The Sergeant Jan Godfried Maartz from Halberstad having made a request by petition to be pensioned on account of long years of service, advanced age, and multiple bodily infirmities; so, considering that he has served the Honorable Company for more than 40 years, has reached the age of 64 years, and currently, according to the testimony of the Coilan chief Rolier where he is stationed, lies Thursday the 10. Thursday the 10th of September 1772: Poor condition of the roofs of the guardhouses at the gates and on the ramparts. Warned of the circumstance that the roof of the garrison's weapon room was in poor condition. Had expressly appointed commissioners inspect it, who submitted a report on the matter. Work contracted out to the carpenter Vijverberg for 250 ropias. After this, the Commandeur made known how, with the approach of the present bad monsoon, he had been informed that the roofs of the guardhouses at the gates and on the ramparts were not properly watertight, but leaked through in several places at the slightest rain; how he was simultaneously warned on that occasion that the roof of the garrison's small weapon room, which stands above the bay gate, was in an uncommonly bad state, and therefore leaked far more there than elsewhere; how he, having had all of this inspected by expressly appointed Commissioners, received the following Report thereof; how here in the bad monsoon the rains are generally accompanied by heavy winds, causing the roofs to suffer greatly, and the men can find almost no dry place at the slightest shower of rain; how he has immediately contracted that work out to the carpenter Job Vijverberg for 250:— ropias, as being the lowest amount for which that work would be undertaken, in order to proceed under good weather, taking guardhouse by guardhouse in hand; how that repair was recently completed entirely, according to the incoming Report thereof, which is also placed below. Thus it was resolved to pay the aforesaid amount of 250:— ropias now from the treasury to the said Vijverberg, and to keep this note thereof. Insertion of both reports. In compliance with your Right Honourable's highly esteemed order, we, the undersigned, as Commissioners, have proceeded to the respective guardhouses, both in the city and on the city ramparts, and have carefully inspected and found their defects, as we have the honour hereby reverently to show your Right Honourable. At the main guardhouse, the roof needs to be repaired and provided with new tiles instead of the broken ones, and the ground, which is very uneven and full of holes, needs to be repaired. At the weapon room above the gate, the roof needs to be entirely fitted with new laths, recovered, and new tiles laid in place of the broken ones. At the boom guardhouse, the entire guardhouse, and the sergeant's room, as well as the kitchen, need to be recovered and provided with new tiles in place of the broken ones. At the river gate, the guardhouse needs to be repaired in some places, and new tiles laid in place of the broken ones. The lodge above the slave quarters on the Galjoen needs its roof to be fitted over about half its area with new laths and 2 new sleepers, and some new tiles laid in place of the broken ones. On the bastion Gelderland, on the bastion Holland, on the bastion Zeeland, on the bastion Uijtregt, on the bastion Vriesland, on the bastion Groeningen: on these bastions the entire roofs of the guardhouses, sergeant's and gunner's rooms, as well as of the kitchens and privies, need to be recovered and provided with new tiles in place of the broken ones, and also the ground in them, which is uneven and full of holes, needs to be remedied and made level. Furthermore, the Commander made known that the table in the council chamber of policy having become unserviceable through long use, His Honor had caused a new one of teak wood to be made in its place by the overseer of the shipyard, Paulus Kip, for 18 rupees; that also during the transfer of the pay record presses from the old pay office to the room newly prepared for that purpose, those presses had to be altered and repaired, and that this was performed by the aforementioned Kip for 6 rupees; for which he had undertaken to make both, including the required woodwork and wages; whereupon it was agreed to have the aforementioned 24 rupees paid out of the treasury to the said Kip. Next, the Commander produced two separate letters from the Cranganore Resident, 523. Thursday the 10th of September 1772: whereby it appears that the Topass De Olivero helped five runaway slaves escape further. The same is also a suspect concerning thefts and for that reason was apprehended by the Paliat-Achen and sent hither. Remark that the carrying off of the slaves can only be proven by a single witness, and of his other villainies convicted, Resident Willem Lucasz., written to His Honor under dates of the 17th of June and today, along with a private statement from which it appeared that the Topass De Olivero, inhabitant of Paliaport, is a bad character, that he had helped five runaway slaves further on, and upon that matter becoming notorious had fled, that he is still a subject given to thefts and other acts of villainy, that the same had now been apprehended by the Paliat-Achen and sent to him, the Resident, with an earnest request to urge the Commander that this rascal might be punished in such a manner that he does not easily regain his freedom; whereupon it being observed that the carrying off of slaves by him can only be proved by a single witness, and in law that is not sufficient to condemn someone, and that he has also committed his other villainies in secret, and Thursday the 18th of September 1772. Resolution to have him put in chains until better information is obtained. and cannot be convicted thereof, though he is truly guilty of the carrying off of the slaves as well as of other evil deeds, and is indeed a dangerous individual, it was therefore approved to have him, without formal trial, put in chains and put to work on the public works until further orders, or until better information regarding him shall have been obtained. At the session of the 19th of August last, the Company's domains were leased out, but at that time the leases of the import and export duties at Cochin, of the dues of the Quilon bay, and of the dues on the export of slaves were held back: the first for 18500 rupees, the second for 4500 rupees, and the third for 1150 rupees, because they would have had to be conceded for significantly less than the year before, when they had yielded: the first 24100 rupees, the second 8850 rupees, and the third 2125 rupees; and therefore the Commander had thought that he might in the meantime discover what the cause might be that so little was now bid for them, in the hope of also being able to dispose of them for somewhat more; so he now informed the assembly that he had been informed that

That as regards the dues of 531: Wednesday the 18. September A:o 1772. The Commander shows the reasons for the lower bid regarding the dues of Coilan bay. The same has made inquiries into this, and also found it to be so. of Coilan bay, most of the lease moneys thereof must flow from the toll on native tobacco, which is brought there from Jaffanapatnam for the king of Trevancoor, and that this prince, having precisely at this time still a large stock of Jaffanapatnam tobacco, has given commission this year to bring only 1000: bundles along for his account, whereas that prince is otherwise accustomed to have some 2500 to 3000: bundles brought by the bark-men: and from which a notoriously smaller return must flow; That the Commander, having inquired carefully into this, also found it to be so, and on other occasions had already long learned that his Trevancore Highness still has much Jaffanapatnam tobacco in stock, and therefore strives so greatly to oppose the sale of other native tobacco, from which the Company also obtains its Wednesday the 16. The Commander has gathered that this actually has its origin in the fact that the Commander, having observed how most slaves here are effectively stolen, thus free persons being made into slaves in an irresponsible manner, children robbed from their parents and transported with all kinds of cunning and deceit, and thus men, women, and children mutually sighing and lamenting for their kin, made this a matter of conscience, and has now for some time attempted, as much as possible, to oppose that atrocious kidnapping, which through custom has become so ingrained here that the Moors and other rabble commit this crime almost without knowing or reflecting that it is so great and punishable. That the native rulers, and among them predominantly the king of Travancore, have now for some time complained in the most vehement manner about the stealing and transporting of their subjects, whereby the Commander has difficulty in making them believe each time that far more rumor is made of it than actually occurs. That he therefore deliberately declared openly that he would punish this crime, and also warned everyone as much as possible, that he will not connive at the stealing of persons and making them into slaves, but will have it openly punished and have that activity secretly watched, as such thieves here sometimes know how to contrive false purchase olas and other tricks in order to prove the so-called enslaveability upon further sale. That on the 28th of February last, a striking example was executed in this regard upon a Topass, a Malabar, and a Moor, the latter being a subject of the King Zamorin, who, having seized 24 persons—men as well as women and children—along with their fugitive accomplices and transported them for sale, were caught at night not far from here but practically near and before our fortress Cranganore, brought here, handed over to Justice, and on the 22nd of August of this year publicly executed upon the scaffold; wherewith the native rulers are uncommonly pleased, and indeed so much so that the Zamorin, who according to custom might otherwise have punished the said Moor himself as his subject, let the Commander know that he was completely satisfied with the punishment intended for him here by the sentence, with the request that that Moor, alongside the other delinquents, might be executed here by Justice; a compliment of which there is no example here among the native rulers, and which case caused so great a deterrence that one currently sees not half as many slaves brought for sale as before, from which it naturally follows that many, if not most, were formerly stolen. Whereas 555: Wednesday, 16 September 1772: Whereas it has appeared to us that—however much watch is kept against pepper smuggling and the contraband trade in goods for which dues must be paid here to the Honorable Company—pepper nevertheless continually continues to be smuggled and various goods are run, all to the particular prejudice and detriment of the Honorable Company as well as of the King of Cochim, insofar as His Highness participates in half of the largest farm, namely the Alphandigo, and it has at the same time been observed that self-interested persons know how to make use, during that clandestine trade and smuggling, of the convenient opportunity provided both by this river and by the island of Baijpin, and even by the beach on the north and south side of this river as far as this roadstead extends, which beach in the fair monsoon is very easily navigated back and forth even with the smallest manchuas or canoes, whereby by day, but especially in the evenings and Wednesday, 16 September 1772: and at unseasonable hours, people navigate arbitrarily at this roadstead to and from our ships and, above all, to and from foreign ships, and thus smuggling and contraband trade are carried on, besides the fact that deserters sometimes make use of these opportunities to get on board foreign ships at night; therefore it is that we, in order to provide against this, have thought fit and resolved in our council on 16 September last to enact, as is done hereby: That henceforth, before sunrise and after sunset, no private thonis, almadies, chamboks, or manchuas, whether large or small, and in a word no vessels of whatever name and to whomever belonging, shall be allowed to put to sea, neither out of this river nor from the beaches north and south of the river as far as this roadstead extends. That no fishing vessels, even though going out to fish from sunrise to sunset, shall be allowed to touch at any ships or vessels in the roadstead under pretext of selling their fish there, but must bring their 557: Wednesday, 16 September 1772: their caught fish ashore, since the sale of fish and the delivery of private refreshments on the roadstead belongs solely to the farmer of the beer measure, to whom that privilege is farmed out by the Company.
