Regarding the assertion that the coarse cloths could not be delivered for the contracted prices, it is understood to refer to what was written in that regard in this Government's letter of the 15th of November last in reply to the servants' letter of the 10th of September prior; likewise, the chief officers' handling regarding the new tender was approved, the contracts of which, having been reviewed in Council, were approved. Likewise, the rebuilding of the collapsed wall of the lodge there, for a length of 60 feet on the east side thereof, was considered well done, as was the repair of the further defects discovered on the walls that were still standing, regarding which the meeting hoped that economy was properly observed, which would be further examined and investigated in due time when the account thereof should be sent over. However, against this, the servants' proposal for the rebuilding of the collapsed lodge at Narsapoor was rejected, as the Government could not find the necessity stated by the servants in that regard to spend such a considerable amount of 700 pagodas or 3150 guilders on it, and that solely and exclusively, as the servants say, to maintain the right of the Company's possession; which the meeting judged could be done at less expense by raising an earthen fence covered with straw and placing poles at the corners of the plot, for which purpose it was furthermore resolved to send the chief officers the necessary orders. After this, the letters from Jaggernaickpoor under the dates of the 24th and 31st of October, as well as the 12th and 28th of November last written hither, being reviewed, it appeared quite unfavorable to the Government that the profits on the sold merchandise in the past financial year 1770/1 had amounted to a sum of 1485. 3. 2 guilders less than the financial year before; but since no reasons appeared to the Government to doubt the zeal of the chief officers in that respect, because the sales depended solely on the lesser or greater consumption of merchandise in the country, it is resolved to accept this and to continue awaiting better times. Meanwhile, the special satisfaction of the Government is to be expressed that the merchants, at the final settlement of the trade conducted with them in the past trading year, were not only liquid, but moreover had an advance credit of 8313 pagodas 6. 40 or 37409. 14. 8 guilders, which amount had also been paid out to them. It is therefore furthermore resolved to praise the chief officers for their attentiveness regarding that matter, to always be liquid with the merchants, with the recommendation to continue managing it in such a manner that it always remains on that desired footing; and further, at the opening of navigation in the coming spring, to fulfill as closely as possible their requested order of merchandise, as well as the requested 100 lb of Timorese sandalwood instead of Malaccan, since the same was not to be found among the Company's remaining stock here nor in Batavia. The servants having further requested permission to garble the nutmegs, in the quantity of 450 1/16 lb, found among others in the retail chest there, as they were found to be so worm-eaten and mite-infested that they were deemed undeliverable: it is resolved to express this Government's astonishment that such an exorbitant quantity of about 7 full chests had come into the retail stock, as care should have been taken that with every sale, the nutmegs found in the retail chest were weighed out first, and the remainder of the most recently opened chest had remained therein each time, by which means the aforementioned mite-infestation could have been prevented; all the more because upon investigation it was found that in the year 1769 a quantity

redemption. quantity of 3263 1/8 lb in the year 1770, 1121 lb, and in this year 795 7/8 lb had been disposed of, so that the same could not have remained unsaleable; and to be the cause of that large remainder, unless inexcusable carelessness had taken place in that regard, since a small lot of half a chest was ample enough for the daily consumption, so that the aforesaid spoilage could be attributed to nothing other than neglect of duty and bad treatment, the loss of which could in no way be charged to the Honourable Company; wherefore it was unanimously resolved to reject the request made to be allowed to further garble those nuts, and on the contrary to order the chiefs to have those nuts reimbursed into the Company's treasury at the buyout price without delay by the person who is the cause of that spoilage; and further to report to this Government without delay to whom this is to be imputed. Furthermore being approved that which was done by the chiefs in the dispatch of the letter and the presents from His High Honour the Governor-General to the Carnatic Subah Mahameth Alichan, with orders to be sent to charge the costs incurred for this in the procession of the interpreter and Persian writer, amounting to pag: 53. 11. 1/2. ƒ 240. 14. -, together with all the further expenses incurred on that account, in a memorandum to this main station, in order to be credited here to the gift account; while further was accepted the surety of the chief Dormieux on behalf of his son Johannes Marcus Dormieux, appointed as warehouse keeper over there, with written notice that the required surety on behalf of the secunde Scoffier, in place of the late Major Bonte, was still awaited. Further it was thought fit, in place of the deceased gunner Pieter Samson, to appoint thereto again the sailor Geert Lammers of Anjum, presently stationed there, with the granting of the regular wage standing for it of ƒ 16 per month, and to increase the wage of Corporal Barend Meijer to ƒ 18 a month, as well as to grant to Sergeant Frans Hendrik Tiechelbor his requested release from there to Batavia with the ship expected from the Ganges; with regard to which vessel it was understood at the same time to instruct the chiefs to dispatch the same, after performing what is necessary, without delay to Sadraspatnam in order to bring over here the heavy anchors remaining there, with the further order to give notice of its arrival to the servants at that station without delay, so that in the meantime they may bring everything into readiness in good time for the shipment of those anchors, as it was the desire of this Government that that keel shall not have to tarry at Sadras for that reason for more than a single day; just as it was further resolved to send the necessary orders to the chiefs at the said station of Sadraspatnam in answer to their letters of 8 and 12 November last, as well as 1 and 11 current, regarding the sending over of the aforesaid anchors, with written notice that in case the shipment could not take place within twenty-four hours, whether by roughness of the sea or any other hindrances, to let the ship sail on to this place without delay without even letting the officers come ashore, in which case they then, by a letter as soon as it came into sight of that factory, must order them the same in the name of this Government. investigate. to find or to put up again at auction, or when and at what time. and in what expectation contracts. an advance of 9000 pagodas in cash as well as spices. left behind or uncollected. and why that the merchant referred thereto to the superior authority; it was therefore decided to order the chiefs to make further inquiry into the matter and to inform the Government as soon as possible how the matter actually stood, and further, pursuant to a subsequent request made by the merchants there, to put up for sale again by public auction their linens found here, against the arrival of the overseas ships, in the expectation of better success than they had recently; furthermore, it was approved that approval of the drawn-up contracts the contracts for what was petitioned for this year had been concluded with the merchants, and and the advance made thereupon the advance made thereupon to them of over 9000 pagodas, both in cash and spices; however, much as that report served to the satisfaction of the Government, it was learned with just as much displeasure that half of the spices weighed out to those merchants had remained uncollected, upon receipt of the report of the descent of the Marattas to these lower lands, which was again considered no small detriment and the 17th of December 1772. impediment 31. to do with the Marattas. and to leave the news-writer at the court of the nabob as long as the troubles last. impediment in and around the sale of merchandise as well as with respect to the collection of linens; however, since nothing could be done against it but to hope remark in that regard. that the troubles caused thereby might soon cease, and everything might turn for the better again, with instructions written to the chiefs to inform this Government each time of the news that they should give a report each time concerning which they might receive from those advance peoples, and their march and operations; wherefore it was furthermore decided to let the news-writer continue at the Court of the nabob as long as the revolts last, to report on whatever happens to occur; meanwhile it was regarded as a lamentable matter, further remark regarding adversity that the land was repeatedly visited by such adversities following closely upon one another, whereby the Company's trade was also considerably thwarted; but considering that these are matters and events that the 17th of December 1771. above hard to rely on them itself consists. went above human reach and power, and against which nothing could be done but to accept it and patiently submit to the rods of chastisement which were ordained and sent from above; thus it was decided that the chiefs should serve this in answer to the report provided by them, wishing that the chastening hand may soon be withdrawn, and all adversities be turned into blessings; just as with respect to the contracting held with the merchants there concerning the new procurement, it was likewise regarded as a lamentable matter that one has to deal over there with merchants upon whose oral as well as written promises no or little reliance could be placed, of which a fresh proof was provided by the withdrawal of their word, that they would bind themselves in the contracts to refund all that which of what was assigned to them remained undelivered, the amount thereof with 50 percent advance, according to the servants' letter the 17th of December 1772. of 33. the 17th of December 1771. approval that that item was simply left out of the contracts. if discharged one will be content. of the 15th of September past; and although that proposal appeared very agreeable to the Government, it had nevertheless immediately doubted its fulfillment, because it seemed too advantageous, and that from merchants who had frequently fallen short in their promises and obligations of lesser importance, and thereby had more than once led this Government up the garden path, however advantageous and emphatic their promises had otherwise been; therefore the same could find no acceptance, nor take place, before and until they were stamped with actual deeds; to which end it was approved that this condition has been left out of the contracts, as nothing would have come of it anyway, and thus in the outcome it had become further apparent that it is ill plowing with unwilling oxen, while the Government, if it could not be otherwise, if each year something of the debts would be content enough if each year something of their debts were discharged, in order to finally save the Honorable Company from the damage with respect to.

Upon the findings now received concerning the review of the findings of the goods brought thither, it having appeared that the herbs and roots found among the medicines, having become wet from the seawater, were thus, according to the opinion of the commissioners who received, opened, and inspected them in the presence of the Secunde, found to be useless and [un]serviceable; it was therefore decided to have the aforesaid findings sworn under oath according to regulations, and for that purpose to dispatch the necessary orders thither. Also, by His Honor was submitted a letter addressed to this Government by the Danish ministry at Tranquebar, serving to accompany the papers the 17th December 1771. by 43. the 17th December 1771. to the abovementioned sloops and dhoni: to bend copper pintles. submitted to the said ministry by the French merchant Melchior Labeaume residing there, against the executors of the estate of the deceased former Junior Merchant and former Overseer of the Works, Salomon Verschuijlenburg, regarding what was served on the same by letters requisitorial from the Honorable Council of Justice here, mentioned in the resolution of this table of the 15th November last; which papers having been reviewed, it was decided to have the same handed over to the said Council of Justice, as properly belonging to it. The defects discovered on the sloops De Walvisch, De Poeijoer, and De Anthonia Dorothea, as well as the dhonis De Johanna Maria and De Jonge Galenus, brought into the river here for wintering, having been surveyed by the Overseer of the Works and the Master Blacksmith and Carpenter, in the presence of the Equipment Master here, the reports received thereof were reviewed, and what was therein stated reduction of the same: decided to form a new calculation thereof and thereafter to repair them: insertion of the closer calculation: stated for iron, copper, and charcoal etc. being noted as assumed far too high; wherefore it was decided to reduce the same by 3300 lbs iron, 270 lbs Japanese bar copper, 160 lbs yellow sheet copper, and 379 kottis of charcoal, together amounting to pagodas 212. 11. 60 or ƒ956. 4. –, and, a revised calculation having been formed according to that reduction, thereafter to proceed with the repair of the first four vessels; and for that purpose, the aforesaid revised calculation having been received, to insert it herein. To the Right Honorable and Stern Sir Reijnier van Vlissingen Governor and Director of this Coast of Coromandel, with the jurisdiction thereof, etc., etc. Stern Sir Right Honorable Pursuant to Your Right Honorable and Stern Sir's highly respected order, we the undersigned, together with the master carpenter and master smith, repaired to the Company's thony de Jonge Galenus, and after having carefully inspected the same, found that the greatest part of the floor-timbers, futtocks, and knees were rotted, and also a large part of the solid hull was likewise rotted, and since the repair thereof would run so high, we have judged that vessel not worthy of such repair. Wherewith hoping to have complied with Your Right Honorable and Stern Sir's highly respected order, wherefore we have the honor to call ourselves with the highest respect, below stood, Right Honorable and Stern Sir, Your Right Honorable and Stern Sir's very humble and obedient servants, was signed, J:s Mossel and J:b Hartman, in the margin, Nagapatnam the 25th of November 1771, lower, in Malabar characters the signatures of the master carpenter and smith. Thus it is, since for the repair to be made thereto an almost new vessel could be built, so that it would only be unnecessary expenses incurred to make any outlays for its restoration, considering it cannot be foreseen what defects next year might still appear thereon; it has been resolved and understood to have the said thony sold by public auction, in order to be broken up according to the order, and to give notice thereof to Their High Mightinesses, and to request and to request their highest permission for the construction of a new thony, since such vessels being of very great convenience, the same can hardly be dispensed with, not only for the speedy collection and transport of goods, but also can everywhere very easily be brought into and out of the rivers. Political Council Meeting Held Pursuant to the resolution taken at the session of the 17th of this month, the remaining 30 packs of common bleached Guineas, 2nd and 3rd sorts from Taggernaijkpoeram for the Patria and collected upon the demand of this year, were examined in the cloth hall and found to be just as poor as the 7 similar packs previously re-sorted on the 9th instant; since all these linens are generally very poor and, furthermore, several pieces upon re-measurement were found to contain only 48½ and 49 Covids, instead of the invoiced length of 50 Covids, just as the width also barely amounted to 1½ Covids, as appears more fully from the following report of findings submitted thereof; reading as follows: Insertion of the findings thereof: Findings of such 37 packs of common bleached Guineas as have been collected at Jaggernaijkpoeram, of which 7 packs were inspected at the recently held packing hall and found, in conformity with the submitted report of the 9th instant, to be poor and also with darns and holes, which caused the Right Honorable Reijnier van Vlissingen, Governor and Director of this Coast of Coromandel and its dependencies, to have the remaining 30 packs likewise brought to the cloth hall for re-sorting, and to have the same opened today by His Right Honor and the Honorable Chief Administrator Henricus Leembruggen, together with the merchants Pierre Jean Louis de Filliettaz, Hendrik Ambrosius Johnson, and Cornelis Pietersz, as well as the junior merchants Jan Appengh, Jacob van Tessel, S. Hereafter coming to the chapter of the late sending of the customary annual papers of Jaggernaijkpoeram, as the same were not received here earlier than yesterday, and that not even all that is needed to make a complete report, both to the lords and masters and the aforementioned their High Nobles at Batavia, since the settlements of accounts of the merchants have again been held back, without one being able to penetrate the reasons thereof, while between the departure of the aforementioned return ship De Bartha Petronella, which was on the 7th of October, and the sending of the newly received papers, together with the chiefs' letters of the 17th of November following, there was abundant time enough to prepare everything that belongs to the completed gathering etcetera of the elapsed trading year: 63. the 26th of December 1771. it was agreed likewise to express the displeasure of this Government over that condemnable negligence, holding before them that through the servants' misconduct one saw oneself placed under the necessity, not only of having to make a defective report of the debts of the merchants and the contracting of the new cloth demand, but also of deviating from the time that one is accustomed to appoint for that purpose; and further to make them remark that as soon as they were able to form the formal answered demand, they could also have prepared the settlement of the merchants; yet considering that one could not yet judge thereof before and until the aforementioned missing papers shall have been received here, it was agreed to postpone the disposition thereof until a further opportunity and thus first to await those papers, to learn whether the same will still be brought in by the 15th of January next, at which time it was further resolved to send off the dispatches for Batavia; but those for Europe it was thought fit to dispatch toward the 30th of this month to Colombo for further forwarding to the fatherland, and if the aforementioned missing Jaggernaijkpoeram papers are still brought in here in time or before the departure of the Ceylon return ships, then respectfully to report the missing matters to the said highly esteemed Lords Majors by a supplementary letter. In the meantime, it was agreed to grant authorization to the chiefs to conclude the contracts on that basis; with further approval of the advance of 16,000 pagodas, which the servants had issued to the merchants upon the aforementioned contract entered into with them, in order not to lose any time; just as the chiefs were also authorized to retain there the remaining distilled waters, as according to the declaration of the chiefs these were required as gifts for the native rulers.
