Tuesday, the 3rd of December 1771. The Company's merchants David Rhabbij, Daniel Cohen, Anta Chellij, and Nanoe Chettij offer for the above-mentioned merchandises such prices as are specified for each, however on condition, because of the great shortage which one presently has here, both of Rupees and of other silver coin species, that they may suffice by paying for the merchandises being collected by them provisionally in gold coin, under this condition, that if they do not properly come to exchange and collect the same in due time, they will hold all damage that might fall upon it for their account and risk; as to accept the 100 pieces of Venetian Ducats at 20 for 450 Rupees, and the Nagapatnam pagodas for an equal number of Rupees, 320, whereupon they then bind themselves to hold for their risk all the merchandises that remain in the warehouses and might remain lying after the end of August; except the spices in kind, the quantities of which they will settle in the Company's Treasury before the said date, either in Rupees or in the aforementioned coin, ultimately by the end of November next. Pursuant to the resolution taken on the 3rd of this month, a written bond having been executed in due form by the Company's merchants, on what conditions they purchased the Company's trade goods on that day, and having been produced today by the Commander, it was understood, after reading the same, to make a record of it herewith, and it is decided to have the said written bond kept with the sureties. The Lord Commander having circulated among the members for reading a written report from the skipper of the Company's ship De Barbara Theodora lying here in the roads, Ian Couvas, regarding the repairs and necessities required by the vessel under his command, accompanied by a counter-report from special nautical commissioners, who inspected the defects of the said vessel and examined the demand for necessities, and having at the same time put to the question whether one should allow those repairs and provisions to be made according to the request, it was approved and agreed, since the aforesaid commissioners deem the one and the other, which consists of only a little, necessary, to grant that request and, according to custom, to insert both of those papers into this resolution. To the Honorable, Worshipful Lord Adriaan Moens, Commander and Chief Ruler of the Coast of Mallabaar, Canara, and Wingurla. Honorable, Worshipful, Ruling Lord, The undersigned skipper Ian Cauvas, commanding the Company's ship De Barbara Theodora lying here in the roads, informs Your Honorable Worship in all reverence: That the vessel under his command needs necessarily to be caulked inside and out, namely entirely on the outside, and on the inside the body-seams up to four planks on the deck. That some small repairs have also been noted on the bitts, which need to be remedied; That it was also found upon lifting the capstan that the fitting or the chocks of the pawls must all be renewed and provided with rag-bolts, and rebuilt securely as before, the spindle of the said capstan being still good. The Lord Commander having given the members to understand by a written note of advice that, although Adij Ragia has now and then been earnestly reminded and urged by His Honor to settle his arrears, as the evidence thereof 382 Friday the 27th of December 1771: made satisfaction provided terms the failure to fulfill his to urge satisfaction is to be found in the Resolution of the 28th of October last, where the exchanged letters are recorded; indeed, that this Moorish ruler, in his letter of the 31st of August last, as well as by the promises made by him, gave the most solemn assurance that he would pay his debt in cash or cardamom, and that prior to the arrival of the Batavia ship; that thus not only has the term of the promised satisfaction expired, but the ship has also arrived and is now nearly ready again to undertake the return voyage, without Adij Ragia having kept his word in the least up to now, or having provided any satisfaction, so that it appears that Adij Ragia will defer the payment even longer, and thus seek to disappoint us in our expectation; that the time for the collection of pepper and cardamom is at hand, and whereas it is high time to confront him once again in serious terms with his sluggishness, 115. Friday the 27th of December 1771: letter sluggishness and non-fulfillment of his most solemn promises, and to urge him to satisfaction, whether in produce or cash, to which end His Honor had drafted a letter addressed to him, submitting it for consideration as to whether it should be dispatched as such; and because there is presently an opportunity at hand to transmit the letter and presents from Batavia to him, as His Honor believed that Adij Ragia has deliberately not yet sent his promised envoys, who, according to the resolution of the 25th of November last, were expected daily, and it is not advisable to detain both any longer. And whereas the members in this respect fully agreed with the Lord Commander, they concurred with its contents, and consequently it was resolved to dispatch the said letter as such, in 383 Friday the 27th of December Anno 1771: Insertion thereof and to make use of this occasion to convey the aforesaid letter and presents to him, and also to insert the dispatched letter into this resolution. Yet up to now Your Excellency's envoys have not appeared. And since a good opportunity by sea now presents itself, I could wait no longer, and thus have the honor to transmit to Your Excellency herewith the said 117. Furthermore, the Commander made known how he had considered, from the Coilan specifications, that upon receipt of paddy for the determination of the charges on the paddy garrison that is sent thither from here, there are entered rental fees for small vessels, or manchous, and daily wages of coolies for bringing ashore and carrying up that grain; how recently the transport of paddy from Chettua and Paponetty to here for the provision warehouse, by Resolution of the 28th of October last, was firmly fixed at a certain price per last, wherefore he corresponded about this with the Chief of Coilan and that Chief has accordingly agreed to provide the paddy from Adij Ragia Wednesday the 15th of January 1772:— from on board to the shore for 1¼ rupee the last, all expenses included therein, so it is, upon the Commander's proposal and in consideration that 1¼ rupee per last is very reasonable, approved and understood to introduce this once and for all in Coilan as well, and to authorize the Chief there to enter 1¼ rupee per last on his specification upon the receipt of paddy, and no more. — Hereafter the Commander read the receipt and reading of a letter from following letter from the Moorish regent Adij Ragia, received today.
