As well as to send back the pack of Romals, checked Indian sort No. 151, because of its poor quality, and under what orders, 457 to 458. Insertion of the aforementioned findings, 458 to 459. Satisfaction with the promise made by the Bimilipatnam merchants for the complete fulfillment of the demands, 460. Also regarding the considerable quantity of cloths found at the bleaching grounds, 460. No doubt that the same could be sent to Jagannathpuram in order to be brought here from there by the sloops and loaded here onto the ship Vreedelust, 460 to 461. Approval that the Palicol merchants, as the demands had been fulfilled, proceeded with the collection of coarse cloths, both short and long, in deduction of the new requisitions, 463. Saturday the 7th of December Anno 1771. Notification by the Porto Novo Resident of the descent of the Marathas, and request regarding the packs. Authorization of the same to send them here, and by what means. Decision to send boatmen thither. The Porto Novo Resident having made known by letter of the 4th of this month the rumored descent of the Marathas to these lowlands, and the consternation caused thereby everywhere, as well as the general flight of all the inhabitants of that place, so that he found himself in great difficulty regarding the 32 linen packs ready there, with a request to be provided with the orders of this Government in that regard; since those bales, if those predatory peoples were to descend further to these seashores, would be exposed to their plundering claws: it was, upon the proposal of the Governor, approved and agreed by circular query to authorize the said Resident, first, to hire a good and sufficient thony, or failing that, two chialengen, and to send those cloths hither with them; and in order to facilitate their transport hither, it was agreed to send 20 boatmen from here under two tandels thither, since the Resident raised difficulties that, if he were ordered to send those bales hither, it would be difficult to execute, because upon the first news received of the approach of the Marathas everyone had taken to flight, making it difficult to obtain laborers and other people. Approval of the conduct regarding the new requisition, and in what confidence; of 7500 pagodas. Recommendation for the complete delivery of what was requisitioned; also cloth for the Fatherland. Order to give notice if, upon detection, there is a shortfall. certificate thereunder stating that these goods have been dispatched for their account to be handed over to the merchants. Further, the conduct of the servants regarding the new contract was approved, in the confidence that they will have left nothing untried to persuade the merchants to some price reduction, especially toward the retraction of the 4 percent increase granted to them on the coarse cloths, or a part thereof; also the advance of 7500 pagodas made thereon to the traders, with instructions that the contracts thereof are expected as soon as possible, with a recommendation for the complete delivery of the cloths assigned to them, especially of the Guinea and Salempores Raw, also bleached Salempores for the Fatherland, as the chiefs seemed to make some difficulty regarding their procurement, in order thus to give no further reasons for displeasure to the Lords and Masters concerning the non-fulfillment of these or other requisitioned assortments; and if the servants, after all applied efforts, should perceive that their complete procurement might fall short, it was resolved to order them to give notice thereof here immediately, so that the necessary measures concerning this can be taken in good time. Pleasure over the increased collection in the closed book-year of 158 packs; had it been fulfilled it would have given even greater pleasure. Order to retain. That the collection of linens in the closed book-year amounted to 158 packs more than in the previous trading year was also noted as a pleasing matter, under this remark nevertheless, that the Government would have had much more reason for satisfaction had the traders completely fulfilled the requisitions, instead of leaving 46 packs undelivered; yet noticing that the collection there was also beginning to revive, it was trusted that the chiefs would use all care to cause that of this year to present a more pleasing view. Furthermore, with respect to the chiefs' requested order whether the packs for Europe should be shipped off in the expected vessel from Bengal, or rather retained, 17 December 1771. Order that the European packs be held until further orders. Expectation of the promotion of the sale of merchandise in the closed book-year. To assist with Japan bar copper from Sadraspatnam. it was resolved to refer to the orders dispatched in that regard by circular letters of 21 October last, containing the retention of the same until further orders of this Government. Regarding the sale of trade merchandise, as being one of the most important articles of the Company's valuable trade, the promotion of which must be pursued with the utmost vigilance by all honorable servants, it was thought fit to continue to expect the same from the zeal and candor, and to hold this out to them, with an expression of the pleasure of this Government over the greater profit made on the sale in the closed book-year to the amount of f 5086: 9: –, although the same was of no significance in comparison with the profits made in previous years; with the promise that this Government on its part would also do everything possible that could serve for the revival of this important matter. To which end it was then also decided, on 17 December 1771, Why such could not be done from here. Regarding the late dispatch of the trade papers, it was made known that, however much such was the truth, it was nevertheless harmful and painful for the Honourable Company to bear; therefore, one would expect the fulfillment of the chiefs' promises that upon the expiration thereof, they would duly heed the interest of the Honourable Company in that regard, in order to direct matters so that, if no advantage could be stipulated, the loss would at least be made more bearable. Regarding the excuse made on account of the late dispatch of the trade papers of the last six months, it was resolved, for the reasons given, to accommodate the matter for this time, notwithstanding that those papers were only brought here just in time to be able to report on the state of that factory via Ceylon to the high authorities; for which reason it was resolved earnestly to order the chiefs to dispatch all, and especially such, records in a timely manner in the future. Furthermore, it was resolved to let the under-surgeon Christiaan Adam Kloetter proceed from here to the said place on 17 December 1771, instead of the surgeon Joachiem Nicolaas Adam Huijer, who recently died there; whereby the chiefs' request to be allowed to take another surgeon from the expected Bengal ship lapsed. Meanwhile, the provisional admission of a Portuguese surgeon who practiced according to the European method was approved; yet that the chiefs saw fit to grant him 5 pagodas per month appeared entirely disagreeable to the council, wherefore it was resolved to remind them of this Government's recommendation not to be so lavish in granting salaries, upon the occasion when they had reached just as deep into the Company's purse under similar circumstances, with a prohibition not to do so anymore. Furthermore, the request of the gunner Christiaan Lodewijk Schrijver to be relieved from there and brought hither was rejected, because it was judged that granting the same would only give occasion for more such requests as soon as it enters anyone's head. On the other hand, salary increases were granted to the military clerk Abraham Hendriksz, the soldier Willem Hendrik Straten, and the sailor Jacobus Pleijt. Hereafter, having resumed the letter from the Palicol servants dated 10 November last, and the papers received alongside it, the report regarding the reduction of the debts of the merchants there by an amount of 18303. 9. — pagodas or ƒ82365. 3. 8. did not appear as favorable as it seemed at first glance and as the chiefs flattered themselves with, because upon examination it was found that no reduction, or at least one of very little importance, took place, inasmuch as the amount collected or paid off as aforementioned amounts to slightly less than that by which the debit of the merchants was increased through the exorbitant advances made in the past year towards the end of the financial year, as mentioned in the resolution of this table of 31 December 1770, being ƒ82351. 1. —; which being deducted from the aforementioned paid-off sum of ƒ82365. 3. 8., it appeared that towards the reduction of the traders' old debit of the past year no more has been paid off than a small amount of ƒ14. 2. 8. remained a small sum of ƒ2807. 4. –, so that the debts of those merchants, as well as those of the other traders, instead of decreasing have generally increased since that time, as an exact investigation revealed that the merchants still remained indebted for an amount of pag: 3378. or ƒ15201. —, with the debt of the three insolvent merchants Daatjorij Riddij, Mahamadoe asseen, and Bolla preggada Enkanna, amounting to pagodas 1196. 14. ½. or ƒ 5384., included therein; from all of which the government could by no means find the zeal which the chief officers so broadly report had been applied by the merchants toward the reduction of their arrears. For although their stock of pagodas 3411. 22. ¼. or ƒ 15353. was to their advantage, amounting to somewhat more than what they owe, and in addition five of those traders had actually advanced a sum of pag: 160. 7. ¼. or ƒ 7231., the government nevertheless judged that it would have been much more agreeable to them 17 December 1771 to learn if the merchants had held a liquid account without stock, since experience had repeatedly taught that little or no reliance could be placed on such stock. Therefore it was further resolved to demand reasons for the result of the increase of the debts since the end of February last, and furthermore to most emphatically order the chief officers to effect the complete liquidation thereof, especially the debt of the known three insolvent merchants; expressing, on the other hand, the satisfaction of this government that the revenues of the villages of Palicol and Contera in the past trading year yielded an excess of ƒ 819. 3. 8. compared to the previous year, although the same was regarded by the government as a trifle, and therefore it was further resolved to instruct the chief officers to focus their attention in every way on the increase from time to time of the revenues and the reduction, on the other hand, of the expenses. Furthermore, it was thought fit for this time to let the matter rest upon the reasons given regarding the remaining behind of 17 chests of chintz, although it would otherwise have been much more agreeable to the government if those linens had also been dispatched, on which account the employees should be recommended to take care in the future that such should no longer happen, in order to avoid the just displeasure of the gentlemen masters.
