From Java's East Coast, the 28th of August 1772. have perished, namely that some settlements are entirely extinct; others that were 25 to 30 people strong have barely 2, 3, to 4 remaining; yet others of the same strength have 7, 8, 9, to 10 still alive, though all exceedingly emaciated. That all provisions of rice and corn throughout the entire land are now completely exhausted for the rebels is sufficiently assured by our commandos, aside from the accounts of newcomers and emissaries. From this it may be deduced that the rebel rabble must soon perish of its own accord, or at least be stripped of all might and strength so as to be unable to offer any further resistance, unless it should be merely a few desperate ones who would rather let themselves be massacred than surrender alive into our hands. The highly esteemed letter of the 8th of this month was delivered, with the original for delivery to the address of Mr. Heinrick and a copy for my attention, noting that the worsened wound of that captain is beginning to improve again and, according to the testimony of Surgeon Smitt, who travels from here to Cotta every four days for his treatment, will indeed be completely cured before long. From the Balinese side, nothing has been discovered thus far to indicate that any movement is being made. From Java's East Coast, 28 August 173 that after 9 hours, having been separated from each other by a heavy storm and tempest, the vessel of the relator, being stripped of its rope and anchor, after 24 hours of struggling finally came to fall upon the Balinese shore, which bears the name of Balie Badong, on the 28th of the aforementioned month of December; that they were then attacked and plundered on the beach by a certain Balinese named Bappa Manko and his son Sliekka, together with the people they had with them, who had also taken them along to the village of Cotta, where they were treated very meagerly for three days and nights; indeed, says the relator, if the Batavian Chinese juragan residing there had not provided them with sustenance, they would have had to perish during that time; which aforementioned Chinese had brought them not only before the first pangerang, but even before the Radja Gustij Moera Jambij, where the relator and his companions had been interrogated by the said raja as to where they came from and what their errand had been; the relator with his mates had answered, as it were, that they had been sent from Samarang to Sumanap with diverse goods, and also having had this and that for Oeloepampang, after delivering which they had intended to return, but were prevented by storms and adverse winds and driven onto the Balinese shore. Whereupon the said raja had replied that he knew better, that the Honorable Company had lost at Balemboangang and had to retreat; that they had certainly come fleeing to him; also that they had done well, for if they had fallen into the hands of Radja Agong Mangoeij, he would by no means spare their lives, whereas he, on the contrary, would endeavor to return them to the Company. The appearer further relates that they had been requested by the said raja to march with his people against a certain raja named Nerga de quastie, but having refused this with these expressions: that being the Company's servants they neither dared nor were allowed to undertake such a thing, yet if he, the raja, under whose power they now found themselves, wished to compel them thereto, they would certainly be obliged to go along; upon this answer of theirs, the matter rested there, and the relator with his other three mates were placed with one of the great chiefs whose name, to the best of his recollection, was Sirouwa, where they had received quite a reasonable reception, and in general were very civilly treated by the grandees, although on the contrary, from the common people, they had frequently had to endure insult, abusive words, and contempt. 555 From Java's East Coast, 28 August 172- From Java's East Coast, 28 August 172- at the closing of this, I hope to receive the communication of His Highness's full resolution taken; since I have fulfilled His Highness's requests for the pushing forward and speeding up of the expedition work to the best of human ability. With regard to the provisions and ammunition for the troops of the present expedition currently located at Oeloepampan and Cotta, I have ensured that they will be sufficient for at least two months, while the artillery goods such as cannons, howitzers, or others for making a formal attack on Bajoe are also amply at hand at Oeloepanpan; so that I hope to have given Your Honorable Worship some satisfaction therewith, and that all fearful accidents during transport caused by the present season and prevailing easterly winds—against which man is powerless—may be taken into favorable consideration by Your Honorable Worship, which is also why I am apprehensive that the sloop Samarang (most indispensable here on account of its cargo so favorably projected and also provided by Your Honorable Worship) will, contrary to desire, have to undergo a long voyage. Furthermore, in most obedient compliance with Your Honorable Worship's revered orders and the extract of Their High Honors, I have requested the administrator, upon reviewing and verifying what is on hand here and at Oeloepanpan, and in addition what would be most urgently required for the project of a new expedition calculated at about 6000 head of European and native troops as well as the cruising fleet, to draw up a separate requisition, which I then take the liberty of presenting for Your Honorable Worship's highly favorable attention, as well as, by respectful proposal for the aforementioned purpose, the arrangement made regarding the Passourouang people as per the enclosed copy of the letter from the commander there, all of which I flatter myself may meet with Your Honorable Worship's favorable approval. If I can rely on what I am assured, I think I can bring together at most two companies of Easterners by this month, but this will also be all that I am capable of; and if credence may be given to the daily incoming reports from the Balemboang servants regarding the condition of the rebels, it can give no well-founded reason to suppose that the rebels are still corresponding with the Balinese, so, subject to wiser judgment and further instructions, I shall suspend questioning and warning the nearest petty princes of that country about this matter. Raden Tommongong Jajadingrat, son of the old Panembahan begotten by Raden Ajoe Ceylon, having arrived here some time ago, yet without notice or letter on the part of the Pangeran at Madura, I had him summoned and interviewed, but he pleaded his ignorance and that the prince had given notice thereof for him to spend a few days with his father-in-law, the old regent Tjondronogoro at Sourabaija. These days having expired, I had him summoned again and asked whether he had not taken his pleasure and leisure long enough and should return home, whereupon he pretended to be ill, coming again to me himself when I ordered him to return home. He raised many objections to this until finally, when I asked him once and again for the reason, he gave me as an answer that he requested me to be placed under the Company's protection here in Sourabaija or elsewhere, and to be excused from returning home. 557 From Java's East Coast, 8 August 172- From Java's East Coast, 28 August 172- Whereupon I answered him that I was not authorized to do so and that he must return home or that I would give notice of his refusal. Whereupon he answered again: "It is well, and that is my request, not to have to go back to Madura, but to be allowed to remain under the Company's protection, whether it be according to the Company's pleasure here or elsewhere." Yesterday an arrival from Bajoe came here, who reported to me very candidly, which agrees with the true state of affairs already mentioned to Your Right Honorable in my previous missive, namely that great mortality reigns in Bajoe and much sickness, and that the number of their troops decreases daily, and as he claims, there are likely no longer 800 able-bodied men. He also admits that a few days ago 20 Balinese crossed over to Bajoe, who brought garments and some provisions, and when I further asked him whether they had brought powder and lead, he admitted they had not, and that those Balinese had stated they would not do so because this could not remain hidden from the Company and they did not wish to meddle further. These Balinese, according to the informant's declaration, departed again two days ago for Bali, who might well come into the view of our posted beach guards. From Amboina, 20 September 1773. — Honourable Sirs, though we had hoped not to occupy Your Honours with an extensive third separate dispatch this autumn, we find ourselves regrettably necessitated and placed under the distressing need to burden Your Honours in your weightier occupations with reports that cannot be anything but unpleasant, since a detailed account in this regard would be wearisome to us, partly with respect to the Cerammers and their Commander Hamba, and on the other hand regarding the renewed and very unexpected invasions, robberies, and murders committed by the Papuans, both in the hinterland of the Island of Bouro and on the north side of Ceram, together with the measures immediately put into effect by us to stem further threatening disasters and to protect, as far as possible, the inhabitants of the unfortunate Bouro, against which the aforesaid rabble chiefly seems to have aimed. In following the order in which we are accustomed to treat matters in our secret letters, we shall first speak of: The Cerammers and the cruisings against them, respectfully noting in that regard that, the first signatory having been informed by a letter from the orangkaya of Natoemetten, Ianavare, that those smugglers were about to descend again with some junks, it was thereupon resolved at the secret meeting of 20 May last to order the heads of the four spice offices to prepare two well-armed cruising orembaais each, and to keep them always in a fit state of readiness, in order that upon the appearance of one or more of the aforesaid junks they might immediately set out after them, either in person or under the supervision of the clerk or sergeant with some armed soldiers, with orders to pursue them and spare no means to capture them, without strictly confining themselves to their own districts, to which end, by the aforesaid resolution, the respective heads were granted the freedom to track and search for that rabble wherever and under whose jurisdiction they might be found. about Above From Amboina, 20 September 1773. — From Amboina, 20 September 1773. — Besides this, the first signatory also had the pantjallangs Catharina Geertruijda, Voortvarendheid, and Saparoea made ready, of which the first was to cruise along the Hitu coast of the islands the Three Brothers in the west as far as the corner of Siang, and above it in the east; the second between Hatuano and the corner of Coack on Ceram's inner coast; and the third between Himmoa and Husalaut, whereby the avenues to the spice offices and districts were closed to the aforesaid rovers. The public death penalty executed in accordance with the edicts upon some of their fellow countrymen of the village of Avang, who, as shared in our respectful letter of the 20th of May last, were intercepted with a junk laden with cloves, struck terror into them and should have restrained them, for a time at least, from paying another visit to the clove-yielding districts; but the above-mentioned proves, to our regret, the contrary, as those scoundrels, through the disloyalty of our subjects, have once again managed to obtain a good parcel of cloves. For, according to the enclosed report of the patty of Sila, Pieter Anthony Posilisa, and associates, who, as noted in our collective advices of today, have been on a commission to the island of Goram, three Buginese and Mandharese paduakans laden with cloves have returned home from Hollemory and Ceylon, but which could not all have been smuggled, but must partly have been gathered on Ceram itself, since it is certain that this coast also yields cloves. Further information concerning this was obtained on the occasion when the aforesaid intercepted clove smugglers were sentenced to death, whereupon they made promises that they would point out clove trees growing in secret groves in the mountains behind the village of Avang if that punishment were mitigated and altered to a lesser one. When the governor was reported of this by the members of Justice, His Honour ordered that the said delinquents be questioned more thoroughly on these matters, and subsequently to submit a written report on the outcome of their commission, which was done, disclosing the name of the mountain where the groves and clove trees are said to be found, for the discovery of which the first-signatory will spare no effort during the upcoming Hongi expedition and subsequently have them extirpated. Meanwhile, Lieutenant van Eersten and Ensign Holbag, who, as shared in our humble letters of the 20th of May, were dispatched from here aboard the pantjallangs De Lassum and De Toesigt to cruise the south and north coast of Ceram, and were among other things ordered by instruction to gather as much information as possible about the activities of the Cerammers and the foreign rovers haunting their coast, and also, pursuant to the orders of Your Right Honourables, to attempt to capture the orangkay of Kelibat, Balewie, and the captain of Quaus, Abaa, as the principal actors in the murder committed in the spring of 1771 against the orangkay of Rarakit, Cadjiesa, have upon their return submitted a written report to the Secret Committee of the 7th of August last, which we respectfully enclose with these documents, from which Your Right Honourables will be pleased to see, as well as from the attached sworn deposition of Lieutenant van Eersten, that the primary objective of the aforesaid expedition could not be fulfilled due to the conduct maintained therein by Commandant Hamba, who was not content with keeping the aforementioned officers in despair for nearly a whole month under the promise of assisting them with vessels for the execution of the said commission to Rarakit, but who even dared to express himself in exceedingly far-reaching arrogance and insolent language against Lieutenant van Eersten, namely, that he would send the orangkay of Haija chained on board, since it had been his affair to give orders to the regents of Ceram's inner coast; not to mention more broadly his thoroughly abusive and mocking expressions in the presence of the commissioners on Goram, the patty of Sila, Pieter Anthonij Posilisa, and the commissioner of matrimonial affairs on Ceram's inner coast, Anthonij Sopa Heluwakan, described in detail in their deposition confirmed under oath, to which end not only

We deemed it best not to take any disposition regarding all this, but considered it advisable to bring the whole matter, with transmission of the papers relating thereto, to the attention of Your Right Honourables, as we most respectfully do hereby, in the full confidence that Your Right Honourables' renowned equity and noble way of thinking will be pleased to maintain this ministry, and especially the first undersigned in the character of Governor and the authority over this province attached thereto, which has been most grievously injured by the above-described conduct of Hamba, and in the future to protect against such unpleasant affronts, which acutely affect a faithful and ambitious minister, from a man like the aforementioned Hamba, who, instead of answering to the trust placed in him with the conferred authority over Ceram, makes such a punishable abuse of it. That Your Right Honourables yourselves never had the best expectations of that fellow is evident, since the revered secret missive of the 23rd of December 1766 orders that a watchful eye be kept on him as a rascal, and that on account of the smuggling trade in spices conducted by him with From Amboina, the 28th of September 1772. — From Amboina, the 20th of September 1772. — the Bugis, urging this further by secret missive of the 8th of December 1767; while in the general letter of the 26th of December 1768, by which the commandership entrusted to him was approved in the hope that the illicit trade could be prevented by that expedient, the previous recommendation to always keep a watchful eye on this Hamba was renewed so that he would not come to abuse the greatness entrusted to him, proving that Your Right Honourables were already apprehensive of this at first sight, and as experience teaches, with as much foundation as has only been too well justified. From Amboina, 20 September 1723. — From Amboina, 30 September 1712. — has sent off, disguised from there as an ordinary native along with another trusted person, to cross over to Romasoal and if possible even to Gebe, in order to inform himself in the most precise manner about the actions of the British on that island, as well as the size and number of their ships and smaller vessels, their crews, armaments, etc., also whether they conduct any trade there with the Papuans or other nations, and what that trade consists of, and finally whether they also barter for spices such as nutmegs and cloves there, purchasing them from the Papuans or other peoples trading at those islands. From Amboina, the 20th of September 1732. had sought to save themselves by flight, had wounded them with assegais and arrows, on which occasion a corporal and two soldiers also unfortunately lost their lives, while Sergeant van Aarden, who had been appointed as overseer of the work, went missing, without it being known whether he saved himself by flight or also fell into the predatory hands of the Papuans; furthermore, that during that surprise attack the said rabble plundered and carried off four flintlocks, twelve dozen live cartridges, eight pounds of gunpowder, and various tools. Manipas Resident Treno communicated by a letter of the same date that the cruising orembai of Bonoa, with twenty-four oarsmen or rowers under the supervision of a gunner and reinforced with three soldiers, sent to Sawai for the conveyance of wages, board money, and rations for the garrison there on Ceram's north coast, in the bay of Laboeang Papoea, was unexpectedly attacked and plundered by four kora-koras and two maloelis. Deliberating over these distressing occurrences in our meeting of the 27th of July, it was decided upon the written remarks submitted that day by the Governor by way of his preliminary advice: First, to dispatch the Ternatean patjallang De Canneelboom, lying at Bouro, with which the elected Banda second-in-command Suijdelman has arrived, alongside the patjallang De Concordia, the only one we had on hand here in serviceable condition, to cruise the north and south sides of Bouro, and to place on each vessel one officer, two non-commissioned officers, and twelve European private soldiers; 2. To write to Resident Knop to add thereto all the cruising orembais of Bouro and Amblauw, well-armed under their chiefs, to seek out the Papuan pirates in their hiding places and, if possible, overpower them or otherwise drive them from there; 3. To order the Manipas Resident Treno to send two of the most capable and largest orembais from under his district, properly armed under their chiefs, with the utmost speed to Bouro to join with the cruising orembais of Bouro and Amblauw, in order that, under the protection of the aforementioned two patjallangs, they may be better able to face the Papuans upon encountering them and, if attacked by that rabble, to be able to resist them vigorously; 4. To appoint Lieutenant Gosseling and Ensign Delius as heads over the aforementioned expedition and to provide them with such instructions as we respectfully submit herewith to Your Excellencies, wherein among other things it is ordered that Lieutenant Gosseling with De Canneelboom and half of the orembais shall cruise around the south of Bouro, and Ensign Delius aboard De Concordia and the remaining half of the orembais around the north of that island; 5. From Ternate the 7th of September 1772. From the conference held on the 20th of May between His Highness and this administration, we do not doubt, however, that Your High Excellencies, upon reading the secret resolution of the 20th of May and the related circumstances of this incident, will join us in suspecting that the aforementioned Young King can by no means be acquitted of that murder. We are therefore very pleased that no further instances are being made from the Tidore side to proclaim that Crown Prince as King, regarding which we shall respectfully await Your High Excellencies' further orders, while we take the liberty to note that, in our opinion, it would be desirable if the Tidorese ceased this intention for the time being and made no use of Your High Excellencies' permission to allow that elevation to proceed. For although the old King of Tidore, through his weak governance and carelessness, is himself already largely the cause of the troubles that his subjects create, we are nevertheless of the opinion that it would be more beneficial for the welfare of the Moluccas if His Highness remained in government for the present, rather than his eldest son, the Radja Moeda, succeeding him in this juncture of times. With regard to the considerations required by Your High Excellencies concerning the requested throne successors by the Kings of Ternate and Batchian, the first undersigned takes the liberty, regarding the person and character of the Ternatan Prince Toloko, eldest son of His Highness, to set down that he is of a very gloomy nature, hard of hearing, of few words, and not the most witty. On the other hand, he is truly of no malicious disposition, although he has the reputation of being rather given over to the use of opium. Notwithstanding this, he is nevertheless a tenderly beloved son of his father, whom Your High Excellencies would likely attach to the Company's interests to the utmost if it might please the same to declare the said Prince successor to the throne of the Ternatan realm. However, since Prince Airoen Saha, half-brother of the King and born of the same father, is endowed with such qualities as were attributed to him in the secret missive of the former Governor Munnik dated the 25th of July 1769, the first undersigned finds himself obliged to note how he is of the opinion, along with Mr. Munnik, that according to human foresight no one is more worthy to ascend the Ternatan throne after the present King than this Airoen Saha, who enjoys the praise from all that he is the most sensible and most virtuous of the princes of this island. Prince Kandar Alam, Goegoegoe of Batchian, the same who was detained on Ceram by the Ambon administration and sent hither under arrest on the 10th of June, presents himself very well in outward appearance, is friendly, and a very suitable person, appearing to possess more understanding than his younger brother, the Prince Major Padra Alam, who is married to Princess Rahsia, daughter of the King of Ternate, with which father-in-law he is currently in disfavor, since he has resided on Batchian for nearly eighteen months without looking after his wife. To which the first undersigned further adds that the marriages of the native princes cannot be taken much into account in such elections, since the marital bonds of the Moluccans are generally of short duration; for the Batchian Prince Major, as has already been said, has practically separated from his wife of his own accord, and the wife of Kandar Alam, a Tidorese princess, has already bound herself to another on Tidore, for which reason the said Prince lives in open enmity with the Tidorese court, and is now according to rumors about to marry a daughter of the King of Ternate again. The residence of a Batchian Radja Moeda at Labuha would, according to the humble undersigned's thoughts, be no bad thing, and could likely turn out favorably for the Company's garrison there, as agriculture would be promoted by this increase of inhabitants, and provisions and other necessities would, in all likelihood, be brought thither in greater abundance.

Since Your High Mightinesses will have perceived from our humble general letter of 31 July that, despite all efforts applied thereto, we have not been able to get the Radja of Keliloehoe into our hands, we take the liberty of respectfully abiding by what was noted in that regard, as well as by the contents of the Separate Resolution of 18 January, since on that day during our meeting, through the Council members Meurs and Seidelman, we caused to be made known to the Young King in a separate room that, as this Radja, according to his promise, had not appeared with him at this Castle at that time, we could infer nothing else from this failure to appear than that the same must not be as innocent as he had pretended to the former Commissioners Hemmekam and Waker, since otherwise he presumably would have come here to account for himself before this Council. Whereupon the often-mentioned Crown Prince replied in substance that his father had charged him to assure this Administration that Keliloehou's Radja would be detained on Tidor until the King should have received further orders concerning him from Your High Mightinesses, as he intends to write to Your High Mightinesses about this Radja at the first opportunity. Since the predatory and mutinous inhabitants of the said places currently carry on a virtually open trade in the spice crop, it is not likely that they will look favorably upon the destruction of the said fruit trees on their lands in this conjuncture of times, much less assist our people in that work; rather, it is much more to be expected that they will exert all their strength to prevent the extirpation, whether by cunning or by force. In such an event, these rebels, in our judgment, ought to be forced by violence of arms and finally punished, both on account of their smuggling trade and on account of the numerous raids and outrages with which the Papuans are charged, but which are mostly and primarily committed in the Ambon jurisdiction by the peoples of Pattani and their neighbors. Since Tidore's King has often denounced these subjects of his as rebels and apostates who refused to listen to his orders, he could fairly raise no objection against such a military expedition and against the chastisement of these peoples, after which the destruction of spice trees there could take place with tranquility and ease. With regard to the complaints of the Ambon Ministry concerning the continuation of the illicit navigation of the Tidorese to Ceram, and of the continuous raids of the Papuans and Tobeloers against the Burunese and their lands, we serve as respectful communication that the Kings of Ternaten and Tidor, upon the representations and complaints made to them against these subjects of theirs, have promised to counter and punish their outrages to the best of their ability; which we communicated to the said Ministers.
