could not be delivered in such good quality for the prices paid hitherto, 4 bales were produced here as a trial, of which two were sent to Batavia with the return ship Alkemade and two with the ship Vreedelust, showing a difference of 11 7/16 percent on the betilles of 30 cobidos long and 3 ditto broad, and 3 3/16 per hundred on those of 2 1/4 cobidos broad, cheaper than has been paid for them thus far at Palliacatta, while in the constitution and quality of the linen itself little or no great difference can be detected. We refer regarding this to our resolution of the 17th of June of this year. For the direct dispatch of the Coromandel return cargoes for the Netherlands, we trust that you will have already made the necessary arrangements, for which the damage that the Company suffered again in the past year through the failure to sail of the ship De Vrouwe Petronella Maria provides a further, though painful, motive. We cannot, lastly, pass under this chapter without citing what appears in the answer of the ministers of 28 September 1768 with regard to those varieties of linens which were repeatedly requested by us, yet not sent by the ministers, and yet were imported by private individuals. For the pretext that those linens were not sent because private individuals pay more for them is as unfounded as the reason which is given for that higher payment. Because the ministers, when it was time, never appealed to those high prices, we never canceled those varieties because of their excessively high price; further, it must be beyond dispute that for the stowage of those linens in the ships that departed from there We refer with much respect to our answer in the margin of the provisional answer set down for the homeland requisition for 1772.

201 ships abundant space would have been found, and thus the transport thereof would have cost the Company as little as the private individuals any money; but people, so it seems, wanted to say something in justification of the previous ministry, and, being unable to bring forward any good reasons for that, had to manage with far-fetched excuses. The arrears of the merchants are decreasing significantly from year to year, and there is no doubt that the reduction of the same in the concluded financial year was about as large as in the previous year, whereof a further respectful report will be made to your Right Honourable, as soon as the still missing papers have come into our hands. With regard to the arrears of the merchants, we were displeased to learn that in the year 1768/9 they had increased by a sum of ƒ38235. 12. However, the ministers having assured us in their direct advices of 10 January 1770 that no damage was to be feared from this for the Company, we shall pass over that increase; nevertheless, we recommend that they settle those outstanding debts as soon as possible, since the Company, even though secure against bankruptcies, still suffers no small disadvantage through the lack of these monies, especially when the contracted cloths are not delivered, but the advanced funds are refunded into the Company's treasury after the lapse of some time, as had to be done by the Sadraspatnam merchant Maddhoe Chesaselam. We meanwhile, for that same consideration, are well pleased that the ministers have again accepted several rejected goods from some merchants; but since the cloths are almost never able to yield the advances pledged on them, and, on the contrary, must frequently be sold at a loss, one should, in accepting these rejected goods, keep an eye on 202 Nothing is being neglected, but it is ensured that the rejected goods of the merchants are not sold by them privately, but handed over to the Honourable Company to be auctioned, as was done recently with a lot received from Bimilipatnam and Sadraspatnam, which, having been sold here by auction, raised a combined amount of Pagodas 2283.11.70 or ƒ10365.14.8, for which the accounts of the merchants have been credited, each for his share; namely Pagodas 1779. 4. 088 or ƒ8006. 5. in favour of Bimilipatnam, and Pagodas 504. 7. 70 or ƒ2359. 9. 8 for the benefit of that of Sadraspatnam. Necessary care is always taken, according to duty, everything is done and striven for to make the sale of merchandise always flourish; the profits made on them will nearly equal those of the previous year, their increase or decrease depending mainly on the abundant or scarce supply in Madras and elsewhere on this coast of such merchandise as the Honourable Company holds in common with the foreigners and private individuals; meanwhile, the sales of nutmegs and cloves this year have again had a better appearance than the previous year, which has encouraged us to demand, in our provisional demand, 60000 lb of nutmegs and 70000 lb of cloves from Batavia for the trade of 1773, since the offices having been supplied, the remainder here was no greater than 4888 lb of the former, and 7589 lb of the latter. The sale of merchandise, considering the unfavourable times during the financial year 1768/9, was still fairly advantageous; we consider it particularly well done that the ministers raised the price of the Japan bar copper from ƒ389 to ƒ416. 13. 8; although the sale of that copper was in the beginning somewhat checked by that increased price, it subsequently gained good momentum again; we furthermore presume that the lot regarding which the ministers made reflection in their letter of 29 August 1769 was purchased in Batavia from the Japanese servants, as it cannot be presumed that the purchase could have been made from other private individuals, and the Batavian trade books also indicate as much. 203 It has furthermore given us much pleasure that, according to the ministers' aforementioned letter, the nutmegs received that year per the ship Westerveld were so good that they did not have to be garbled again; and the good arrangement and dispatch of that lot is all the more agreeable to us, not only because, through the better quality of those nutmegs, it seems possible to somewhat prevent the mite infestation to which, as it appears to us, that fruit is more subject on this coast than elsewhere, but mainly because the sale of those spices had been stagnant for some time, and the good quality of the aforesaid lot will very likely serve to increase the sales; with no less pleasure have we learned from those same advices that the sales of cloves had significantly increased; we hope that this will continue, so that the Company, through that advantageous outlet, may be somewhat relieved of the large stock of those spices. The greater sales of cloves would meanwhile be noticeably increased, if we might regard it as the effect of the measures that you, together with the Amboina ministers, have taken to prevent smuggling, and we wish to experience further evidence of this in the future. With respect to the sugar trade, successive representations have been made in all due respect, and most recently in our marginal response to your Right Honourable, Highly Esteemed, Venerated dispatch of 25 September 1770, already cited above. May we be permitted to refer to that, as everything that could be done by way of respectful elucidation in that regard was demonstrated. And that same anticipation of ample and scarce supply, and the resulting fall and rise of prices caused thereby, has determined our demand to 300,000 pounds of powder sugar alone, and no candy sugar for the year 1773, yet under that same express addition that it can take place if the ship space allows it, and thus its shipment could occur without prejudice to the other demanded merchandise. That sugar is not an article of trade for this coast, as the ministers acknowledge in their letter of 20 December 1769, we are quite willing to agree. However, as to obtaining an advance of 34 or at least 20 percent on it with free transport, we would, for the benefit of the Batavia Colony, tolerate that transport with the Company's ships, in so far as no prejudice was thereby brought to the conveyance of more profitable merchandise or other necessary goods. But when, following the proposal of the ministers, one does not charge the sugar with any freight charges, risk, or wear and tear of the ships, and one thus deducts from the proceeds of the sold parcels only the interest, the insurance of the advanced funds, and the expenses incurred on account of the sugar, one will soon find that of that claimed advance, we do not say of 34, but merely of 20 percent, little or nothing remains. We cannot therefore let it pass unnoticed that the ministers, in their requisition for the year 1770, have again requested one hundred and fifty thousand pounds of candy and three times one hundred thousand pounds of powder sugar, since according to the previously cited considerations of the Chief Administrator on the sugar trade, that quantity is far too large to be able to be sold there at a proper price. And in so far as the ministers, for the justification of their requisition for the year 1767, on which we made similar remarks in our rescript of 20 September 1768, referred to the restriction that was allegedly attached to that requisition, and which was repeated in their answer with greater urgency: That this quantity was only requested in case the space of the ships permitted it, we must remark in that regard that this clause was not found in the requisition in the copy of their dispatch of 11 December 1768 sent to us, aside from the fact that this restriction matters little, since we consider the ministers both too knowledgeable and too attentive to assume that they, in calculating the profit that in their opinion could be made on the sugar, would not have considered those expenses which must notoriously be deducted from its sale price, making that claimed profit virtually disappear entirely. In the repeatedly mentioned rescript, we also expressed, among other things, the misgivings raised by us as to whether the supply of merchandise upon the delivery of contracted textiles had indeed been so much to the satisfaction of the merchants, and to what extent they had been persuaded thereto by the granted premium of 4 percent. The merchants have the full freedom to receive, upon the delivery of textiles, as much cash and as much merchandise as they see an opportunity to sell the latter with profit to the inland merchants, whether in exchange for other trade goods or otherwise. And no more is entrusted to them than what can occur according to a calculated estimate made beforehand, and the chiefs for whose account all advances run, they judge to be trustworthy. And we must conclude from the answer of the ministers that this misgiving was not entirely unfounded, and we are all the more confirmed in that idea by the unwillingness of the Palicol merchants to restore to the Company what they had excessively enjoyed on account of delivered merchandise. We would thus again have cause for dissatisfaction regarding the management of that time, but relying on the assurance of the present ministry that such harmful practices no longer take place, we will rest content with that. There is here far more a scarcity than an ample supply of copper doits among the public; therefore, the lease of the same under ultimo August... Having been done upon your special authority, we are well pleased with it, but we hope that you have not been obliged to allow any further redemption of that copper coin species, because the advance of 12 percent cannot outweigh the benefit that the Company enjoys upon the initial issue of doyts and pennies. And regarding the mint and minting matters, we were pleased to learn that not only did the new Nagapatnam pagodas remain in demand, but that the recently introduced silver rupees also eagerly began to circulate, and the Company enjoyed a good profit from minting that species. On the other hand, however, a considerable loss was sustained in minting the gold into three-figure pagodas and especially in striking fanums. The circulation of new Nagapatnam pagodas remains equally popular; likewise, the silver rupees minted at Jaggernaickpuram were accepted by the merchants in the north without the slightest hesitation. However, one cannot bring them so far as to abandon the three-figure pagodas, as it is a coin that the Palicol merchants, as well as the Masulipatnam traders who deliver the red or patterned cloth at Jaggernaickpuram, cannot do without, because they cannot manage with the weavers and brokers using any other coin species. Thus, one is obliged to provide them with it. But to relieve the Honorable Company from the damage suffered in that minting, we have requested your Right Honorable Worships to supply us yearly with 1000 marks of gold brought to 20 carats 8 1/5 grains, as well as 1000 marks of gold of 15 carats for the fanums, in order to make the loss on it, which has been reduced from 7 to 2 37/16 percent, more bearable. However, since according to the ministers' advices that species cannot be dispensed with for the continuation of the cloth trade, we must bear that loss, assuming that no more of it will be reminted than is required for the unavoidable expenditure. We also trust that the ministers will continuously remain attentive to safeguard the Company from the damage that could be caused by incompetent or unfaithful practices in the minting of coin species, which seem to have occurred during the minting of silver rupees at Jaggernaickpuram. The ministers having requested in their direct advices of 20 December 1769 one thousand marks of gold of 20 carats 8 1/5 grains for the minting of three-figure pagodas, we have considered that for several years no gold of a higher alloy than 20 carats 6 grains has been sent from here, that nevertheless during that time three-figure pagodas were struck on this Coast, and no reasons having occurred to us why we should now send gold of such a much higher fineness to this Coast, we shall await further information from the ministers in that regard. Meanwhile, we have resolved to satisfy their demand with 1000 marks of 20 carats 6 grains, which have already been sent to this Government by the Amsterdam Chamber on the ship Velsen. Furthermore, we adhere to what we said in our reply of 7 October 1769 regarding the alleged brittleness of the gold, concerning which we must still have further and clearer information, as the report of the mintmaster Cornelis Pietersz cited in the aforementioned answer of the ministers is not sufficient for that purpose. We had asked in our frequently mentioned letter of 28 September 1768 why the gold presently sent from here was less suitable than before for striking the required pagodas. The answer is: that when the assay is reduced from 19 carats 2 2/5 grains to 18 carats 5 1/2 grains, one must use less copper or alloy for it. But how does gold of 19 carats 2 2/5 grains apply here, since it was sent by us at 20 carats 6 grains? It is furthermore well known that the reduction of its fineness to 18 carats 5 1/2 grains was carried out by the mint officials there, and it is therefore undeniable that if that gold was not suitable for minting pagodas after the reduction of its alloy, such is only to be attributed to the improper handling by the officials in India. We also find that for the minting of three-figure pagodas, both European gold of 20 carats 6 grains and Indian gold of higher fineness have been used, albeit with a more or less disadvantageous outcome. When we now further take into consideration in this respect that the ministers already complained in 1759 about the alleged brittleness and impurity of the European gold, but that upon investigation those complaints were found to be groundless, we are brought more and more into doubt as to what reliance we may place on those reports of the mint officials. Regarding the Cash we find nothing worthy of noting for Your Excellencies' venerated attention, except to inform the same under the article of The Mint and Coinage that the melting down of the new Nagapatnam pagodas, and the recoining of the same into Porto- novo ditto, by the self-interested money-changers and other natives trading in money, is increasing more and more, so much so that one could barely get to see the former coin species, since all that one could lay hands on were sent to Portonovo and recoined there in the mint of the Landlord, so that through the scarcity caused thereby the [illegible] regarding 235 agio between the Portonovo and Nagapatnam pagodas having risen to 4 ¼ to 4 ½ percent, it was resolved at our session of 7 November last, in order as much as possible to prevent the frequent circulation of the Portonovo pagodas in this city and jurisdiction, and thereby also to remove the opportunity for melting down the Nagapatnam pagodas, by a placard drafted for that purpose, inserted into the resolution of that day, to set the first-mentioned coin species, both in exchange in and out, at 19 fanums a piece, and further strictly to forbid the melting down of the Nagapatnam pagodas, likewise payments in Portonovo coin, as also making any money loans in the Portonovo coin, on pain that no legal justice shall be granted thereon, with some further orders and penalties relative thereto, set down more broadly in the aforementioned placard, to which, with Your Excellencies' kind permission, we take the liberty to refer, while we trust that through this precaution taken, there will be removed the great inconvenience to which one is otherwise subject regarding the new Nagapatnam pagodas, since all trade and payments etc. by and to the Honourable Company must take place in that currency. continuation agreeable or presentable, so that those emissaries had to return with no less, just as has happened repeatedly, and most recently in the year 1770, since out of the 10 pieces they were supposed to have, they returned with only 7 of those animals, just as this year they likewise could not obtain the aforementioned number, and for that reason the prince expressly ordered his emissaries returned from Jaffanapatnam not to choose and bring with them more than 7 elephants from the herd for him, notwithstanding that His Highness is entitled to 9 pieces, so that it is easy to see from this that he will not be persuaded to fetch his elephants annually; and to compel His Highness thereto, without special authorization, a request is made for that reason, although complaint was made to the Court about those animals because they claimed three hunting animals, but without success, and one has not been able to decide to compel him thereto according to the proposal made by the Ceylon ministers through coercive measures by refusing the customary letters of recommendation, we have not been able to resolve upon that without special order and authorization from Your Excellencies, which we therefore most respectfully implore herewith. While we have not failed to report to the Court concerning the unreasonableness of the emissaries in many respects, especially that they demanded that three hunting animals, which at Jaffanapatnam had erroneously been placed among the other animals serving for trade, and two of which did not even belong to the Honorable Company, should be handed over to them; but without any success, as and why, what one refers to regarding the charges and expense accounts, likewise regarding the dispositions on the memorandum of errors in the books of the year 1767/8, as they firmly maintain that the aforementioned error is only a pretext not to give those animals. continuation being a well-to-do man, but also has bid 200 pagodas per year more than others on the aforesaid three leases, namely 50 pagodas for the sea toll, 25 pagodas for that of the gates, and 25 pagodas or 60 pardaus for that of the doits, above the 1000 pardaus which the native Soepieramania Pandarum presented for that lease according to the note in our Resolution of 13 September 1771, provided that the Honorable Company were to take over 1000 pagodas in doits per year, but which taking over of the doits the present lessee has waived. We have agreed to that transfer all the sooner because, by the trade opened to private individuals under a contribution of 20 per cent to the Honorable Company, the lessee of the mouth of the river will no longer enjoy anything for the linens which they, as well as the ship's crew, will transport with the Company's ships in their permitted chests and loads, whereas otherwise half toll was paid for the latter, and therefore the interested parties counted on its lesser yield and, at the public auction to be held, calculated at least 400 pagodas less. We judged the adjoining of the gate toll and that of the doits to the same lessee no less necessary: the first to prevent many troublesome disputes that constantly arose between the lessees of the gate toll and that of the river, especially since critical and self-interested people, with which notably all Malabars, however wealthy and powerful they may be, are afflicted, concerning the importation of linens from the country under the pretext of being transported by sea, but which were sold clandestinely here in the city in a conniving manner with the consent of the lessee of the sea toll, who then receives something for it, to various persons without anything being paid for it at the gates, while the lessee of the sea toll upon exportation of those linens again receives his lawful toll from the buyer and exporter; and the other, or that of the doits, for the sake of the advantageous offer, both of 560 pardaus more than was given for that lease anno passado, and the excluded or abolished take-over of 1000 pagodas in doits at the expense of the Honorable Company. For all of which advantageous reasons, as well as the facility and security that exists for obtaining the lease monies, described more fully in our aforementioned Resolution, we trust that our action in this regard will also carry the general approval of your Right Excellencies; as well as that all the other leases, upon the requests made for that purpose by those who bought them, have also been ceded for three years. The lease at Jaggernaijkpoeram has also de novo for the period of three years been ceded to the old lessee with an increase of 50 pagodas or f 225 per year; just as the leasing of the domains at Sadraspatnam and the villages belonging under the same, being auctioned anew for three years as of the end of August last, have produced an increase of 85 pagodas or f 382:10:-; but that of Palicol and the village belonging to it, Contera, yielded f 677: 4: 12 less than the year before. Through the large purchase and transport of copper doits to Jaffanapatnam and elsewhere to Ceylon for the sake of the profit thereon, since exchanging here at 20 pieces per fanum amounts at 21 1/2 fanums to 430 doits per one Porto Novo pagoda, which were again spent on Jaffanapatnam at 16 pieces per fanum, thus producing at 24 fanums per pagoda 384 doits, therefore a profit of 46 doits on every pagoda, has caused scarcity in that fractional money, and thereby the lessee being placed unable to provide the community here with the necessary doits for fanums, as no one brought the doits to him for exchange against fanums, but sold them clandestinely to others: we have therefore, to prevent this, prohibited the buying up and exportation of doits, and ordered all the doits to be sold to no one else than to the lessee, as ought to be done, who is at the same time authorized to exchange the same at 19 pieces and to sell again at 18 ditto per fanum, instead of 21 and 20 pieces, at which it had been fixed by Resolution of 13 September anno passato because of the necessity that existed then; hereby the exportation thereof has been checked, and the lessee thereby enabled to supply everyone with doits according to need. The account of the stamped paper of the closed financial year 1771/1772 being found upon examination to be drawn up and handled according to order, the proceeds received for it amounting to 457 pagodas 3 fanums or f 2056: 11: 4 have been duly counted into the treasury. Under the article of Foreign Nations, we have the honor to inform Your High Excellencies that the French ministry at Pondicherry, on 19 October last, has paid off the borrowed amount of 7000 pagodas lent to them pursuant to our separate resolution of 13 April of this year, with the accrued interest thereon of 5 months and 28 days amounting to the sum of p/o 277; and furthermore they have simultaneously sent us three identical bills of exchange drawn on Mr. De Morij, Cashier General of the French East India Company in Paris, granted in favor of Mr. Johannes Boelen, merchant in Amsterdam, for the amount of the known Malacca bill of exchange measuring 4500 guilders advanced in the year 1763 by the ministers there to a certain Sr. Des Jardins, captain of the snow Le George; two of which bills of exchange, along with the letters belonging thereto, accompany this letter, the third being due to follow by a subsequent opportunity. The pensioned chief surgeon of this outer city, Fredrik Prins, expresses his humble gratitude to Your High Excellencies for the granted pension, and most humbly begs the same for its prolongation.
