Furthermore, it has not appeared to us that anyone, through generous disbursement, runs too far into arrears on balance. Likewise, by our conforming resolution taken in the Council of Mallabaar dated 2 October 1770, we have closely compared 16 original pay accounts; which were in this financial year withdrawn and paid off, duly receipted by the aforementioned books. We have also closely inspected and compared the inventory and vendue roll of the late provost Christiaan Fredrik Stolp of Stattijn, who was stationed on the ship Seekerlust, which estate was accepted and sold by the curator ad lites, found by us to have been handled in conformity with the order of the High Government of Batavia dated 27 April and 29 June Wednesday the 15 January 1772: Anno 431 213. Wednesday the 15 January 1772: — anno 1694 contained and established. The amount, after deduction of the expenses fallen thereon, having been counted into the Company's petty cash with a sum of Rop:s 26. 12. according to the receipt shown to us dated the last day of August 1771, which was signed by the cashier for the receipt of those moneys. Monday Proposition of the Commander to resume Their High Mightinesses' general rescript; this has remained postponed until now owing to His Honor's indisposition. The 3 February A:o 1772: in the morning at 9 o'clock All Present. Except the Honorable Major Medeler, he being on an expedition to Ceilon. After the members were seated and the ordinary prayer was spoken, the Lord Commander made known how he had this meeting convened, in order to resume further with the Honorable members Their High Mightinesses' much esteemed General rescript of 1 October anno passato, and to take such resolutions thereon as Their said much esteemed orders and the service of the Honorable Company require; how that business has remained postponed until now, owing to the indisposition that had overcome him from the end of the month of December until now; but how he nevertheless had taken care that the orders which required a speedy 433 yet that orders had already been given regarding matters that could brook no delay. Their High Mightinesses' disapproval regarding the ground given on hereditary lease to the Canarese Anta Chettij to build warehouses and other buildings thereon. Remarks of the Commander and Council thereon. Monday the 3 February 1772: speedy execution were dispatched, and the necessary extracts delivered to the offices and other servants; how there consequently nothing more remained than still to take some decisions that could brook delay. And thus, in the first place, discussion was held concerning the piece of swampy ground lying under water, belonging to the Company, and situated between the corner of Mattancherij and Calwettij, which had been given on hereditary lease by the late Honorable Lord Governor Senff to the Canarese Anta Chettij, to fill in and to build a warehouse and other buildings thereon, and which has been disapproved by Their High Mightinesses, because those buildings might obstruct the play of the cannon; concerning which matter it was remarked that those structures, which that man had already built upon the obtained permission, are of little importance, and in case of need could always quickly be removed

it is resolved to leave the aforementioned structures found there as they are for the present until further orders from Their High Mightinesses. Monday the 3rd of February 1772: could be cleared out of the way, as well as several others that have stood in that vicinity for a long time, including even the stone bangsaal and the dwelling of the shipyard situated considerably closer to the town; that it would therefore fall somewhat hard on this man, who has already incurred so much expense in filling and hardening that marshy ground, and in building those structures, to have what has been erected pulled down again, the more so as this Canarin is currently one of the Company's merchants who is rather diligent in trade: thus, upon consideration of one thing and another, it was approved and agreed provisionally to leave the aforementioned structures as they are, until further orders from Their High Mightinesses, and to that end to inform them respectfully about this in the first outgoing letter. Their High Mightinesses' permission to turn a blind eye to the duty collected for the Paliath Achan at Cranganore, if it is only of small significance, and where it originates. The Commander demonstrates how much that lease brings in annually, between 7 and 800 Rupees. Monday the 3rd of February in the year 1772: Subsequently, the matter was brought up concerning the duty that has been collected for some time by the Company's farmer at Cranganore for the Paliath Achan, which duty Their High Mightinesses are pleased to overlook, provided it is of little consequence. Thereupon the Commander, by way of elucidation, made known that the Paliath Achan leases out this lease annually for between 7 and 800 Rupees, and that this duty yielded 720 Rupees this year, according to the report of the Cranganore resident Willem Lucasz, but that this amount does not derive solely from the toll that the Paliath Achan introduced there quietly 30 years or more ago, but partly from that and the remainder from his own toll, which was collected at Chenotta long before, and which has also been demanded by the farmer there since he established the toll at Cranganore; that the Paliath Achan, Decision to turn a blind eye and to provide further elucidation regarding this. Monday the 3rd of February 1772: Whereas Their High Mightinesses expect that the remaining debt of the head of the artillery Johannes van Asbeek amounting to 1000 Rupees will have been reimbursed to the Company; and the Lord Commander showing by an extract from the latest received secret dispatch from the said Their High Mightinesses, dated the 1st of October of the past year, how firmly they desire that all the cash advances introduced here some time ago to the lower administrators shall be withdrawn; it was therefore agreed to have all those advances refunded into the Company's treasury by the collective administrators, and regarding the said Van Asbeek, in view of the further orders written in his regard, it is also resolved, in order and in order to keep the said Van Asbeek better to his duty, to have his administration inspected monthly. The bookkeeper Breekpot having returned here from Batavia to be employed again as Resident of Paponetty. Copy extract of the general resolution concerning the withholding of four months of pay per year from the eastern soldiers was delivered to the pay bookkeeper. Monday, 3 February Anno 1772. according to the custom of the country, he has advanced from his own funds to the native to purchase paddy and also to buy pepper, and that it is therefore natural that he who sows and mows should also wish to reap the harvest; that furthermore, a Resident who has money out among the natives, departing abruptly, has much trouble and little hope of recovering it, because a successor is not bound to guarantee private funds; that it would therefore be a harsh matter and contrary to all reasonableness to have Resident Medeler surrender that residency de facto at this very time. Taking both matters into consideration, it is agreed to postpone the replacement and transfer of the said residency a little while, until the crop already mown shall have been gathered in, of which already practically half is done. With regard to an extract from the General Resolution of Their High Nobilities dated 6 July 1771, received with the said General Rescription, serves the same, reporting that such is difficult to introduce here; resolves to suspend the execution of that order until further orders from Their High Nobilities upon transmission of the report. Monday, 3 February 1772. received, of which the fellow member of this assembly, the pay bookkeeper Seijffer, had already obtained a copy, regarding the withholding of four months of pay per year from the eastern soldiers, the Commander produced to that effect the following report from the said pay bookkeeper, in which he indicates among other things how difficult it would be to put this into practice here and also what consequences it might have, now that the eastern soldiers here have already enjoyed their full pay for some time; thus it is agreed to suspend the execution of that order for the time being, and to address Their High Nobilities respectfully on the matter at the first opportunity while transmitting that report, and to request their further orders. The undersigned Pay Bookkeeper, having been handed an extract of the resolution taken by Their High Nobilities the Supreme Indian Government at Batavia, dated 16 July of this year, in which their highnesses were pleased to approve and resolve to prohibit the ministers at the outer posts for the future from providing more to the eastern soldiers than eight good months of pay in a year. The humble signatory takes the liberty herewith in all respect to submit to your Honorable that, according to his humble opinion, putting this into practice here could have very bad consequences, since desertion, although Monday, 3 February 1772. payment here is made promptly, is nevertheless very prevalent, which would certainly worsen by withholding 4 months of pay annually. I also find myself obliged, for the consideration of your Honorable, to state here that in former times the eastern soldiers here indeed enjoyed no more than 6 months of pay annually, and the remaining 6 months remained outstanding, for the reason that they are all carried here on debt account and formally at Batavia; but in the year 1744 they rose up together against the government here and, so to speak, forced a resolution to be taken to provide them with their full earned pay monthly, which has also been continued as such here up to the present day. After this, the Commander produced the three small memoranda outside the command, namely one for the stoop and stairs made for the command by the carpenter Job Vijverberg amounting to 35 Rupees, item one for repairs made to the quays outside the river and boom gate, as well as to the Slooterdijk, by the ordinary fireworker Andries van Eijk to a sum of 66 Rupees, as well as a third amounting to 52 Rupees from the ensign and adjutant Christiaan Tupke, spent for having the bay gate with the tower, the main guardhouse, river gate, boom gate, and further all the guardhouses on the points cleaned and whitewashed, for which civil price those persons had undertaken to have that work done, of which the Commander had recorded that the aforementioned sums, the first by warrant of the 6th of December, and the latter two by warrants The chief surgeon Martin Zoot makes known that in 28 [illegible] medicines made from Batavia and that previously the medicine demand amounted to ƒ 800:-, but this year about ƒ 480 less. Monday the 30th of March 1772: At the start of this meeting the Lord Commander informed the assembly that the ship 't Huis te Boede arrived here from Colombo on the 21st instant, and that there also arrived here with it the elected Secunde of this Commandery, the Senior Merchant the Honorable Willem Iacob van de Graaff, and that this meeting was convened in order to introduce him, and at the same time to treat of some other matters that have occurred in the Master's service since the last meeting. Whereupon the members van Spall and Seijffer were deputed by this meeting to fetch the said Honorable van de Graaff from the Commandery, where he was already appointed and waiting, and to escort him into the meeting, which having been done, his Honor was complimented on his safe arrival and appointment as Secunde, and after taking the customary 465 281. The departing Secunde Kellij requests his discharge from the meeting and further charges, which is granted, and the presidency in the Council of Justice, and the office of Political Commissioner, and Captain of the pen-men are assigned to his successor.
